International School of Atyrau Student Council Constitution and Bylaws Article I - Name The name of this organization shall

be The International School of Atyrau Student Council.

Article II - Purpose The purpose of this organization shall be: 1. To foster a spirit of cooperation among students and faculty. 2. To promote and encourage activities for the best interest of the school. 3. To develop good citizens and leaders through experience in government 4. To provide a means for student expression, and 5. To encourage student involvement.

Article III - Powers 1. All members of the Student Council have certain powers guaranteed by the Constitution and Bylaws, including: a. Recommendations for committees on the appropriate level. b. Recommendations for anything of student concern in the building. c. Student publicity. d. Application of the Constitution and Bylaws to the school during the year. e. Holding executive meetings and reporting them. f. Administration of elections. g. Constitutional proposals and changes. h. Implementation of rules, regulations and guidelines to further the goals of this Constitution and Bylaws. i. Fundraising. j. Purchases.

k. Cooperation with faculty or advisor to perform tasks not guaranteed in the Constitution and Bylaws. 2. Members of the Student Council have guaranteed rights but can be overruled by the Director. The Director has veto power to eliminate any proposition he/she feels is not beneficial to the school.

Article IV - Qualifications All members of the Student Council must not have an N on Success Orientation Progress Reports. Students must be making meaningful progress in mastering essential outcomes in all classes.

Article V Elections The 10 and 11 years old class, the 12 and 13 years old class, the secondary I/II class, and the secondary III/IV class shall each elect two members from their class to serve on the Student Council for a term of one year. Elections shall occur during a designated election week assigned by the Director or advisor of the Council. Candidates shall be allowed to campaign the week prior to voting. Voting shall be done through a ballot.

Article VI Student Council a. Membership The Student Council shall be made up of two representatives from each of the following classes: i. 10 and 11 year old class, ii. 12 and 13 year old class, iii. the secondary I/II class; and, iv. the secondary III/IV class. b. Officers - The executive officers of this organization shall be a President, vice-president, treasurer and Secretary. Only Student Council members shall be permitted to run for office, and to vote for those who do run for office. Officer elections shall be scheduled by the advisor. Student Council officers are expected to support and attend Student Council events. i. Duties of the President-The president shall preside at all Student Council meetings, call special meetings when

necessary, appoint all standing and special committees, represent the Council on all occasions, and assume all other duties generally associated with this office. ii. Duties of the Vice-President-The Vice President shall assume the duties of the president in case of his absence or disability. iii. Duties of the Secretary-The secretary shall keep a record of all meetings of the Council and provide a bulletin, published when necessary. At the close of the school year the minute book shall be kept with the advisor. In addition, the secretary shall carry on correspondence of the Student Council and shall keep a record of attendance. iv. Duties of the Treasurer - The treasurer shall keep a record of all income and expenses of the Student Council and provide a report to the Student Council as requested by the Student Council and its officers. c. Vacancies - If there is a vacancy, the class whose representative is no longer able to serve shall have a special election to elect a replacement representative. If there is a vacancy that involves an officer, then the Student Council shall elect a replacement officer after the replacement class representative is chosen. d. Impeachment - Any member of Student Council may be removed from office if they have not fulfilled their duties or have damaged the effectiveness of the reputation of Student Council. Impeachment of an officer requires a petition submitted to the Executive Committee signed by three or more of the members of Student Council. An ad hoc committee shall then be formed to coordinate the impeachment proceedings. At a special session of the General Assembly, it shall be decided whether the officer's offenses warrant removal from the office. A two-thirds majority vote in favor of removal from office of the members present at the session shall be necessary to remove an officer from office. e. Nominations and Elections - The members of the Student Council shall be elected for the term of one year. f. Committees i. The Executive Committee of Student Council shall consist of the President, Vice President, Secretary, Treasurer and the advisors. ii. There shall exist the following standing committees:

Fundraising, Public Relations and Advertising, and Student Involvement. Membership in these committees is not limited to the Student Council. All student council members much serve on at least one standing committee. iii. The President may appoint such other temporary committees as deemed necessary to fulfill the purpose of the Student Council.

Article VII Meetings The Student Council shall not have to meet every week. Instead the Council will meet as necessary at the discretion of the President and advisor. The President with the approval of the advisor may call a special meeting. All students are permitted to attend these meetings, but may be asked to leave if their presence is deemed destructive by the advisor or the Student Council.

Article VIII - Sponsor There shall be one or more faculty advisors selected by the Director. Faculty advisors have the right in extreme circumstances to remove students who are not performing their designated functions in a way that contributes to the benefit of the whole.

Article IX - Quorum A quorum for the transaction of business shall consist of a simple majority of the Student Council.

Article X Parliamentary Authority In all matters not specifically covered by this Constitution and Bylaws, the parliamentary authority shall be "Robert's Rules of Order."

Article XI Approval and Amendment This Constitution and Bylaws of the Student Council of International School of Atyrau shall be proposed by a 2/3 vote of the Student Council and shall be adopted by a 2/3 vote of the student body in all classes aged 8 and above participating on the day of voting. Any regulation passed by the Student Council concerning the

International School of Atyrau is subject to approval by the administration. The Constitution and Bylaws of the Student Council of International School of Atyrau can be amended in the same manner as adoption set forth above.
