Sharp rise in emigration among Irish nationals


Emigration among Irish nationals continued to increase sharply from 27,700 to
40,200 over the 12 months to April 2011 while emigration among non-Irish
persons fell for the second year in a row. Irish nationals were by far the largest
constituent group among emigrants (almost 53 per cent) followed by EU12
nationals (i.e. ten accession states, Bulgaria and Romania) who accounted for just
under 20 per cent of the emigrant population (See Table 3).
Overall emigration is estimated to have reached 76,400 in the year to April 2011,
an increase of 11,100 (or 16.9 per cent) on the 65,300 recorded in the year to April
2010. The number of immigrants also increased over the same 12 month period
from 30,800 to 42,300. While this has resulted in overall net outward migration
remaining broadly constant with the previous twelve month period (34,100 and
34,500 respectively) net outward migration among Irish nationals increased from
14,400 in April 2010 to 23,100 in April 2011. Over the same period net outward
migration of non-Irish nationals nearly halved from 20,200 to 11,000.
The natural increase of the population continues to be very strong. The number of
births was 75,100 in the twelve months to April 2011, while deaths stood at 27,400,
resulting in a natural increase of 47,700, or just over 1 per cent of the population.
The combined effect of strong natural increase and negative net migration resulted
in a relatively small increase in the overall population of 13,600 bringing the
population estimate to 4.48* million in April 2011.
The other main features of the 2011 figures are:
! Emigration to the UK and the Rest of the World showed large
increases while there was a fall in emigration to the EU 12 countries
(see Table 4).
! Almost two-thirds (66 per cent) of the population are aged 15-64, 22 per
cent are aged under 15 and the remaining 12 per cent are 65 years and
older (See Table 6).
! The overall population increase of 0.3 per cent was unevenly distributed
across the regions, with the Mid-East showing the strongest growth at
1.8 per cent and Dublin showing the largest decrease of 0.7 per cent.
*The Preliminary population estimate from the 2011 Census was 4.58 million, a
difference of 97,000 persons with these estimates. It is planned to publish revised
population estimates for the years 2007 to 2011 (i.e. the period over which this
differential arose) next year once a thorough analysis at a detailed level of the
differences with the final Census results has been completed.

Annual Population and Migration Estimates

Background Notes
Coverage

The population for 2006 classified by age, sex and region is taken from the Census of Population
2006, which was held in April that year. The reference period for the population estimates for
subsequent years is mid-April each year, while the migration flows represent movements during the
twelve months up to mid-April of the same year, as do births and deaths.

Source of Migration data

The principal source of information for the estimation of the gross annual migration flows is the
Quarterly National Household Survey (QNHS - formerly annual Labour Force Survey), which also
provides the basis for the classification of the flows by sex, age group, origin/destination and
nationality.
The migration estimates are compiled against the backdrop of movements in other migration
indicators such as the number of Personal Public Service (PPS) numbers allocated to non-Irish
nationals, the number of work permits issued/renewed and the number of asylum applications.

Calculation of annual
population estimates

The annual population estimates for mid-April in this release are calculated by trending forwards the
2006 Census of Population data. For example, the base population data for estimating the April
2007 figure was the number of males and females in each region by single year of age as established
by the 2006 Census. From this base, each person was aged by one year, births for the period were
added and deaths were subtracted.
The estimated number of immigrants was then added and the number of emigrants was subtracted.
Allowance was also made for estimated inter-regional migration in arriving at the final 2007 figures.
The end result of this overall process provided the population estimate for April 2007 which in turn
provided the base population for calculating the April 2008 population estimate and so on for
subsequent years. The population estimates are subject to revision once the definitive results of the
next census become available.

Comparisons with
Census of Population
results

The April 2011 population estimate in this release has been compiled in accordance with the 2006
based methodology set out in the previous paragraph. The Preliminary population estimate from the
2011 Census was 4.58 million, a difference of 97,000 persons with this estimate. While the
preliminary census figures are based on summary counts from the front of the census forms, and are
also on a de facto definition of the population (rather than usual residence), this difference is larger
than expected (see Table 8). A thorough analysis of the differences at a detailed level is required in
advance of making revisions to the population estimates. Accordingly it is planned to publish
revised estimates for the years 2007 to 2011 this time next year.

Emigration by
nationality

This release contains a table on emigration by nationality which has been made possible by
analysing the data on persons sampled in the QNHS who on subsequent visits are found to have left
the country. The destination of emigrants for 2009, 2010 and 2011 were also based on this analysis
and this therefore represents a discontinuity with previous years. This new analysis is part of
ongoing work aimed at improving the methodology used to measure migration.

Usual residence and de


facto population
concepts

Up to and including 2006 the annual population estimates were calculated using the de facto
definition of population, i.e. all persons present in the State on census night. Since 2007 onwards a
new concept of usual residence has been used, i.e. all persons usually resident and present in the
State on census night plus absent persons who are usually resident in Ireland but are temporarily
away from home and outside the State on census night. All persons are now classified according to
their region of usual residence. Table 6 in the release shows 2 columns of data for the year 2006, the
first is the population count using the de facto definition and the second shows the population
counted using this usually resident definition. As Table 6 shows, the difference between these two
definitions is very small.
