DESCRIPTION OF THE ACTION

1.2.1. Origin and Background to the Action Although Cena Lusfona has only worked as a formal and autonomous organisation since 1996, it started its activities in 1995. Near forty people theatre directors, actors, set designers, technicians, anthropologists and architects have created and have been developing an organisation exclusively dedicated to theatrical exchanges between the Portuguese-speaking countries. Its headquarters are in the Portuguese city of Coimbra. The programme of Cena Lusfona covers a wide range of projects: training, co-production, international tours, theatrical infra-structures, research, meetings and conferences, exhibitions, publications, interdisciplinary programmes and institutional and co-operation programmes. Among the work that has been done the following initiatives should be highlighted: theatrical shows coproduced by two or more Portuguese-speaking country partners; a rotational theatre festival called Estao [Station / Season], which has already taken place in Maputo, Mozambique (1995), Rio de Janeiro, Recife and So Paulo, Brazil (1996), Mindelo, Cape Verde (1997), Coimbra, Braga and vora, Portugal (1999), So Tom and Prncipe (2002) and Coimbra, Portugal (2003). Other activities have included the production of an inventory of theatrical spaces in African Portuguese-speaking countries, which aims to create a diffusion network for artists and companies, as well as to identify the priorities in their rebuilding and/or restoration; the creation of an Information and Documentation Centre (CDI), which gathers and spreads information about theatre in the Portuguese-speaking countries; a set of publications, which includes a collection about Portuguese-speaking theatre authors, the publication of a specialised theatre magazine (setepalcos [seven stages]) and a printed and online newspaper (cenaberta [open scene]). In addition Cena Lusfona fosters exchanges and training experiences for isolated theatre companies and provides opportunities for getting in touch with professional companies and qualified trainers and schools for anyone who dedicates their life to the theatre and theatrical activities. The EIA - Estgios Internacionais de Actores (International Portuguese-speaking Actors Traineeships) - are a part of this wide means of understanding and practising exchanges and training. Cena Lusfona has already carried out three of these traineeships one each in 1997/1998, 1998/2000 and 2003. By joining in the same working process organised by the EIA young actors from different Portuguese-speaking countries are provided with an excellent opportunity for artistic training, which is also a test of the capacity for artistic and human understanding of people from different cultures. The traineeships offer an unique opportunity for meetings of young people from different latitudes and they facilitate future connections and partnership projects among individuals and institutions from the different countries. The three traineeships had different forms and lengths according to the contexts in which they were carried out, as have the partnerships that were established during each period. The first traineeship took place in Coimbra and in Lisbon (Portugal) over a period of 11 months in 1997 and 1998. It involved 15 actors from eight Portuguese-speaking countries: Angola (2), Brazil (2), Cape Verde (2), Guinea Bissau (2), Mozambique (2), Portugal (2), So Tom and Prncipe (1) and East Timor (2). The training programme was divided into three stages: the first two resulted in two different performances A fronteira [The border line] and O Beijo no asfalto [The kiss in the asphalt]; the third one ended with the street theatre project Olharapos, which was integrated into the programme of the Lisbon International Exhibition (Expo'98). In addition to the training received at each one the stages from the directors Rogrio de Carvalho (Angola), Jos Caldas (Brazil) and Cndido Ferreira (Portugal), the trainees learnt about dramaturgy, set designing, choreography and masks making, among other skills. The second traineeship started in 1998 with a different approach. Over a period of two years, six workshops were carried out - one each in Angola, Cape Verde, Mozambique and Portugal and two in Brazil and they involved more than 120 young actors. From those training activities 14 Portuguese-speaking actors were selected Angola (2), Brazil (2), Cape Verde (1), Guinea Bissau (1), Mozambique (1), Portugal (4) and So Tom and Principe (1) and gathered in Portugal for two months for the final stage of the traineeship, which consisted of a professional theatre production, which was directed by the German director, Stephan Stroux and included the dramaturgy of the Brazilian researcher Sebastio Milar. The show - Quem Come Quem [Who eats Who] - was premiered in Coimbra and presented in the Portuguese cities of Braga and Oporto.

