All praise is due to Allah and may His Salh and the Salm be upon the
noblest of the Prophets and Messengers; our Prophet Muhammad as well
as his family and all of his companions

As to what follows:

Certainly, the Council of the Committee of Senior Scholars which
concluded its 59
th
session in the city of Taif which began on the 11
th
day
of the 6
th
month (Jumada alkhar) of the Islamic lunar calendar has
examined what has begun to occur recently of explosions in the kingdom
of Saudi Arabia which have been used to create destruction and take the
lives of the innocent.

The Council has also investigated the discovery of weapons repositories
which store dangerous explosives and materials that are used to carry out
acts of mass destruction and devastation in this country which is the
stronghold of Islam which safeguards the House of Allah (), to which
the Muslims direct themselves in Prayer. Similarly this country protects
and maintains the Mosque of the Messenger of Allah ().

Since this type of planning and preparation is extremely dangerous and
ultimately leads to criminal acts of destruction and the spread of the kind
of corruption which violates the safety of this land. These types of actions
lead to the loss of lives, destruction of both public and private property
while exposing this nation to the greatest of dangers.

So in light of the great obligation of the scholars of this country to clarify
the dangers of these actions and the shared responsibility of cooperation
amongst the remaining members of this great Muslim nation (Ummah)
which is needed to expose them, prevent their evil, and to warn against
them.

Similarly, in light of the unlawfulness of remaining silent concerning any
action that threatens the public safety, the Council has decided: It is
obligatory to clarify issues that demand attention and require clarification
in our time; in an effort to address this responsibility, advise the Muslim
nation (Ummah), and to compassionately reach out to the children of the
Muslims so that they are not used as tools for corrupt and destructive
purposes by the callers to misguidance, turmoil, and dissention.

Allah () holds the people of knowledge directly responsible for clarifying
the issues for the people as He the Glorified and Exalted says:

And [mention], when Allah took a covenant from those who were given
the Scripture, to clarify it for the people and not to conceal it. [Srah l
Imrn 3:187]

For all of those reasons, and in an effort to remind the people and warn
them from being negligent concerning the issue of preserving and securing
safety in the land, the Council decided to decree the following:

First: The participation in acts of destruction and corruption by way of
explosive devices, killing, and the destruction of property is a dangerous
criminal act and constitutes transgression against innocent lives and a
violation of private property.

So these actions necessitate the appropriate repercussions legislated by
Islamic law which have been revealed to prevent and deter such behavior.
So the prohibition of these acts is in accordance with the texts of Islamic
Law and in keeping with their authority and the prohibition of rebelling
against whomever Allah () has placed in charge of the Muslim nation
(Ummah) as the Messenger of Allah () says:

Whoever abandons obedience and departs from the main body of the
Muslims; if he then died in that state, he would die the death of the people
of pre-Islamic ignorance. And the one who fights blindly under the banner
of a people whose cause is unclear to the extent that he is moved to anger
by his group, calls to his group, and strives to give victory to his group, if
he were killed, then he would die the death of the people of pre-Islamic
ignorance. And whoever abandons my Muslim nation (Ummah) killing
both the righteous and the wicked amongst them indiscriminately,
sparing no concern for the believers and not fulfilling the promise he
made to those who had been given his pledge of safety; then he is free of
me and I [the Messenger of Allah (r)] have forsaken him and have
nothing to do with him.

And whoever claims that these acts of destruction and whatever is
intended by way of explosions and killing is in some way considered Jihd,
is ignorant and misguided since these acts are in no way from the Jihd
which is carried out in the path of Allah. As we have alluded to
previously, then certainly it has become clear and apparent that the
actions that some people and their followers are claiming to be Jihd are
actually considered corruption, destruction and clear misguidance. It is
upon the people who engage in this type of activity to fear Allah () and
turn away from this type of behavior, repent from it and seek knowledge
and guidance concerning these affairs. Similarly, these individuals should
refrain from hiding behind false symbolism and expressions meant to
divide this Muslim nation (Ummah) and steer it towards corruption. These
acts are in no way from the religion of Islam. Rather, they are from the

deception of the ignorant callers to misguidance who use these methods to
achieve their ulterior motives.

The texts of the religion of Islam include staunch punitive repercussions
for those who carry out these actions and require their condemnation and
that the people are deterred from acting in a like manner. The ruling
concerning each case is then referred to the Islamic courts.

