SCOPE This MITS-15 covers the requirements for Low Voltage switchboards (<1kV) and Medium Voltage Switchboards (1-12kV) permanently installed on offshore production platforms. It contains additional Company requirements or specifies requirements where the codes and standards allow alternatives. MITS-15 is a part of the Maersk International Technical Standards (MITS). MITS-0 is applicable to and contains general instructions for the application of all MITS. MITS-0 furthermore contains definitions and abbreviations applicable to all MITS. In addition to the requirements of MITS, any applicable requirements of Maersk International Documentation Standard (MIDS) shall apply.

REGULATIONS, CODES AND STANDARDS Compliance is required with all applicable regulations and with the latest edition of codes and standards listed below, unless otherwise stated. Reference to other MIDS or MITS standards are for convenience only and shall not limit the application of any relevant MITS or MIDS requirements.

MIDS-A04 Vendor Data Manual MIDS-A32 Standard Test Sheets 3 ENVIRONMENTAL CONDITIONS Reliability of all equipment to perform continuously in a marine environment offshore Qatar is essential and all equipment shall be fully tropicalised, according to IEC 60068. All switchboards shall be fully operational within the temperature ranges specified in IEC 60439-1 Clause 6.1.1.1. i.e. the ambient air does not exceed 40C and its average over 24 hours does not exceed 35C. 4 4.1 BASIC REQUIREMENT FOR SWITCHBOARDS Rating Switchboards and accessories shall be standard manufactured. Prototype equipment is not permitted. Switchboard shall be self-ventilating and rated for continuous operation. An internationally recognised testing authority acceptable to Company shall certify short time current rating for switchboards, as well as making and breaking duty of switchgear. Certification to that effect shall be submitted.

4.2

Switchboards shall be suited for continuous operation, without mal operation, with variations of voltage and frequency as stated: Steady state : 10% Voltage : 5% Hz Transient : 20% Voltage : 10% Hz 4.3 Fabrication Switchboard cubicles shall be metal-clad type, free standing floor mounted, flush fronted and arranged to form a single structure with a common busbar assembly. The motor starters, VCB, MCCB and ACB shall be fully withdrawable with three distinct positions arranged as follows: a) Service position b) Test position c) Isolated : Power and auxiliaries connected : Power circuits connected disconnected and auxiliaries

Switchboards shall be designed and constructed to facilitate inspection, cleaning, repair and maintenance; and to ensure complete isolation for safety during operation, inspection and maintenance. Switchboards and busbars shall be arranged to allow future extensions on both sides. During operation, safety shall be ensured by means of interlocks, earthing possibilities, partitions, shutters and segregations to prevent any contact with live parts. Where shutters are fitted to comply with above requirement, they shall be mechanically operated by the movement of the withdrawable unit and not be dependent on gravity. Each of the shutters shall be individually operated and pad locked in the closed position. Shutters shall be marked as follows:

The switchboards shall be designed for thermo-graphic inspection of busbar joints and cable terminations during operation. Door locks and hinges shall be heavy-duty metal type. 4.4 Ingress Protection The minimum protection class for switchboard enclosure with panel doors closed shall be IP4X and IP2X with panel doors open, both requirements according to IEC 60529. 4.5 Earthing and Bonding An earth busbar shall be provided along the full length and in the cable riser compartment of the switchboard. The earth busbar shall be installed to allow easy access for bonding and connection of cable earth core. The busbars shall be of copper. Internal earthing and bonding wiring shall be identified by green/yellow outer sheath. 4.6 Control Relays Control relays shall be provided with holding spring and LED indication for energised condition. Relay contacts shall be rated to carry minimum 5A continuously. Relays shall comply with the IEC 60255 standard. 4.7 Secondary Wiring Secondary wiring shall be flexible, tinned copper, self-extinguishable and comply with IEC-60332/3A. Minimum cross-sections are: 2.5 mm for current circuits 1.5 mm for voltage circuits 1.5mm for control circuits

All wires shall be provided with a unique wire number in both ends and terminated by means of FERRULE type pin connectors or equal quality connection subject to Company approval.

