1. The World Water Forum


1.1. The world's largest meeting around water!
Every three year since 1997, the World Water Forum mobilizes creativity, innovation, competence and know-how in favour of water. The five World Water Forums organised since 1997 have placed water on the international political agenda. They have undoubtedly contributed to a global awareness of the water issues. The Forum must be perceived first of all as a tri-annual process initiated as soon as a host country and a host city have been selected by a series of preparatory processes which combine thematic, regional and political activities. These processes mobilise thousands of water stakeholders over the 5 continents and culminate in the Forum week. However this week is not an end: it represents simply an important milestone in a continuous process combining dialogue, action and monitoring of the results. With a unifying and open-minded image, the World Water Forum strives to open its activities to the entire water stakeholders of the political arena and of the civil society. The World Water Council, the host city and the host country promote interactions and partnerships at all geographic scales and between all actors, with a special focus on developing countries.

The 6th World Water Forum! Marseille 2012

The 6th World Water Forum1 will take place in Marseille from 12 to 17 March 2012. Marseille is the second largest city of France, located in Provence, on the border of the Mediterranean Riviera. Host city of the World Water Council, Marseille is refered as a major water capital of the world. The rocky and dry region has developed a two century-old know-how to secure safe water access and sanitation to its populations, one of the expertise the city is delighted to share with all.

All stakeholders are welcome to participate and contribute to the 6th World Water Forum: governments, parliaments, local authorities, international institutions, water community experts, industry/business, corporate organisations, research institutes, think-tanks, non-governmental organisations and grassroots associations, academics, leagues, universities and schools, social entrepreneurs, social networks and citizens. The 6th World Water Forum will tackle the challenges our world is facing and to bring water high on all political agendas. There will be no sustainable development while the water issues remain unsolved. Everywhere on the planet, for all and everyone, the Right to Water as access to safe water must be guaranteed and implemented. This is our first priority. Our work will follow 3 strategic directions: to ensure everyones well-being, to keep our planet blue for next generations and to contribute to economic development.

The World Youth Parliament for Water (WYPW)

A World Youth Parliament for Water (WYPW) was convened at the National Assembly of Quebec in 2002 as part of the preparatory process for youth participation in the World Water Forum in Kyoto in 2003. One of the aims of the 2012 World Youth Parliament for Water is to enhance the structure and sustainability of this initiative so as to secure WYPW participation in all future World Water Forums. The WYPW constitutes a system of dialogue and debate in which it is the young people themselves who determine the rules, mandate and duration of this Parliament. Young people from around the world all have a part to play in the debates on access to water, which is a source of life and of democracy! The WYPW is an intiative by the Water Angency Artois-Picardie, coordinated by Solidarity Water Europe, the Internatioanal Secretariat of Water in collaboration with Green Belgium, Protos, the International Commission of Escaut, the Embassy of Water and the Regional House of Water of Barjols.2

Your role as a parliamentarian

You will be involved in the WYPW in various ways, both in the preparatory process and during the Forum itself (debates, conferences, presentations and informal sessions), as well as after Marseille 2012, implementing those decisions upon which all the young people have agreed. Do not forget that you represent the youth of your continent!

5.1.

Your tasks and missions

Before the WYPW Prepare for the WYPW by conducting local investigations into general topics, such as access to water and sanitation, and researching current

issues: climate change and natural disasters, as well as governance/active youth participation in water management; You will have to send a summary/conslusion of your investigation to the coordinator Florence Kohtz (Solidarity Water Europe). More information is available in chapter 7. Exchange ideas with the other parliamentarians and young people from other initiatives attending the 6th Forum via the www.pmje.org web site and the WYPW facebook page http://www.facebook.com/pages/World-Youth-Parliament-for-Water/197166097019769?sk=wall. A exchange platform will also be soon available online! During the WYPW : with the other parliamentarians, you will debate and draft: - A Declaration, which will be linked to the investigations conducted on each continent prior to the WYPW; - A Charter, the outline of which will be drawn up beforehand and which will enable the 2012 WYPW to lay the foundations for future World Water Forums; - A Results communication and action strategy for each continent. The young parliamentarians will define the framework and content of these outputs, with support and advice from political and water experts if required. During the Forum: you will take part in Forum sessions as a participant and/or speaker. You will present the results of the WYPW (declaration and charter) in plenary sessions (parliamentary sessions, workshops, conferences, etc.) and you will participate in debates and in youth sessions (speaking to children, young professionals, and young people from the Provence Alpes Ctes d'Azur region). After the Forum: your role does not end with the Forums closing ceremony; instead, you will be asked to implement both the commitments made and the results communication strategy and to disseminate the WYPW message locally, nationally and globally at conferences, meetings, gatherings and water events.

