The mechanical services/system required in the various building / faculties is as tabulated in the table 1 : 5D.1.2 The above are complete fixed installations. The contractor shall provide all materials and necessary fittings and perform any work which are necessary for the proper and efficient functioning of these installations even though such material or work may not be explicitly mentioned in this specification. Apart from the pre-bid for the individual installation, the Contractor shall also comply to the general instructions and conditions of contract attached. All equipment, plants, accessories, materials, works etc. that are required for the proper and effective operation, except those that are clearly mentioned to be unnecessary, shall be deemed to be included in the Contract. All equipment offered shall also be of a reputable make with an established local agent in this country. Adequate spare parts must be maintained by the local agent and trained local personnel made available to handle the subsequent maintenance of this equipment. It shall be noted that where in the pre-bid, the phrase or approved equivalent appear subsequent to the words manufacturer s name, material or equipment, such reference is intended as a guide to the type of construction, performance, general appearance and quality standard of manufacture and shall not exclude the offer of suitable alternative of similar standard and characteristics. Should the Contractor consider that there be an advantage by modification to any specification in the need statement, he shall draw attention to such modification. The Contractor shall furnish together with his tender, such details as technical literature, brochures, concept design, schematic & layout drawings, specification, design calculation/justification, list of major equipment offered, schedule of price breakdown, proposed maintenance, performance warrantee, equipment warrantee etc, and all information which are necessary for the complete assessment of the tender. Detailed drawings, detail system design, design calculations, cost sum analysis shall be submitted when requested by the Project Director or prior to the negotiation. The Contractor shall also give a list of manufacturer s recommended essential spares together with the prices. However the prices for these spare parts shall not included in the main tender offer. Notwithstanding this, all spare parts required within maintenance and guarantee period as specified inside the contract shall have been built into or considered in the main tender price. Any updating, modification or alteration necessary for a comprehensive and efficient function of all mechanical system(s) as a whole shall not be treated as variation (s) to the contract. The contractor is required to submit manufacturer s recommendations on Schedules of Service and Maintenance for all mechanical equipment in this submission.

All electrical equipment/component related to all mechanical utilities or systems shall conform to the electrical supply characteristics as stated in the electrical section of The Pre-bid Document. The Contractor shall ensure that all equipment imported from USA or Europe shall have the working voltage range of 415V +5%-10% or 240V +5%-10% and 50Hz. Detail Programme of Mechanical Work Before the commencement of construction or installation works, the Contractor shall submit a detail programme of work for each individual Mechanical Services. This detail programme shall indicate clearly the sequence of commencement and completion dates of each section/trade of the work. 5D.3.3 Protection of Plant and Material The Contractor shall provide protection of plants/component/parts/materials that include covers, crating, stores, sheds or other means to protect from the weather and the ingress of dirt, grit, plaster or other foreign substances. Special care shall be taken to keep all open ends of pipes, ducts, etc., closed while in storage in the course of installation. 5D.3.4 Protection of Property and Personnel The Contractor s workforce shall be required to conform with the general safety regulations governing personnel on site. All precautions shall be taken for the safety of personnel on site including provision of safety gears, erection of barriers and display of warning notices. 5D.3.5 Supervision All works shall comply with good current engineering practices and shall be carried out and supervised by qualified, competent and skilled personnel. 5D.3.6 Site Meetings The Contractor shall be required to have scheduled site meetings. 5D.3.7 5D.3.7.1 Workmanship The Contractor shall furnish all labour skilled in their respective trades to carry out the work under this Contract in accordance to good engineering and commercial practices. The Contractor shall furnish names of skilled labours including; their trade certificates, licenses to practice, experience, jobs that have been carried out in the past. The skilled labour shall wear identification card bearing the name and trade while working at site. Materials and Equipment Quality All materials and equipment to be supplied shall be new and unused and shall generally be of the best quality as regards to design, manufacture and performance. Item Clarification / Specification Contractor s Reply /Proposal 5D.3.9 5D.3.9.1 Patent Rights The Contractor shall fully indemnify the client against any action, claims or demands, costs or expenses arising from or incurred by reason of infringement of letters, patent rights and design, trademark or name, copyright or other protected means in respect of any designs, machine, plant, work, materials or things, systems, method of using, fixing working or arrangement used, fixed or supplied by him. All payments or royalties payable in one sum or by installments or otherwise shall be included by the Contractor in his tender and shall be paid by him to whom they may be due or payable. In the event of any claims being made or action brought against the government with respect to such matters as aforesaid, the Contractor shall immediately be notified thereof, and he shall, at his sole expenses, conduct all negotiation for the settlement of the same or any litigation that may arise there from. In conjunction with the above training, the Contractor shall supply, in quadruplicate, printed sets of operation instructions which shall clearly indicate the sequence of operation for starting and stopping the entire plant and shall include the precautions to be taken. The operation instruction shall be complete with an "As completed wiring diagram and a schematic layout of the complete installation and control system". One copy of the operation instructions shall be supplied permanently mounted in a glazed frame to be hung on the plant room wall adjacent to the electrical switchboard. The instructions shall be in both English and Bahasa Malaysia.

