Mr. Bobrowiecki, Our intention with this request was to limit the amount of staff time required by requesting the .pst files -- to the extent they existed. We certainly didn't request MSHA to create anything that didn't exist in the first instance. Frankly, we wish you had informed us at the outset as to MSHA's use of the MS Exchange environment. Maine Heritage Policy Center by email on December 20, 2011, covers in excess of 630,000 files. In accordance with 1 M.R.S.A. 408(4) we estimate that it will take 2,370.5 hours to complete your request. The total cost for this request is $24,401.70, which includes $10 per hour for the 7 employees to review each of the estimated 630,000+ emails as well as $696.70 for translating the computer back-up tapes into readable form and 8 hours of Information Services set up time. MaineHousing will track the hours actually worked to fulfill the request and will refund $10 for every hour less than 2,370.5 we work and will follow up with you before we go beyond 2,370.5 hours of work. The attached spreadsheet shows the number of emails by employee. To give you an idea of the amount of work this will take: In our email environment (Microsoft Exchange), email does not exist in a .pst file by default as you suggest. All email for all users is stored on the central Exchange server in the Exchange database (.edb) and Outlook connects directly to it thus no outlook.pst exists. We need to use tools to extract a .pst file for each inbox. Furthermore, because two different dates were requested, we need to restore the exchange data as of those two dates specified from two different backup methods. Then, each employee must triage their emails into those which are not public records under 1 M.R.S.A. 402(3), those that are covered by the request, and those with confidential information that must be manually printed and redacted by hand or by converting them into pdf format and redacting electronically, in order to protect the confidential personal information of program participants as there is no electronic way to do so with .pst files. We estimate that 200 emails can be reviewed each hour. We estimate that the November 21, 2011 emails can be done in half the time with the information learned from reviewing the May 10, 2011 emails. We are still researching if there is a way to do this faster and will let you know if we come up with another method. As with previous FOAAs, we would be happy to discuss a more direct approach to what you are trying to achieve. The amount of work involved for MaineHousing is significant and therefore we must respectfully request payment of $24,401.70 before we begin working on this request. John S.
