education and culture, the ministry shall have the following additional function concerning sports. 1.) Plan and implement an integral program by physical
fitness and amateur sports development in the country, including both those in school and out-of-school. 2.) Plan and conduct amateur open sports competition s at different administrative levels of the government and provide guidelines for their implementations.
3.) Establish or develop as may be necessary additional sports facilities in strategic places throughout the country as well. 4.) Establish and maintain the necessary linkages and
cooperation National Sports Associations through the Philippine Olympic Committee and Agencies of the government as private institutions and associations. According to Article XIV, Section 19 of the 1987 Constitution of the Philippines 1.) The state shall promote physical education and well as

allotted for the rest of the citizenry, especially the urban poor and the people in the depressed areas of the country. According to the Bureau of Physical Education and School Sports (BPESS) their motto was Man moves to survive. They insist that moving is necessary to maintain a strong body for us to live a healthy life. The ability to move is one of the
characteristics of living things. Moving is so important, anyone who does not move will become weak, thus other parts of the body will be affected, muscles will not be developed. The joints will not be as it is and also some inner organs of the body will not function normally. These are some of the things that lead to early death. According to Clarito Samson, the government will have to take some measures that will help athletes through sports
program rather than politics. Young talents are the target of the Philippine Sports Associations and they argue that they have a perfect program that will bring an avalanche of high caliber athletes. RELATED STUDIES According to Dr. Jordan (1991) the two Cs of sports success are coaching and conditioning. The coach teaches the
sports skills, proved motivation and will select the plays and players. Conditioning is critical for injury prevention and also performance enhancement. Numerous studies have shown that muscle tendon and ligament single are most less common in the well-conditioned to understand in
athlete.
The
important
concept
conditioning is the amazing specificity of our bodies. You get exactly what you train for and since the physical demands of each sport are different, training program for one sport is
usually in appropriate for another sport. It is critical that you understand the needs of your sport. Conditioning can be divided into five areas: flexibility, strength, endurance,
agility and speed. The amount of each these that is necessary will vary from apart in these five areas you will not be able to design an appropriate conditioning program. (Raitakari,
Porkka,

Telama, Rasanen and Wikari, 1994) Human wellness is an area where physical education can have long impact on students. Teachers must be fully equipped with knowledge of understanding the principles of fitness, the
importance of daily physical activity and the benefit of it on their students lives. (Dale, Corbin and Cuddihy, 1998) Gallegos study (1992) dealt with the attitude of students towards physical education during the school year 1995-1996, the findings were: there were no differences in attitude physically
between girls and boys. The attitude toward physical education of the students does not differ among year level. A negative correlation mental value pointed a out that the students with lower toward

teachers preferred or those where they were proficiently skilled in and the students had positive attitude towards sports
athletics. Albis (1982) studies recommend that the funds should be made available for the purchase needed facilities. The teacher on physical education was not adequately trained to teach the subject, the facilities available for physical education
activities were not adequate and physical education program was not well administered and not well supervise. SYNTHESIS OF THE ART The government, different organizations and individuals as well as the teacher aims to give priority in sports. It is because to be physically fit is a very important factor in ones life. As we all know the saying a healthy person has as sound mind and a sound body. Physical activities are very much

activities mostly physical activities that future Mape teachers have and or must have. The study aims to formulate an effective recreational program that can be used or implement in the
Camarines Norte State College, Main Campus as well as in the school where they, the Mape students will be assigned or in the future the Mape students will be hired as a teacher. According to Dr. Jordan in sports there are two Cs that an individual need in order to be successful, that is coaching and conditioning. In the present study the respondents are Mape
students, meaning they are students who have an inclination with sports. As an athlete or sports-minded people, they know how they are being conditioned by their coaches and trainors as well as their teachers. The knowledge as well as the experiences helps them to equipped trainors and coaches someday. The
knowledge on how to formulate different programs for sports as well as for other area such as music, arts and health will help them to be equipped on how to become effective teachers. According to the US Public Health Service, 1990 they
specified 300 physical activities target goals that are helpful for improving the health status of the US children. In order to attain human wellness in early childhood the US children must have a change with their lifestyles in order not to become obese
but to become active children and active adult. Teachers must be equipped with the knowledge about the importance of physical activities in their students lives. It is quite similar with the aim of this present study to formulate a recreational
program base from the recreational activities that future Mape teachers have. Gallegos study about attitude of students toward physical education is very much important to consider that is why this present study aims to develop or formulate a recreational
program that is effective and suitable for the needs of the students as well as for the teachers. Lopezs study found out that the programs that were being implemented are not effective because of the lack of facilities, equipment and supplies. The present study is of course
considerate of what are the usual activities or programs that are being offered by the school. It will give us the knowledge of what the school can provide for us to formulate a certain program and the availability of its implementation. Albis study are about the fund for purchasing need

program in the school and also to guide the future Mape teachers on how to be an effective Mape teacher. END NOTES Base, participation School, Dalan, in et.,al. Sports Factors in An Affecting Capalonga Students Parochial Thesis:
