1. As requested per reference (a) and in accordance with reference (b), subject NTSP is approved. 2. The FSS Program is currently under the resource sponsorship of the DCNO for Information Dominance (N2/6), but N871B is acting as approval authority for this version of the FSS NTSP, because it was drafted while the program was still under the resource sponsorship of the Director, Submarine Warfare (N87). Commander, Submarine Force, U.S. Pacific Fleet (COMSUBPAC), N871B and Submarine Learning Center (SLC) representatives participated in preparation of this NTSP, providing assistance, advice and oversight. In view of the Integrated Undersea Surveillance System (IUSS) resource sponsor shift, approval of future revisions of this NTSP will be under the authority of the Director, Total Force Management (OPNAV N2/N6). N871B intends to participate in future revision efforts in recognition of the following: COMSUBPAC is the Type Commander (TYCOM) for IUSS assets, SLC is the Center of Excellence for IUSS Training, and the STS rating is one of the sources for IUSS Manning. 3. Executive Summary
Fixed Surveillance System (FSS) is a Navy acquisition program managed by the Program Executive Officer (PEO), Littoral and Mine Warfare (LMW) and Program Manager, Sea (PMS) 485, Maritime Surveillance Systems (MSS). FSS is an integral part of the Integrated Undersea Surveillance System (IUSS). This Navy Training System Plan (NTSP) addresses the FSS employed by IUSS operators and supported by IUSS maintainers. FSS was comprised of the Sound Surveillance System (SOSUS), the Fixed Distributed System (FDS), and the Shore Signal and Information Processing Segment/Surveillance Direction System (SSIPS/SDS). The Integrated Common Processor (ICP) replaced SSIPS/SDS. Initial training for ICP was provided to Naval Ocean Processing Facility (NOPF) personnel at Whidbey Island and Dam Neck in Fiscal Year (FY) 08 and FY09, respectively. Currently, formal, follow-on training is not available to the IUSS community. Commander, Seventh Fleet (COMSEVENTHFLT) in their message 212041Z Aug 07 stated the need for formal schoolhouse training for IUSS. Initially, to mitigate this training shortfall, Commander, Undersea Surveillance (CUS) stood up on-site, IUSS Professional Development Detachments (PDDs) and created onboard, functional training courses. Now, the IUSS PDDs will be used as "building blocks" to stand up a Submarine Learning Center (SLC) Detachment (Det) at NOPF Whidbey Island (SLC Det WI). It will facilitate FSS and SURTASS training needs. Commander, Submarine Force, U.S. Pacific Fleet (COMSUBPAC) will evaluate the need for a second SLC Det at NOPF Dam Neck to mitigate travel and per diem costs for FSS billet Navy Enlisted Classification (NEC) requirements and proficiency training for NOPF Dam Neck. NECs 050X and 050A are in development and will replace existing NECs 0505 and 0507. The 050X and 050A NECs for Passive Sensor Operator (PSO) and IUSS Supervisor, respectively, are the baseline for both SURTASS and FSS community management and training. SLC will stand up the associated courses for the 050X and 050A NECs at SLC Det WI in FY12. The planned courses include hands-on labs that require the use of an ICP Training Device (ICPTD). The detailed requirements for the ICPTD are captured in its Military Characteristics document listed in Part I.M of this document. The ICPTD is comprised of one instructor workstation, twelve student workstations, and multiple racks of ICP equipment and related hardware and software. SLC Det WI will obtain student Unit Identification Codes (UICs). Rather than report directly to the NOPF, new arrivals will be assigned to SLC Det WI for formal "C" School training. In FY14, the Watch Officer (WO) and Duty Maintenance Technician (DMT) courses and the remaining non-NEC awarding individual skills courses will be stood up.