The WYPW themes and orientations

In order to associate the young people in the whole WYPW preparation process, a preparatory meeting, organised by the Water Agency ArtoisPicardie, was held in Douai (France) from 6 to 9 November 2011. 10 young people representing the 5 continents (Burkina Faso, Tunisia, Russia, Armenia, Korea, Ecuador, Canada, the Netherlands, Belgium and France) gathered and worked during 3 days on the thematical content and the juridical structure of the WYPW (Charter). Here below they share with you their thoughts and orientations. It is now up to you all to think about those themes, share your ideas et solution proposals with the other paliamentarians.

6.1.

Access to water and sanitation

We all need to access between 20 and 50 liters of drinking water each day in order to meet our basic needs. A child born in a developed country consumes 30 to 50 times more water than a child born in a developing country. The health of human beings is inextricably linked to a whole range of water-related factors: the availability of safe drinking water, the existence of appropriate sanitation systems, the reduction in the burden of waterrelated diseases and the health of freshwater ecosystems. Urgent improvements need to be made to sanitation management and water utilization in order to ensure that the health-related Millennium Development Goals can be attained. Access to water and sanitation is essential for populations linving both in rural and urban areas. Indeed, the Millennium Development Goal target set by the UN in the year 2000 was to reduce by half the proportion of people without sustainable access to safe drinking water and basic sanitation by 2015. Ten years later, on 28 July 2010, the United Nations adopted a resolution recognizing the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights. 3 So what is the situation today? Have the targets been reached or are they in the process of being met? It is your turn to think ! You will below suggestions of orientations and concrete solutions : - For the access to water: To initiate and follow up new projects for the access to drinking water in rural areas in collaboration with local actors (elected representatives, population, associations etc.) To train the local population and make the community take its responsabilities for a better water management To recall the local population about the importance of water in terms of development. Water is life, peace and can enable local economy. To associate the population to the creation and maintenance of water points - For the access to sanitation: To find a efficient system of treatment of used water adapted to the local situation To take in account traditional methods of distribution of water (qanats etc.) and sanitation To develop alternatives sanitation programs (ecological toilets)

6.2.

Climate change and natural disasters

Other parameters are increasingly affecting the availability of water resources: climate change and natural disasters. The effects of these are felt on many levels: floods, loss of biodiversity, droughts etc. that lead to demographic changes (climate-related migratory movements), economic changes (the climate has a significant influence on cultures and can impact the economy), social changes (populations adapt their way of life to the climate), technological innovations (investment in new state-of-the-art techniques with a view to tackling climate change) and, lastly, political impacts. The scientific report of the IPCC (Intergovernmental Panel on Climate Change that gathered 500 experts in Brussels in April 2007) explains that the lack of water could triple because of global warming. Facing the global phenomenon, the parliamentarians can contribute to make mentalities change, notably the youth mentality and encourage them to change their habits and undertake local actions in order to limit climate change and preserve water resources. Suggestions of orientations and local and global solutions! To favour collective transports instead of individual To give greater place to local and season products (in order to reduce transportation and water consumption) To isolate houses in a better way in order to save energy To recycle products Awareness actions could be taken on every continent During the World Water Day on 22 March, to organise a day Save water! for a better daily water management To create action water Marathon which benefits would be given to solidar projects for access to water and its preservation To organise a Sweater Day in the companies, schools and administrations in Northern countries in order to reduce enrgy consumption in the buildings. To call out the the companies of the countries involved in the WYPW on the consequences of climate change and invite them to take concrete actions To associate personnalities to spread the WYPW message During the Forum in Marseille, symbolic actions could take place: To avoid using water form plastic bottles To bring cops from every country and use them for drinking

To avoid drinks from big companies using a lot of water for the production of the drinks To encourage the 6th Forum organisers to have close venues in order to avoid transportation To build an awareness raising action with the young parliamentarians cycling in Marseille with the moto Water is life in different languages. These actions can be duplicated after the Forum at local level.

6.3.

Water basin Gouvernance: a solution for a better water management?

What is a water basin? It is an extent or an area of land where surface water from rain and melting snow or ice converges to a single point, usually the exit of the basin, where the waters join another waterbody, such as a river, lake, reservoir, estuary, wetland, sea, or ocean.