In 2003 in the context of the project Coimbra, Capital Nacional da Cultura (Coimbra - National City of Culture), it was possible to organize the third EIA in co-production with the professional Coimbra-based theatre company A Escola da Noite [The Night School]. This time the seven invited Portuguese-speaking actors, who came from Angola (1), Brazil (3), Cape Verde (1), Guinea Bissau (1) and So Tom and Principe (1), worked together with the cast of the company and created a production of O Horcio [Horace] by Heiner Mller, under the direction of the French director and theatre teacher Pierre Voltz. The show had its premire in November 2003 and it was integrated into the programme of the Estao festival mentioned above - another project of Cena Lusfona. This allowed it to be seen and discussed by the numerous members of the Portuguese-speaking artistic community, who were in Coimbra during those days. Among the testimonials of the young actors that participated in the traineeships, thus confirming its success, the following comments are highlighted: I hope this effort of gathering regularly people with different cultures, where each one teaches and learns, can be continued. Carla Sequeira, Cape Verde Almost ten years later Cena Lusfona propose to continue this cycle of international traineeships with the model adopted by the second EIA, i.e. with workshops in the different countries at the end of which a group of 13 actors will be selected for the final stage, which will be the co-production of a professional show, which will make a tour of partnership countries. This model combines training and artistic creation, which is strongly linked to practice. It is believed that this is the best way of combining the individual training of the actors with the improvement of the local conditions for artistic creation and production, because it sensitises the local authorities to the need for improving the existing theatrical spaces and strengthening the local creative structures (theatre groups and companies).

1.2.2. Objectives of the Action and expected Results By gathering, as partners or associates, institutions from Angola, Guinea Bissau and So Tom and Principe, this proposal has the following overall objectives: to improve the conditions for theatrical artistic creation in three ACP Portuguese-speaking countries Angola, Guinea Bissau and So Tom and Principe; to stimulate networking among the four countries (including Portugal), as well as connections with the cultural organisations of other Portuguese-speaking and African countries; and to reinforce international visibility of the artistic creation of the ACP participant countries.

In order to achieve these goals, the partnership has established an action programme with the following specific objectives:

1) In relation to the conditions for a better and more consistent theatrical creation in ACP countries: to improve individual artistic and technical conditions of the theatrical participants; to reinforce the cultural stakeholders artistic and technical capacities; to stimulate and to reinforce the role of supportive organisations, such as the Centres for Theatrical Exchange.

2) In relation to the reinforcement of networking:

to reinforce the links between ACP Portuguese-speaking cultural stakeholders; to improve the knowledge of the cultures and cultural artistic creation between each of the ACP Portuguese-speaking countries;

3) In relation to international visibility:

to reinforce an international circuit of show circulation in the Portuguese-speaking countries, within the ACP geographical area and in EU and Brazil; to stimulate the involvement of the theatres of the ACP Portuguese-speaking countries in international theatre festivals, namely in Angola, So Tom and Principe and Brazil;

Bearing these objectives in mind, the project aims to achieve the following direct results: 1 professional theatre show with an international cast that includes actors from the three involved ACP countries, Portugal and Brazil; 3 small locally produced theatre shows at the end of each workshop carried out in the three involved ACP countries; the formal settlement of the So Tome and Principe's Centre for Theatrical Exchange; a video documentary about the whole project using the video records that will be made during all the process stages and the testimonials of the participants; and international presentations of the professionally produced show on a tour that includes So Tome and Principe, Portugal, Brazil, Guinea Bissau and Angola.

1.2.3. Participants the Action Since December 2009, Cena Lusfona has been promoting the International Meeting on Cultural Exchange Policies with stakeholders from several Portuguese-speaking countries. In the last round, held in Teresina (Piau, Brasil) in November 2010, the professional training and the reinforcement of international coproductions and tours were highlighted as the main priorities. This Call for Proposals seemed to all the partners to be an excellent opportunity to work on these goals in the most needed ACP Portuguese-speaking countries. Cena Lusfona has thus invited three of its regular partners (Elinga Teatro in Angola, Aco para o Desenvolvimento in Guinea Bissau and Centro de Intercmbio de Teatral in So Tom and Principe) to create a common project that takes into account the specific contexts and needs of each country, as well as the main events (such as festivals, for example) that take place in each one of them. There are strong links between all partners and all of them have already worked together in previous actions. In Angola, the theatre company Elinga Teatro is the obvious partner. With more than 20 years of activity and lead by the director and play writer Jos Mena Abrantes, it is the most important Angolan theatre company