MAINTENANCE MANUALS AND SPARE PARTS MANUALS The Contractor shall supply as per contractual & general requirement of Volume 1 complete sets of printed repair manuals and spare parts manual for all the equipment/complete installations installed by him. In addition, the Contractor shall submit, detailed and itemized list of equipment and spare parts, which the manufacturers of the supplied equipment consider as essential to be kept in ready stock for the purpose of yearly services and maintenance. Each item shall be as priced in the original Contract submission. In addition, manual in CD or diskette is to be provided as per contractual general requirement of volume 1. Comply Noted

'serial number' on the manual and keep one (1) set for himself for future binding and handing over. He shall make a Photostat copy of the manual and pass it to the P.D. for reference and relevant action. If more than one equipment of the same type and model are supplied, the Contractor shall still keep one original set but required to pass one (1) Photostat copy of that particular set and also original manuals of the rest of the same equipment to the P.D. for the same mentioned purpose. All Photostat copy and original copies passed over to P.D. shall not be returned to the Contractor. The Contractor shall make master list of the manuals handed over and obtain acknowledgement form the relevant P.D.'s representative. (NB: It is very common that these manuals somehow got lost and later not even to be found inside the Contractor's version of manuals when the user badly needs them or reference during operation and maintenance)

The Contractor shall carry out test on all individual section of the system to prove that the individual capacities specified for all equipment can be achieved and maintained. He shall also carry out a test on the plant as a whole to prove that the equipment has been properly adjusted and calibrated to produce the required guaranteed performance as offered. The testing and commissioning shall be carried out and endorsed by qualified and competent mechanical consultant. The Contractor shall also notify the Project Director where and when these test are to be conducted so that a representative's) may be present for observation and satisfaction.

Prior to the official partial testing or full testing and commissioning, the Contractor shall provide; testing method statement, important testing parameters, list of test to be performed with all information relating to: make, type, model, serial nos., etc already printed in the list Test sheets shall have empty column or spaces for recording test result. A copy of each testing sheet/format shall be viewed and modified to P.D.'s acceptance and satisfaction. Test results are to be compiled and submitted to P.D. Requirement in this section shall be made available in CD or diskette. Further adjustments and calibration to the controls shall also be made even the building has been occupied during the defect liability period to achieved the design values. No additional cost shall be charged in carrying out these adjustments.

FAILURE TO ACHIEVE GUARANTEE PERFORMANCE Should the whole or part of the installation fail to produce the required performance on test as offered, the Contractor shall be required to carry out the necessary adjustment, modifications or even replace the work with an approved alternative at his own cost before handing over. HANDING OVER Upon satisfactory completion of all the above tests on the mechanical system, the handing over of all mechanical works shall be on the date of certificate of practical completion. Comply Noted

AS-BUILT DRAWINGS The Contractor shall furnish a complete set of as built drawing in CD ROM and bound ordinary prints as-built drawings upon Practical Completion of the whole project as per contractual & general requirement of Volume 1 Comply Noted

5D.3.17 5D.3.17.1

MAINTENANCE AND GUARANTEE The maintenance and guarantee period shall be as per stipulated in the main contract from the date of Certificate of Practical Completion. This guarantee shall include those provided by the manufacturer of the equipment installed and all materials and workmanship supplied by the Contractor. Comply Noted

During this Maintenance period, the Contractor shall, at his own expense, remedy and supply/replace all defective/faulty parts or items, inclusive of all consumable items so that the complete mechanical system is maintained in a first-class running order. This maintenance shall include regular and systematic checking, cleaning and necessary adjustment to the equipment as recommended by the manufacturer. The Contractor shall also provide adjustment to the service as required in the event of a breakdown of the plant. Any spare parts required for breakdown repairs shall also be included during this period.

A Record Book, if relevant, shall be attached to each equipment or kept in every plant room for purpose of recording services or repairs carried out and acknowledgements by both contractor and user. This record book is an important and essential documentation in ensuring proper and regular attentions & maintenance of at least once a month on each and every mechanical equipment or plant. (NB: Without the record book, there is a common tendency to totally neglect the equipment or plant until or only when major breakdowns occurred which are very costly and timeconsuming to repair, inconvenient to the users and many jeopardize their health or security)

5D.3.17.8

Contractor s Maintenance Team The Contractor shall set up its own maintenance team responsible for carrying out maintenance works and also to develop and implement a suitable maintenance management system. The team shall be headed by an experienced maintenance engineer supported by clerical/computer staff. All staff assigned to the team will be subject to the P.D's. approval. Basic / Non comprehensive maintenance is provided.

