Philippine Navy Chief receives Media Exemplar Award

PNGF 2011 concludes with Green Architecture Programs for the PN


The PN Governance Forum Series 2011 officially concluded last 02 December 2011 at the HPN Multi-Purpose Hall, Naval Station Jose Andrada, Roxas Blvd., Manila with guest speaker Arch. Miguel C. Guerrero III, Founder of the United Architects of the Philippines and a member of the PN Board of Advisers. The lecture was an initiative of Arch. Guerrero himself, who also concluded the then PN Leadership Forum Series 2009. During this last leg of the PNGF 2011, he gave three lectures, all focused on the topic Sustainable Environmental Management and Climate Change Adaptation Programs for the Philippine Navy. Arch. Guerrero defined green architecture as the application of techniques of sustainable design to architecture and concerning the ecological and aesthetic harmony between a structure and its surrounding natural and built environment. The three lectures dwelt on general and technical concepts in green architecture that the PN can use in designing its buildings and structures to ensure comfort, beauty, sustainability, and energy and cost efficiency. Moreover, he emphasized the importance of taking nature and environment in consideration when designing buildings in choosing the site, the orientation, the utilities and materials of the building. He also discussed using available alternative energy sources for the structures. Presently, he is working with the PN REMO and the different Naval Bases to realize sustainability of architectures in the PN. (MCC)

New CNLE Director assumes post


CAPT Opiniano M Jayme Jr PN(GSC) formally assumed as the new Director of the Center for Naval Leadership & Excellence (CNLE) last 05 December 2011. He relinquished CAPT Giovanni Carlo J Bacordo PN(GSC), CNLE Director for more than two years, during the Change of Chief of Office Ceremony presided by the Chief of Naval Staff at the HPN Conference Room, Naval Station Jose Andrada, Roxas Blvd., Manila. Before becoming the new CNLE Director, CAPT Jayme was the Chief of the Plans and Programs Branch of the Office of the Deputy Chief of Staff for Personnel, J1 at the General Headquarters, AFP. CNLE conducts Annual Planning and Assessment Workshop


The Center for Naval Leadership and Excellence conducted its Year-end Assessment and Annual Planning Workshop last 08-10 December 2011 at the Bayfront Hotel Subic Bay Freeport Zone, Subic, Zambales. The entire CNLE family participated in this workshop, which is also the Centers first major activity with its new Director, Capt Opiniano M Jayme Jr. First part of the workshop is the assessment session, wherein the 2011 plans and programs of the Center, drafted during last years planning session, were reviewed and evaluated to assess how well the Center performed. Areas for improvement were also identified. The mandate of the Center and the result of its assessment became the bases for its plans for 2012. These plans are reflected in the Centers Calendar of Activities for this year. The Approved CNLE Annual Plans and Budget for 2012 was also reviewed to determine whether the Centers planned activities are duly accounted for and coincides with the Centers budget allocation. The three-day workshop also served as a Team Building activity of CNLE as it welcomes its newly assigned Director. With the leadership and guidance of Capt Jayme, the Center looks forward to another productive and prolific year in 2012. (NDLR)

Elements of a Balanced Scorecard:

Strategic Initiatives
The last element of a balanced scorecard is the Strategic Initiative. The PN Sail Plan is implemented through the Strategic Initiatives. They are the key action programs and projects required to close the gap between the current and desired performance of our organization. They translate the broad Strategic Objectives into specific action plans. In the case of the Philippine Navy, there are 16 strategic initiatives. Shown on the right are the samples of the PNs strategic initiatives grouped according to the strategic objectives and perspectives they fit in. Strategic objectives, measures, targets, and strategic initiatives work as one in order to reach our vision. The strategic objectives define the components of our strategy. The measures and targets track our progress in achieving these strategic objectives. Lastly, the strategic initiatives bring the organization from its current performance to its desired end state.
