County to review proposals for new animal
shelter Wednesday

BIG RAPIDS In the months to come, sheltered animals in
Mecosta County will not only have new caretakers, but likely a new
place to call home.
The Mecosta County Board of Commissioners is accepting
proposals for new management to operate a county animal shelter.
The board will review the proposals during the Sheriff and Jail
Committee meeting on Wednesday.
Ken and Susan DeVries, who have operated their privately-
owned shelter for 22 years, announced they would retire their
service effective July 1.
The DeVries have done a wonderful job providing services to the
animals and pet owners in our county, said Paul Bullock, Mecosta
County administrator. They care very much about dogs and theres
been a lot of, I believe, their heart and soul placed into what they
do.
The county is now looking for a successor. An individual,
corporation or nonprot group will be able to present its idea for
a new shelter at the committee meeting. With the retirement date
looming, the board hopes to expedite the process as much as
possible, Bullock said.
Although the current shelter only provides services for dogs,
the new provider also will accept cats. In addition, the shelter
should operate seven days a week, 24 hours a day and be open
to the public a minimum of ve days a week for three hours with
appointments available in the evening. All materials necessary to
operate the shelter will be provided by the new management. Also,
operators will only use lethal injection as the means of euthanasia
and no animals will be transferred to a Class B dealer for testing.
Unclaimed spay and neutered deposits and dog licensing fees
will be transferred to the county. Boarding, adoption, disposal and
surrender fees will be retained by the shelter.
Proposals also should include a liability insurance policy of no
less than $300,000 for the county, the site and a drawing of the
proposed or existing building, proposed hours of operation and the
annual nancial support required from the county.
The DeVries have indicated they would consider selling their
shelter and property to the new management.
Proposals that dont meet the criteria will not be considered,
Bullock said.
Although the county has contracted with a shelter in the past, it is
not a service the county is required to have by law.
For most governmental units, there are things they are
constitutionally obligated to do and there are things that your
citizens expect you to do, Bullock said. (An animal shelter) would
denitely fall, I believe, into one of those where the majority of our
citizens would expect us to participate in.
Bullock has received a number of phone calls inquiring into the
request. Deb Szot, founder of the Riley MacKenzie Fund, and Cate
Arroe, of the Mecosta County Residents for Shelter Pets group,
have also expressed interest in operating a new shelter.
If the board signs a ve-year contract with new management, it
will consider allocating funds to purchase or build a new shelter as
well as yearly support if proposed.
Exactly what the level of participation will be determined once
(the board) looks at a proposal, Bullock said. (The board will) say,
We really like this proposal. Now well talk dollars and cents. Will
they consider the possibility of up-front money? If its proposed then
it will be considered in whatever the proposal is.
At this point it is the countys position to contract with an entity
to run and operate a shelter like the DeVries did. At the end of the
contract, the board will consider signing a contract again with the
shelter.
The board has been supporting animal shelters for many years
and Im not aware of any intention to phase out that support (in the
future), Bullock said.
However, if the new management cannot continue to operate the
shelter, the county will need to look at new proposals again.
The ultimate safety net is always redundancy, Bullock said. Are
we going to have two shelters? No. Not unless someone else starts
one, and it is highly unlikely that that would be supported if we are
already contracting.
The boards intent is to deal with one entity at the moment.
However, if two or more shelters proposed splitting duties at a later
date, it is something the county would consider, Bullock said.
Proposals will be presented to the committee between 10:30
a.m. and noon on Wednesday in room 202 at the Mecosta County
Building, located at 400 Elm St. in Big Rapids. To schedule a