Second: If what has preceded has become clear, then the Council of the
Committee of Senior Scholars endorses the steps taken by this country
(Saudi Arabia) which Allah () has honored with Islam, to follow this
group of people and expose them in order to protect the country and the
worshipers from their evil and to similarly prevent evil from afflicting the
lands of the Muslims.

So it is imperative that everyone cooperates with the judicial system
concerning this dangerous matter because this type of cooperation
constitutes the cooperation upon righteousness and piety that Allah ()
has commanded us with in His statement:

And cooperate upon righteousness and piety and do not cooperate upon
sinfulness and transgression. And fear Allah, indeed Allah is severe in
punishment. [Srah al-Midah 5:2]

And the Council strongly warns against protecting those people and
harboring them since this is from the major sins and included in the
generality of the statement of the Messenger of Allah () who said:


And Allah has cursed the one who harbors a Mudith

The scholars have explained that the meaning of the word Mudith in
this adth to be whoever introduces corruption to the land. So if this type
of threat is made for the one who houses the Mudith, then what about
the one who supports them or helps them to commit their actions?!

Third: The Council calls upon the people of knowledge to fulfill their
obligation by increasing their guidance and direction of the people
concerning this extremely dangerous issue to the extent that the truth
becomes clear.

Four: The Council condemns religious rulings and opinions which
sanction these criminal acts or encourage them since they are from the
most dangerous and despicable of acts.

Certainly, Allah () has made the act of issuing religious verdicts without
knowledge a very grave matter. He () has warned His servants about it,
and clarified how this practice is from the satanic affairs.

Allah () says:

O people, eat from whatever is lawful and good of the earth; and do not
follow the footsteps of Satan. Certainly, he is a clear enemy to you.
Indeed, he commands you with evil and depravity and to say concerning
Allah that which you do not know. [Srah al-Baqarah 2:168-169]

And Allah the Glorified says:

And do not say about what your tongues assert of falsehood: This is
lawful and this is unlawful, to promote lies about Allah. Indeed, those
who invent lies about Allah will not succeed. [They will experience] a brief
enjoyment, but then they will have a painful punishment. [Srah an-Nal
16:116-117]

And do not pursue that of which you have no knowledge. Indeed, the
hearing, the sight, and the heart; all of those are subjected to
questioning. [Srah al-Isr 17:36]

And it has been authentically transmitted from the Messenger of Allah ()
that he said:

And whoever calls to misguidance, then for him is the sinful burden of
whoever followed his misguidance, without lessening their respective
sinfulness at all. [Agreed Upon]

So whoever issues this type verdict or offers the type of religious opinion
that endorses this type of criminality, then it is upon the leader to refer
him to the court system so that he may be tried according to the full
extent of Islamic law. This action will serve as sincere advice to the
Muslim nation (Ummah) and will help the leader to fulfill his responsibility
towards his constituents while also helping to preserve and protect the
religion of Islam.

Similarly it is upon the people of knowledge to warn against false
statements just as it is their responsibility to clarify their danger and
expose their deception. There can be no doubt that this is from the most
important of obligations. This is considered a means of advising for Allah

(), His Book, His Messenger (), the leaders of the Muslims and the
commoners amongst them. Likewise, it is important to identify the
dangers of these religious verdicts especially when they intend to violate
public safety and sow the seeds of social unrest and trouble.

Similarly, these statements represent speaking about the religion of Allah
() without knowledge or while motivated by one's desires because these
comments often target the inexperienced or nave individuals from the
youth who have no understanding of the true nature of these verdicts.
And their deception of them is supported by the flimsiest of evidences.
Their true corrupt intentions are often concealed from them and all of this
is considered reprehensible and grave in the religion of Islam.

No one from amongst the Muslims who recognize the limits of Islamic
Law and understand its divine purpose and noble goals, is pleased with
these types of statements and they similarly recognize that those
individuals who falsely ascribe themselves to knowledge and scholarship
are the greatest cause of dissention within the Muslim nation (Ummah)
and the spread of animosity therein.

Five: It is upon the leader to silence those who boldly dare to speak falsely
concerning the religion and the scholars. They beautify for the people
negligence in affairs of the religion and brash speech concerning it and its
people. They connect everything that occurs to the religion of Islam and
religious organizations.