What is water governance? Governance systems determine who gets what water, when and how. The representation of various interests in water decision making and the role of politics are important components in addressing governance dynamics4. It is in fact a system of participative water management concerning different actors in order to share and preserve the resource in the respect of human rights. At present, about 80 % of the world population depends on water resources shared by two or several countries. The future management of our global resources will thus more and more go through cross-border cooperation. These cooperations materialize through common initiatives: projects. In the water sector, projects can be of various types: infrastructure, research, treaty, institutional support, awareness raising ... Whatever their nature, these cross-border projects are more complex than others: they are often the first occasion for concerned stakeholders to work together, they involve a large number of stakeholders with different objectives and cultures and are subject to numerous social or technical risks5. Suggestions of orientations and solutions: How the youth can have its place in this system of governance and be involved in water public debates (representation in basin committees etc.?) Think about it!

The WYPW will base its position and discussions on the studies and research conducted on the 5 continents prior to the Parliament, guidelines for which can be found in this guide. This preparatory process, which will have lasted 4 months, will culminate in a political declaration, entirely drafted, debated and voted on by the 85 young parliamentarians. In March 2012, it will be officially presented at the Regional Council in Marseille (to be confirmed) to local, European and international political officials, as well as at the Forum during the parliamentary session and other meetings.

7.1. Local investigation

How to prepare for the WYPW ?

Based on the themes set out above, it is now over to you to go out into the field and carry out research in your region to collect enough information and experiences to share with other young people at the WYPW! Did/does your region suffer from a lack of access to water and sanitation? To what extent? Do solutions exist? Is your region/country threatened by climate change? What is the impact of this on water (drought, floods, natural disasters, etc.), on the population, on the economy, etc.? Have measures been taken to contain the issue, both at political and at local population level? Is the local population involved in public decision-making? To what extent does the local population participate in water management? (Dont forget to ask young people!). To find the answers to your questions, you can, for instance: Ascertain which drainage basin you belong to. Which countries lie within this basin? Determine the quantity and quality of your regions water resources (rivers, lakes, etc.). Investigate, observe and study the flora and fauna of the surrounding area and how this has evolved over the last few years. Interview the experts (environmental protection NGOs, academics, municipal technicians, elected officials, etc.). Interview the inhabitants (ancient and young people) to gather their testimonies and understanding of the situation. Conduct library or internet-based research to find reliable data, either generic data or data specific to your region.

Your research can follow a 3 step process: 1 Identify the local issue with regard to the following themes: access to water and sanitation, climate change/natural disasters. 2 Conduct your investigation with the local population according to the questionnaire attached (you can of course ask other questions!) You should ask at least 10 people. 3 Draft an analytical report of the results of your investigation according to 1_Questionnaire for local investigation_en (maximum 2 pages) and send this by email to Florence Kohtz at pmje.wypw@see-swe.org before 5 February 2012 A synthesis of all your contributions will be done and presented in the beginning of the WYPW so that everybody will have a clear idea of the water situation on the 5 continents.

7.2.

Giving consideration to the legal structure of the WYPW

Through the Parliament, you are able to express your opinions and communicate the water message to young people across the globe, not only at the 6th Forum but also during other international, regional and local conferences and events. Therefore, this means that the WYPW has to be officially recognized as a stable and sustainable body. In order to help you in the preparation work, a guideline was established by the young people during the Douai meeting in the beginning of November (see below). As young parliamentarians, you will be asked to draft and shape the structure of the mode of operation of the WYPW, which is, after all, your Parliament. To assist with this process, you are invited to start considering how you would define its framework as of now. its life span; its mission, mandate, objectives and means to reach the objectives the number of parliamentarians (from 60 to 120 parliamentarians?) the selection of the parliamentarians, their competences and positions (President(s), secretaries, volunteers)

their age (from 17-18 to 25?) the gender balance; the socio-cultural and geographical background; the election and voting procedure the commissions/committees and working sessions (one commission for one theme? For instance: a 1st commission on access to water and sanitation, a 2nd commission on climate change and water, a 3rd on action strategies of the parliamentarians etc.) Who suggest the water issues to be tackled? the monitoring of commitments and recommendations on every continent WYPW actions and representation at local and inernational level Amendments of the Charter Control organs Please email a (maximum) 1 page summary according to the orientations here above to Florence Kohtz at pmje.wypw@see-swe.org before 10th February 2012. A synthesis of all your contributions on the Charter will be elaborated to be used as a basis for your works in March 2012. During the WYPW, you will, of course, be given the opportunity to discuss and debate the democratic structure of the WYPW with the other parliamentarians in order to reach a consensus.

Competitions!

You can associate other young people in the preparation process of the WYPW in the content (investigations etc.) and in the contest! Please note that participation in the competitions is optional.

8.1.