This Draft NTSP for the FSS is an update to the Draft FSS NTSP that underwent Fleet review in FY08. It complies with guidelines set forth in the Navy Training Requirements Documentation Manual, Office of the Chief of Naval Operations (OPNAV) Publication P-751-1-9-97 and OPNAV Instruction (OPNAVINST) 1500.76A. Changes and updates include:
PART I has been updated with the fielding of ICP and the new follow-on training concept. PART II has been updated and recalculated for billet requirements through FY18. I.E.2.b. SSIPS/SDS. The final SSIPS/SDS installation was the upgrade to Build 8.1 at NOPF Dam Neck in September 2004. No further builds are planned because of ICP. I.E.2.c. FDS. FDS completed Technical Evaluation (TECHEVAL) and Operational Evaluation (OPEVAL) and the first FDS test bed became operational in the fourth quarter of FY85. I.E.2.d. ICP. ICP is an integrated hardware and software suite that will replace existing IUSS processors. ICP replaced existing FSS hardware and software. Lockheed Martin (LM) Manassas is the lead developer for ICP and integrates the Advanced Research Lab - University of Texas (ARL-UT) and General Dynamics-Advanced Information Systems (GD-AIS) software development drops. ICP Build 4.0 Operability Testing began in March 2007 and completed in May 2007. ICP Build 4.0.1 Longevity Testing began in May 2007 and completed in July 2007. ICP Build 4.0.1 was installed at NOPF Whidbey Island and United States Naval Ship (USNS) ABLE, T-AGOS 20 in November 2007. Follow on builds through 4.0.8 have been installed at NOPF Whidbey Island, USNS EFFECTIVE, T-AGOS 21, and USNS IMPECCABLE, TAGOS-23. ICP Build 4.2 was installed at NOPF Dam Neck in May 2009.

I.G.1.c.(1) Underwater System. The underwater system consists of cables, amplifiers, repeaters and multiplexers that make up the clusters and arrays on the ocean floor. The wet-end collects acoustic data, amplifies it, and transmits the data to the front-end system. I.G.1.c.(2) Front-End System. The front-end system consists of high voltage power supplies (HVPS), protection assemblies, amplification and equalization (AMP/EQ) equipment and Shore Terminus Equipment (STE). HVPS provide redundant power, including emergency backup power and manual switchover capability, to the underwater electronics, and provide protection from electromagnetic pulse. AMP/EQ receives incoming analog SOSUS sensor data and converts it to digital format and normalizes it prior to transfer to the processing equipment. STE receives incoming digital FDS sensor data and normalizes prior to transfer to processing equipment. I.G.1.c.(3) Shore Processing System. I.G.1.c.(3)(a) ICP. ICP uses Commercial Off-The-Shelf/Non-Developmental Item (COTS/NDI) technology to receive and process acoustic time series data from FDS and SOSUS. It provides the shore processing facility with real-time acoustic data exchange and allows for rapid data analysis by a limited number of operators. It has analog-to-digital conversion capability, permitting it to process SOSUS sensor signals. It provides data processing capabilities and supports operational messages between IUSS users and fleet users via Global Command and Control System - Maritime (GCCSM) and Defense Information Infrastructure/Common Operating Environment (DII/COE). ICP was developed as a common acoustic processing system between IUSS and submarine programs. It incorporates acoustic processing and operational display functionality adapted from the Submarine ARCI process. ICP is the new baseline processor for all future IUSS systems.

Interactions with tactical units in Fleet exercises and real-world operations are dynamic and require maximum IUSS personnel performance in the areas of detection, classification and timely/accurate reporting. In most cases, IUSS detection is the first step in the cue-to-kill sequence upon which successful ASW operations are based. IUSS operators include personnel with the STG, STS, and AW ratings. CUS is the Immediate Superior in Command (ISIC) for all IUSS facilities worldwide and reports to COMSUBPAC for administrative matters. Operationally, there are four chains of command, all with their respective Task Force Commanders (CTF). NOPF Dam Neck supports Task Group Commander (CTG) 20.20, CTF 69 and CTF 320. NOPF Whidbey Island supports CTF 34 and CTF 74. I.H.1.a. Fixed Site Operational Watch Organization/Billet Structure. Figure I-1 shows a notional FSS watch structure. Each watch station is described below.

The WO acts as Commanding Officers representative for all aspects of command operations, including employment of fixed and mobile sensors, to meet the Fleet Commander priorities. The WO notifies internal/external chains of command of developing INTEL pictures as related to Maritime Domain Awareness. The WO will be a commissioned officer.

