1. What Fiscal, Developmental and Ethical Issues does your LGUs face?

Local Government Units are faced with these problems:

The emergence of fiscal issues in the government is inevitable. Anyone lodged with the authority to govern and such authority involves pecuniary matters, fiscal issues would always pop out.

The main problem LGUs have to face is the problem on lack of funds. As it always happens, programs and projects implemented by local officials that are supposed to serve usefully their constituents leads to squander because of lack of funds to support said projects.

Another would be on the budgeting of available funds. As some of the income generated by the local government itself is submitted to the national government, it becomes difficult to budget the little amount left for the local government unit itself. There also arise a problem as to which program should be prioritized. And even if there are priority projects, other sectors would post grievance as to inequity in the prioritization of these projects.

The maana habit is one of the major problems which can be considered an ethical and likewise a developmental issue that plagues the local government units. Some members of the society have the practice of being enthusiastic only on the start of a project, however, loses its enthusiasm in the course of the project implementation.

Another ethical and also a developmental issue is the continued existence of political butterflies. These political butterflies, who transfer from one party to another, depending on their whims, has a negative effect in the program implementation by the

government as it would post a negative image on the politicians which would lessen the trust of to people to the legislators and implementers.

2. As a Vice governor and head of the Provincial Board, map your short term and long term plan on what will you do about these issues. (What and How will you do it)

As a Vice Governor, I plan to start the development in every barangay. If every barangay will be give the chance to promote their well-being and aim to improve their standard of living, then the after effect of such would be that we would have a more developed province with no single unit left behind. If we would foster the growth starting from the grassroots, then there would not be any difficulty as to barangays which remains undeveloped. From the baranagy level, I would want to proceed to the municipalities and cities. With greater number of constituents, this requires greater governing skills and strategies which would foster the growth of municipality not just in terms of infrastructure projects but also in terms of moral development. If the society and the citizenry would feel that they have much involvement in the development tasted by their unit, then there is an assurance that they would take care and value this development.

3. On National Budget and local development, Congressmen use their PDAF to implement projects in their localities, however some of these projects do not coincide with the priorities of the LGUs in their area, what is your take regarding this issue? How would you address this problem?

The light of several generations of struggle for equality is no longer holds true. Yes, we are here in the same pot but instead of melting, we have

chosen to hold on to our roots, our cultures and ideologies. We won't let go of these so, we are just learning to get along together, and instead of a melting pot we resemble sort of like a delicious pot of government. We may be a potato, a carrot or scallion but we are all bound together by that delicious gravy I call American. Every once in a while someone will come along to help us by simply stirring the pot. I have learned of many great leaders throughout our history that had the vision and courage to do that like Dr. Martin Luther King. The programs and projects commonly referred to as "soft" are identified and implemented in the General Appropriations Act such as scholarship programs, medical assistance to indigent patients, livelihood support programs, the purchase of IT equipment, rural electrification, water supply, peace and order and financial assistance to local government units (LGUs) for their priority projects and programs. It also includes infrastructure projects like roads and bridges, flood control, school buildings, hospitals, health facilities, public markets, multi-purpose buildings, and multi-purpose pavements. The amount appropriated for Financial Subsidy to Local Government Units shall be used to fund programs and projects of the priority sectors of legislative districts in the LGUs. It shall be released to a specific local government unit as financial subsidy. The Priority Development Assistance Fund is a lump-sum appropriation in the annual General Appropriations Act to fund the priority development programs and projects of the government. Some legislators allocate their funds for the construction of roads and bridges, flood control, water supply system, school building, hospitals and health facilities, public markets multi buildings and multipurpose pavements. On national budget and local development, Congressmen used their The Priority Development Assistance Fund (PDAF) to implement said projects in their localities which sometimes does not coincide with the priorities of the Local Government Units in their areas. For example the renovation of the high ways which seems to be alright yet they do the renovation and officials

within that community did not do that action for there are more important projects to do first. Scholars of the Congressmen sometimes the scholars of the LGUs wherein it must be distributed to all who needs help. But sometimes, allocations of the funds of the national government through their projects are what the local government units tend to spend their funds also. The locality or the area where the Congressman resides is the first one to be prioritized by him so not all are benefitted. The elective officials must encourage everyone to allocate the funds given to them that will boost the economy of the country. The first thing that the officials must do is to promote investments by individuals and businesses that will lead to job creation and economic growth and to deliver the critical help to unemployed citizens which we have already done to some extent and need to continue to do. I seek to provide the general public with accurate information on the projects identified by every legislator that are funded from their congressional allocation. I also aim to encourage the cross section of the society to be more pro-active in their participation and involvement in socioeconomic programs and projects.
