The PEPPOL project

PEPPOL: making procurement better PEPPOL will remove procedural barriers to public procurement and enable European businesses to easily deal electronically with any public buyers in their procurement processes, thereby: increasing opportunities for greater competition for government agencies encouraging new and innovative ICT services simplifying access to larger markets for suppliers (especially SMEs) Moving towards a single market in the EU

Challenges to eProcurement

The lack of common business process standards and solutions make eProcurement complex and costly. Differing legal requirements make tendering across borders difficult for suppliers, in particular SMEs. Market fragmentation has resulted in technologically isolated islands of eProcurement in Europe, hampering interoperability.

Solving the Challenges

Aligning business processes: EU Directives 2004/17, 2004/18, etc. have been implemented but national requirements and market fragmentation remains. Addressing common legal issues: The Green Paper on expanding the use of eProcurement constituted a first step towards a review of the EU Public Procurement framework to recommend proposals for the reform of EU legislation. Developing interoperable technologies: Standardising the exchange of electronic documents between the various islands of eProcurement. PEPPOL simplifies electronic communication between the public and private sectors, increasing efficiency and expanding business opportunities, particularly for SMEs.
