1 GENERAL

This specification covers the design, manufacturing, factory testing, marking, packing, shipping, transportation to site, installation, site testing and commissioning of Street Lighting Control Cubicles. Further detailed and specific data are contained in the drawings, data sheets and other documents that form part of this Bid Document. The free standing Street Lighting Control Cubicles shall be utilised for the control of motorway or roadway lightings. The Street Lighting Control Cubicles shall be:

Installed on concrete foundations in Abu Dhabi or Al Ain. The opening side shall face the adjacent roadway or parking area Installed parallel to curb line Complete in all respects necessary for their effective and trouble free operation when connected to the power distribution system.

All Street Lighting Control Cubicle ratings specified are the normal continuous operating ratings at 50o C ambient temperature and no further de-rating factor will be accepted. For applicable technical standards and tests, reference shall be made to ADDC/AADC Specification: S-TR-SWG-MV-LV-GEN General Requirements (MV/LV) (Applicable Technical Standards, Tests, etc.)

2 2.1

TECHNICAL DESCRIPTIONS General

The Street Lighting Control Cubicles shall be installed on a simple concrete foundation. Public safety besides attractive and suitable design shall be considered. The Street Lighting Control Cubicles shall comply with the latest requirements of IEC recommendation as a minimum requirement. All components shall be of approved and reliable design. The highest degree of uniformity and interchange ability shall be attained. The design shall facilitate easy maintenance, fault diagnosis and repair of the components. Street Lighting Control Cubicles shall consist of a fully enclosed (including incoming and outgoing cables) vandal and weather proof housing accommodating:

Incoming MCCB (main) Outgoing MCCB (branch) Busbars Neutral bar Earth bar Photo cell controller unit Housing.

The Street Lighting Control Cubicles shall be of the outdoor type and completely assembled, wired and tested at the Bidders/Contractor's or Subcontractors workshop. The Street Lighting Control Cubicle shall be fitted with a bulk head lamp controlled from dooroperated switch. The lamp shall be combined with an accumulator-cum-charger and shall be installed in such position to illuminate the whole compartment. A suitable socket shall be provided for maintenance works. The equipment of the Street Lighting Control Cubicle shall be installed, considering necessary clearances, easy access to the MCCBs for testing, maintenance, removal and normal operation and to provide safety measures against all possible hazards to the equipment in the cubicle, such as internal arcing faults. Removal of cables shall be easy and comfortable. The Street Lighting Control Cubicles of similar ratings shall have the same dimensions having components and devices interchangeable with those of other units. A mimic diagram of suitable size showing incoming/outgoing LV feeders shall be provided at prominent places inside the Street Lighting Control Cubicle. Street Lighting Control Cubicles shall be designed to ensure that thermal interaction does not unduly affect the performance of any of the components.

All Street Lighting Control Cubicles metal works, including cable screens and any internal structural steel work shall be securely bonded together in such a way that a firm metallic connection exists between each metallic component and the external earthing rod. Safety Measures The housing shall have the following safety measures: i) ii) 2.2 2.2.1 Electric shock treatment chart duly framed in a conspicuous position inside the housing Danger notice in English / Arabic language shall be fixed on two sides of the housing. Housing of Street Lighting Control Cubicle General

The housing shall consist of only one compartment with two doors and shall be of heavy- duty hot moulded glass reinforced plastic (GRP) with a reinforced lockable door. The GRP wall thickness shall be not less than specified in the Technical Data Sheets. The compartment shall be protected against sand, dust, moisture and water in accordance with degree of protection as specified in the Technical Data Sheets. Adequate ventilation (8 intake numbers) for natural circulation of air shall be provided to keep the inside temperature within the limit. All metallic parts of the housing, including but not limited to, bolts, nuts, washers, latches and glanding plate shall be stainless steel. The complete housing assembly shall be provided with two lifting lugs for easy lifting and positioning at site by the use of crane. The housing shall be of adequate strength to withstand transportation and handling stresses. The housing must be so designed that internal arc faults are directed away from places where personnel or public may be present. 2.2.2 Doors

2.2.2.1 General Access to the Street Lighting Control Cubicles shall be by double hinged and triple-latched doors. Door gaskets shall be of superior quality and capable of withstanding the severe climatic conditions. All hinges and locking elements shall be of a heavy-duty, stainless steel so as to prevent corrosion. The doors shall be provided with open stays.