Full segregation between 24VDC wiring (ESD, SCADA etc.) and LV wiring shall be provided throughout the switchboard. 4.8 Interlocks Interlocks shall be either mechanical or hard wired electrical. 4.9 Cable Termination Gland plates for top or bottom entry shall be provided. These shall be undrilled and fully detachable. Termination of single core power cables shall be through a non-magnetic plate. 4.10 Anti-Condensation Heaters Anti condensation heaters shall be provided throughout the switchboard in the control wiring compartments and in the cable termination tiers. Anti condensation heating assembly shall be supplied from a separate source connected between system phase and neutral. The heating system of each section shall be separately protected and switched for isolation purpose by means of a MCB in combination of an earth leakage protecting device of 30mA sensitivity. 4.11 Marking and Identification Name plates including circuit labels, instruction and warning plates and caution notes shall be made durable corrosion resistant material. Name plate mounted on the front of assembly e.g. sectionaliser or incoming feeder shall at least contain the following information in addition to the other information required as per IEC 60439-1. Degree of protection

Instruction plates When the operating sequence or procedure of certain equipment items in the assembly is not evident, e.g. mechanical interlocking features, instruction plates shall be provided, fixed near the point of operation. The instruction shall be given as far as possible in a pictorial manner. Warning plates, caution notice Warning plates shall be installed at all the points where dangerous situation can occur. This may be either in a compartment or on the outside of an assembly. Each cubicle, motor starter, feeder and spare provisions, e.g. feeder, motor starter or empty compartment, shall be equipped with a unique circuit number at the panel front as well as in related documentation. 4.12 Control Power Power supply for protection and control relays etc. which requires external UPS power, shall be rated 230V, 50Hz. 4.13 Shut Down interface Feeder and motor starter circuits shall be equipped with a single shutdown relay, connected to either the ESD or F&G systems, which overrides any closing attempts. The shutdown relay shall be configurable by means of links for the following three scenarios: ESD trip F&G trip Override : Normally energized philosophy to apply. : Normally de-energized philosophy to apply. : When no shutdown interface is required.

The relay shall be supplied via an external 24 VDC source. Should the motor be equipped with a space heater, this shall be tripped simultaneously with the motor. In addition to above mentioned relay, a load shedding relay shall be provided for all low and medium voltage motor starters and feeders for power consumers rated 100 kW or above. The relay shall be configured non-fail safe (energised to trip the circuit). Relay interface shall be prepared for an external 24VDC source.

4.14

Indication Lamps The indication lamps shall be of the long life, low power consumption type, e.g. multi segment LED or neon.

4.15

Special tools A complete set of special tools required for normal operation and circuit breaker handling trucks for removal/installation shall be provided for each switchboard. A set of interconnecting cables and software shall be provided for modification of protection relay settings and uploading / downloading to a PC for each switchroom.

Pad locks Provision for pad locking shall be provided for all circuit breakers and earth switches.

5 5.1

SPECIFIC REQUIREMENTS FOR LOW VOLTAGE SWITCHBOARD Construction Internal segregation by means of metallic barriers into separate compartments shall be according to IEC 60439-1, FORM-3 (3b). Cable compartments shall as a minimum be 350mm wide.

5.2

Busbars The switchboards shall be configured TN-S according to IEC-60364. Three (3) phase bars, one (1) neutral bar and one (1) dedicated protective earth bar shall be provided throughout the switchboard (five-wire layout). Busbars shall be designed in accordance with the IEC-60439 standard. The busbars shall be of hard drawn high conductivity tinned copper type. Phase and neutral busbars shall be of the epoxy coated type.

5.3

Circuit Breaker ACBs shall be utilised for switchboard main distribution circuits. MCCBs shall be utilised for motor starter and general-purpose feeder circuits. MCBs shall be utilised for 2 pole small power distribution only, e.g. lighting circuits, control circuits protection etc.

ACBs shall be four-pole type and comply with IEC-60947. Breaker closing shall be activated by a spring charged motor mechanism. It shall also be possible to charge the spring manually. The motor spring mechanism shall be automatically charged immediately after closing. Breaker tripping shall be by means of a shunt trip coil, and also by a manual mechanical trip mechanism. ACB shall derive their control and motor spring charging power from the control bus. MCCBs shall comply with and be type tested in accordance with IEC 60947. The MCCBs shall be provided with an integral protection relay of the solidstate type. Over, instantaneous and ground current protection shall be included. Breakers for outgoing three phase and neutral circuits shall be four-pole type. MCBs utilised for single phase and neutral circuits shall be two-pole type. Each MCB feeder for small power consumers, lighting circuits, heat tracing and three or five pole receptacles shall be provided with earth leakage protection of 30 mA sensitivity. Incoming/outgoing MCCBs and MCBs for UPS supplies shall not be provided with earth leakage protection. 5.4 Motor Starter Motor starters shall conform to the requirements of IEC 60947-4-1 (type 2 melt free co-ordination). Motor starter shall as minimum comprise of MCCB, contactor, thermal overload relay, ammeter, running hour counter, indications for running (green), stopped (red) and tripped (amber), hand / auto selector switch, emergency stop and reset push buttons. Thermal overload reset push button shall be easy accessible from the panel front. Start and stop push buttons shall be provided for test purposes. Intelligent motor starters are not allowed. Control power for motor starters shall be fed from its own phase neutral (230VAC). The control circuit shall be protected by use of two pole MCB. The utilisation category AC-3 (starting of squirrel cage motors, switching off motors during running) shall be applied. For motors in inching or reversing rotating service, utilisation category AC-4 shall be used. For special loads, such as transformers, capacitors, lighting, etc. a suitable current rating and utilisation category shall be selected by the manufacturer. Overload protection relays shall be installed in all phases and shall include protection against single phasing (at least 10% faster) and shall be at least of trip class 10 in accordance with IEC 60947-4-1. These relays shall be of the temperature compensated type.

