PRINCES and PARTITION: PEEP INTO PAST

India Q: Concept of Paramountcy and how Princely came under British umbrella ? A:Lord Wellesley was Governor General of India between 1797 and 1805. In that eight years he concluded almost 100 treaties with Indian princes. The concept of paramountcy led to the establishment of Princely order in India. Wellesleys policy of subsidiary alliances was an umbrella thought brought princely states in the defensive alliance and mutual guarantee. So when India awaited Independence in August 15 th of 1947, it had to break its head over 564 princely states. Q: When British Prime Minister Atlee announced the policy decision on 20 th February 1947 to withdraw from India by June 1948, what was the scenario in India ? A: Let me quote The Times London Muslim separatism is deriving encouragement from the language of the white paper. The Princes started dreaming of Third Dominion. Winston Churchill named it as Princestan. The Chancellor of the Chamber of Princes Nawab of Bhopal asked the Princes not to immediately decide joining Indian Constituent Assembly but to wait and watch. Nawab of Bhopal inducted pro-Pakistani officials in the Secretariat of the Chamber. He made a Pakistani Mohammed Zafrullah as his constitutional adviser. Indore was with Bhopal, Jodhpur too joined the bandwagon. With the blessings of Jinnah and with the backing of the Secretary of the Political Department Sir Conrad Cornfield it seems Princely India will be separate entity once India got independence. Q: Among the princely states who declared independence first, and who changed his colours like chameleon and headed a committee to ban political parties that sought separatism ? A: Diwan of Travancore Sir C.P.Ramasamy Iyer declared on May 9 th of 1947 that on the lapse of Paramountcy on August 15th simultaneously with the transfer of power to India, Travancore would declare herself a free and independent State. The wily Brahmin was arrogant that in Delhi he even declined the invitation for lunch extended by Sardar Patel. Sardar Patel directly spoke to the Maharaja over telephone in commanding tone. The question, who is standing in your way ? made the Maharaja shiver in fear and he conveyed his decision to accede to India. Q: How all the princely states were brought into the Indian umbrella ? To whom the credit should go ? A: Definitely not to Nehru. The credit to make 562 princely states accede to India rests on the shoulders of Sardar Patel. In June 1946 Patel spelt his policy: The time has arrived when it is necessary for Indian people to deal with the States problem on the basis of collective approach to the Princes as a whole and not to fritter away their energies in isolated battles. Mountbatten too facilitated by declaring separate negotiations with each and every princely state is ruled out. Q:Plundering natural resources and land scams are not new, even in British India such things happened, and even in independent India it continues, especially in naxal infected Bastar. Tell about this ? A: In September 1946, Bastar had a Raja who was a minor and weakling and a foreigner as its Prime Minister. Bastar had and has rich mineral resources. Then it was mortgaged to Hyderabad State for a long lease. Patel took up the issue with the Political Department of the British. He was told that as the guardian of the minor prince, foreigner Prime Minister can enter into mortgaging a whole state. Patel saw the Prince of Bastar and said I felt it was a sin to make him sign such agreement. It was then that I was made fully conscious of the extent to which our interests were prejudiced in every way by the machinations of the Political Department and came to the conclusion the sooner we were rid of these people the better. Their main aim was to further their interests and to cause much damage to India as possible. I came to the conclusion that the best course was to drive out foreigners even at the cost of partition of the country.It was also then that I felt that there was only one way to make the country safe and strong.. and that was unification of rest of India. Q: What did Dr.B.R.Ambedkar suggest when Partition became inevitable ? What happened during partition ? What did Ambedkar think on Gandhijis attitude at that time ? A: Dr.Ambedkar proposed partition with complete transfer of the population of respective zones to avert blood shed. As he feared partition brought unprecedented million Hindu and Sikh refugees to India. Ambedkar felt why did Gandhi never went saying again and again that India can be partitioned only over his dead body ? Corruption and Congress: A historical peep into past.

