MOTION OF NO CONFIDENCE Mr. Chairman, I would like to introduce a new main motion.

I move that we take a no confidence vote against Dr. George Ross, President of Central Michigan University, and Dr. Gary Shapiro, Executive Vice President and Provost of Central Michigan University. 1. WHEREAS both Dr. Ross and Dr. Shapiro have engaged in communication practices that undermine transparency and accountability; have effectively interfered with the practice of shared governance; and thus have eroded mutual trust among the administration, faculty, and students. 2. WHEREAS both Dr. Ross and Dr. Shapiro have approached planning and problem solving in a manner that ignores consultation and consensus, particularly with regard to the CMED initiative. They have not sufficiently solicited or considered student input before making decisions that have a direct impact on existing academic programs at CMU. 3. WHEREAS both Dr. Ross and Dr. Shapiro have failed to respond to requests for information about CMED, such that the Senate was compelled to file formal FOIA requests. The delay and manner in which the information was made available hindered the Academic Senates role in curriculum and program oversight. 4. WHEREAS Dr. Ross and Dr. Shapiro have ignored the results of a vote taken by the Academic Senate on November 1, 2011, to support a motion entitled Resolution for the Proposed Central Michigan University College of Medicine. The resolution, passed by an affirmative vote of 76% of Senators present and voting, instructed the CMU administration that all work by, toward, and on behalf of the College of Medicine pertaining to curriculum, non-curricular policies and procedures, and faculty recruitment be suspended until such time as the above concerns have been addressed by and to the satisfaction of the Academic Senate (Academic Senate Meeting Minutes, November 1, 2011, p.15). Dr. Shapiro justified his disregard for the vote on procedural grounds, arguing that the Executive Board had not vetted the motion and that Roberts Rules of Order had not been followed. However, no Senator objected to consideration of the Resolution nor did any Senator move to reconsider the vote in a timely manner. Thus, the substance of the resolution stands. Dr. Rosss and Dr. Shapiros refusal to abide by the Academic Senates resolution on the CMED initiative is evidence of their disregard for the principles of shared governance at CMU. 5. WHEREAS CMUs core values, as adopted by the Board of Trustees on December 2, 2010, seek to uphold integrity, respect, compassion, inclusiveness, social responsibility, excellence, and innovation as the key factors in achieving the institutions mission, Dr. Ross and Dr. Shapiro have failed to adhere to these core values by undermining the principles of shared governance, transparency, and accountability. THEREFORE, be it RESOLVED that the Academic Senate of Central Michigan University, in compliance with its constitutional duties to Deliberate and legislate upon matters of concern to the faculty, involving students, staff, instruction, financial policies, University planning, and University organization when related to academic affairs, expresses NO CONFIDENCE in the manner in which decisions have been made and policies implemented by Drs. George Ross and Gary Shapiro, President and Executive Vice President/Provost of Central Michigan University, respectively.
