NCM PROFESSIONAL MILITARY EDUCATION MODERNIZATION (PME) References: A. CDA Briefing Note - NCM PME Modernization, 12 Dec 11 (sent by e-mail to IT & E Committee on 14 Dec 11) B. ISSUE 1. This briefing note is intended to outline the design and development of the new NCM PME Architecture, a key component of the NCM PME Modernization strategy.
BACKGROUND 2. As initially described in Ref A, the new NCM PME Architecture aligns NCM Professional Development (PD) with the strategic themes identified in references B, C and D as well as the NCM General Specification. The intent of the new architecture is to provide NCM PME that is relevant, progressive, cost effective and flexible to the needs of the NCM Corps. In addition, the material is to be presented in such a way as to expedite accreditation, to the fullest extent possible, through RMC and civilian academic institutions.

DISCUSSION 4. With these principles in mind, CDA Defence Education Outreach staff is leading the collaborative development of the NCM PME architecture based on the following three themes: a.Leadership and Ethics; b.Management and Communication; and c.Defence and Security Studies. 5. The themes and associated topics in the PME Architecture reflect the key knowledge requirements for a member of the Profession of Arms, as identified in Duty with Honour and NCM Corps 2020, and are designed in concert with similar developments in officer PME, particularly in the new Officer DP2 curriculum. Annex A provides an overview of the themes, topics and blocks that constitute the PME Architecture. The blocks and associated modules will be delivered progressively throughout the developmental periods (DP) to coincide with the members increase responsibility, broadening scope of influence, and leadership and knowledge requirements. approach to delivery will ensure that the level of understanding and critical thinking effort is matched and adapted to each DP level. Modules will be completed throughout the members career through a careful blend of DL and residency delivery. 5. The modules are designed to take advantage of existing curriculum material. Where possible, the content for each module will be based on re-purposed content from existing NCM PD programmes, OPME and RMC courses. This approach will allow for cost effective and timely development and increased commonality while ensuring the new modules reflect the latest in core knowledge development. Module design will be based on sound academic principles to maximise accreditation through RMC and other civilian institutions for those NCMs who wish to pursue academic opportunities. Annex B provides an illustration of a typical module within the Professional Development Block of the Leadership and Ethics Theme.

CONCLUSION 7. The modernized NCM PME system must be institutionalized within CF culture to promote the exploitation of opportunities for NCMs to develop intellectually over the course of their careers in keeping with the requirements of the CF. The end state is an NCM PME programme built upon sound principles that reinforce the modernization of the NCM Corps and ensure alignment with the core knowledge and intellectual attributes demanded by the Profession of Arms.
