Sources of Capital Funds The Gadsden Board of Education has three sources of funding for capital improvements : 1) General Obligation Bonds - Voters approved $36,000,000 in the February 2010 bond election. Proceeds are used for major building and renovation projects. Public Schools Capital Outlay Act - The district can apply to the state for matching funds to construct, improve and renovate school facilities. Priority for these funds is set by using the statewide educational adequacy standards.
PUBLIC SCHOOL CAPITAL IMPROVEMENTS (2 MIL) The 2 mil levy and the state matching funds TAX QUESTION in the past 5 years have provided over $6,000,000 in equipment for all schools in Shall the Board of Education of the Gadsden Independent School District No. 16, Counties of Dona the district including classroom equipment, Ana and Otero, State of New Mexico, be authorized library equipment, athletic equipment, band to impose a property tax of $2.00 per each equipment and school copiers. It has also $1,000.00 of net taxable value of the property alloprovided over $7,000,000 for continued cated to the District under the Property Tax Code maintenance of the District's school facilifor the property tax years 2012, 2013, 2014, 2015, ties.
2016 and 2017, for the purpose of the following capital improvements in the District and the Anthony Charter School, located in the District: erecting, remodeling, making additions to, providing equipment for or furnishing public school buildings; purchasing or improving public school grounds; maintenance of public school buildings or public school grounds, including the purchasing or repairing of maintenance equipment, participating in the facility information management system as required by the Public School Capital Outlay Act and including payments under contracts with regional education cooperatives for maintenance support services and expenditures for technical training and certification for maintenance and facilities management personnel, but excluding salary expenses employees of the District and the Anthony Charter School; purchasing activity vehicles for transporting students to extracurricular school activities; or purchasing computer software and hardware for student use in public school classrooms?

3) Two Mil Capital Improvements Tax Levy Currently in place. Re-approval of this tax
levy will keep this source of funding in place for 6 years. These funds are used for maintaining the school facilities and providing equipment for the schools. The tax produces over $1,300,000 per year. The District receives matching funds of approximately $2,300,000 as long as the mil levy has been approved by the voters of the District.
