It is a matter of pride and honor for me that you are organizing an International Congress of Environmental Research, ICER-11. Probably, this would be the biggest international mega academic event on Environment in the history of Gujarat (India). As reported, about 2000 delegates from 42 countries are likely to attend the conference. Industrialists, Environmentalists, Scientists, Research Scholars, Professors, NGOs and Activists from Technology, Life Science, Physical Science, Social Science, Law and Management concerned with the environment will attend, present their research papers, discuss and finally get their research articles published in the Souvenir of the Congress. This conference will convey a message to the global society for saving the environment, nature and thereby the future of our next generations. This will facilitate a discourse on important issues, through case study presentations and panel discussions. This, in fact, will lead to generating new recommendations, tools and resources as well as identifying potential sectors dealing with the challenges of the environmental issues and research ethics. Message from Director, SVNIT, Surat, India

SVNIT is one of the Institutes of National importance. It was originally established by the Central Government in partnership with the State Government, named as Regional Engineering College. It is now converted and recognized as National Institute of Technology by the parliament of India. It is autonomous institute, funded by the Ministry of Human Resource Development. The institute runs six Under-Graduate and fifteen Post-Graduate courses. There are a number of Ph.D. students registered with the institute to promote research environment at Institute level. The Civil Engineering Department is one of the oldest department established from the inception of the institute. The department has total six P.G. courses including Applied Mechanics Department. The department is running P.G. course in Environmental Engineering since last forty years. P.G. Section in Environmental Engineering of the department has produced many postgraduate students and more than ten students are currently pursuing their Ph.D. studies. Four students have completed their Doctoral studies. The Environmental Section has also completed some research projects sponsored by various Government agencies. The section is actively involved in the consultancy work generating revenue for the Institute. It has also provided service to Gujarat Pollution Control Board, Surat Urban Development Authority, Surat Municipal Corporation, Chamber of Commerce and other industrial associations as and when required. The section has active interaction with number of industries like Reliance Industry Ltd, National Thermal Power Corporation, Navin Fluorine Industry, Torrent Power Ltd. and others. This Environmental Engineering Section has organized a number of Short Term Courses for the faculty and students. Number of faculties have presented and attended International Conference in various countries. The department and section has good publication at National and International level. Dr. R.A. Christian has contributed by writing book on Wastewater Treatment. Environmental Engineering Section is now organizing an International Congress on Environmental Research in collaboration with JERAD. The conference has received overwhelming response in terms of more than 2000 papers and by this time more than thousand delegates have registered to participate in the conference. I wish success to the conference. The institute is supporting this event by extending infrastructural facility of the campus. The campus will be having pleasant environment in December. I hope that all the participants and the invited guests will have a comfortable stay on campus and the deliberations in the congress will bring out some fruitful policy to protect our deteriorating Environment. Dear Participants, It is my pride privilege to be a part of this magnificent International event for the welfare of whole humanity. At this auspicious occasion, I would like to greet you all. I believe that fourth International Congress of Environmental Research (ICER-11) will prove itself a precursor of joint venture of scholars from different discipline of environment throughout the world. Eventually 1825 research abstracts/research papers have been accepted for their presentations out of 2236 papers received so far. The main objectives of this Congress is to awaken the present generation to save environment and hence huge participation of Vice chancellors of universities, Directors of institutes, Scientists, Academicians, Environmentalists, Industrialists, NGOs and other scholars indicate that our efforts are going to be true in the form of this congress. In addition, this will play a significant role in joining the young generation with us to solve the most crucial problem of the day. It is worth notable that young scholars from all over the world, even from very small and interior places have got the opportunity to show their concern for environmental protection and conservation in the light of their own subjects. I am hopeful that this congress will be significant not only in sharing, analyzing and finding out solutions of many environmental problems but also in bringing a drastic change in the attitude of the people. Message from Organizing Secretary