The edges of the doors shall be bent on both sides to assure they fit properly to the doorjambs to prevent misalignment. Steel pockets shall be provided on each door for drawings and manuals. One door switch operated internal illumination circuit complete suitably protected against accidental damage shall be provided. Locks and keys shall be made by Lowe & Fletcher, England (Key number 64005). 2.2.2.2 Locking Arrangement The door shall be pad lockable. Suitable door handles shall be fitted to the doors. Pad locks and master keys shall be supplied. In addition to padlocks, two separate latches shall also be provided within the doors, one (within the right panel door) lockable with a key and another (within the left door panel) internally lockable by sliding a bolt. Latches of rust inhibiting material such as gun metal shall be provided. The latches shall require minimum maintenance and oiling for indefinite period. Three numbers of keys suitable to lock and unlock the Street Lighting Control Cubicle shall be supplied with each Street Lighting Control Cubicle. 2.2.2.3 Glass Window The housing shall be provided with a tempered glass window for the photo cell. 2.2.2.4 Identification Sign An Identification sign shall be fitted by four stainless bolts to one of the Street Lighting Control Cubicle doors (subject to approval by TRANSCO) and shall bear the following information:

2.2.2.5 Danger Sign Danger shall be fitted with four stainless bolts to one door and at the back of the Street Lighting Control Cubicle (subject to approval by TRANSCO).

Danger Sign in English and its Arabic translation shall bear the following information:

DANGER 1000 VOLTS PROPERTY OF TRANSCO ABU DHABI.

The height of lettering and figures shall be as specified in the Technical Data Sheets. The Danger Sign Boards shall be submitted to TRANSCO for approval. 2.2.3 Ventilation

Ventilation openings as necessary for thermal considerations shall be suitably screened and louvered to prevent the entry of vermin, dust and other foreign bodies. 2.2.4 Cable Entries

The Street Lighting Control Cubicles shall be designed to receive underground cables, entering the housing vertically below ground level. Adequate provision shall be considered to protect the underground cables and to seal the cable entries against ingress of water. Compression type glands with earth tag and plastic shrouds shall be provided. The gland plate shall be so positioned to allow permissible bending of the cable. The gland plate shall be made from aluminium and shall meet requirements as specified in Technical Data Sheets. 2.2.5 Earthing

Street Lighting Control Cubicle assembly shall be equipped with a copper earth busbar of crosssections as specified in the Technical Data Sheets. Suitable size threaded terminals complete with nuts and robust flat washers at suitable locations at the Street Lighting Control Cubicle housing shall be provided for connecting to the external earthing rod. External earthing rods as per requirement for equipment and system earthing shall be provided. 2.3 2.3.1

The Base Plate of the Street Lighting Control Cubicle shall be supplied with knockout holes. All LV cables shall be terminated from front in a horizontal plane at one level. The separation between individual outgoing feeder shall not be less than specified in Technical Data Sheets. Insulating materials shall be non hygroscopic, self extinguishing and resistant to tracking. For all connections, the distance shall be as specified in Technical Data Sheets. When these clearances cannot be achieved, or special risks exist, adequate solid insulation shall be provided. All parts of equal size and rating shall be interchangeable so as to minimise spare parts requirements. The general design shall be such that the number of joints shall be kept to a minimum. 2.3.2 Busbars

The busbars shall be of hard drawn high conductivity tinned copper of uniform cross section and shall be rigidly supported. Busbars shall have a continuous rating as specified in the Technical Data Sheets. All bolted electrical joints shall be secured by corrosion proof steel bolts. All bolts and studs shall be plated and shall have corrosion proof locking features. Phase busbars shall be covered by colored shrinkable insulating tubes in red, yellow, blue sequence from top to bottom and the neutral busbar shall be black. 2.3.3 Neutral Bar

The neutral busbar shall have half the rating as the phase busbars. It shall be insulated from the frame of the panels, but connected to the frame by a bolted link. The neutral conductor copper of each outgoing cable shall be terminated to the neutral busbar. 2.3.4 Earth Bar

Copper earthing busbar as specified in the Technical data Sheets shall be fitted near the bottom of the Street Lighting Control Cubicle. The earthing busbar shall have provision for the earthing of cable armour/insulation screen.

A suitable hole in the bottom plate of LV compartment shall be provided for the earthing connection to the external earthing rod. 2.3.5 Incoming (Main) and Outgoing (Branch) Feeder MCCBs

The incoming MCCB shall be the thermal magnetic type, adjustable up to its full rating and complying with latest IEC recommendations as a minimum requirement and shall meet requirements as specified in the Technical Data Sheets. The MCCB shall be fitted with pressure connections for the cable terminations. The MCCB position indications ON/OFF/TRIPPED shall be self-contained and shall be visible on breaker frame assembly. Adequate vertical and horizontal spacing shall be provided to permit connection of the phase conductors on the MCCB terminals, whatever their formation. 2.3.6 Photo Electric Cell Controller

One photo electric cell controller to override road lighting time controllers in the event of an unusual low lighting situation occurring during daylight hours, including suitable auxiliary relay, if required, shall be provided. The photo electric controls shall be electronic in principle and comply with BS 5972. It shall be installed on the top of each distribution pillar and shall ride the solar time switches at the pre-set levels as specified in Technical data Sheets. The photo cell controller shall have a pre-set switch "ON" and switch "OFF" point and have a time delay incorporated in the circuit to prevent accidental operation of intermittent stray light, such as car head lamps. 2.3.7 Time Switch

The time switch shall control the lighting circuit contactors shall be double throw with a manual override selector switch. Time switch shall be operated by a quartz operated with a reserve rechargeable battery power to operate 100 hrs after power off and recharge when it is restored. 2.3.8 Sockets

One socket shall be provided for maintenance purpose. 2.3.9 Auto/Manual/OFF Switch

Auto/manual/off switch shall be provided in the control system.