THE KEY TO WEIGHT LOSS
(NewsUSA) - The rigors of appearing on the reality TV show The
Biggest Loser led Lisa Mosley to the emotional breakthrough that
empowered her to lose almost 100 pounds. But it was portion control
that kept her losing weight when she returned home from the set.
I live on the motto Moderation not deprivation, she says. As
soon as I got home from the ranch, I started using a small plate
instead of big dinner plates. It has been extremely successful for
me.
Mosley didnt start gaining weight until she was about 20, when
she began taking medication for a chronic anxiety disorder. The
medication made her feel like a new person, but within six months
she began to gain weight. Over the next 10 years she gained about
120 pounds.
By 2010, Lisa had suffered several personal setbacks. She had
been laid off from her job, had lost her home and had no prospects
to nd work. The dening moment in her struggle to lose weight
came when she discovered that her daughter had stopped eating
and drinking because she didnt want to be heavy like her mom.
That spurred Lisa to take action, including her willingness to bare
her soul on The Biggest Loser.
When Lisa left the show, she had dropped 60 pounds. But she
continued to lose weight, dropping another 37 pounds at home after
she learned to control the size of her portions.
She recently became the national spokeswoman for Yum Yum
Dishes, sets of hand-painted 4-ounce ceramic bowls. Tracy Adler,
mother of two and former restaurant owner, created the bowls to
help parents and kids control the size of their snacks.
The idea for these dishes is what got me through this, Mosley
says. A lot of times when I have entered into diets in the past, I went
into it thinking I am never going to get a cookie, ice cream, or a piece
of cake again. I was never successful with that, she adds. These
dishes remind you that your life isnt over and you are not going to
be missing out.
Today Mosley works as a tness boot camp instructor and
personal trainer. She weighs about 190 pounds, wears a size 12
and is happy with herself.
I am literally a different person, she says, not just in how I feel
physically but also how I feel mentally and emotionally.

PARENTAL FEARS
(NewsUSA) - The kids are in school, which means they spend
most of their day without parental supervision. The days when
parents only had to worry about their kids skipping class and getting
bullied for lunch money are gone. Now, new threats have emerged
around cell phone use.
According to a survey performed by Internet monitoring software
company SpectorSoft, sexting is parents primary concern during
the school season.
Absolutely, said Rebecca Hagelin, a parent who uses
SpectorSoft to track her three teenagers. Its allowed my children
to enjoy all the benets the latest technology has to offer them, and
its allowed me to protect them from the dangers of some of the new
technology, she said. Its a win-win.
Smartphones with advanced Internet capabilities have greatly
increased parental fears about cyberbullies, online predators,
sexting and the exchange of inappropriate messages and pictures.
SpectorSoft reports that 82 percent of all families surveyed
contain at least one child who has a smartphone. Even if teachers
and school faculty can keep students off their phones during school
hours, who protects them after school?
Bryan Bowers, author of Keep Your Family Safe Online, said that
the survey proves parents are starting to gain greater awareness of
what their children are actually up to on their phones and online.
So many children have smartphones, and this tells me parents
are starting to get the idea that these devices can be a problem for
children, Bowers said. They are starting to see the reality of what
is out there.
SpectorSoft, focused on monitoring products for children since
their inception in 1998, has released eBlaster Mobile for Android
and BlackBerry phones. This software keeps track of all activity on
these smartphones by monitoring and recording text messages,
calls and Internet activity and then sending that information to the

ARE TEENS PREPARED FOR THE FUTURE?
(NewsUSA) - Among the latest tech gadgets, cell phones and
social media sites, todays teen is more connected than ever.
Although teens are surrounded by a urry of electronics and digital
media, are they gaining the skills needed to succeed in a technology-
driven world?
According to the Department of Commerce, students educated
in science, technology, engineering and math at any level make 26
percent more money overall than counterparts who have studied in
other elds.
Several non-prots and corporations have rallied together to
highlight the importance of teaching young people critical digital
literacy skills.
The access to technology kids get outside of school is often
an important complement to the learning that happens in the
classrooms, said Dan Rauzi, senior director of technology programs
at Boys & Girls Clubs of America.
Boys & Girls Clubs has a long history of providing educational
and developmental programs for youth in communities nationwide.
Through a national partnership with Microsoft and Comcast, its Club
Tech program provides free software and access to technology
lessons to youth of all ages. In 2010 alone, the program reached
over 850,000 kids who learned how to design posters, collaborate
on lm projects and make their own music.
Daniel Flores, 16, has participated in Club Tech for two years at
Boys & Girls Club of Greater Holland, Mich. He believes the skills he
is acquiring in graphic design will help him get into an art college and
pursue a career one day. In fact, hes started his own small business
offering Web and graphic design services.
I wanted to create a business that helps other companies market
and promote their ideas by developing websites, logos and print
making, Flores said.
According to a recent study, teens like Flores who participate in
after-school technology programs exhibit a more positive outlook on
their future. Many also become more positive about nishing high
school and attending college.
Club Tech is more than just providing computers. We give kids
and teens an opportunity to express themselves artistically and
engage with technology in a way that builds condence and real-
world skills, added Rauzi.