If bimetallic thermal relays are used, direct heating elements shall be provided up to a nominal current of 40A and for nominal currents above 40A, standard nominal 5A or 1A relays shall be used in combination with linear current transformers. Alternatively, electronic protection relays with suitable protection curves shall be supplied. Power contactors shall as minimum be rated 115% according to nominal motor current rating. Motor rated 30 kW and above shall be provided with earth leakage protection of 3% of rated current or 6A which ever is greater. All motor starters rated 5kW or above shall be equipped with interface provisions for motor anti condensation heater supply. 5.5 Small Power distribution Panels Small power sub-distribution panel for feeding e.g. lighting circuits, socket outlets, heat tracing, galley equipment etc. is acceptable for a total nominal maximum load of 100A. The panel shall be rated IP4X with closed doors and IP2X with doors open. If panel size permits, this may be of the wall-mounted type. An incoming load break switch shall be provided for panel isolation. The panel shall be provided with a flush mounted voltmeter indicating busbar voltage. All outgoing feeders shall be of the 2 or 4 pole MCB type provided with individual earth fault trip device of the 30mA type. Lamp indication and a common volt free contact shall be provided for each distribution board to indicate that a circuit has tripped on fault. 5.6 Protective Relays ACB feeder cubicle shall be provided with an external protection relay. Protective relays shall be digital, dust proof, flush mounted and of the withdrawable type with an alarm/trip memory. Current carrying terminals shall automatically shorted out when relay is withdrawn from its case Protection relays shall be tested according to IEC-60255 and shall comply with IEC 60947. Relay types shall be selected from the Approved Vendor List. Up- and down-stream main distribution feeder protections shall as minimum include: Phase time overcurrent Phase instantaneous overcurrent [50] Ground time overcurrent [51N] [51]

Down-stream transformer incomers shall in addition include: Standby earth fault overcurrent Restricted earth fault [51G] [64G]

Differential protection will be provided in the upstream MV feeder for transformers greater than 1600kVA hence the restricted earth fault protection is not required for there transformer incomers. Generator Phase Time Overcurrent [51] shall be voltage restrained type. Requirement for Differential Protection [87] is only applicable for generator rated 750kVA or above. 5.7 Panel instrumentation Busbar and main distribution feeder layout as well as main distribution feeder status indications shall be easily identified at the switchboard front via mimic symbols. 5.7.1 ACB instrumentation Main distribution feeder cubicles shall as minimum be provided with the following lamps, buttons and switches: Indication for closed circuit (green) Indication for open circuit (red) Indication for tripped circuit (amber) Lockout relay operated (white) Hand / auto selector switch

MCCB feeder instrumentation MCCB feeder instrumentation shall as minimum comprise of the following status indication:

SCADA Interface The SCADA interface shall as minimum consist of: Motor status: Running, unavailable/fault Motor control: Start, stop ACB Feeder status: Closed, unavailable/fault, current ACB Feeder control: Close, trip Bus-tie status: Closed, unavailable/fault Emergency Generator breaker status: Closed, unavailable/fault, current, voltage, power, power factor, frequency Busbar metering: Voltage, frequency

Unavailable/fault signals shall comprise all controls/protections/trips, which may prevent automatic control of the respective starter/feeder/breaker. The SCADA interface shall be prepared for hard-wired interface. All control commands from SCADA shall be via a pulsed logical 1. Analogue interface signals shall be 4-20mA. 6 6.1 SPECIFIC REQUIREMENTS FOR MEDIUM VOLTAGE SWITCHBOARDS Construction Medium Voltage Switchboards shall be of the metal clad type in compliance with IEC-62271. Medium voltage compartments shall have individual channels with roof plates for pressure relief. All control terminals shall be accessible from the panel front. Main distribution feeder status indications for incomers, busbars, feeders and motor starters shall be easily identified at the switchboard front via mimic symbols. 6.2 Busbar The busbars shall be of hard drawn high conductivity copper. The phase busbars shall be of the epoxy coated type and all joints shall be provided with flame retardant insulation.

