The impending impeachment trial is now rocking the real estate industry for the reason that one

o the article of impeachment deals with the investigation of alleged illgotten wealth acquired by the coronas. Conceptualize a governmental policy associated with the protection of the real estate industry but not to compromise whatever abuses committed by them. Explain your proposal, its rationale and how to effectively implement.

My Proposal Public Policy Political Issue: Protecting the Real Estate from the ill-gotten wealth by Checking and Publicizing the State of Assets, Liabilities, and Networths (SALNs) of the Public Officials is a mandatory to the constituents.

Introduction: Graft and Corruption is the most serious problem that threat in the Philippines Democracy and the progress of our nation. In fact in the 1960s Philippines was an economic power. The Archipelagic country boasted as one of the largest economies in Asia, behind only to Japan. Nowadays, when you are non Filipino, you would think that Philippines today is a country with instability, economic unsteady and graft and corruption is so rampant for those who have power and opportunities such as the public officials. Nations and State would say that the Philippines has the most corrupt leadership and economy. Corruption in the Philippines has become "a humanitarian crisis" and scandals increasingly seem to dominate the news. The worsening corruption has eaten up the right of every citizen to good governance, freedom, decent life, and more importantly his or her dignity. Corruption is a serious obstacle to the social and economic development of a country. The biggest losers are the Filipino people. In effect, the Filipinos would always suffer for the things that the corruption and rotten official here must be eliminated in a policy that all official and employees should comply. Problem: a. b. c. d. e. f. What is Graft and Corruption? What are the causes of Graft and Corruption? Whether or not that the Graft and Corruption is so rampant in the Philippines? Whether or not that we need more laws to control this poison attack to our country? Whether or not that Leadership can affect the Graft and Corruption? Whether or not that the Public sectors, NGOs and Concerned Citizens have the stand against the Graft and Corruption?

Graft and Corruption in its Causes: The term corruption refers to misuse of a position of trust for personal gain. Even though corruption can be present in any sphere of life, it usually refers to political corruption. By political corruption, we mean the illegitimate use of government powers by the officials for their personal purposes. Political corruption influences the state or country in many ways and hinders the overall development of the region. The Primary Causes are: a. b. c. d. Government official for their personal gain. Opportunities usually run the system. Acceptance of the bribery Paying off Public citizen due to vote buying.

Proposal and Its Implementation The Philippine Government has unleashed many weapons against irregularity behavior of some of our Public Official. Our Government has a lot of comprehensive set of laws that may have ascertained all the possible instances of graft and corruption that can be devised but yet this laws seem that our major problem cant be easily answered without the help of other tools. a. Strengthen and Re-examination of Existing Laws

The Philippines does not need any more laws against corruption. If anything, what it needs is the re-examination of Anti- Corruption Laws not only to remove duplication, but also to ensure that those existing are accepted by the populace and enforceable by the anti-corruption agencies. Some of these are y Anti Gift Decree has never been implemented, but it can conceivably be used against a completely innocent, generous person who cannot help but give gifts on some special occasion such as Christmas Day. The statement of assets and liabilities, a simple but potentially strong mechanism to find unexplained wealth, is submitted yerly by all public officials but no one ever studies them. Any well paid accountant can hide unexplained wealth and so the civil servants that cannot afford to have others write their statement.

Imagined how the duplication of laws and penalties which is inconsistent could only lead to not sufficient and cloudy sanction. These are the present provisions that as much as much possible must be checked and amended. b. Leadership in the Anti Graft and Corruption Drive

Leadership of the organizations primarily focused on fighting corruption requires higher qualifications than what normally demanded. This applies to the particularly to the President, the Ombudsman, and to the heads of other agencies. President could be a good model of his or her same public officials simply because a good leader is a good follower to right one. It could affect the perspectives and the views of some officials pertaining on how to defeat the corruption. Dedication can also be a tool to this curse. In terms of Ombudsman, it requires a person of high integrity whose very presence provokes respect and rectitude but the Philippines not been blessed with the appointment of such persons to this office, instead they have been controversial. The President who appoints the Ombudsman should be cognizant of the high expectations of the people to bring to the Ombudsmans office persons known for their ethical role modeling, non-partisanship and good judgment. c. Encouraging the Public Sectors Unions

An arrangement where the union keeps its independence while remaining open to a partnership for service with management would provide the best avenue not only for policing how accountable management is, but also for improving the performance of everyone at all levels of the organization. d. Reform of Politician and Business People

Changers should also focus on the main corrupters, the politicians and the private sector. The NGOs that require their members to pay the right taxes and conduct activities towards corruption prevention within their ranks should be encouraged. Political Parties should reform themselves, primarily through the continuous training of their members on the party principles and policies, and their acceptance of the principle of politically neutrality among civil servants.

Transparency and Accountability

Make transparency real, allowing civil servants and the public to access information in government. A question hour in Congress, or a radio-tv program with questions and comments to be answered by the executive officials may help inquiries into any aspect of their policies and performance. Reports of investigation should be made available to the public. f. Role of the People

There is a need for popular involvement in ethics and accountability. Paying the proper taxes, obeying regulation being well informed about government services, these are only the 1st steps in moving to a disciplined but democratic society.