and the one which is closer to the professional level. It is also the most international of the Angolan theatre companies with regular participations in international festivals, in particular in theatre festivals in Portuguesespeaking countries including Portugal and Brazil and including several editions of Estao - the festival organized by Cena Lusfona. It owns a theatrical space in the centre of Luanda, which is one of the most important cultural centres of the Angolan capital and where there are regular presentations of theatrical, dance and musical shows and exhibitions by their own group or from other artists and companies. Actors from Elinga - from different generations - have participated in the previous EIA editions. In 2008, when celebrating its 20th anniversary, it organized the First Luanda International Arts and Theatre Festival, which drew participants from several Portuguese-speaking countries. The intention is to organise this festival on an annual or biennial basis starting again in 2012. In Guinea Bissau, the partner will be AD - Aco para o Desenvolvimento [Action for Development] - an NGO founded in 1991 with a large range of activities and international fund managing experience with various development programmes in the country. Among its activities, cultural projects have taken a special place among which the following are highlighted: the Festival Caminho de Escravos do Cacheu [Cacheu Slaves Path Festival], the Festival Cultural Transfronteirio [Cross-borders Cultural Festival], the creation of an audio recording studio for traditional and ethnic music, the promotion of national theatre groups such as Os Fidalgos [The Noblemen] and the creation of small theatres in rural and urban areas. In its relationship with Cena Lusfona, besides the local support for all the initiatives carried out in that country, its contribution in the formation and continuation of the CIT (Centro de Intercmbio Teatral de Bissau) [Bissau Centre for Theatrical Exchanges] is particularly relevant, including provision of a library and some technical equipment for the Quelele Cultural Centre Auditorium, which is owned by AD. Legally constituted in 2008, the CIT Bissau is itself the result of a partnership between AD, Cena Lusfona and the theatrical group Os Fidalgos - now the most important Guinea Bissau theatre company, which has been present in several international initiatives, such as the Estao festival. In So Tom and Principe there is no professional theatre company. Precisely for this reason Cena Lusfona has been trying to assist its creation with two local groups - Os parodiantes da ilha [The island's parodists] and Cena S [The Lonely Scene] - a small organisation that - like the CIT Bissau - could help to foster theatrical exchanges between So Tom and Principe and the other Portuguese-speaking countries, as well as contribute to the development of conditions to artistic creation in that country. The groups are already managing a package of theatrical books and some technical equipment offered by Cena Lusfona. At the moment, some contacts are being made with the government to find an appropriate room to set up CIT So Tom in order that it can be constituted formally. Although in practice it exists and has worked since 2003, the CIT So Tom has no legal existence yet, which is why its role in this project is that of an associate rather than a full partner.

1.2.4. Over all plan of the Action and proposed activities The project includes three main stages: 1.2.4.1. Stage 1 - In the first 15 months, three one month workshops will be carried out in the three ACP involved countries: Angola (1), Guinea-Bissau (1) and So Tom and Principe. In each workshop composed of 20 to 30 participants, an artistic training team that includes a senior trainer (a theatrical director), a lighting technician and the director of the final show (and in some cases a set designer) will produce a small show with the trainees, which will be presented at the end of the training month in a performance space of the host partner. The training process, which includes representation techniques and some basic notions on dramaturgy, theatre direction, as well as set, lighting and costume design, will be developed using the literary or dramatic text of a Portuguese-speaking author. From those workshops, two actors from the country will be selected for the second stage. Attending to the dimension of the country, in Angola there will be three selected actors. 1.2.4.2. Stage 2 - In the next three months, the seven selected actors will join four Portuguese and two Brazilian actors and integrate into an international Portuguese-speaking cast for the professionally produced final production. The first month of this stage of the project will take place in So Tom and Principe inside the Gravana Festival (August 2013). After that, the group will settle in Portugal for two months for the final preparation of the show, which will be presented in Coimbra (Cerca de So Bernardo's Theatre), Braga (Theatro Circo) and in three other Portuguese cities.

1.2.4.3. Stage 3 - The third and final stage of seven months the international group will take the final production on tour to Brazil, Guinea Bissau and Angola. The Brazilian tour will take place in November 2013 and it will include the Portuguese-speaking Theatre Circuit in So Paulo and then to Salvador da Bahia. In May 2014, the group will meet again in Guinea Bissau for a new set of rehearsals and the presentation of the final production followed by a return to Angola - some two years after the start of the project - where again the Luanda International Arts and Theatre Festival will be the venue for its presentation. All the process will be recorded by a documentarist, who will produce a video and other document(s) about the training and show production processes.

1.2.5. Specific factors In the scheduling of activities the following specific aspects were taken into account:

the Luanda International Arts and Theatre Festival calendar (always May) organised by the partner Elinga Teatro and within which the first workshop and the first partner meeting (in 2012) will be carried out, as well as the last presentation of the international co-production (in 2014); the Gravana Festival calendar (overlapping July/August), which is an initiative of the government of So Tom and Principe and with whom Cena Lusfona will collaborate once again, through the offering of a large-scale international training action in 2012; and the Portuguese-Speaking Theatre Circuit of So Paulo (Brazil) calendar (always November), which is one of the most important Portuguese-speaking theatre events in the world and which has confirmed its interest in including the international co-production in its programme for 2012.

