Suggested Practices for Internet Based Communication

Explanatory Note: We are subscribing to a very expensive Internet Service and it has been observed that communication between us and our partners in the academe is not optimized. CHED Central Office had given as a IT Appropriate Use Agreement which we have signed individually. That document has been put into oblivion but be reminded that it is still binding. With the availability of newer technologies online, especially with the use of Web2.0 (blogging, social networking, etc), the challenge for us is not only to observe the appropriate use of technology, but to be responsible in handling them as well. There has been strict implementation of Internet use in the CHED Central Office while here in our region we have some degree of liberty. The intention of having this guide is to enhance our understanding and make us more responsible and better communicator using the Internet.

Using the Email


Our objective for using email is to save on papers, telephone bills and to expedite communications. Yahoo and Gmail has given us free email accounts which have been well disseminated throughout. Maintaining them is a must. Lately CHED has been using emails to send memo and other information. CHED Chair Licuanan has ordered that the official email addresses of all CHED employees be used. This email simply contains your given name initial + family name @ ched.gov.ph (e.g. rsanchez@ched.gov.ph). Earlier the passwords were given to you, with the instruction that you change it on your first log in. How to Log In to your ched.gov.ph email 1. Go to http://webmail.ched.gov.ph 2. Log In (Note: The rest of the instruction on how to use this email is contained in a separate document.)

Its an inconvenience for us to maintain more than one email, however, this CHED email provided to us is more secured. The problem as of the moment is erratic service of the webmail. Use of Signature block As a matter of disclosure and for formality, every email of ours must contain a signature block that will appear at the bottom of our emails. This provides the reader an idea of who you really are (especially if you use an alias@___.com), how to contact you by other means (mail, telephone, mobile no.). Information usually contained in a signature block includes the your name, your position in the office or organization, name of the

office / org, phone numbers and email addressess, along with other contact details if required, such as URLs for websites. How to set your Signature Block ON 1. For Yahoo users, go to Options (upper right hand), More Options, Signature (Show signature always) and SAVE changes. 2. For Gmail users, go to Options (upper right hand with a Gear Icon), Mail Settings, General, scroll down to Signature, click on the button where you type entries for your signature block and SAVE Changes. The signature block always appear at the bottom of the email, hence it signals the end of your message, just like in any traditional mail that we do. On the use of appropriate email addresses It is highly advised that you create and maintain the email address on yahoo and gmail or wherever using full name if it is still available. If you dont claim your email with your complete name on it, somebody will do and might use it to harm you or might cause your identity to be in trouble in the future (Note: Identity Theft) On the use of Email Subject Line An appropriate subject must always be indicated on the Subject line. Please dont leave it blank. Indicate the first few words as a key towards the recipient's understanding of what you want to say or what action you want from the recipient. Dont respond automatically with the same subject heading if your topic has changed already. You can send a message direct to all members of the Yahoo! Group, especially very urgent and special information. 2. If you have posted in the blog, your post is automatically included in the mailing list. 3. You can share privately on Yahoo, without having to go to Facebook. How to join: 1. Go to www.chedcaraga.com and click Yahoo! Groups Join Now!

The blog, adopted in 2007, was orginally published using Blogger (www.blogger.com) at http://iched.blogspot.com . After more than a year it was published under its own domain name, www.chedcaraga.com using the Google Apps Free Edition. The domain is registered at US$10.00 annual fee. The website, a blog in format, is designed to compliment the CHED website (www.ched.gov.ph). Selected staff have been trained to post information on the blog. It is updated periodically to respond to various changes in the higher education calendar and various CHED requirements. How to Post: 1. Log In with your Gmail account. 2. Click the name of the blog on your Dashboard, if you have more than one blog 3. Click on New Post. 4. Supply the necessary details like Title and Label(s). For the office the standard info@chedcaraga,com is used visavis chedcaraga@gmail.com. Any email you receive here may be forwarded to your usual email @ yahoo.com or gmail.com. Change the email settings : [Gear symbol]-Options/Mail Settings/Forwarding and POP/IMAP/ and indicate your desired email where incoming emails will be forwarded to.