The WYPW Logo Competition

Do you like drawing? Are you passionate about graphic design? If you answered yes, then enter the WYPW Logo Competition! The logo currently being used on all WYPW communication materials is actually only temporary. The WYPW Logo Competition has been set up to enable young people to define their own image of the World Youth Parliament for Water. Who can take part? You and so can your friends, your schoolmates or members of your organization/association/youth group. What are your WYPW logo objectives? The logo reflects the image of the WYPW. It is aimed at public bodies, NGOs, associations, companies, individuals, young people and adults. The purpose of the logo is to identify the WYPW: youth and water resources. What message does the logo need to convey? Young peoples involvement in water issues around the world. What tone should be used? Young/professional/dynamic/future. Which elements must appear in the logo?

The name: World Youth Parliament for Water must feature in English, French and Spanish: WYPW/PMJE/PMJA or the first letter of each word in upper or lower case. Where will the logo be used? Web site, brochures, business cards, letterheads, posters and banners. What format should it be in? JPEG and EPS How to enter: Please complete the attached form 2_ Logo contest form_en. The deadline for submitting your WYPW logo is: 20th February 2012 The prize: The selected logo will become the official logo of the WYPW. It will feature on all of the Parliaments official documents, as well as on communication materials and web sites. The competition winner must agree to give exclusivity for the WYPW logo to the promoters/organizers of the project if selected. The winners will be selected during the WYWP in Marseille in March 2012.

8.2.

Project Contest

Who can take part? You and so can your friends, your schoolmates or members of your organization/association/youth group. Which project themes are eligible? The right and access to water and sanitation; The preservation of water resources (rivers, lakes, etc.); The prevention of water pollution/cleaning of rivers; The fight against climate change and the prevention of natural disasters with a view to protecting water resources; Young people on a field project (photo SEAM) Information/awareness-raising and education campaigns on improving water management or on a more general water-related topic.

Selection: the criteria are as follows: The project can be in progress, just getting off the ground, or already completed; You, young people, are the main actors; The project responds to an analyzed local issue; It is original and feasible; It involves other local partners and the community; It promotes the principles of water resource protection, the right to water or the fight against climate change, this with a view to preserving natural environments. How to enter: Please complete the attached Project Competition form 3_ Project contest form_en. The deadline for submitting your project is: 20th February 2012 The winners will be selected during the WYWP. Project representatives need to be in attendance to answer additional questions from the jury.

9.1. The WYPW Venue

Practical Information

The WYPW will be held in the region that is also hosting the 6th World Water Forum: Provence Alpes Ctes d'Azur (http://www.regionpaca.fr/), more precisely it is to be held in Aix-en-Provence and in Marseille. You will initially be staying at the Jas de Bouffran Youth Hostel in Aix-en-Provence from 5 to 11 March 2012 http://www.auberge-jeunesse-aix.fr/auberge.php?id_lang=1, then, during the 6th World Water Forum, at the Bonneveine Youth Hostel in Marseille from 11 to 15 March 2012 http://en.fuaj.org/index.php/hostels/marseille-bonneveine-hostel. The facilities of both youth hostels include workrooms, internet access and garden areas.

9.2. Coming to France


You need to buy your plane/train tickets from your country of residence for arrival at either Marseille-Provence international airport or Marseille Saint-Charles central railway station. We advise you to buy your tickets in advance to benefit from cheaper fares. Please make sure you arrive in Marseille on Monday 5th March before 16:00 (French time) and depart on Thursday 15th March after 18:00 (French time). Please let us know your exact time of arrival by 15th January 2012. We will come to collect you from Marseille airport/railway station. The organizers will pay for your accommodation and participation in local activities; however you need to cover your own travel expenses from your country to Marseille, France as well as visa costs. Please do not hesitate to contact us should you require any advice or assistance.

9.3.

Passport and French Schengen Visa

Before you travel, make sure your passport is valid for the duration of your trip! If you need a visa to travel to France, the WYPW team will provide you with an official letter of invitation. To enable us to draft this letter, please complete the attached form and send it to pmje.wypw@see-swe.org before 20th December 2011; also contact the French embassy or consulate within your country as soon as possible to start the visa procedure. Please note that every consulate has its own rules as regards the delivery of the French visa . If you need any help with this process, then please do not hesitate to contact us.

9.4. The Mediterranean Climate


In March, the temperatures in Aix-en-Provence and Marseille can vary from between 6 and 15 degrees. The region is very sunny. Please make sure you bring a good pair of shoes and a warm jacket for outdoor activities.

Currency

The official currency of France is the Euro (, EUR).

9.6.

Intercultural evening and project market

An intercultural evening will be organised in order to discover the other cultures! You are kindly invited to bring with you some specialities from home (not too much!), music, dances/songs ans even games. This evening will give you the apportunity to introduce your activities and local projects in a projects market concept. Do not hesitate to bring some material and brochures to inform about your actions on water and climate!
