TOR for Website Improving Financial Access to Health Services for the Poor; Nigeria; Calabar, Cross Rivers

State Three Day Workshop, November 2011

IMMEDIATE PHASE (Work that must be completed within 7 days of signing the contract)
Website/domain registration for three years. Basic website layout, graphic design, and conference branding (name/logo/colors etc.) Design of place-holder Under Construction web pages for all foreseeable conference web pages. Place-holder drop-down menus that lead to the Under Construction pages. Conference logistics information page online and editable by conference organizers through instruction/request emails to the website contractor. Create e- mail addresses for conference administration such as info@XXXconference.org. Emails sent to such new email addresses will be automatically forwarded to specified conference organizers. PRE CONFERENCE PHASE (Website functionalities that must be completed four weeks before the conference or earlier) Conference participant registration page/ functionality to include o Captcha challenge question to ensure all registrants are human beings and not malicious computers o Ability to submit names, contact Information, answers to a Questionnaire, Logistics information, etc. o A password protected webpage that allows conference organizers to remotely view, accept, reject, or easily print lists of all participant registration submissions. Conventional web pages designed and published o A web page that lists and links to conference organizers/ partner organizations o A web page that introduces conference objectives o A web page that explains how to register o A web page that displays logistical information such as venue, deadlines, hotel info, etc. o A web page that displays the conference agenda and related documents. Design and manage an E-forum/ file-sharing system (a web page within the main website): o Allows the posting (upload) of files (PDF, Word, PPT, etc.) o User must enter only an email address to upload (not a password) o Website contractor to provide moderator services for two years (also see Post Conference Phase below) to remove material that is inappropriate.

While uploading, user must categorize files with pre-determined keywords chosen from a drop down list. Once uploaded, files will be searchable by categories or by key words. Users must also be able to freely post links and comments in a way that references uploaded documents or as stand-alone threads in the E-Forum Users must also be able to sort all E-Forum content by category or chronologically by date of posting. Viewers who click on a posted file should be able to access or save the file.

DURING CONFERENCE PHASE (Work that must be completed during the conference) Costs of transportation, lodging, food and per diem for any website contractors employee(s) to be paid by the website contractor (ie-included in this TOR) Send at least one person and necessary equipment to film up to five hours per day for three days. This recording work to be done in close consultation with the technical facilitators of the conference (so that the priority material is captured/filmed). Answer participants questions pertaining to website Gather all presentation files and burn them to four hundred branded CDs o On this CD organize presentations chronologically by time/session of presentation. o Necessary equipment, CDs, plastic CD covers, and CD labels to be provided by website contractor (ie-included in this TOR). POST CONFERENCE PHASE (Work that must be completed after the conference) Post all conference presentations that you have collected and burned onto CDs on their own web page. o Format papers written by conference organizers for web viewing. Also post them to the E-Forum, tag them as Conference Presentations, and tag them by topic. Edit and upload at least 10 video clips from presentations selected by conference organizers. All video clips must be displayed and organized on their own web page within the website. Website contractor to provide moderator services for two years (also see Pre Conference Phase above) to remove E-Forum material that is inappropriate. MARKETING OF THE WEBSITE The website must be search engine friendly (optimized for search engines). All conference printed materials should include the website address. The conference organizers and the website contractor will use their Facebook and other social media accounts to popularize the conference website. Other Contract Conditions

On behalf of the Federal Government of Nigeria, Futures Group Global, LLC retains sole legal ownership and access to all website files, website content, and customized software.