6.3

Earthing provisions Switchboards shall be provided with a dedicated earth switch for each motor starter, incomer/outgoing feeder and busbar sections. To ensure personnel safety during switching, each earth switch shall be automatically interlocked with associated incomer, tie-breaker or feeder. Earth switches shall comply with IEC-60129 and shall be an integral part of each switchboard cubicle.

6.4

Metering Transformers Switchboards shall be equipped with voltage and current transformers of appropriate ratio and output for protection and metering circuits. Voltage transformers shall comply with IEC-60044 and be of the withdrawable type. Fuses protecting voltage transformer primary and secondary winding shall be easy accessible from panel front. Voltage transformers shall be protected on the HV side by high rupturing capacity, short circuit current limiting fuses in accordance with IEC-60282. Fuses shall be readily accessible and suitable arrangements shall be made for safe replacement of fuses whilst the busbar system remains live. On the LV side, industrial type cartridge fuses or miniature circuit breakers shall be provided. Voltage transformers for use with generators AVRs shall not be protected by fuses but shall be connected within the protection zone of the generator differential protection. Current transformers shall comply with IEC-60044; dedicated transformer windings shall be provided for protection, metering and differential protection as applicable. The current transformer rated output shall match the requirement of the equipment connected. The secondary current rating shall be 1A. The instrument security factor (FS) shall be 5 or less in order to prevent damage of instruments at maximum fault current. Transformers shall be rated to withstand the thermal and magnetic stress resulting from primary fault currents. Bridge terminals shall be provided for the current transformer circuits at the point where the external interface is prepared.

6.5

Control Bus Two 230V AC uninterrupted power supplies UPS (redundant) for protection and controls shall be provided for each switchboard with a static switch arrangement to allow a no break changeover between supplies.

6.6

Protective Relays Protective relays shall be digital, dust proof, flush mounted and of the withdrawable type with an alarm/trip memory. Current carrying terminals shall automatically shorted out when relay is withdrawn from its case. Protection relays shall be tested according to IEC-60255 and shall comply with IEC 60947. Relay types shall be selected from the Approved Vendor List.

6.7

Motor Starter Motor starter vacuum contactors shall comply with IEC-60470 and shall be suitable for intermittent duty as well as for uninterrupted duties. Fuses shall be manufactured in accordance to IEC-60282. Fuses shall be provided with striker pin arrangement for tripping the motor drive. Motor protection shall as minimum include: Phase time overcurrent Ground time overcurrent Ground instantaneous current Negative sequence protection Thermal protection Thermal protection Locking-out relay [51] [51G] [50G] [46] [49] [38] [86]

Thermal protection shall comprise three motor windings [49] and four bearings [38] (two motor and two pump bearings). The sensing device shall be of the RTD type. For ground fault protection the zero sequence method with a core balance cable transformer shall be utilised. Motor starter cubicles shall as minimum be provided with one ammeter for each phase, running hour counter, indications for running (green), stopped (red) and tripped (amber), earth switch closed (white), hand / auto selector switch, and lamp test push buttons at the panel front.

6.8

Transformer Feeder The transformer feeder circuit breaker shall be of the VCB type and shall comply with IEC-62271.

Distribution transformer shall be normally Dyn configured. Transformer neutral shall be either solid or low resistance grounded. Thermal protection shall include windings or oil as applicable. Differential protection is not required for transformers rated 1600kVA or below. Instead restricted earth fault protection shall be provided at the downstream circuit breaker. Unavailable/fault signals shall comprise all controls/protections/trips, which may prevent automatic control of the respective starter/feeder/breaker. The SCADA interface shall be prepared for hard-wired interface. All control commands from SCADA shall be via a pulsed logical 1. Analogue interface signals shall be 4-20mA. 7 DOCUMENTATION AND SOFTWARE A complete VDM containing all relevant drawings, data sheets, system and application software etc. according to MIDS A04 shall be included in the scope of delivery. For protection relays, a soft copy of the settings files shall be provided. 8 8.1 INSPECTION AND TESTING Inspection Company shall at any time have access to inspect the work during construction and erection by the manufacturer. Company are entitled to reject all defective materials, materials that do not fulfil this technical standard and poor workmanship. 8.2 Factory Acceptance Test Factory acceptance test shall be carried out to confirm functionality and compliance to the applicable design codes and standards. Representatives of Company may witness factory acceptance test.

Test programme including necessary test sheets shall be submitted to Company for approval and notice shall be given to Company at least 4 weeks before the test takes place. 8.3 Site Acceptance Test After final installation on site, the switchboards shall as a minimum be tested as detailed in MIDS A-32. 9 CERTIFICATION REQUIREMENT Short time current rating for switchboards and making and breaking duty of the switchgear shall be certified by KEMA or ASTA or by a certification body accredited to EN 45011. Certification to that effect is mandatory and type test certificates in English shall be submitted for Company verification prior to award of Contract.
