AGRICULTURE

2007-2009 Production : There has been recovered production of 157 lakh

tonns of wheat and 166 lakh tonns of Paddy during 2008-09. This was achieved by insuring supply of power, fertilizers and other inputs. Procurement : Recovered quantity of 105 lakh tonn of wheat and

132 lakh tonn of Paddy have been procured in 2008-09 without any hassles to the farmers. RKVY : Due to the efforts of the State Government the state has

become eligible for availing 100% grant from GoI under Centrally Sponsored Rashtriya Krishi Vikas Yojana (RKVY). Against a grant of Rs 37.95 Cr earmarked for 2007-08, an Annual Action Plan of Rs 87.52 Cr has been approved for 2008-09. During 2007-08 various projects of agriculture and allied sectors have been undertaken with the assistance being provided under RKVY. Besides, conservation of irrigation water for sustainable production in Punjab, various interventions like conjunctive use of surface and ground water, under ground pipe Line conveyance system in tubewell commands, better On-farm water application through Laser Leveling are also being undertaken under this programme for sustainable development of agriculture in the State. Diversification NHM : To provide holistic growth to the horticulture sector the

state is availing funds under the Centrally Sponsored National Horticulture Mission (NHM) and is providing matching State grant. As a result an annual action plan of Rs 91.66 Cr under NHM has been approved for the state during the current year against Rs 24.10 Cr provided in 2007-08.

Citrus States : To facilitate the production and marketing of citrus

varieties five citrus states have been established in the state during 200708 and are further being strengthened during current year. Farmers Training Centre : A sum of Rs. 5 crore has been

provided for the development of 4 Farmers Training Centers in the State. Strawberry has been planted out on 5 acres at Ladhowal Farm,

Ludhiana by Council for Value Added Horticulture. Agro processing The present government through Punjab Agro Industries

Corporation has approved 10 mega projects involving an investment of Rs 1541 Cr (for 9 projects) during 2007-08 whereas only 20 projects were implemented with capital investment of Rs 2130 Cr during 2002-07. Agro Service Centres : 5 Agro Service Centres to be set up in

each block of the State as collective reservoirs of latest agricultural technology to help reduce heavy capital investment and high fixed costs on the adoption of state-of-the-art farm implements. Calamity Relief : Relief to farmers affected by natural calamities

enhanced from Rs. 2000 to Rs. 5000 per acre. Rs. 76 crore disbursed as relief to farmers whose crops were affected by hail/rain in April 2007.

COOPERATION

2007-2009 Bhai Ghanhya Sehat Scheme was launched by the present

Government on 1/10/2008 replacing Sanjivani Health Care Scheme, with total membership of 1.84 lac and 4 lac dependents - 238 hospitals have been empanelled. Claims amounting to Rs 12.96 Cr have been approved within a span of two months. Treatment up to Rs. 2 lakh would be available for members of all cooperative societies. The previous Sanjivani Scheme was restricted to members of PACS.

ANIMAL HUSBANDRY, DAIRY & FISHERIES

2007-2009 Poly Clinics : A 34 crore project has been sanctioned by

NABARD for setting up new poly clinics and up-gradation of existing poly clinics in 2008-09. The State Government has also approved the setting up of a Dairy

Science College and College of Fisheries at GADVASU, Ludhiana. Commercial Dairy Farms : Around 750 commercial dairy

farmers have been attached with all the District Milk Unions affiliated to Milkfed and are supplying approximately 1.25 lac litres of cow milk daily to Milk Unions.

