With much of the focus on drug use in the United States, many people probably dont pay much attention to drug addiction in the Philippines. Why should we? Because it is an ever-increasing problem for the people of that country and they shouldnt be ignored. Drug addiction in the Philippines has increased at alarming rates since World War II. Sadly, the reasons why arent clear cut. Most of the drug users in the Philippines are young people. Illicit drugs that are present include marijuana, LSD, opiates, and barbiturates. While there are no hard fast statistics available, it is estimated that as many as 60,000 young people in the Philippines are dealing with drug addiction. Within a period of ten years, the incidence of drug addiction rose dramatically according to studies done in this tiny country. The majority of drug users are students with marijuana being the drug of choice. Many people believe that this rise is attributable to simple curiosity, but more likely because Philippine youth are trying to emulate their Western counterparts here in the United States. Because so much attention is focused on drug addiction in America, the information is readily available in the Philippines as are the drugs. This has increased the demand for drugs thus pushing drug dealers to grow their own cannabis plants, which is illegal in the Philippines. There have been recent reports as well of drugs being manufactured in illegal laboratories. Local narcotics police have made several raids to try and curb this activity, but of course, to no avail. To meet the challenge of the drug abuse problem several measures, both private and governmental, are being taken. Violators of narcotic laws who make known to the authorities the fact of their addiction and their desire to be cured are referred to the Addiction Institute of the National Bureau of Investigation so that they may undergo treatment and rehabilitation. On another front, a new organization-the Narcotic Foundation of the Philippines-has recently been formed. This is a private association not related to Government institutions and treatment centers; its aims are to raise funds for the treatment and reorientation of young addicts, and to educate the public against the dangers of drug addiction. It is to be hoped that the efforts made by this newly-founded organization, along with the efforts of the Addiction Institute and other interested bodies, will help the country to eventually cope with the alarming growth in local drug abuse. Drug addiction does begin with drug abuse when an individual makes a conscious choice to use drugs, but addiction is not just a lot of drug use. Recent scientific research provides overwhelming evidence that not only do drugs interfere with normal brain functioning creating powerful feelings of pleasure, but they also have long-term effects on brain metabolism and activity. At some point, changes occur in the brain that can turn drug abuse into addiction, a chronic, relapsing illness. Those addicted to drugs suffer from a compulsive drug craving and usage and cannot quit by themselves. Treatment is necessary to end this compulsive behavior. And Group Marriages - is where a family is going to be made out of a multiple number of husbands and multiple wives. There are currently many cultures and religions from all over the world where the polygamists are tolerated and therefore this is going to be a common practice there. Christian Polygamy is legal! You can have many wives in Christian Polygamy simply by marrying one at a time in the traditional manner. You get a marriage license, and then civilly marry her. You then civilly divorce her. You then get another marriage license for the next wife, and then civilly marry her. You then civilly divorce her. You then continue to do this with each additional wife. If you do not provide any of these civilly divorced wives with a Bill of Divorcement, which is required by the Bible to be divorced, then the "civil" divorce will have no affect on your marital status. You will still be married to each of them according to the Bible. Divorcing a woman civilly but remaining married to her in the eyes of God is NOT a sin. How could it be? You have not divorced her for you have been clear before divorcing her civilly that the civil divorce did not equal a Bill of Divorcement. To make it even more clear you could put a statement to that effect in the civil divorce itself such as; "this civil divorce shall not be construed as a Bill of Divorcement." So what you've done is you've simply removed the civil government from any claim of authority that it might make over your marriage. The benefit is that you will have had a public ceremony and celebration. And although the civil authorities will not consider you married, you will be married to each of them according to the Bible and therefore according to God. This is the way of Christian Polygamy. It should be the way of all marriages. There is no reason to allow the government to interject themselves into our Christian marriages. As long as you're not living in a state that has outlawed cohabiting with more than one woman or unless one of the wives is below the age for legal cohabitation in your state then you will be free of government intrusion into your Christian marriages.