With these kind of commitments it is guaranteed that the project will not be self-closed and exclusive to the participants alone. On the contrary, it will work in articulation with other pre-existing and rooted initiatives, thus benefiting from their potential in terms of public visibility and possible current and future contacts and links with other Portuguese-speaking, African and South-American cultural organisations, such as theatre companies, producers, programmers and all that such events and locations enable.

1.3. RELEVANCE OF THE ACTION

1.3.1. Relevance to the objectives and priorities of the call for proposals By improving the conditions for the artistic creation in the three involved ACP countries, the project will emphasise theatre (and the activities connected to theatrical creation, such as production, cultural managing, fund raising, etc) as an area in which it is worth fostering professionalism and which can generate revenues and jobs and, consequently, help to reduce poverty. The project contributes, thus, to the economic and social development of the three countries. On the other hand, it can be highlighted that the local groups and actors, who will be involved in the final show, will bring their own cultures and working processes, as well as the use of texts and plays written by African Portuguese-speaking authors in the workshops to the professional co-production. In this way, the project will assure - more than its preservation in documentary terms - an effective diffusion and internationalisation of the cultural richness and cultural diversity of the participating countries. Considering the specific objectives of this Call for Proposals, the project aims to achieve all of them as follows: 1. It will reinforce the creation and production of cultural goods and services in the ACP States with the creation and public presentation of three small shows (as a result of the workshops) and a big international professionally conducted co-production, whose cast includes actors from five different countries. It must be highlighted that the project promotes a partnership among organisations from three different intra-ACP regions Central Africa (So Tom and Principe), West Africa (Guinea Bissau) and South Africa (Angola) and the effective circulation of the participants within these geographical spaces. It will support better access to local, regional, intra-ACP, European and international markets ACP cultural goods and services, once it has assured the presentation of the show in all the partner countries (Portugal, So Tom, Guinea Bissau and Angola), as well as Brazil and in the programmes of three international theatre festivals (Luanda, So Tom and So Paulo). The direct contacts with international agents that this all experience offers to participants will certainly have effects in the future. It will strengthen the capacities of cultural stakeholders, operators and entrepreneurs in the three ACP States. The training received by the actors in the workshops and the experience obtained in a professional artistic creation context will directly feed back to the groups and companies they belong to in their own countries. In addition, the project length and the fact that it has some technical requirements (technical equipment, performance spaces, etc) will lead to the discovery of the main deficiencies in cultural infra-structures, thus motivating the local and national authorities to act and improve actual conditions.

The project is also committed to the main priorities of the Call for Proposals. Although the applicant is a Portuguese-based organisation, it is in its essence a South-South cooperation project in which all of the three ACP countries have had an active role in the definition of priorities and will have in the implementation of the action. Besides the remunerated training of actors (during the preparation of the international co-production), the project includes the hiring of local production assistants, directly contributing to the improvement of the qualifications and experience of specialised personnel in these areas, as well as highlighting the economic dimension of the activity and its capacity for generating jobs. Theatre - due to its own nature - has got some unavoidable limitations concerning the gender and age distribution of its participants, because of the cast requirements and characteristics of each play performed. In the selection of actors for the co-production, this will need to be taken into account. Nevertheless, in the selection of the workshop participants, as well as in the recruitment of the local assistants, an equal gender distribution will be respected. In respect to age, priority will be given to young actresses and actors (under 35 years old). While the project emphasis is on creation and production, it will cover all of the intervention areas indicated out in the Call for Proposals, namely:

Creation and production with respect to the local production of five small shows and the international coproduction; Distribution with the guaranteed circulation of the produced show in at least five countries three in Africa, one in EU and one in South America; Local and international promotion, which will be related with the presentations of the shows created by the workshops and of the international co-production and all complemented by the video documentary; Training and professional development, by direct and indirect means, among the actors who participate in the workshops and the co-production and the people hired creation and production for the project, who, in their turn, will disseminate their acquired knowledge and experience to their own groups.

