I. INTRODUCTION TOPIC: CITRONELLA PLANT PROPOSAL'S APPROVAL/REJECTION TO DECREASE DENGUE INCIDENCE IN CALOOCAN CITY, PHILIPPINES? (Argumentative) SITUATION: According to a Philstar.com report Thursday, the majority of the dengue cases reported to DOH in the last six months came from Metro Manila, where 9,229 cases have been recorded. Quezon City remained on top of the list of most cases in Metro Manila with 2,574 followed by Manila (1,040),Caloocan (1,104), Pasig (804), and Valenzuela (664). Other areas with high amounts of dengue cases in 2011 include Central Luzon with 6, 365 cases, Calabarzon with 5,649 cases, Ilocos Region

For more than 50 years citronella oil has been used to repel bugs. One of its most common uses is in candles to ward off mosquitoes and biting flies. Because the candles are easily accessible, most people assume they are safe to use and never consider the possible dangers of citronella candles to themselves or their pets. The only known side effect stemming from the 1948 EPA registered oil is skin irritation

from putting the oil directly on the skin. However, the American Society for the Prevention of Cruelty to Animals lists citronella candles as poisonous to dogs because citronella candles can cause diarrhea and stomach cramping when ingested by animals who are attracted to their smell
Citronella oil has been determined by the EPA to be a safe substance. It is commonly used in candles to repel bugs outdoors. When burned indoors, it can cause problems in people who are susceptible to health problems from scented candles. Citronella candles are a variety of scented candle. In reviewing data from Toxline, the National Candle Association, Medline and the American Chemical Society, the EPA has stated that burning scented candles has resulted in an increase in health problems in some of the studies conducted by these organizations, while showing no health risks in others. An American Chemical Society study that showed scented candles to be harmful to the health when burned indoors found that the soot created by burning candles can penetrate deep into the lungs of those who are around them.