The Lord says, "May the marriage bed be blessed" so let's count on the blessings of the Lord and not the blessings of the government on our marriages. Let's celebrate our freedom to marry without government intrusion, legally! It was Jesus who said, "What God has joined let no man separate" and in fact, no man other than a husband has the authority to divorce according to the Bible. Only a Bill of Divorcement, so deemed by the man giving it, is valid. And that Bill of Divorcement must be given under no duress. A woman cannot divorce a man according to the Bible. Now, I have a word or two for ministers who continue to acknowledge divorces given by post Christian America judges or any other civil court without the express acknowledgement by the husband. You hypocrites! You accept divorce decrees issued by the courts of post Christian America judges and do not require a Bill of Divorcement from the husband for that divorce to be accepted by your church! Yes! Your ministers accept divorces pronounced by the courts of post Christian America judges for what Jesus said man has nothing to do with. Do you fear losing your precious post Christian America tax deduction if you don't recognize their divorces? The Jews don't fear it, the Roman Catholics don't fear it. What divorce in the Bible required a civil authority's stamp of approval to be valid? The Bible simply requires that the man "write her a Bill of Divorcement." Now, certainly Jesus clarified that this as not to include any and every reason yet he allowed it for fornication which includes many sins short of adultery. So the requirements to divorce your wife are greater than what a "no-fault" state would require but much less than what some churches claim. So what if you want to divorce your wife quietly and your divorce is biblical? Should you be required to drag your wife through the mud in order to divorce her? No, for the authority to "write her a Bill of Divorcement" is yours. So we have two primary sins going on within the churches concerning marriage. First, the lack of proper record keeping to prevent adultery within our churches. Second, twisting of the Bible to take away the husband's sole authority for divorcing his wife. Forcing monogamy upon laymen is part of a medieval theology based on the traditions of men. Forced celibacy for priests came out of this same medieval tradition. There are three forms of chastity spoken of in the Bible and which are acceptable to this day; celibacy, monogamy, and biblical polygamy (one man married to more than one

woman.) Forced monogamy is NOT a Christian belief any more than forced celibacy or forced polygamy would be. We can no longer allow the gospel as taught in the years following the resurrection of our Lord to be overlaid with such medieval traditions as forced monogamy which have the effect of "invalidating the word of God." Medieval and unbiblical theologies should not be given a place of honor in any church that calls itself Christian. Laymen as well as clergy can no longer be fooled by high sounding titles and degrees into thinking that the traditions of man are taken from the Bible when they are not. We have access to Greek and Hebrew translations of the bible as never before. I myself am a linguist having studied five languages and regularly speak a language not my own. Am I to believe that men who, when going out as missionaries, cannot even learn the native language are more able to understand how to read a Greek or Hebrew dictionary than I am? Am I to believe that a degree in theology makes a man holy? Certainly not. We are not "promoting" polygamy nor discouraging polygamy. We are promoting the completion of the reformation movement and the freedom to marry. For whatever reason, the reformed churches exchanged the tyranny of the Roman church for the tyranny of the state. From that point on the reformed churches accepted the civil authorities' rulings on the validity of marriages and divorces even though Jesus said the state has no such authority. The state's new found authority to rule was absolute and it ruled without regard to scripture and does so to this day. There is no law that says a church must accept the validity of a divorce decree issued by the state nor is there any law that says a church must accept a marriage deemed valid by the state. If a woman seeks fellowship in your church who has gotten a civil divorce but cannot provide from her husband a Bill of Divorcement then we adjure you to pronounce her married and make it clear to her that she cannot remarry and remain within your congregation for she would become an adulteress by remarrying whether the civil authorities consider it valid or not. Tell her to seek reconciliation with her husband or repent and stay single. The civil authorities represent the decaying Roman church insofar as marriage is concerned. The reformers allowed their new found freedom to read the Bible and to live by it to be taken away by the state because penalties would be imposed on them for