Swastiastu With the recitation of sesanti angayubagia presented to Ida Hyang Widi Wasa/the Almighty God whose grace of Asung Kertha Wara Nugraha enables us to come together to conduct, in this joyous day, the opening ceremony of the Asia and the Pacific Electronic Government Procurement Conference. On behalf of the government and peoples of the province of Bali, allow me to welcome all the participants of the Asia and the Pacific Electronic Government Procurement (e-GP) Conference. Hopefully the welcoming serene ambiance of Bali can provide soothing comfort to facilitate your deliberations in this event so that fruitful outcomes and breakthroughs which lead to the enhancement of public procurement through e-GP systems. The selection of Bali as the venue for the Asia and the Pacific Conference on Electronic Government Procurement is an honor for us. We are proud to be entrusted to take part in making this conference a success. In addition, the participants not only hail from all provinces in Indonesia, but it is also participated by twenty

WELCOMING REMARKS FROM THE GOVERNOR OF BALI ON THE OPENING CEREMONY OF THE ASIA AND THE PACIFIC CONFERENCE ON ELECTRONIC GOVERNMENT PROCUREMENT (E-GP) DATED 21 NOVEMBER 2011 AT THE INTERCONTINENTAL RESORT JIMBARAN, BALI

Excellencies and distinguished guests: - Bpk. Lukita Dinarsyah Tuwo, Vice Minister of National Development Planning/Vice Chairman of BAPPENAS; - Bpk. Agus Rahardjo, Chairman of the National Public Procurement Agency - Bpk. Ahmad Heryawan, Governor of West Java; - Mr. Steve Groff, Vice President of Asian Development Bank; - Representatives and Colleagues from friendly nations of the Asia and the Pacific region;

seven (27) countries that would of course leave an impression to Bali, which is renown to be a tourism destination. Distinguished Ladies and Gentlemen, As some of us may know, one of the priority programs of the government of the Republic of Indonesia in implementing public procurement reform is the continued drive for transparency, efficiency, and accountability. In this regard, through the Presidential Regulation No. 106 og the year 2007, the National Public Procurement Agency (NPPA) was established. This agency has developed an electronic procurement system (SPSE) to facilitate the public procurement activities that are being done by the tendering committees/procurement services units (ULP). The existence of the SPSE enabled procurement services (LPSE) with its e-Procurement brings a new nuance into public procurement processes, which was once done manually/conventionally. The systemic change of public procurement from the manual/conventional to electronic means require a change of mindset from the parties related to public procurement activities. One of the efforts in this regard, is to work together with countries that already have implemented e-Procurement, especially in the Asian and the Pacific region.

The application of e-Procurement from the Asia and the Pacific countries need to be developed continuously through exchanges of experience and best practices among the participants of the conference. With the participation from the countries in the Asia and the Pacific region in this conference, we can hope to accelerate the implementation of e-Procurement in our respective countries. The obstacles and issues that arise in each country can be deliberated by the participants, so that solutions or responses could be sought so that the developed systems can be perfected. The intense competition in the private sector, especially in the procurement of goods and services could not be ignored whether these are at the local, national, regional, or international. With this e-Procurement system, the execution of the public procurement of goods and services will guarantee healthy competition with all relevant parties. Distinguished guests, The cooperation that has been fostered by the NPPA with the Asian Development Bank (ADB) and other donor institutions to conduct this conference contributes towards the development and enhancement of the current e-Procurement systems and those already implemented by

countries across the Asia and the Pacific region in general, and to Indonesia specifically. The rapid advancements in science and technology necessitate all countries including those within the region to implement e-Procurement. At this day and age, EProcurement has become an essential need in conducting public procurement of goods and services. Distinguished guests, Let us use this opportunity through this event as best as we could to exchange experiences and troubleshoot any obstacles in the implementation of public procurement of goods and services. Specifically for the Provincial Government of Bali, and several regencies have implemented public procurement through e-Procurement systems since 2009 and those regencies who do not have such systems utilize the provincial LPSE. We recognize that there are many benefits that are obtained, especially with regard to transparency, efficiency and accountability in the implementation of public procurement of goods and services. With that I end my welcoming remarks and through the blessings of Asung Kertha Wara Nugraha Ida Hyang Widi Wasa/The Almighty God, we hope that the Conference will be a success.