I.H.1.a.(2) Tactical Coordinator (TC). The TC is responsible to the WO for the execution and management of the watch to include correlation of external and internal INTEL sources, effective localization, tracking, and the supervision of watch personnel. The TC coordinates the correlation of acoustic IUSS data with the Lead Analyst. The TC will be an E-7 or above with the 050A NEC. I.H.1.a.(3) Lead Analyst (LA). The LA is a U.S. only billet. The LA stands a watch that is offset from the operations watch team and is responsible for the final acoustic analysis of all reported contacts (Sea and Shore). The LA conducts initial/continued in-depth analysis and directs the effective employment of on-watch equipment. The LA coordinates sensor search, initial acoustic detection/alerting, and contact data maintenance on all reportable and non-reportable contacts with the TC. The final site classification and confidence resides with the site Quality Assurance Officer. The final IUSS system classification and confidence resides with CUS N2, IUSS system Quality Assurance. I.H.1.a.(4) Passive Sensor Operator (PSO). The PSO is responsible to the TC for sensor search, initial detection/alerting, contact data maintenance, effective correlation, localization, tracking, and reporting of acoustic data. Related duties may include operating GCCS-M and communication equipment. The PSO will posses the 050X NEC. I.H.1.a.(5) GCCS-M Operator. The GCCS-M Operator is responsible for operating GCCS-M equipment. GCCS-M is a single integrated, scalable Command, Control, Communications, Computers, and Intelligence (C4I) system that receives, processes, displays and maintains current geo-locational information on friendly, hostile, and neutral land, sea, and air forces integrated with intelligence and environmental information. The GCCS-M Operator will be a Basic Acoustic Operator (BAO) or PSO, will be an E-4 or above with the 0340 or 0342 NEC.

1.H.2.a.(3) Technical Control Facility Watch. Information System Technicians continuously (24x7) monitor, operate, maintain and correct casualties on equipment affecting communications and message traffic delivery that span the unclassified and classified Internet Protocol networks, and the ultra high radio frequency spectrum. 1.H.2.a.(3)(a) Communications Watch Officer (CWO). The CWO is a direct representative of the Communications Officer, responsible for the rapid, reliable and secure conduct of external electronic communications. In addition, the CWO is responsible for ensuring the expeditious and efficient internal distribution for all record communications utilizing automated and manual message processing and distribution systems. 1.H.2.a.(3)(b) Message Center Operator. The Message Center Operator, under the direct purview of the CWO, ensures that all incoming/outgoing message traffic is properly processed in accordance with Standard Operating Procedures during the course of his/her watch. 1.H.2.a.(3) (c) Technical Control Operator. The Technical Control Operator, under the direct purview of the CWO, ensures efficient utilization of the communications systems in providing tactical and record communications circuits per effective communications plans and OPORDS for operational and administrative users. 1.H.2.a.(4) Electronic Key Material System (EKMS) Maintenance. Government civilian and Information System Technicians manage and maintain EKMS accounts and cryptographic equipment supporting the Technical Control Facility watches. 1.H.2.a.(5) Local Automated Information Systems (AIS) Services. Information System Technicians and Electronics Technicians monitor, operate, and maintain non-Navy Marine Corps Intranet (NMCI) AIS suites including, but not limited to:
GCCS-M and Joint; Joint Cross Domain Exchange (JCDX); Defense Information Systems Agency (DISA) Releasable Allied (REL-A) Secure Internet Protocol Router Network (SIPRNET) enclave; Generic Area Limitation Environment (GALE); Composable ForceNet (CFn); Joint Deployable Intelligence Support Systems (JDISS); and Complete Acoustic Analysis Training System (CAATS).
Additionally, these technicians perform network and host security and vulnerability actions weekly in support of Defense Intelligence Agency and Naval Network Warfare Command tasking.