IRRIGATION

2002-2007 Irrigation was not a priority area for the State Government during 10th plan. Expenditure incurred during 10th plan period was Rs 967.27 Cr. The potential created during 10th plan period was 107 thousand ha against the target for 145 thousand ha. 2007-2009 Rehabilitation of Distributaries and Minors : State Government

has accorded top priority to the rehabilitation of old canals and the problem of water logging in 11th plan. Major initiative shall be on rejuvenation of canal network and formulated a project with approximate cost of Rs 3243 Cr. Total expenditure during the first two years is likely to be Rs 564 Cr. Work already started on 24 distributaries. Patiala Feeder : Work of Rehabilitation of 1st Patiala Feeder and

Kotla Branch at a cost of Rs 124 Cr has been initiated to provide better irrigation facilities. The work of Ist Patiala Feeder has been completed with expenditure of Rs 25 Cr in 2007-08. Flood Protection : Work of canalization of Sakki/Kiran Nallah in

Amirtsar and Gurdaspur with approximate cost of Rs 118 Cr has been sanctioned. Besides, embankments are being constructed on river Ghaggar to save people from floods in Khanori and down stream in Patiala and Sangrur disrtricts at a cost of Rs. 133 crore. CADA : Under CADA to provide assured irrigation to the farmers

two new projects namely Sirhind Feeder Phase-II costing Rs 413 Cr and Bathinda Canal Phase-II costing Rs 242 Cr has been sanctioned under AIBP. The state share under these projects of Rs 121 Cr and Rs 70 Cr respectively has already been sanctioned by NABARD vide dated 28/7/2008 and

21/4/2008 under RIDF-XIII. The total length of 8042 Km of water courses shall lined. Water Ordinance : In the 11th Plan to replenish Ground Water, the

Punjab Preservation of Sub-Soil Water Ordinance dated 17/4/2008 to provide for the prohibition of sowing nursery of paddy and transplanting of paddy before the dates specified or notified (10th June). Besides this, 17 new schemes aimed at rehabilitation of drains, construction of new surface drains, laying of sub-surface drains and re-energization of shallow tubewells at a total cost of Rs. 373 crore have also been taken up. Anti Water Logging Measures : Drains are being constructed

with the help of NABARD to remove water logging in Muktsar and Faridkot District. In addition, projects of Rs 897 Cr and Rs 364 Cr for relining of

Rajasthan and Sirhind Feeders respectively have been sent to the Ministry of Water Resources, Government of India.

POWER 2002-2007 : Power generation was not a priority area for the state Government in 10th Five year plan. No new power plants set up. 2007-2009 Lehra Mohabat : 2 units of 250 MW commission in 2008 against

the target date of 31/03/2007.

NEW POWER PLANTS Government determined to make Punjab a power surplus State by

2012. Major initiatives include Talwandi Sabo Thermal Power Plant (1980 MW) Land

acquired and project allotted to M/s. Sterlite Energy Ltd, Mumbai on 04/07/2008. The plant would become functional in 2011. Rajpura Thermal Power Plant (1320 MW) An SPV Nabha

Power Limited has been formed. This project is to be executed on BOO basis. Notification under section 4 for acquisition of 1080 acres of land had been issued on 11/6/2008. Bids have been received. LOA is

expected in December, 2008. The commercial operation of first unit of 660 MW is likely to be achieved by 30/6/2012. Thermal Power Plant Gidderbaha (2640 MW) Land identified

and notification for its acquisition is being issued. RFQ documents have been issued on 31/10/2008 with submission date was as 19/12/2008.Bids would be finalized soon. Thermal Power Plant GVK at Goindwal Sahib (540 MW) - The

cost of the project is Rs 2987 Cr. M/s GVK has deposited land award of Rs 164 Cr out of which Rs 155 Cr have been received by the

beneficiaries. Environmental clearance from MOEF has been received. The stone laying ceremony was held on 18/10/2008 by the Honble CM.

Share from Ultra Mega Projects (2225) : The State Government

has tied up with GOI for its sale of power in the ultra mega projects Sasan, Mundra, Orissa, Tallia and Cheur in Tamilnadu. Consistent reduction in Losses : The transmission and

distribution losses have been reduced to 22.53 % in 2007-08 from 30.82% in 1999-2000 by achieving target of 8.29 %, which is the second lowest in North India. The national average of T&D losses is 30.42% (2005-06). An ambitious Transmission and Distribution loss reduction

Programme involving investment of Rs 5600 Cr over the next five years has already been finalized/approved to achieve the target of 15% losses by 2011-12.