Who does not know about Global Warming, Climate Change and its impact on the environment ? Now-adays, these terms are heard quite often all over the world and everybody has realized that one must do something or the other to save the Mother Earth. And as educationists, it is our first and foremost responsibility to create a platform where everybody can come together and reflect on the Environmental issues as well as the concerns. Considering this, an International Conference ICER11 on Environmental Research, Planning and Management is organised by Journal of Environmental Research And Development (JERAD), Bhopal in collaboration with Sardar Vallabhbhai National Institute of Technology (SVNIT), Surat with a view to creating the scope for interaction among the scholars, experts as well as researchers from all the disciplines. This will not only make everybody feel concerned about the environment for sustainable development but also help them contribute in the movement called Environmentalism that focusses on the preservation and improvement of environment. Moreover, the Conference is organised at Surat - the Diamond and the Textile City, for generating awareness among the people of Surat as well as Gujarat about the changing scenario of global environment and the need for making the Earth a better place to live in. It is rightly said by Jared Diamond in 'Collapse', Many civilizations come to an end because they do not treat their environment responsibly. I am sure that nobody would like to live in such a civilization that cannot survive. And hence, this venture is an humble attempt to make everybody strive for caring as well as saving the environment at the local and the global levels. As part of this, the local acute environmental problems will be realized and the probable solutions will be thought about. Even, the new plan of action and the policies for sustainable development will be adopted by the policy makers, the technocrats and the stake-holders. In fact, this kind of conference or programme is organised every year by JERAD, Bhopal in the different parts of the world with a view to creating awareness and leading the campaign for protection of environment. In addition to this, there is a plan of starting the Gujarat Chapter by JERAD for contributing more towards the preservation of the Mother Earth. Many minor or major research projects can be conducted by various agencies like Surat Municipal Corporation, different NGOs, different Educational or Civil departments under this Chapter. The initiatives can be taken by the Surat Municipal Corporation for Water Harvest or Recharge Programme in the City and for providing funds for various research projects. This, indeed, will make a difference and be the milestone in the days to come. As an organizing secretary, I request everyone to take a pause and ponder about the sensitive issues and be ready with their own plan of action that can lead to the higher quality life. Let's not make the Earth such a place that is less of a reality and more of a past memory. Let's take a pledge of transmitting this planet as the Legacy with all its beauty and magnificence to the future generation. Let's participate to the fullest and make this Conference a grand success. On behalf of the conference organizing committee, it gives me great pleasure to welcome you all at Surat, India for International Congress Of Environmental Research, ICER-11. The theme of ICER-11 is Environmental Research, Planning and Management which provides a platform for researchers to disseminate latest findings of research in the area of environmental planning and management. Definitely the Congress will raise awareness and will address the latest trends in environmental research. The subject is interdisciplinary covering various topics of Life Sciences, Physical Sciences, Social Sciences and Technology. Its matter of great satisfaction, that we have attracted a large number of research scientists from India and overseas to actively take part in this magnificent International conference at Sardar Vallabhbhai National Institute of Technology, Surat. The scientific program is being conducted in six parallel sessions in its oral and poster forms. I hope that all of us attending the congress will return home with innovative research idea and environmental networking. To conclude, I would like to thank all the participants of ICER-11, for their contribution to its success. Message from Key note Speaker

Hardik Shah is working as Member Secretary, Gujarat Pollution Control Board since June 2010 and has about 18 years of rich experience in the field of Environmental Management, Policy Planning and implementation. He has been instrumental in implementation of various environmental laws and the programmes and plans in the Gujarat State. Since June 2007 he is also working as Secretary of State Level Expert Appraisal Committee for implementation of Environment Impact Assessment Notification, 2006 and is involved in various aspects of Environment Impact Assessment including screening, scoping and appraisal processes. He has sound footings in the field of Environmental Management including Environmental Legislations, Environmental Impact Assessment, Coastal Zone Management and Pollution Prevention aspects. He has an outstanding academic career. He topped in Gujarat University both during the under graduation and post graduation courses in Environmental Engineering and Management. He is also a Law Graduate which he has completed securing Second Rank in the University. He has also successfully completed Post Graduate level certificate course on Integrating the EIA with social and economic appraisal from the Manchester University, U.K. in 1999. He is a recipient of various gold medals and certificates for his outstanding meritorious achievements during the academic and professional carrier. He is also associated with various academic institutes for teaching and advising the students at under graduate and post graduate level as visiting faculty. He is also a member/convener of various Committees at State and National level for various aspects of environmental management. His strategic inputs and contribution in various policies and programmes have been recognized at various forum. He has taken keen interest in implementation of e-Governance in Environmental Governance for bringing transparency and efficiency in the environmental at State and National level. Recently, he was invited at London School of Economics as a discussant on a couple of research projects and delivering lectures during the international event called Growth Week 2011.