1.H.2.a.(6) Information Assurance (IA) Management and Certification. Information System Technicians and civilian personnel perform daily IA tasking to ensure all non-NMCI AIS are accredited and operate within Department of Defense and Defense Intelligence Agency policy. I.H.2.b. Organizational Maintenance. Organizational maintenance consists of both scheduled and Preventative Maintenance (PM) and unscheduled or Corrective Maintenance (CM). PM is performed as set forth in Maintenance Requirements Cards (MRCs). CM is limited to fault detection/isolation to the Lowest Replaceable Unit (LRU) by using system Built-In-Tests (BITs), common hand tools and General Purpose Electronic Test Equipment (GPETE). I.H.2.b.(1) Preventive/Planned Maintenance. Preventive/Planned Maintenance was developed for FSS using the Planned Maintenance System (PMS) process that consists of routine cleaning and visual inspection of equipment. PM is accomplished in accordance with the MRCs and Maintenance Index Pages (MIPs). FSS has been designed so that PMS can be performed in accordance with best commercial practices and while other operational functions are being performed. I.H.2.b.(2) Corrective Maintenance. O-Level CM using "remove and replace" methodology consists of fault isolation and replacement of the LRUs and discrete chassis mounted components; (e.g., lamps, fuses and toggle switches). Troubleshooting in conjunction with using the Operator/Maintenance Manuals is accomplished through the use of the system BIT capabilities and other troubleshooting techniques. After replacing a module, a complete system checkout is conducted to ensure correct operation with the replaced unit. I.H.2.c. Intermediate Maintenance. FSS hardware is subject to rapid technology changes and technology obsolescence; therefore, establishment of an Intermediate maintenance capability is not cost-effective and is not authorized in the IUSS community. I.H.2.d. Depot Maintenance. Depot maintenance on items that are beyond Organizational maintenance capability is performed by the IUSS Operations Support Center (IOSC), Little Creek, VA. At the IOSC, failed LRUs are processed in accordance with the Navys Master Repairable Items List (MRIL) for test and repair. The MRIL is a catalog of selected Navy-managed items that, when unserviceable and not locally repairable, must be turned in to a collection point or to a designated overhaul point for repair and return to system stock. The MRIL is published by the Defense Logistics Information Service (formally Defense Logistics Service Center) on the Federal Logistics Record Compact Disk (CD). I.H.2.e. Interim Maintenance. Interim maintenance requests for all IUSS systems listed in this NTSP are forwarded to the IOSC, Little Creek, VA. I.H.2.f. Life Cycle Maintenance Plan. Based upon life expectancy predictions and budget considerations, the FSS hardware processing suites has been programmed for various update cycles and support. ICP refresh cycles are

generally planned to be on a two year software and four year hardware refresh schedule. ICP Trainers follow similar cycles to their tactical counterparts. The FSS Life Cycle Management Plan (LCMP) is in draft and is expected to be signed in January 2010. I.H.2.g. Sources of Technical Assistance. Technical Assistance for maintenance actions beyond the capabilities of the DMTs are provided by contractor personnel on an as-required basis. I.H.2.h. Other Support. I.H.2.h.(1) Software Support Activity (SSA). GD-AIS located in Anaheim Hills, California and LM located in Manassas, Virginia act as SSA for FSS. I.H.2.h.(2) In-Service Engineering Agent (ISEA). Space and Naval Warfare Systems Center Atlantic (SSC-LANT), Detachment Little Creek (Code 56360) has been designated the ISEA for FSS. The ISEA assists PMS-485 in executing operational support planning, providing supply support assistance, reviewing technical data, performing selected field engineering services, and developing/conducting maintenance training for the civilian crews on selected equipment.