Single Bulb Connection : A project for providing single bulb

connection to 4 lakh BPL families worth Rs. 184 crore has been allotted to M/s. KLG Sistel Ltd, Gurgaon on turn key basis on 28/8/2008 and it would be completed by 30/6/2010. 24 Hour Power Supply to Dhanis : A sum of Rs. 90 crore has

been spent in 2007-08 for providing 24 hour power supply to Deras/Dhanis.

Tubewell Connection : 60,000 new Tubewell connection released

to farmers in the State in 1 year.

TRANSPORT

HVAC Bus : 50 HVAC buses have been introduced by Punjab

Roadways and PRTC. AC Radio Taxis : AC Radio Taxis to be introduced in Mohali,

Ludhiana, Jalandhar and Amritsar.

INDUSTRY & COMMERCE 2007-2009 Mega Projects : After coming to power the present Government

has sanctioned as many as 49 mega projects with proposed investment of Rs 36574 Cr. Subsidy : The total backlog of subsidy was Rs 500 Cr, out of this

an amount of Rs 250 Cr has already been disbursed in the first two years of 11th plan and Rs 100 Cr is being disbursed every year. Freight Corridor : Eastern Route Freight Corridor from Son

Nagar (West Bengal) to Delhi being developed by Government of India is to be extended upto Ludhiana in Punjab. Efforts are being made to get it extended it upto Amritsar and linked it to the Western Freight Corridor. Focal Points : No money spent on focal point during 2002-2007.

Rs. 20 crore released in December 2008 for improvement of Focal Points.

TOURISM

Incredible India Punjab Luxury Train MoU of Incredible India Punjab Luxury Train project has been

signed with Railway Authority on 1/10/08 and the entire state share amounting to Rs 13 Cr has been released. The Punjab Heritage and Tourism Promotion Board has been declared as a nodal agency to complete this project. Tourism Master Plan The United Nations World Tourism Organization (UNWTO)

International agency has been requested for preparing the Tourism Master Plan of the State.

CIVIL AVIATION Upgradation of Chandigarh Airport to International Airport A new International Airport has been sanctioned on Mohali side of

Chandigarh Airport. The state government has already disbursed Rs 467 Cr for acquisition of 300 acres of land. The Haryana Government has already depositing its share of Rs

230 Cr with Government of Punjab. Development of Civil Enclave at IAF Station, Bathinda MoD/Government of India has already approved the proposal to

start two civil commercial flights from Indian Air Force Station Bhisiana near Bhatinda. The Notification under Section-4 of the land acquisition Act 1894 for the acquisition of land has been issued on 26/9/2008 , while Notification under Section -6 is being issued very shortly. New Flying Training Institutes at Faridkot and Talwandi Sabo MoD/Government of India has approved the setting up of Flying

Training Institute at Faridkot and land measuring about 104 acres have been selected for this purpose. The NOC has been obtained for setting up of Flying Training Academy at Village Behman Jassa Singh near Talwandi Sabo. Civil Airport Sahnewal Efforts are being made with Airport Authority of India and

Ministry of Defence, Government of India for development/upgradation of Sahnewal airport for Domestic operations.

ART AND CULTURE AFFAIRS Construction of Punjab Bhawan at Gurudawara Sachkhand,

Nanded : The state government has already released Rs 7.92 Cr for construction of Yatri Niwas/ Punjab Bhawan at Gurudiwara. Sachkhand, Nanded and Rs 1.25 Cr for furnishing of the Bhawan.

Development of Anandpur Sahib and Talwandi Sabo: On the

occasion of Ter-Centenary celebrations of Guru-ta-Gaddi, Government of India has approved an amount of Rs 180 Cr and released Rs 50 Cr to the State Government for development of Anandpur Sahib and Talwandi Sabo towns. A sum of Rs. 50 crore has already been received.