ITS TAX TIME. ARE YOU TAKING
ALL THE DEDUCTIONS ALLOWED?
(NewsUSA) - Heres a scary number to keep
in mind if youre just getting your tax receipts
together: $1 billion.
No, its not the amount that Warren Buffets
secretary -- let alone Buffet personally -- paid
the IRS in her lifetime. Its how much taxpayers
approximately wind up forfeiting each year to the
government because of self-inicted tax errors
like: failing to claim tax credits and deductions
legally due them; choosing the wrong ling
status; and not bothering to send in a return at
all.
Well, guess what? A slew of recent changes
in the tax law wont make things any easier this
year.
At a time when taxpayers are hurting, it really
doesnt make sense to leave money on the
table, says Elaine Smith, master tax advisor at
H&R Block, the giant tax preparation rm (www.
hrblock.com).
Here are some things -- good and bad -- to
watch out for:
* Casualty losses. Hurricane Irene. Midwest
tornadoes. Texas wildres. Mother Nature went
a little nutty last year, and -- if the president
declared your area a disaster -- you could be
able to claim your loss as an itemized deduction
on your 2011 return or on an amended 2010
one.
* Reduction in the Energy Savings Home
Improvement Credit. At its height, this was a
30-percent credit on the cost of high-efciency
windows, furnaces, central AC and the like. Its
now 10 percent. Plus, the maximum lifetime
credit went from $1,500 to $500. That means
if you spent a total of $5,000 on IRS-approved
upgrades in 2011, says Smith, you can claim
a $500 credit. Unless, that is, youd already
maxed out in prior years.
* Expiration of the tax credit for hybrid cars. If
you bought a Prius last year, you did so without
the feds help. However, the green cars du jour

RESOLUTION FOR 2012
(NewsUSA) - Political unrest, environmental
crises and economic challenges on a global
scale practically dened 2011. The Arab
Spring ousted three iron-sted rulers, a deadly
earthquake led to mass radiation exposure in
Japan and Occupy Wall Street emerged to be
a historical, internationally united protest. The
year 2011 seized the idea of social change and
ran with it.
Will that momentum continue throughout
2012? All signs point to yes, and Walden
Universitys recent Social Change Impact
Report conrms the trend. The results indicate
the importance of social change and reveal that
people are taking action now and will continue
to do so in the future. The survey shows that
more than nine in 10 Americans (92 percent)
have taken action to engage in positive social
change in the past year and that more than half
of them are committed to engaging in future
positive change as individuals acting on their
own or in informal groups.
Around the world, people are thinking
globally and acting locally, notes Jonathan
Kaplan, president of Walden University. People
have a strong belief in their own power to effect
positive social change and make a difference.
The Social Change Impact Report also states
that nearly nine in 10 adults in the U.S. (88
percent) believe the best way to have an impact
on the world is to make change at the local level.
At a time when many families and organizations
are vulnerable, and fewer resources are
available to support the socioeconomic
challenges that exist, individuals now more than
ever have the opportunity to make a difference
in their communities and beyond.
Walden University offers ve practical tips to
encourage citizens to participate in 2012.
1. Think about what kind of positive
social change you want to effect.
2. Assess what specic skills or expertise
you can offer to help address a particular need.
3. Connect your passion and skills with
your commitment to serve.
4. Research ways your workplace can
get involved in the community.
5. Use a resource that can match you
with an organization that needs your skills.