Indeed, the Council strongly rebukes what some writers have claimed of a
connection between these actions of destruction and the academic syllabi.
Similarly, the Council strongly rebukes taking advantage of these acts of
destruction to incite those who seek to retaliate against this blessed
country (Saudi Arabia) which stands firmly upon the creed of the pious
predecessors. These individuals also seek to influence public opinion
concerning the call to reformation established by Shaykhul-Islam
Muammad ibn Abdul-Wahhb (?).

Six: Indeed the religion of Islam has come with clear instructions to
remain united; Allah () commanded this in His Book (the Qurn) just as
He forbade separatism and partisanship.

Allah () says:

m fedcba l
Hold fast to the rope of Allah and do not become divided. [Srah l
Imrn 3:103]

And He () says:

m rq p o nmlk ji l

Certainly, those who have become divided in their religion and formed
sects; you [Muammad] are not responsible for them in any way. [Srah
al-Anm 6:159]

So Allah () absolved His Messenger () of those people who became
divided in their religion; splitting off into parties and sects. This indicates
that this type of division is prohibited and from the major sins.

And it has become well known in the religion by necessity that
maintaining unity is obligatory; and that obeying the one who has
assumed leadership over the Muslims is considered part of obeying Allah
().

Allah () says:

m l
O you who believe, obey Allah and obey the Messenger and those in
authority amongst you. [Srah an-Nis 4:59]

Upon the authority of Ab Hurayrah () who said that the Messenger of
Allah () said:


It is upon you to listen and to obey in times of your hardship and ease
and with regard to what you are pleased with and what displeases you.
[Extracted by Muslim]

And also upon the authority of Ab Hurayrah () who said that the
Messenger of Allah () said:



Whoever obeys me has indeed obeyed Allah and whoever disobeys me
has certainly disobeyed Allah. Whoever obeys the Amr has indeed obeyed
me and whoever disobeys the Amr has certainly disobeyed me. [Agreed
upon]

The pious predecessors of this Muslim nation (Ummah) from the
companions () and those who came after them all traversed upon this
path of recognizing the obligation of listening and obeying.

The Council warns against the callers to misguidance, dissention, and
division who have appeared in these times for every reason that has been
previously mentioned. These individuals have reversed the affairs of the
Muslims such that they incite them to disobey their leaders and rebel
against them while this is from the gravest of prohibited actions.

The Prophet () said:

` ` ` `

Many different evils will appear in the near future. So if anyone seeks to
disrupt the affairs of this Muslim nation (Ummah) while they are united,
then you should strike him down with the sword whoever he may be.
[Extracted by Muslim]

Contained in this narration is a warning to the callers to misguidance,
dissention, and separatism. Also contained in this narration is a warning
to those who choose to take the same path of excessiveness upon the type
of deviance which exposes an individual to punishment in this life as well
as the hereafter.

So it is obligatory to hold firm to this sound religion, and move forward
upon the straight path which was founded upon the Book (the Qurn)
and the Sunnah in accordance to the understanding of the companions ()
and whoever followed them in righteousness.

Similarly, it is obligatory to raise up the youth and future generations
upon this sound methodology and straight path until they can be
safeguarded against corrupt ideologies and the influence of the callers to
misguidance, dissention, and separatism such that Allah () benefits by
way of them the Ummah of Islam by making them conveyors of
knowledge and inheritors of the Prophets; people of goodness,
righteousness, and guidance.

Similar emphasis must be placed upon the obligation of uniting around
the leaders of this country and its scholars. This issue is further
emphasized in these times which are times of trial and affliction.

Likewise, everyone from the leaders to their constituents must be warned
of the perils of sinfulness and negligence concerning the affair of Allah
(). The issue of sinning is extremely dangerous. So everyone should
beware of their sins and remain steadfast upon the affair of Allah () and
establish the symbols of their religion while commanding the good and
forbidding the evil.

May Allah () protect our country (Saudi Arabia) and all of the Muslim
lands from every evil and unite the Muslims upon the truth while
subduing His enemies and the enemies of the religion; shifting their
scheming back to their own necks. Certainly, He () is all-hearing and
close. And may the prayers of peace and blessings of Allah () be upon
our Prophet Muammad () and his companions and whoever follows his
path and noble example until the Day of Judgment.