PLANNING District Planning Committees : The election for DPCs has

been held and these committees have been constituted in 15 districts Hoshiarpur, Rupnagar, Barnala, Mukatsar, Mansa, Sangrur, Bathinda, Gurdaspur, Fatehgarh Sahib, Ferozepur, Patiala and Sahid Bhagat Singh Nagar and notifications for appointment of these members have been issued. The committees are being set up in the remaining 5 districts.

SCIENCE & TECHNOLOGY 2007-2009 Major focus on Renewable Energy Notification has already been issued on 22/08/2007 for

Compulsory use Compact Fluorescent lamps (CFLs) in the Government buildings and offices. MoUs with M/s Suzlon (100 MW) on 13/12/2007 and M/s (10MW)on 20/7/2007 has been signed for setting up of 110

Enercon

MW Wind Power Generation Projects at Districts Mukatsar, Ropar and Hoshiarpur. 6 No of Solar Power Projects of 19 MW allocated to private

companies in the month of April 2008 for the Districts of Fatehgarh Sahib, Amritsar, Hoshiarpur and Mohali.

GENERAL EDUCATION

Recruitments During 2002-07, 5498 teachers were recruited against

13755 teachers recruited during 2007-08 in government schools.

Adarsh Schools The State Government has taken an initiative to set up 141 Adarsh

Schools (one in each block) in the state for poor and meritorious students. Each Adarash School has an area of 10-12 acres, the capital cost would be Rs 4 to 5 Cr each school. Three schools have already been constructed in district Gurdaspur, Amritsar and Ferozepur. Private Parties for starting these schools. 17 school sites have been allotted to

Indian School of Business (ISB) Mohali State of the art, second Indian School of Business is to be set up in

Mohali. The MoU has been signed on 12/11/2008 between State Government & Four Founder Supporters & Indian School of Business Hyderabad (ISB) on PPP mode for the establishment of ISB Mohali on the pattern of ISB Hyderabad. Central University, Bathinda A Central University is to be set up in Bathinda over 500 acres of land.

The site has been finalised for setting up of Central University in Bathinda by the Site Selection Committee of GoI.

World Class University, Amritsar A World Class University is to be set up over 800 acres of land of The

site Selection Committee yet to visit in the State for selection of land for Establishment of World Class University at Amritsar. Modernization of Government Schools NABARD has sanctioned the project with approximate cost of the project

is Rs 141.45 Cr (85:15) for upgrading infrastructure in 351 rural schools (three schools from each constituency). (67 high school + 284 senior secondary

schools including 65 are science stream schools) in the state. Successful implementation of Sarva Shikhsha Abhiyan, Mid-day meal

and Edusat Project.

Medical treatment upto Rs 30,000/- to be provided to BPL families. State Illness Fund: Created with a corpus of 1.50 crore for treatment of poor patients. Assistance upto 1.50 lakh to be provided. Cancer Hospitals : Proposal to set up new Multi-Specialty Cancer Treatment Hospital at Bathinda and Cancer treatment Centre at Guru Gobind Singh Medical College, Faridkot.

MEDICAL EDUCATION AND RESEARCH Major upgradation of Medical College, Amritsar under PMSSY has been approved at an estimated cost of Rs.120.00 Cr during 2008-09. PIMS - Punjab Institute of Medical Science, Jalandhar is to be started through Public Private Partnership. PIMS is to be handed over to a private party New Block : New Multi-Speciality Block inaugurated in Guru Nanak Dev Hospital, Amritsar.