1.3.2. Relevance in relation to the specific needs and constraints of the target countries and the theatre sector Despite their social, political, economic and cultural differences, the Portuguese-speaking ACP countries share a few circumstances concerning to the conditions for the artistic and theatrical creation that justify an intervention. In general and in different scales, all of them still have a relatively unstructured cultural and artistic fabric, which lacks professionalism and qualified personnel (in some cases there are not any schools for the arts). There is also a lack of qualified cultural equipment and a small and very irregular cultural offering. On the other hand, these countries have very rich cultural traditions that incomprehensibly remain unknown outside of their borders and this makes it urgent for them to promote and connect with contemporary artistic creation. Considering only the three Portuguese-speaking countries that make up this partnership, their main characteristics can b summed up as follows:

In Angola there are a wide number of groups and theatre companies, though mainly in the major urban centres and in Luanda in particular. There are also an important number of well known writers and play writers but it is still very difficult to assume professionalism in theatrical creation and functional theatres are still missing, even in the capital. Nowadays, an effort by the authorities to solve these problems is noticeable and the project aims to maximise the effects of that investment, by giving it international visibility and offering the other countries the actors, directors, set designers and technicians the benefits of Angolan experience. In Guinea Bissau there are less than ten theatre groups and none work professionally. The one which is closer to that level is Os Fidalgos, which was created with the support of Cena Lusfona and AD by a group of actors, who work with the famous film director Flora Gomes. Political instability has made more difficult the emergence of new functional spaces. Dramaturgy is still incipient. The play As Oraes de Mansata [The Mansata Prayers], written by Abdulai Sila after an invitation from Cena Lusfona, is considered to be the first theatre play created in Guinea-Bissau. The CIT [Centre for Theatrical Exchanges] with its library and technical equipment has been supporting other groups of Bissau, which is a role that must be reinforced. In So Tom and Principe, the smallest of the Portuguese-speaking countries, there is also no professional theatre yet. Literary and dramatic production, however, is more developed than in GuineaBissau. The work of the writer Fernando de Macedo, which has been published by Cena Lusfona, is one example of this. The Festival Gravana (within which Cena Lusfona carried out in 2002 one edition of the festival Estao), which the government wants to improve and internationalise, offers a good opportunity for establishing links with agents from other countries and for strengthening theatre development in that country. The installation and legalisation of the CIT So Tom in accordance with the model adopted in Bissau with appropriate and necessary modifications will guarantee an important support for local groups.

The necessity for training in the artistic and technical areas is one of the most frequent requests that the cultural organisations make of Cena Lusfona and this is very often referred to as a priority by political and institutional authorities in Portuguese-speaking countries.

The experience of previous projects shows that the mixing of different experiences and social and cultural realities of the various countries is highly enriching and productive for all concerned in multi-cultural theatre productions. Besides the specific artistic and technical training, given by hired trainers, the fact the trainees work together for a long period of time and oriented to a common goal (the presentation of a show) guarantees a relationship in which everyone has something to give and receive to and from each other.

1.3.3. Target groups and final beneficiaries, their needs, constraints and the Action responses The target group of this project is composed of young actors from the three ACP countries involved. Each one of the three workshops will bring together some 30 people, which makes a total of nearly 100 direct beneficiaries in all. In the second stage of the project the international co-production seven actors from the three ACP countries and four Portuguese actors will be involved. The selection of the workshop participants will be the responsibility of the local partners. A period of candidatures will be opened in each ACP country. The participants will be chosen according to their experience and artistic skills (interpretation, music, dance, etc.), availability for a month of intensive training and representativeness of the widest number of groups and theatre companies. The selection of the actors from each country for the co-production will be done by the creative team of the production, who will consider the performance of the actors during the workshops and the specific needs of the main production in relation to the cast characteristics of the written work. The four Portuguese and the two Brazilian actors will be nominated by the three professional companies involved: A Escola da Noite [Night School] and the Companhia de Teatro de Braga [Theatre Company of Braga] in Portugal and the Bando de Teatro Olodum [Olodum Theatre Group] in Brazil. During the three stages of the training workshops, rehearsals and presentation of the co-production and international tour the trainees will acquire knowledge of interpretation and some basic notions in other artistic areas, such as directing, dramaturgy, choreography, set design, lighting and sound. This knowledge will improve their skills and, because of the way that they were selected they would be transferred in due course to the groups to which they belong, thus contributing to the reinforcement of the artistic and technical capacities of dozens of theatre companies in the three ACP partner countries.

1.3.4. Elements with a specific added value The gathering of an international cast with actors from countries with many differences at the social, political, economic and artistic levels combined with a long-term training process, which includes all the stages of putting on a theatre production, is the distinctive mark of this kind of Cena Lusfona traineeship and of this project in particular. Besides the direct effects on the reinforcement of individual skills and on the reinforcement of the artistic and technical capacities of the partners involved, this kind of work allows participants a deep knowledge of the others, as well as stimulating team work and opening up the real possibility of future exchanges. This project will consolidate, develop and deepen a set of partnerships that already exists. In addition, the articulation of the project with three international festivals enhances the added value of the action.