COMSEVENTHFLT 212041Z Aug 07 stated the need for a formal schoolhouse for IUSS. The IUSS community has taken steps to meet the training shortfalls. CUS and SLC are proposing schoolhouses co-located at IUSS Fleet Concentration Centers at NOPF Whidbey Island and CUS/NOPF Dam Neck. COMSUBPAC wants to leverage SURTASS training resources for FSS training requirements wherever possible. The IUSS PDDs will be used as "building blocks" to stand up the SLC Detachment at NOPF Whidbey Island (SLC Det WI). It will facilitate SURTASS and FSS training needs. The IUSS community will evaluate the need for a second SLC Det at NOPF Dam Neck/CUS to mitigate travel and per diem costs for FSS billet NEC requirements and proficiency training at NOPF Dam Neck. NECs 050X and 050A are in development and will replace existing NECs 0505 and 0507. The 050X and 050A NECs for PSO and IUSS Supervisor, respectively, are the baseline for both SURTASS and FSS community management and training. SLC will stand up the associated courses for the 050X and 050A NECs at SLC Det WI in FY12. The planned courses include hands-on labs that require the use of an ICP Training Device (ICPTD). The ICPTD for FSS requires fixed sensor models, geographic locations, oceanographic models, and representative threats for the FSS Operational Areas (OPAREAS). The detailed requirements for it are captured in its Military Characteristics document listed in Part I.M of this document. The ICPTD is comprised of one instructor workstation, twelve student workstations, and multiple racks of ICP equipment and related hardware and software. SLC Det WI will obtain student Unit Identification Codes (UICs). Rather than report directly to the NOPF, new arrivals will be assigned to SLC Det WI for formal "C" School training. In FY14, the WO and DMT courses and the remaining non-NEC awarding individual skills courses will be stood up. On-board training at NOPFs include Personnel Qualification Standard (PQS) and Acoustic Analysis Task Sheets, Operational Readiness Evaluations, team training/drills, self-paced training, and proficiency training using various Interactive Courseware (ICW) and software applications hosted on the Device 21H30 and Instructor-Led Training (ILT). The IUSS PQS further reinforce watchstation level duties and skills under the Surveillance Training and Operations Procedures Standardization (SURTOPS) Qualification Program. See Part I.I.2 and I.I.3 of this NTSP for more on IUSS PQS and SURTOPS. In some cases, FSS training may be for non-US citizens, e.g., United Kingdom, Canadian, etc. In those instances, the associated training for the non-US citizen is consistent with the US Governments policy on release of sensitive information to the students foreign government. I.H.4.a. Initial Training. PMS-485 has contracts in place to provide initial training for ICP and to deliver training and training-related products. Additionally, PMS-485 has coordinated and funded IUSS analyst involvement in ICP operability and longevity testing at LM Manassas, VA. See part I.K, Schedules, of this NTSP for training dates. Prime Contractor is on contract to provide Operations curriculum that complies with Naval Education and Training Command (NETC) Authoring Instructional Materials (AIM) 1 standards. The curricula include lesson plans, test packages, student guides, and instructional visual aids. The curricula was provided to each site with all initial deliveries. NOPF Whidbey Island received ICP passive operations training in November 2007 and received ICP active operations training in February 2008. Included within ICP is an embedded operations help feature, an operations Interactive Electronic Technical Manual (IETM), and embedded Computer Based Training (CBT). An Operational Guidelines Manual (OGM) and Wavetrain Catalog are in development. I.H.4.a.(2) Maintainer. The ICP Prime Contractor provides initial training to each fixed site as it installs ICP. The ICP Prime Contractor is on contract to provide Maintenance curriculum that complies with NETC AIM1 standards. The curricula include lesson plans, test packages, student guides, and instructional visual aids. The curricula was provided to each site with all initial deliveries. Included within ICP is an maintenance IETM and embedded CBT. I.H.4.b. Follow-on Training. There are two planned NEC-awarding and seven planned non-NEC-awarding training courses for FSS operators. The courses require an ICPTD that has fixed sensor models, geographic locations, oceanographic models, and representative threats for the FSS OPAREA. All planned courses are discussed in the ensuing paragraphs, as well as existing applicable CSCS courses. H.4.b.(1) Electronic Classroom Requirements. The classroom portion of all follow-on training will be conducted utilizing Navy Integrated Electronic Classrooms (NIEC). NIEC Physical components include one (1) Instructor station, twelve (12) Student stations, a Large Screen Display presentation device, and one (1) classroom server interconnected by a Local Area Network (LAN). The Instructor Station shall interface with:

The IUSS PSO course, Course Identification Number (CIN) A130-0XXX, provides training to enable an IUSS PSO to classify and position acoustic contacts from Sound Surveillance System, SURTASS, and Fixed Distributed System collected or relayed to an IUSS facility and to generate reports to higher authority. II.H.4.b.(2)(a)(iv) Global Command and Control System-Maritime (GCCS-M) Common Operational Picture (COP) Operator. The GCCS-M COP Operator courses provide training to enable operation of the GCCS-M system. The IUSS PQS recommends the course for TCs. CIN J-221-2311 covers GCCS-M version 3.0 and awards the 0342 NEC. CIN A221-0069 covers GCCS-M version 4.0 and awards the 0340 NEC. The applicable Fixed Sites source ratings for the course are AW, OS, and STG. The personnel paygrade requirement is E4 to E9. I.H.4.b.(2)(a)(v) Advanced Acoustic Analysis. The Advanced Acoustic Analysis course, CIN K-210-0529, is convened at Fleet Anti-Submarine Warfare Training Center (FLEASWTRACEN) San Diego, is 89 days in length, and yields the 0450 NEC. The applicable source rating for the course is STG. The personnel paygrade requirement is E5 to E9. The course is part of the temporary training solution until startup of both the IUSS Supervisor Course, CIN-130-0XXA and IUSS Advanced Acoustic Analysis Course, CIN-130-0XS3. IUSS topics are currently included in the STG "A" School course curriculum. I.H.4.b.(3) Maintainer. I.H.4.b.(3)(a) Individual Knowledge I.H.4.b.(3)(a)(i) Maintenance Technician. The planned Maintenance Technician course, CIN A-130-0XXM, is 54 days (33 days classroom/21 days lab). Classes are convened at SLC Det WI. Classroom instruction is supplemented with handson training using the ICPTD. The source rating is STG and ET. The personnel paygrade requirement is E4 to E9, targeting IUSS returnees or as a follow-on to the PSO course (if applicable). It provides training to include:

I.H.4.c. Student Profiles. STG, STS, and AW are eligible source ratings for the IUSS watchstation billets. Figures I-2 and I-3 show the student profiles graphically along with the training pipeline for the STG source rating, which comprises roughly 85 percent of the billet base. I.H.4.d. Training Pipelines. Figure I-2 and 1-3 show the training pipelines (IUSS accessions and returnees). The planned CIN/NEC will allow detailers to return personnel with these designations to IUSS duty stations.

I.I.1.c. Training Device 21H30. CAATS is an OBT Instructional Delivery System (IDS) designed to provide theory, knowledge, and skills analysis training to enlisted sonar operators. It also provides IUSS Watch Officer level training. Training Device 21H30 funding ended in FY07 and CUS continues to fund ICW maintenance as an unfunded item. Once IUSS formal courses of instruction stand-up, the 21H30 will no longer be required and the ICW will be integrated into the IUSS formal courses of instruction. CAATS supports ILT and self-paced learning with hands on practical application for acoustic analysis. CAATS resides on the 21H30 Training Device which is a COTS computer-based system. Device 21H30 consists of two (2) file servers and multiple student stations interconnected by a LAN. It can be configured as a stand-alone device such as the laptops provided to SURTASS ships for MILCREW use. CAATS has three main components. I.I.1.c.(1) ICW. CAATS contains over 500 hours of ICW, 440 hours in the IUSS Enlisted Course and 120 hours in the Watch Officer Course. This courseware provides IUSS specific training designed to provide information on IUSS operations, administration and training. This ICW is the cornerstone of the IUSS On-Board Training (OBT) program.
I.I.1.c.(2) SURTASS ARCI(I) Synthetics. The ARCI(I) Synthetic component of CAATS contains hundreds of high fidelity acoustic contacts and an ocean environmental model (FeyRay acoustic ray-trace program). The synthetic target motion model provides the appropriate acoustic signatures associated with the dynamic interaction between targets and own-ship as it evolves during the scenario. CAATS uses the Acoustic Training and Simulation (ATaS) Navy standard contact database for its simulation. This database has hundreds of contacts already developed and verified by the Office of Naval Intelligence (ONI). Contacts are modeled to provide:
Mode transitions; Instructor controlled intermittent sources; Independent instructor Engine, Shaft, and Auxiliary Rotations Per Minute (RPM) control; Speed and course changes; Up to 15 contacts; Contacts can be deleted or added to the scenario on the fly.
Currently twenty-eight (28) 5 x 5 degree ocean training areas are modeled. The ocean characteristics were developed using Secret Level data and driven by parameters contained in the Oceanographic and Atmospheric Master Library ocean database. I.I.1.c.(3) Acoustic Wave Playback. CAATS provides an Acoustic Wave playback of analog signals with a generic tactical Graphical User Interface (GUI) control that can be modified to be system specific. This additional analysis tool includes

