Performance Rating Scale Descriptions

Numeric Rating 5.0 Narrative Descriptions Exceptional Contributor Performance at this level is rare and high-quality. The employee has performed so well that goals have been greatly exceeded. The employee's mastery of technical skills and thorough understanding of the mission have been fundamental to the completion of program objectives. The employee has exerted a major positive influence on management practices, operating procedures, and program implementation, which has contributed substantially to organizational growth and recognition. Preparing for the unexpected, the employee has planned and used alternate ways of reaching goals. Difficult assignments have been handled intelligently and effectively. Possesses a unique set of abilities that leads to superior results, consistently goes above and beyond and puts learning into action. Models, leads, trains and motivates others. Always demonstrates the highest level of integrity and accountability in all situations. This rating acknow ledges truly outstanding Advanced Contributor Is willing to go the extra mile, exceeds key objectives, is a selfstarter that continually seeks ways to improve, is mission oriented. Consistently exhibits competencies without supervision even in the most difficult situations. Demonstrates full accountability in dealing with complex internal or external situations. Fully Successful Contributor Performance demonstrates the fully successful level of accomplishment through observable outcomes and/or achievement of substantial progress toward critical actions, objectives and/or desired results. Expectations were consistently met with solid, dependable performance. Performance reflects notable achievements and the employee regularly demonstrated the ability to meet the difficult and complex requirements inherent in the position, while consistently demonstrating integrity and accountability in achieving all objectives and goals. Employee successfully carriers out regular duties while also handling difficult special assignments. Em ployees have contributed positively to the

organizational goals. It is ex pected that the m ajority of staff w ill fall w ithin this rating.

Minimally Successful Contributor Meets some objectives and basic expectations, however occasionally requires assistance to perform routine assignments. Supervision is required to successfully accomplish difficult tasks and assignments. May show the ability to further develop to the expected level required for the position. This rating is acceptable

for em ployees considered to be in training or developm ental m ode or som eone in a new role learning the com petencies. How ever, this rating is not acceptable for a seasoned em ployee that has been in the position six m onths or longer. I n either case im provem ent is ex pected.
Unsatisfactory Contributor Performance consistently falls below expectations in quality and/or quantity; requires excessive supervision and may show skills and/or behavior deficiencies. Repeated observation of unsatisfactory performance in key outcomes such as quality, timeliness, business results and morale. May exhibit poor judgment in decisions or occasions of serious negligence.