EMPLOYMENT GENERATION

Skill Development New Department of Employment Generation & Training: New

Department of Employment Generation & Training has been created in March, 2007 which is doing the lot of work in providing educational and vocational guidance & training to the unemployed youth. Job Oriented Training: The Department is also providing short

term training courses between 2 to 6 months. Such trainings have been started in 5 districts of Bhatinda, Barnala, Patiala, Fatehgarh Sahib, SAS Nagar in 8 trades i.e. Accounting, Computer, Hardware, Retail Management, Plumber, Desk Top Publishing, Welder, Refrigeration and Air Conditioning & Electrician basic course. Construction Skill Centre: The department is also acting as a

Nodal Office for providing training to the youth in the field of construction sector. A centre namely Construction Skill Development Centre in collaboration with L&T has been set up in village Abul Khurana in Lambi block of Mukatsar district. Auto Motive Skill Centre: Another centre for providing training

in trades of Driving & Auto Motive Skills has been set up in collaboration with Tata Motors in village Mahuana of Lambi Block. Security Training: Keeping in view the demand for Security

Guards, the department in collaboration with Punjab Police Training Institute at Jahan Khelan (Hoshiarpur) is proving training to the unemployed youth. 402 candidates in 2 batches have already been given training of 2 months each.

Foreign

Employment and Training Bureau has about 9500 candidates registered with it. So far 302 candidates have been placed in foreign countries. PreDeparture Orientation Training Scheme is being implemented by the department under Ministry of Indian Affairs (MOIA). Department is in the process of setting up of an Overseas Workers Resource Centre in collaboration with MOIA which will work as a help-line for emigrant and prospective emigrating workers. NRI Affairs To encourage the NRI participation in the development works in

the State, the State Government has increased the existing state share from 50% to 75%. Remaining 25% to be contributed by NRIs.

RURAL WATER SUPPLY

Reverse Osmosis Plants in Rural Areas: Government has for the

first time providing water supply through RO Technology in Rural areas. A sum of Rs. 25 crore released for providing water supply in 500 difficult villages. World Bank Water Supply Project: The Project has been

renegotiated and contribution of community has been reduced to half. As against Rs. 1500 per beneficiary, the contribution now required would only be Rs. 800. This amount would be further reduced to half in case of SCs and Border/Kandi/SC Villages. The project was held up for lack of cooperation from the community and it has now picked up. The project aims at covering the following villages in the next five

URBAN DEVELOPMENT

Quality Bus Service: The State Government has decided to

provide high quality urban bus service with public private partnership in the three Corporation Towns viz. Amritsar, Jalandhar and Ludhiana. M/s Delhi Metro Rail Corporation has been engaged for preparation of a detailed project report for providing Metro Rail Services in the Ludhiana city. Effective Implementation of National Urban Renewal Mission:

The programme which was in limbo has been revived and a sum of Rs. 200 crore has already been received from GOI for various towns. All proposal submitted to GOI and Rs. 800 crore more is to be received. SAS Nagar (Mohali) brought under the ambit of JNNURM. Work on Rs. 3150 cr JNNURM project in Amritsar expedited. Work on Rs. 2053 cr JNNURM project is Ludhiana expedited. 45 towns of the State brought under the ambit of UIDSSMT

scheme. Comprehensive Plan of Rs. 116 cr approved for Slum

Improvement and Integrated Housing in Ludhiana, Jalandhar and Amritsar.

HOUSING CLU : Comprehensive policy for change of land use for all kinds

of lands put in place. A sum of Rs. 200 crore has already been received from the people.

Master Plan :

New Town Planning norms confirming to

international standard have been laid for the development of towns. A process for preparation of Master Plans of four Corporation Towns and 40 other towns has been initiated. M/s Jurong International of Singapore have been engaged for preparation of Master Plan of Greater Mohali area bordering Chandigarh.

Special Area Development Authorities set up for integrated

development of Amritsar, Bathinda and Jalandhar.

2002-2007 During 2002-2007, only 95385 beneficiaries were covered with

an amount of Rs. 90.30 Cr. During first two years 2007-08, 93549 beneficiaries identified,

53,333 given grant of Rs. 15,000 totaling Rs. 80 crore.