generic wave playback, ONI WINPASS players, ARCI(I) and Acoustic Analysis Intelligent Tutoring System (AAITS). All feed off the ONI acoustic sensor Technical Acoustic Intelligence (ACINT) Products Program(ONI-TAPP) which includes hundreds of wave recordings and narratives. All of this is integrated into the Electronic Acoustic Response Sheet (EARS), which facilitates the recording and grading a students analysis of a contact. I.I.1.d. System Target Insertion (STI). ICP provides operator proficiency training through its STI feature. ICP operators, either individually or as a watch team, can load the STI scenario and train or practice/drill. Using STI, an instructor or training officer can develop exercise scenarios with simulated targets that are later displayed with real time acoustic information. This tool is used to evaluate operational procedures, performance of operations teams, and to train personnel in the use of acoustic processing systems. STI is designed to challenge an IUSS operator either independently or within a watch team structure to perform basic acoustic analysis to detect and classify STI contacts, and then localize, track, and report those targets as directed. However, STI is not designed or intended to be an advanced acoustic analysis tool.
Watch Officer (WO); Tactical Coordinator (TC); Lead Analyst (LA); Passive Sensor Operator (PSO); Basic Acoustic Operator (BAO); GCCS-M Operator; IUSS External Communications Operator; IUSS Log Keeper.
For arriving personnel, SURTOPS requires IUSS commands to perform PQS indoctrination, which consists of a screening assessment, operations, training interview, and administrative processing. The PQS contains prerequisites for each watchstation qualification standard. Prerequisites include courses, embedded training, screening, fundamentals, systems, and other watchstations contained in the IUSS PQS. The PQS requires watchstation personnel to perform Tasks, Infrequent Tasks, Abnormal Conditions, Emergencies, Watches, and Exams. The PQS testing cycle is designed to evaluate knowledge (written/gram analysis exams), skills (practical), and expression of theoretical concepts (oral board). The exams are optional except as required by TYCOM,

I.I.2.a. Written Examinations. The purpose of the written examination is to test knowledge. Knowledge is specific information or facts that are required to develop skills or accomplish jobs, duties and tasks effectively. The examination is required to contain enough questions to evaluate knowledge of each module for the PQS billet being tested. An overall score of 80% is required for satisfactory completion. I.I.2.b. Gram Analysis. The purpose of gram analysis is to evaluate the application of acoustic analysis skills required for each watch billet. Evaluations are required to include three to five contacts using multi-resolution LOFAR displays with appropriate feedback provided for each contact. An overall score of 80% is required for satisfactory completion. I.I.2.c. On-Watch Practical. The purpose of the practical is to evaluate the operators application of knowledge in performing various routine and emergency tasks required to stand the watch station successfully. The practical requires a thought provoking, imaginative scenario that requires the operator to demonstrate skills in response to a simulated and/or real world situation. Scenarios are required to be of sufficient length to evaluate skills adequately. I.I.2.d. Oral Board. The purpose of the oral board examination is to evaluate theory that cannot be adequately covered in written or practical examinations. Candidates must demonstrate logical thought processes, clear communication and strong training skills.

I.I.3.a. SURTOPS Training Concept. Figure I-4 illustrates at a high level the concept that SURTOPS defines for IUSS commands. IUSS is expected to transition to the IUSS Continuing Training Program in FY10. Upon completion, this will be updated in the next version of the FSS NTSP.

The tactical systems have embedded training within them, but their availability to support training is diminished or overtaken by real-world events. Operational tempo aboard ship and at NOPFs can reduce or restrict their training utilization rates; however, real-world evolutions tend to increase operator proficiency. I.I.3.b.(1)(a) CBT. One type of embedded training within these systems is CBT that familiarizes the operator with the knowledge and skills required to properly operate the system. I.I.3.b.(1)(b) STI. Another type of embedded training capability is STI. It is used to develop exercise scenarios with simulated targets which are displayed with real time acoustic information. This tool is used to evaluate operational procedures, performance of operations teams, and train personnel in the use of ICP.

I.I.3.b.(2) INTEL products. ONI, along with several other agencies, produce INTEL products that are timely for the ASW community. Users of these products must remain vigilant to updates and be quick to digest their content. Often, these products feed other tactical systems or tools, such as STDA. I.I.3.b.(3) TTE. In some cases, tactical systems have been placed in a training environment to support hands-on practical labs. I.I.3.b.(4) Training Device 21H30. Central to the IUSS OBT concept is training device 21H30. This device is currently known as the CAATS. It has been the primary training device for the IUSS community since 1994. It supports PQS and SURTOPS through skills/gram analysis, test generation, and knowledge delivery (see Figure I-6). CAATS will be removed from all training sites upon standup of SLC Dets. ICP will incorporate and enhance all of the capabilities that currently reside in CAATS.

