What is the Supreme Student Council (SSC)?

The Supreme Student Council is the highest governing Student Body in the University of San Carlos. The University of San Carlos Supreme Student Council (USC SSC) is mandated to promote the general welfare of the students, to assert and defend the rights of the students, to advocate Academic Freedom, and ultimately to uphold its constitution and that of the Republic of the Philippines. The Supreme Student Council President, Vice President and its 21 Councilors are voted at large through an election held every last Friday of February, and will hold office at the council for a year.

Committee on Finance The Committee on Finance shall be accountable in handling the monitory affairs of the USC SSC. The Committee shall make sure that the flow of the USC SSC funds are properly managed. Chairperson Asst. Committee on Complaints, Grievances and Investigation The Committee on Complaints, Grievances and Investigation shall spearhead the USC SSC in addressing the complaints and grievances of the students and shall conduct investigations. The Committee shall also be responsible in reporting issues that affect the basic rights of the students and shall recommend appropriate course of action deemed necessary to fight campus repression. Committee on Spiritual Development The Committee on Socio Cultural Affairs shall initiate and administer developmental projects and activities and coordinate with the various religious organizations within the University and other sectors to uplift the spiritual well being of the students. Committee on Public Relations The Committee on Public Relations shall be responsible in updating the students regarding school issues and affairs of the USC SSC. The Committee shall also develop strategies on how to integrate the students and the Supreme Student Council for a harmonious Academic year. Chairperson Asst. Committee on Socio Cultural Affairs The Committee on Socio Cultural Affairs shall initiate and administer developmental projects and activities that will inculcate to the students a true sense of nationalism and culture pride. Committee on Research and Documentation The Committee on Research and Documentation shall be responsible in researching important data necessary for the conduct of USC SSC activities, projects and other matters that require its expertise. The Committee shall also document all activities the USC SSC will undertake. Chairperson Asst. Committee on Extra Curricular Activities The Committee on Extra Curricular Activities shall organize and look into the concerns of extra curricular organizations. The Committee shall also plan out developmental projects and activities for these organizations for them to progressively develop. Chairperson Asst. USC SSC Technical Staff: The University of San Carlos Supreme Student Council (USC SSC) for Academic Year 2006 2007 Technical Staff shall: Record and keep all the Minutes of the proceedings of the SSC whether regular or special sessions or meetings. Keep or archive all the Resolutions, Bills, Ordinances, Memoranda, Issuances, Project Proposals, Budget Proposals, Committee Reports, Speeches, and such other papers or documents of the SSC or its members. Prepare the Orders of Business and Agenda prior to every meeting or session. Inform all officers regarding SSC sessions, meetings, projects, activities and other programs, as directed by the President. Perform other duties as may be required by the SSC or the President.

The USC SSC 2006 2007 Technical Staff officers, who shall be appointed by the President, shall be composed of the following: Executive Secretary Undersecretary for Sessions who shall be the chief of the technical staff, and shall direct the Undersecretaries in the performance of the staff functions. who shall be responsible in assisting the Executive Secretary in the recording of the minutes of the SSC proceedings and in preparing the Orders of Business and Agenda prior to every meeting or session. who shall be responsible in assisting the Executive Secretary in the keeping or archiving of all the Resolutions, Bills, Ordinances, Memoranda, Issuances, Project Proposals, Budget Proposals, Committee Reports, Speeches, and such other papers or documents of the SSC or submitted by officers. who shall be responsible in assisting the Executive Secretary in informing all officers regarding SSC sessions, meetings, projects, activities and other programs.

Rights, Duties and Responsibilities as a Carolinian Student


RIGHTS as a member of the Supreme Student Council The right to have their grievances heard and speedily redressed. The right to form, join, and participate in associations and societies whose purpose are not contrary to law. The right to peaceably assemble and to petition for the redress of grievances. The right to be informed and consulted regarding school policies and regulations which may directly or indirectly affect them before such matters are adopted. The freedom of speech and press. The right to access the records of the Supreme Student Council. The freedom of religious profession and spiritual practice and worship with due respect to the policies of the Campus Ministry and of the University as a catholic institution. The right to access the financial statement of the school and the SSC

DUTIES and RESPONSIBILITIES as a member of the Supreme Student Council

Shall uphold the Constitution of the Republic of the Philippines. Shall uphold the Constitution of the University of San Carlos Supreme Student Council (USC SSC). Shall respect the University policies, rules and regulations provided that these does not transgress the laws of the land and of the rights of the students. Shall conduct himself in a dignified manner. Shall respect and uphold student laws, regulations, policies and resolutions adopted by the USCSSC. Shall pay the membership fee of the USC-SSC. It is the right and duty of every member to vote or cast his vote during elections, referenda, and plebiscites.