5D.3.17.9

The Contractor shall submit a complete Organization Chart for Maintenance Team, including names, experiences, qualification / skill, contact number etc, prior to the commencement of Maintenance Period. Consumables The Contractor shall identify the various types of consumable materials as per recommendation of equipment manufacturers and determine the quantity required for all the mechanical works and to include this item in his tender price Maintenance tools & training The contractor shall provide essential tools or equipment required for maintenance works and shall surrender them to UiTM at the end of warrantee or maintenance period whichever is the later. The Contractor shall also ensure that the maintenance personnel of UiTM are involved during any maintenance works.

POWER FACTOR REQUIREMENT The power factor of all the equipment supplied shall not be less than 0.85 lagging. The above condition is to be achieved by power factor improvement at equipment or devices. However, if the factory correction is done other than at the load, then the cabling, electrical switching protection devices between the load and the pint of correction shall be rated according to the worst power factor condition that may be subjected to. FACTORY TEST CERTIFICATE Test certificates (certified copy in lieu) for test done in the manufacturer's factory for any equipment or compliance to standards mill certificate for materials shall be submitted to the P.D.'s office before the commissioning of the system. EQUIPMENT PERFORMANCE TEST The Contractor shall arrange to carry out equipment performance test as and when required by the P.D. The objective of such inspections is to check the compliance with the quality standards as stipulated in the Contract. Witnessing of Performance test shall be included in the inspection programmed in strict accordance with the Government's Requirement stipulated in the main contract. Factory testing should be witnessed by representatives of the government and PMC.

DEFECTS WORKS A master defect work sheet shall be kept for recording list of mechanical defects works identified on the handing over and also during the defects liability period. Each listing shall be made specific as to exact locality, which equipment and what defects and 'column' shall be provided in the sheet for updating action taken and to be indicated with words 'DONE' or 'NOT DONE' which then has to be endorsed and stamped by the user. Those defects works already declared 'DONE' and accepted by the user shall be erased in the next updating. A copy of it shall be forwarded to once a month. Defects identified shall be made good within 2 weeks from the noticed served. Repair works found to be ineffective shall be redone within two weeks from the notice served. Failure for the Contractor to repair defective works shall entitled the client to engage another party to carry out the repair works at the expense of the contractor.

5D.4.16.1

In order for air-conditioned system to perform satisfactorily and meet the requirement especially on control over humidity and fungus growth, the Contractor must fulfill or provide the following civil requirement : 1. All ceiling over air-cond space must be of vapour-proof material. All brick wall separating air-conditioned and non airconditioned space must be applied with wall sealer (vapour seal) on the external side before painting. In addition, the walls must be fully partitioned i.e. right up to floor-slab with plaster, wall sealer and paint. (NB irrespective whether ducted return or free air return through ceiling) All ground floor below air-conditioned space shall preferabley be of vapour-proof material. In addition, the Contractor must use best ground water proofing material and extra precaution during installation be taken to ensure effective ground water proofing works is achieved. For areas provided with 24 hours air-cond the Contractor is required to apply vapour sealer followed by 50 mm, thick P.U. foam under the floor slab above and also the same under the floor slab below to avoid condensation problems. If cavity walls are being proposed to separate airconditioned and non air-conditioned spaces, P.U. paint shall be applied on both sides of wall internally and externally. Contractor shall propose other alternative solution if any to avoid condensation problem from occuring. The Calorifies storage vessel shell shall be constructed from Stainless Steel to AISI 316 in accordance with the relevant requirements of the Machinery Department (Steam Boiler and Unfired Pressure Vessel) Regulation. The shell shall be of all welded construction and shall incorporate all necessary man-holes and inspection opening pipe line and instrument connection, lifting and support fitting and flanged openings for the hot water heater assembly, and they shall be insulated with calcium silicate, rockwool and sheathed with aluminium sheet metal. Hot water heater shall be of non ferrous construction having copper U-tubes. Other Important Requirement In order for the Intelligent Building Management System to function properly and correctly, it is important and essential that the sensors and interfacings installed must be compatible with the main control and monitoring system, I.e. the interfacing side must match with the controllers side in terms of real readings to electrical signals bank to real readings again. As such, the contractors is required to supply and install the same make and type for both interfacings and controllers. Product from different make, different supplier are not acceptable. Any gaps due to puncturing of services at compartmentalised walls and floors shall be properly sealed with fire rated compound in accordance to Jabatan Bomba's requirement. Comply Noted
