NDF is made up of CPP members classified mostly as legal cadres. These legal cadres arehardcore

communists masquerading as nationalists, democrats, Natdems, etc. These are morethan three hundred sixty CPP members (excluding teachers) in the NDF serving

as staff and cadres. Thetop NDF officials like Antonio Zumel, Luis Jalandoni, SaturOcampo and many others are even top partyofficials of the

Central Committee of the CPP

Aware that it can hardly attract following on its own from the middle

class and the varioussectors of the society, the CPP secretly created NDF and made it appear as though it is merely anunderground pro-democracy nationalist

umbrella organization. To maintain its credibility and image assuch, the CPP/NPA subordinates itself under the NDF and has made itself, co-equal with

the othermembers of the organizations.

government.The CPP through the NDF, is trying to operationalize its N

F that shall wage the NDR to serve as theCPPs political arm,

Maos concept of Shield, and third party propaganda machinery in order tocomplement and support the protracted armed struggle being

waged by the NPA in the countryside. Revolutionary M ass M ovement (R MM) in effect,

serves as the strategic concept of the CPP for the NDF .

is a mass movement which is composed of a good number of people with a

capacity togrow in members and which carries the national democratic interests or is objectively within theframework of the national democratic struggle. Aside from Party-led mobilizations

(clandestinely donethru legal party cadres), it also covers all other movements whether Party-influenced or not, but carriesthe national democratic demands.

RMM in the countryside (done by NPA thru BRCs, etc) is directed immediately to armedstruggle; while the

rban RMM (done by NDF), although

should always be supportive and sympatheticwith the Armed Struggle, has more intensified legal struggles. b.

Within the NDF

ow to operationalize the concept of urban RMM through the NDF, a prodemocracynationalis t movement with

the CPP effectively and clandestinely directing (manipulating) and using itto further its own party-cause of seizing political power is indeed a very complex and mind-

bogglingproblem to solve and a difficult task to executive.The CPP (P) is at the core of the NDF, clandestinely manipulating it to include its front middleforces and

sectoral organizations, both underground and open/legal. c.

In so far as the CPP is concerned, it has two hidden strategic stages for the NDF, whichthe noncommunist members and participants in the urban RMM are either not aware but

areopportunists.Thes e strategic stages are NDR Stage and Post-NDR Stage. The first,NDR st

Committee was formed by the CPP lasting up to the overthrow of thegovernment. The second, PostB

tegy NDF is trying to exploit the strong sense of nationalism and love for democracy of the Filipinopeople to advance its cause. It started with the

name of its organization, National Democratic Front; andits struggle dubbed as National Democratic Revolution.

andpatrimony, its secret farmers imbued the struggle with a tinge of justness (Maos concept of a justwar) by toeing the political line that our national democratic