marrying without the consent of the state. These penalties were imposed at the behest of Rome. Cohabitation with more than one wife is not illegal in most states. Remarrying without a civil divorce is illegal. If you want more than one wife then civilly divorce your current civilly married wife while stating in the divorce decree that the civil divorce in not to be construed as a Bill of Divorcement. You'll then be able to remain married to the current wife and marry the subsequent wife without breaking the law. We can make it happen ourselves simply by not accepting divorces unless they're accompanied by a valid Bill of Divorcement from the husband. The principle of exemption continued, but over time came to be limited to the area of family law. After independence, a separatist movement emerged among students and intellectuals in the late 1960s, gaining popular support after the eruption of communal violence in Cotabato in 1970. The movement developed into an armed struggle for secession after President Ferdinand Marcos declared martial law in 1972. The conflict continued into the mid-1970s, with a cease-fire declared and Libyan-brokered peace talks held in 1976. The settlement offered to the separatists included a Muslim Autonomous Region in 13 provinces, but negotiations broke down. The five Shari a District Courts, each presided over by one judge, have exclusive original jurisdiction over: custody, guardianship, legitimacy, paternity and filiation cases arising under the Family Code; the disposition, distribution and settlement of estates or wills of Muslims and the appointment of executors; petitions for declaration of death or absence or correction of entries in Muslim civil status registers; and actions arising from customary contracts between Muslims. The District Courts also have appellate jurisdiction over Shari aCircuit Court decisions. Decisions of Shari a District Courts are final. An Office of Jurisconsult in Islamic Law is constituted under the supervision of the Supreme Court. The Jurisconsult s Office shall, upon the written request of any party on any question concerning Muslim Law, issue legal opinions based on recognised authorities, and shall compile and publish all legal opinions issued. Notable Features: The minimum marriage age is 15 years for males and puberty for females (a female is presumed to have attained puberty at 15 years). The Shari a District Court may authorise the marriage of a female between 12 and 15 years if she has attained puberty, upon petition of her wali. The marriage of minors is defined as betrothal and may be annulled by either party within four years of attaining puberty if the marriage was not voluntarily consummated and neither the father nor paternal grandfather served as wali. There is a penalty of imprisonment or fines or both for illegal solemnisation of marriage. Validity of marriage requires the free consent of marrying parties and the presence and consent of the wali. Marriage registration is obligatory, backed up by penal sanctions of fines for failure to register any change in civil status. The Family Code states that no Muslim man may take more than one wife "unless he can deal with them with equal companionship and just treatment as enjoined by Islamic law and only in exceptional cases". The grounds for determination of exceptional cases is not specified. The husband s rights and obligations in marriage relate to fixing the residence of the family (subject to classical conditions) and providing maintenance. The wife may not work without her husband s consent, but may take the matter to an arbitration council in case her husband withholds his consent. Divorce may be effected by talaq, ila, zihar, li an, khul , tafwid or faskh, according to the Family Code. Divorce by talaq must be effected by the husband in a single repudiation during the wife s tuhr. Any talaq to which a number is attached counts only as a single revocable repudiation until the expiry of the idda. A woman may seek a judicial divorce on the following grounds: in cases of the husband s oath of abstinence (ila), zihar (likening of his wife to his relations within the prohibited degrees), li an (imprecation of adultery); or a decree of faskh on the following grounds: husband s failure to maintain her for six months; husband s conviction to one years imprisonment; husband s impotence or abstention from conjugal relations for six months; husband s insanity or affliction with an incurable disease injurious to his family; husband s cruelty; and any other cause valid under Muslim law. Until the passage of the Family Code, Muslims were the only Filipinos with a possibility for legally ending a marriage. The divorced wife is only entitled to maintenance during idda, in addition to maintenance for the duration of nursing if the divorced mother continues to nurse her child for two years. The divorced mother has the right to custody over sons and daughters until 7 years after which age the ward may choose to reside with either