These are days when everyday one scam comes out in media and people forget it after few days. To refresh the memory of people let me place the corruption history of Congress governments. Jeep Scam of 1947 : Pakistan invaded Indian territory of Kashmir and Indian army needed Jeeps to travel in difficult terrain of Kashmir. V.K.Krishna Menon was Indias High Commission to Britain. Like our Suresh Kalmadi, he placed orders for 4603 Jeeps from a dubious company. You may ask what is wrong in it ? The Jeeps were of poor quality. It was supplied after the War was over. Parliament rocked. Ananthasayanam Iyengar Committee was constituted to probe the scam. It had submitted its report which till date had not been made public. So the Congress party which Mahathma Gandhi wanted to be disbanded once independence was attained and become a Seva Sangh, started serving India with being the first in bagging the trophy for corruption. Congress also taught Indians that it can not only rule but can lay precedent to misrule by sending the first scam report to cold storage. First corrupt politician to be jailed 1949 : The then Industries Minister of Vindhya Pradesh Rao Shiv Bahadur Singh was caught red handed receiving a bribe of Rs 25,000 for renewing a diamond mine lease in Patna. Singh was imprisoned for 3 years. The first Congress leader to go to jail and starting the Corruption brigade in Congress which now has Suresh Kalmadi as national show piece . First bureaucrat to be jailed 1951: There existed a quota for import of cycle parts, and it was given to a sole importer benefitting that particular importer and in this scam Union Industries and Commerce Secretary S.A.Venkatraman was sentenced to three years imprisonment. The great honour of going to jail was conferred on a Tamil Brahmin bureaucrat who taught the bureaucracy graftology. Mundra Scam that hit T.T.Krishnamachari 1957 : Life Insurance Corporation of India was influenced by Finance Minister T.T.Krishnamachari to lend Harida Mundra of Kanpur Rs 1 crore by purchasing shares in his firms with no real standing in order to boost the prices of those companies in share market. Haridas Mundra was jailed for 22 months. Finance Minister T.T.Krishnamachari, a South Indian Brahmin had to resign earning the reputation of first Union Minister to step down and for a Dalit Minister to get this honour it took time till 2011. Hasan Ali of those days Teja Caper 1962 : Liechtenstein bank as safe have for black money is very much in news nowadays, thanks to Hasan Ali popularizing that bank and Puducherry Lt.Governor Iqbal Singh helping Hasan Ali get fake passport. Jayanthi Dharma Teja set up a shipping company with a paid up capital of Rs 200 only. A Nehruvian recommendation got that company Rs 22 crore as loan. Jayanthi Shipping Company of Dharma Teja pocketed all advance payments in his Leichtenstein bank account. In this scam finally Dharma Teja was arrested in London in the year 1970 . Het got six years imprisonment. But he escaped and like Puducherry absconder Ravi Shah co-accused along with his brother Kamal Shah who raped and brutally murdered his elder brother Ravi Shahs wife Parvathi Shah , Dharma Teja is absconder and Indians forgot this scam too. Punjab Scam of its Chief Minister 1964 : Allowing family members to amass wealth disproportionate to known sources of income may be famous because of Jayalalithas disproportionate asset case and 2 G scam cases but first Chief Minister to fall prey to his familys greed was Punjab Chief Minister Pratap Singh Kairon. Dass Commission of Enquiry indicted him and he had to step down from office. Nagarwala Mystery of 1971 : After liberating Bangla Desh Indira Gandhi was called as Goddess Durga by Indian masses. Before 1971 because of Congress party split and veterans like Kamaraj leaving Congress to start Old Congress which was known as Syndicate, the Indira Gandhi Government survived with the support of 25 member DMK Parliamentary party headed by orator Nanjil Manoharan. Aringnar Anna inculcated in the blood and veins of DMK