I.I.3.b.(4)(b) TAPP. CAATS has integrated TAPP capability. TAPP supports Fleet undersea warfare acoustic training and readiness requirements. Training materials are developed by ONI from analyzed and validated Fleet collected data. TAPP has produced a high fidelity product that provides operators training opportunities on real world targets. Use of the TAPP acoustic cut library in sensor operator training has the potential to significantly enhance fleet operator classification ability and should be incorporated into the sites training program. I.I.3.b.(4)(c) ARCI(I) Synthetics. Synthetic Target Motion Model provides the appropriate acoustic signatures associated with the dynamic interaction between targets and own-ship as it evolves during the scenario. The instructor is provided the capability to build synthetic scenarios for acoustic analysis as well as to input/modify simple environmental parameters. I.I.3.b.(4)(d) EARS. EARS grades student entries against Instructor truth data for automatic grading. It collects student metrics to include source recognition times, scores and averages. I.I.3.b.(4)(e) Flat File Editor. The Flat File Editor in CAATS has 42 high fidelity ONI certified contacts in a range dependent ocean environmental simulation to enable all potential scenarios to be trained. Its features are:
Create or modify signature variables from master files; Modify Sound Pressure Level, Aspects, 1/3 Octave Data; Create Hull Specific Targets; Adjust Maneuvering Characteristics; Depth, Speed, Shaft RPM, Turns Per Knot, Dive Angle, Turn Rates; Provides the flexibility to stay current with ever-changing INTEL data and products.
I.I.3.b.(4)(f) Test Generator. CAATS Test Generator is a 2,697 question database that allows for the creation and storage of test questions, tests, student data, and reports. I.I.3.b.(4)(g) ICW. CAATS hosts two Acoustic Analysis courses and one exercise. The enlisted course consists of 20 modules and 223 lessons. The officer course consists of 20 modules and 131 lessons. The IDS is composed of the Course Manager, System Manager, Discrepancy Manager, and Report Manager. SURTOPS requires that each command establish an IUSS OBT ICW Manager, an IUSS OBT ICW Site Maintainer, and an IUSS OBT ICW Instructors. Figure I-7 shows the simplified concept.

NOPF Whidbey Island contract instructors conduct LFA Operator and passive training courses at NOPF Whidbey Island. I.I.3.b.(6) Responsive Training. CUS is designated as the system Responsive Training coordinator. CUS coordinates with PEO-LMW/PMS-485 on new/revised tactical systems and subsystems regarding training to the sites. have been addressed during the development of the FSS. Habitability and survivability were not addressed nor deemed applicable to these systems. I.J.6.a. MPT. MPT disciplines influenced FSS subsystem development. ICP development was challenged to work with existing manpower, number of watchstation consoles, and to seek means to reduce acoustic analysis workload with automation and a common suite of displays and tools. I.J.6.b. Human Factors Engineering. Two groups had considerable influence on the ICP Operator Machine Interface (OMI). The first group existed from 1999 to 2001 and was called the OMI Commonality Working Group (OCWG). This group was comprised of representatives from the submarine, surface, and IUSS communities and the stated goal of the group was to define guidelines for sonar processing developers to follow in order to standardize certain elements of the face plates more closely for sonar displays across the three communities. Many of the recommendations from this group were adopted within the ICP design. The second group was the IUSS Concept of Operations and OMI Support Group (COSG). This group has been in existence since 1999 and consists of a group of senior IUSS enlisted operators and civilians from each IUSS site. This group identified and recommended to PMS-485 the required behavior and/or OMI for selected functional areas within ARCI(I) and ICP. Originally the group met quarterly with group decisions promulgated via formal minutes from the meetings. As ICP development progressed, virtual forums using online and teleconferencing technologies were used to speed up the feedback process to PMS-485. The COSG still exists with activity redirected to testing and verification of ICP capabilities because of the maturity of its development. I.J.6.c. Environment, Safety, and Occupational Health. These disciplines impacted various subsystems and the overall FSS and are manifest in the technical data and resultant technical manuals and IETMs.
