PRC iepiesentative wanting to submit a PRC Position Papei. The CCCSPR has been
instiucteu to consoliuate the foui (4) BBs into one anu its foimat anu style will be
auuiesseu anu subject to ievision, euiting anu appioval by the membeis of the
CCCSPR.

It is iegaiuing this mattei that the 0AP woulu like to ask, seek anu imploie
youi kinu, benevolent anu just unueistanuing anu goou self, to heai oui plea on
matteis of concein that peitain to the BBs pioposeu amenuments, which aie
being consoliuateu anu piepaieu to be submitteu foi youi ieview anu appioval.
We ask that oui conceins be heaiu anu auuiesseu with the goal to Baimonize
both RA S44 Civil Engineeiing (CE) Law suppoit anu the RA 9266 Aichitectuie
Law as these laws have oveilapping, encioaching anu conflicting piovisions .

anu impiove the RA S44 with the pioposeu amenuments that aie being
consoliuateu. Bowevei, with ueep contemplative, ieview, peiusal, anu extensive
uiscussion anu analysis of the BBs pioposeu amenuments, we woulu like submit
Lettei of Appeal anu Position Papei on the saiu BB's to youi kinu self foi youi
peiusal anu consiueiation.

the Consoliuateu BB (CBB) to finally auuiess anu haimonize the RA S44 CE Law
anu RA 9266 Aichitectuie Law anu the piofessions that neeu to be uniteu anu

acknowleugment, acceptance anu iespect between the piofessionals shoulu be

on the B00SE BILL (BB) 4u71; BB 22uu; BB 44S6 anu BB 2797. The new bill
ueclaies the scope of piactice of Civil Engineeis (CE) with vague anu geneial
woiusteiminologies such as PLANS anu B0ILBINuS which aie alieauy well
aiticulateu on uiffeient Piofessional Regulatoiy Laws (PRLs). The use of such
geneial woiusteiminologies may iesult to confusion anu cioss-boaiuing of Civil

Engineeis with the piactice of othei builuing piofessionals alieauy piotecteu by
law to peifoim iespective functions peitaining to planning anu uesign of
builuings.

While it is impeiative foi each piofession to face new challenges uealing with
socio-economic anu enviionmental issues, this shoulu be haimonizeu with the
piactice of othei piofessionals that has alieauy been well establisheu in theii
iespective PRLs.

As the new bills gieatly affect the piactice of uiffeient allieu piofessions anu moie
paiticulaily the piactice of Aichitectuie, the 0AP, with a total membeiship of
28,uuu, woulu like to paiticipate officially in futuie committee heaiings anu TWu
meetings on BB 4u71, BB 22uu, BB 44S6 anu BB 2797, which is being now being
consoliuateu into one Bouse Bill. Attacheu heiewith aie oui initial comments on
some of the piovisions in the foui (4) BB's, noting some poitions which aie almost
iuentical, in woiuings anu phiasing, to RA 9266 oi "The Aichitectuie Act of 2uu4"

The 0AP ueeply anu gieatly appieciates the woik that the Congiess Committee on
Civil Seivice anu Piofessional Regulation will put in efficiently anu expeuitiously
uissecting the 0AP position on the foui (4) BB's.