cadre anti-congressim but Kalaignar M.Karunanithi made the historical mistake of supporting Congress to survive, which he must be repenting now in 2011. In 1971 polls DMK-Indira Congress alliance was struck. I still remember as Student DMK leader, the veterans of Congress like R.Venkatraman, C.Subramanian, Mohan Kumaramangalam and others of the Congress delegation standing before DMK President posing photographs without sitting in available sofas to get only 10 Parliament seats with NO assembly seat for Congress in the alliance deal. In such historical year of 1971 State Bank of India chief cashier got a phone call with someone speaking in Indira Gandhis voice directing him to give Rs 60 lakhs to her messenger, a former army officer Rustom Sorab Nagarwala

3rd June of 2011 is the 81st birthday of Comrade George Fernandes. Great Leader George Fernandes is suffering Alzheimer's disease (AD), also called Alzheimer disease, senile dementia of the Alzheimer type, primary degenerative dementia of the Alzheimer's type, or simply Alzheimer's, is the most common form of dementia. This incurable, degenerative, and terminal disease was first described by German psychiatrist and neuropathologist Alois Alzheimer in 1906 and was named after him. His wife Leena Kabir Fernandes deserves the Nations Thanks for Protecting Comrade in this crucial hour. Last year my sisters daughter D.Kanimozhi 21, Lit candle in the birthday cake placed before a Photograph of Comrade George Fernandes and celebrated Comrades Birth Day.June 3 rd is her birthday too. This Year she remains unconscious from April 8th of 2011 in ICU of Apollo Super Speciality Hospital, Teynampet Chennai and she could not nor our family could celebrate his birthday. But we all wish him speedy recovery and hope medical world Finds a Cure for his disease. Recalling our past

The picture above taken at Socialist Conference held at Tuticurin reminds me of his greatness. I went as observer to the conference. George Fernandes called me to stage and asked me to translate his speech. In that speech he announced the launch of Sethu Samudram project, a dream of 138 years unrealized till that date. At the concluding time, he started introducing me to the audience saying my friend Comrade Nandhivarman who translated my speech is running a progressive political party in Pondicherry and showered praise for 5 minutes. I stopped translating his speech and told since it is praises on me I find it difficult to translate. His replies to all my letters will be published in the proposed book which is being planned to commemorate the 10th anniversary of the launch of Dravida Peravai since 30.10.1996. All our work during this decade will be recorded in two books titled Arikaigal Aiyiram Arasiyal Payiram" and "Puthuvai Varalatrin Pugazh Mighu suvadugal". Now looking down the memory lane, I wrote a letter to George Fernandes on 27 th September 1984. For which George Fernandes replied on 19 th October 1984. The reason to reproduce few lines from that letter is to record the regard George Fernandes had and has for DMK President Dr.Kalaignar M.Karunanithi. In that letter George Fernandes states I can never forget the help and support given to me by Mr.Karunanithi during the dark days of Emergency. Our friendship had survived all the vicissitudes of political turns and twists". In 25th January 1985 he was admitted in a hospital in Bombay. From there he replied to my letter. Dear Nandhivarman... Thank you for your beautiful letter. With men like you around, we shall win our struggle, no matter what price we have to pay. India sent IPKF to Srilanka. I wrote a letter condemning Rajiv Gandhi. In that letter I wrote The curse of our race will see the dawn of your doom". A copy of the letter sent to Rajiv Gandhi was sent to George Fernandes. He replied "It is a shame for India that Mr. Gandhi should have chosen to do the dirty job for the President of Srilanka. That he is doing this at the behest of America makes it all the more dirty." This is George Fernandes comment on IPKF episode.

Dravida Peravai was publishing a news letter titled Green Politics. George Fernandes reproduced one interview which came in our news letter in THE OTHERSIDE [1.10.1997] issue. The Other Side was edited by George Fernandes. He wrote an introductory note for the interview titled 'AUROBINDO ASHRAM TAKE OVER BY CENTRAL GOVERNMENT DEMANDED....... Dravida Peravai General Secretary N.Nandhivarman speaks" He wrote There has been a persistent demand for the takeover of the Aurobindo Ashram in Pondicherry by various individuals and institutions. In the forefront of this campaign is the general secretary of the Dravida Peravai N.Nandhivarman. Nandhivarman has over years been exposing for public view the unsavory goings in the Ashram, which has brought this once hallowed place into disrepute. We are publishing hereby a question-answer report which is an interview with Nandhivarman. We hope the authorities will take note of this report and take action in the matter before it is too late to stem the rot." On 1998 25 th September Union Defence Minister George Fernandes wrote an official letter to Home Minister L.K.Advani seeking protection for me when I was heading a 15 party struggle committee against land house grabbing in Pondicherry. He could have just sought protection. But his affection for me comes to the fore when he uses extra lines to introduce me. I have known Mr.Nandhivarman as an indefatigable fighter against corruption in all its manifestations. He has been engaged in a long standing campaign against corruption at various levels of administration in Pondicherry" so goes on his letter. In Union Territory of Pondicherry three nominated MLA's could be nominated. Usually men of letters and scholars alone could be nominated. But in practice party men were filling these posts. Opposing this I wrote to Attorney General, President of India, and Prime Minister etc. I suggested Former Chennai High Court Justice David Annousamy, Tamil scholar Dr.Era.Thirumurugan and Vasudevaraju I.A.S [retd]. Forwarding my letter to Union Home Minister L.K.Advani, Comrade George Saab wrote Mr.Nandhivarman is the General Secretary of the Dravida Peravai and in the many years I have known him, he has been a selfless public worker taking up public issues, apart from fighting corruption in Pondicherry. The names he had suggested in his letter to Attorney General provide proof of his public concerns" Well all these are recorded here not for self boast. I do not belong to his party. Lifelong I am a DMK follower. Even DP though a splinter of DMK is run as true DMK. I had fought emergency with my pen. But all these years not even once my leader Dr.Kalaignar acknowledged me or gave me my due recognition. If Aringnar Anna would have been alive my position within DMK would have been different. By monetary yardstick a man will not be evaluated by Anna. In George Fernandes I saw the nobility of Aringnar Anna. Nearly four decades we had been friends. I never joined his party. But for his Samata Party, I was a special invitee to its National Executive. Could you imagine this in Indian politics? Another party invited to National Executive. George Fernandes in public and private acknowledged me. I am ever grateful to him. In my life George Fernandes has a unique position equal to that of Aringnar Anna.

Where does wealth go ? Who benefits under UPA governments policies? There are 1,20,000 high net worth individuals who have investible assets of $ 1 million dollar and more and these 0.1% of Indias population owns one third of Indias Gross National Income. According to Asia-Pacific Wealth Report of 2009 the combined net worth of 84000 high net worth individuals is $310 million dollars. So 1 percent of our populations grows richer day by day and UPA is benefitting only them. How long it will take for us, the other 99 percent of Indias population to reach the level attained by 1 percent of the population. ? A Indian from rural areas will have to wait for 3814 years to reach that stage. An average urban Indian will take 2238 years to become rich like the 1 percent rich of our society. Do you say UPA is not taxing the rich ? I am not saying. Auditor Gurmurthy in Open-Editorial in The Hindu recently accuses UPA has altogether stopped taxing corporate and others who are tax worthy. According to Economic Survey 2010-2011 the ratio of excise revenue to GDP has come down from 3 percent in 2005-2006 to 1.7 percent in 2010-2011 and customs from 1.8 percent to 1.5 percent. On the basis of excise-customs to GDP ratio of 2005-2006 the government had under-levied excise by 1,00,000 crore and customs by 43,000 crore in 2010-2011. Yes 1.43,000 crore loss to government coffers. If government losses who benefits, even a child will point the finger at corporate . The under levy of excise started in 2006-2007 at 13,000 crore and by 2008-2009 rose to 63,000 crore. By 2010-2011 it reached 81,000 crore. It means the Government refused to levy the legitimate tax. Common man can bear tax burden and nor corporate our Finance Minister Pranab Brokerjee thinks. Sorry if he continues to behave like a broker to corporate common man will only curse him by slightly modifying his name. The companies posted a profit before tax of 4.08 lakh crore in 2005-2006. In 2007-2008 the profit stood at 7.11 lakh crore and in 2008-2009 at 6.68 lakh crore. Super profits in 2009-2010 is 8.24 lakh crore. So it is clear that our people have to bear more and more tax burdens by hikes in petrol diesel prices whereas companies in the field grow richer and richer. You spoke in 2011 beginning itself in Karaikal that the biggest scam is not 2G but KG , now CAG [ Comptroller and Auditor General] report seems to vindicate you ? Recent scams started with 80,000 crore revenue loss caused by Reddy brothers, in mining scam of Karnataka. Then came 2 G scam where CAG quantified to 1.76 lakh crore. Rs 214 crore beneficiaries are in prison. Totally 30,000 crore is only in CBI chargesheet against the so far accused. Balance 1,46,000 crore loot and those who looted definitely must be in UPA waiting for getting exposed. After Tamilnadus 2 G scam, mining scam of 3,00,000 lakh crore rocked the Orissa Assembly. In that series next came the center page article Corporate Socialisms 2 G orgy in The Hindu dated March 7 of 2011. Mr.P.Sainath quoting government statistics said Government had forgone from 2005-2006 to 2010-2011 corporate income tax, excise and customs duty, to the extent of Rs 21, 25,023 crores. Yes 21 lakh crores government helped corporate sector . Half a trillion dollars nation lost in revenue. 12 times BIGGER than 2 G scam, Sainath wrote. This is not DMK scam, it is Congress scam. Global Financial Integrity , a watch dog organization brought out a report on illegal financial flows from India to tax havens. The figure they quote is 21 lakh crore since 1948 to 2011 is black money slashed abroad. Everyday 240 crores is written off in corporate income tax in India under UPA. This money becomes black money creating black economy. So in these scams KG scam had yet to be quantified. After that only we will know whether National Trophy for Corruption will be handed over to Malladi Krishna Rao in the Sports stadium of Yanam. CAG on KG. The Hindu dated June 16 th of 2011 in its editorial All is not well with gas and oil writes To the list of acronyms and alphabets -2G,CWG,ISRO- that have given the UPA government such an un-savoury image in recent times must now be added another KG. According to draft report of the Comptroller and Auditor General of India on hydrocarbon production sharing contracts the public exchequer has suffered an as yet unquantifiable loss thanks to the undue benefit provided by the Ministry of Petroleum and Natural Gas to Reliance Industries Ltd, the operator of gas-rich Krishna Godavari basin fields The Ministry as per report allowed the company to expand 1600 square kilo meters the contract area. Is it sea grabbing like land grabbing? That is why I wrote few weeks ago in Makkal Manasatchi, a Tamil investigative weekly that Malladis Real Estate Business in Bay of Bengal.

AK. ANTONY RESIGN IF YOU ENDORSE FISHING BAN IN PALK STRAITS MADE BY COAST GUARD BEFORE MADRAS HIGH COURT Madurai Bench
The New Indian Express dated 17th November 2011 in its front page carried a report from Madurai the title of which was BAN FISHING IN PALK STRAITS : COAST GUARD. Let me quote : Warning of a potential 26/11 type attack by terrorists who could sneak in using seized Indian fishing vessels along the Palk Bay , Indian Coast Guard on Wednesday recommended declaring India-Srilanka International Maritime boundary line a No Fishing Zone. Making a drastic submission in an additional counter affidavit filed before the Madurai Bench of the Madras High Court, Inspector General V.S.R.Murthy , Deputy Director General Operations and Coastal Security , Coast Guard said : The Tamilnadu fishermen crossing International Maritime boundary line may be potential target for forces inimical to the country. Such forces may utilize these Indian fishing vessels for terrorist attack similar to Mumbai 26/11. On October 14, the court hearing a public interest litigation filed by Advocate Stalin seeking protection for Indian fishermen , passed an interim order directing the Coast Guard to deploy sufficient coast vessels under the supervision of senior Indian navy officials. Seeking to vacate the interim order, the Coast Guard officer submitted that no armed force vessels can cross into the territorial waters of another country for protection of their fishermen since it will be construed as intrusion into the sovereignty of that country. It would violate Indo-Lankan Treaties signed in 1974 and 1976.