2.3.10

Three Position Switch

Three position phase selector switch to select the line phase in the case of faulty phase shall be provided. 2.3.11 Cable Glands

Compression type brass cable glands for main and branch underground cable circuits, with earth tags and plastic shrouds and a aluminium gland plate shall be provided and earthed. Provision shall be made for fixing energy meters. 2.3.12 Backlite Sheet

GRP sheets to cover live parts. 2.3.13 Energy Meter Provision

The Street Lighting Control Cubicles shall be provided with a duly wired terminal block with 12core protected cable in flexible conduit and a mounting frame for fixing and toughened clear glass window for reading of Energy Meter. 2.3.14 Power Circuits, Control and Protection Wiring

All power circuits, control, protection and telecommunication wires shall be of 600 V tropical grade, color coded, stranded copper conductor with PVC insulation, and shall comply with the requirements of latest IEC recommendation as a minimum requirement. Minimum size shall be as specified in Technical Data Sheets. All wiring shall be properly supported, neatly arranged, readily accessible and securely connected to terminal blocks in such a manner that wherever practicable, wiring can be easily checked against diagrams. Internal terminations of standard conductors shall be made with solderless crimping type tinned. Copper lugs which shall firmly grip the conductor, or by an equally suitable method. Insulating sleeves shall be provided over the exposed parts of lugs. Engraved core identification ferrules marked to correspond with panel wiring diagram shall be fitted at both ends of each wire. As far as possible, all circuits shall be run along the shortest path to their addresses but shall be run only in horizontal and vertical planes. Diagonal runs are not acceptable. However, the wire runs shall not block access for ready test or removal of any device without disturbing other devices. If wiring is provided to doors, bundled conductors shall be used on the hinged doors with extra/flexible wire, so arranged that a twisting rather than a bending motion, is imparted to the moving bundled conductors. Each bundle shall be anchored such that the moving bundle length is the maximum available without loops.

Conductors between terminal blocks and apparatus shall be laid in plastic ducts or covered with plastic bands. All power circuits, control and protection wiring and low level signal wiring shall be physically separated. Separate laying-way shall be provided for power cables, and the working voltage of each power circuit shall be marked on the associated boards. Conductor ends not connected to compression-type terminal blocks shall be provided with approved claw-washers, which neatly retain all strands, "Push-on" or "quick" type connectors shall not be used for current transformers and trip circuits. These connectors maybe used for alarm and control system and within an equipment assembly only. Sample of any such connectors shall be submitted for TRANSCOs approval. Wiring shall be arranged to give easy access to the terminal or relays and other apparatus. Soldered or wire strapped connections shall only be inside electronic systems. Any wire wrapping shall be in accordance with IEC Publication 60352. 2.3.15 Outgoing Cables

Identification for LV outgoing cables shall be marked permanently above or below the respective Fuse. 2.3.16 LV Cable Supports and Cleats

Steel cable supports and non-ferrous cleats shall be provided and fixed above LV panel base frame just below cable break-out position. They shall be adequate to support the cable in normal service and when subject to short-circuit. Means shall be provided to seal cable entries into Street Lighting Control Cubicles. Street Lighting Control Cubicle base frame cover fabricated in two half plates with sealable cable entry holes shall be provided for vermin proofing of Street Lighting Control Cubicle. 3 3.1 TESTING AND INSPECTION General

The Street Lighting Control Cubicles including equipment shall be subject to inspection and test during manufacture and after the completion by TRANSCO. Routine testing of each unit shall be according to relevant IEC Standards. Type Test Certificates shall be submitted with the Bid. Acceptance by TRANSCO of any unit shall not relieve the manufacturer from any of his performance guarantees or from any other obligations. Test Certificates for each unit shall be submitted prior to delivery of the unit. The following tests shall be carried out where appropriate: a) The first Street Lighting Control Cubicle including equipment in complete assembled form before delivery to TRANSCO stores shall be inspected in detail by TRANSCO to ascertain that it conforms with good engineering practice and these Specifications.

b)

The defects and short-comings pointed out by TRANSCO shall be rectified and the remaining Street Lighting Control Cubicles equipment produced accordingly. 3.4.3.1 General The following sample (or quality acceptance) tests shall be carried out in the presence of TRANSCO on the selected samples of Street Lighting Control Cubicles. i) ii) iii) Visual inspection Verification of dimensions of various components Functional tests of all major components according to the Specifications and relevant IEC standards.