{ Report by M.Vandhana] I dont think this affidavit would have the clearance of Defense Minister A.K.Antony. But if it is and if Coast Guard expresses incapacity to save Indian lives, then we will have to write to all Parties in Parliament to demand the resignation of Defense Minister who cannot protect defense-less Indian fishermen. Indian navy should only move within our territorial waters and should not step into international waters to save our Indi an lives; the logical extension of Coast Guards policy would only lead to keep our navy confined in our harbours. China is bolstering its nuclear arsenal at Delingha in the Central Qinghai province of China located not more than 2000 kilometers from Delhi, giving Indian officials sleepless nights, reported Times of India. If these officials have the wisdom of Coast Guard, they could have slept well. Coast Guard is only to guard the coast, and they will sit in beach front and guard the coast, why should they step into seas. Unless their nomenclature is amended in Parliament to rename then as Guards of Coasts, Coastal Peoples, Seas and Wealth of Seas, they wont bother about Indian fishermen getting killed, attacked, robbed by NAVY of NEIGHBOURING COUNTRY. There is no terrorist now and the neighboring country had killed lakhs and wiped out terrorism, but then trying to hide this fact Coast Guard expects GHOSTS to come out of graves and seize fishing vessels to launch attack on Indian coast. The interim order of the Court is justifiable, reasonable and patriotic. Any Indian Court can only direct Indian Coast Guard to protect Indian civilians. It cannot seek the USA Coast Guard to protect Indian Tamil fishermen. At the height of arrogance and shamelessness Coast Guard suggests BAN FISHING in PALK BAY. Is it a Tamilnadu Government ordinance or Tamilnadu assembly order or has the Government of India passed any ordinance over night or does Indian Cabinet passed orders to the Coast Guard to seek ban on fishing in Palk Straits. Who gave them the authority, who is behind this script, is it written by Home Minister P.Chidambaram, Defense Minister AK.Antony must clarify in Parliament. A Federation of American Scientists report by Hans Kristiansen and Robert Norris had estimated that China has 240 nuclear warheads. Beijing had added four new ballistic missiles including one that could be launched from submarines , using upgraded 7200 kilometer range DF-31 to target India and Russia. Since Delhi faces threat will Indian Air Force say following the footsteps of Coast Guard that NO GOVERNMENT ZONE should come in Delhi. All Government of India offices from Rastrapathi to Prime Minister and Parliament should be evacuated from Delhi. If that is going to happen Defense Minister will realize it is the guidelines Coast Guard had laid which is followed by Air Force. The Union Minister of State under PMO Mr.V.Narayanasamy had recently told in a press conference in Southern districts of Tamilnadu that Indian navy will safeguard the lives of Indian Tamil fishermen. Then who in UPA cabinet bypassing PMO had directed the Coast Guard to file such a foolish affidavit before Madurai Bench of Madras High Court ? Which Ministry is author for such a statement. We cannot protect Indian lives, let them give up fishing, which knowledgeable Ministry chose to advance this un-patriotic argument. Whether Home Minister P.Chidambaram is aware of this or is he a party to such atrocious affidavit.

Fishermen must sue Coast Guard for its failure to protect their lives. The boundary between IndiaSrilanka must be re-drawn and the issue should go before International Tribunal of the Law of Seas. In a long drawn process through four conventions covering high seas, territorial seas, continental shelf and living marine resources which began in 1958, United Nations Organization had strived to evolve consensus which ended in U.N.O mooting out International Law of Seas 1982. It was ratified by India in 1995. As per article76 of the International Law of Seas 1982 " The coastal state shall establish the outer edge of the continental margin wherever the same extends beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured. On the submarine ridges, the continental shelf's outer limit shall not exceed 350 nautical miles from the baselines from which the breadth of the sea is measured." IN ACCORDANCE WITH THIS PROVISION INDIA SHOULD HAVE GAINED 7 to 9 LAKH SQUARE KILOMETERS.. But in negotiating to extend this exclusive economic zone India got another chance to regain Kachcha Theevu. NDA faltered and missed the chance. Now UPA must act before peoples ire against it turns into a tornado in Tamilnadu. 1. Reopen the deplorable agreement signed bypassing the Indian Parliament and without consulting the Tamil Nadu Government. An agreement that intensified the plight of Indian fishermen who fall a prey to the bullets of Srilankan navy in view of the ambiguity prevalent in its definition of our territorial water must be scrapped. 2. The so called rights of Indian fishermen were never honoured and the Government of India must place a white paper in Indian Parliament on the merciless shootings and killings of fishermen by Srilankan side violating this agreement. 3. The new boundaries as per International Law of Seas 1982 must be redrawn and India should take care to get back Kachchativu. 4. Without wasting time Indian Government must take this issue to the International Tribunal of the Law of Seas under United Nations for re-demarcating our territorial waters.
