SOUTHERN REGIONAL POWER COMMITTEE BANGALORE MINUTES OF THE 60TH MEETING OF THE OPERATION COORDINATION COMMITTEE OF SRPC HELD

AT BANGALORE 10TH JUNE 2011


1. 1.1 INTRODUCTION The 60th meeting of the Operation Coordination Committee was held at Bangalore on 10th June 2011. The list of Participants is given at Annexure-I. 1.2 Shri S.D.Taksande, Member Secretary I/c, SRPC welcomed the delegates to the 60th OCC Meeting. He informed that Shri R.Y.Rao had been recently promoted as GM, SRTS-I, PGCIL. He congratulated him and expressed hope that his contribution/cooperation would continue in various SRPC forums. On grid operation side, he expressed hope that the grid parameters would improve since the monsoon was picking up. On behalf of OCC he placed on record the excellent efforts of KPTCL LD Centre as it had not received any violation messages during the month of May 2011. This was made possible under the able guidance and directions of Shri H.Keshavamurthy, CEE (LD), KPTCL. The frequency of

operation during May 2011 was for 91.71% of time within IEGC range. SR Grid had operated without any UFR operation during the month of May which was a peak demand period needed to be appreciated. Shutdown of 400 kV Udumalpet-Trichur line for five days was completed with the cooperation of KSEB, PGCIL, SRLDC & other constituents of the region which needed appreciation. Action points were pending in respect of implementation of SPS for 400 kV Vijayawada-Nellore lines which would be deliberated during the course of the meeting. The issue of

frequency excursion during load changeover would also be discussed during the course of the meeting. He appreciated the performance of Talcher-II units, which had achieved availability of 101.7% during May 2011. 1.3 DGM, SRTS-II, PGCIL thanked KSEB, SRLDC & SRPC Secretariat for rendering support during the shutdown of Udumalpet-Trichur line which was completed within schedule despite weather constraints.

AGM, SRLDC also placed on record the efforts of PGCIL of bringing back the lines before the schedule on a daily basis which had enabled KSEB to meet its load during evening peak hours.

Dy. CE, KSEB said that with coordinated efforts of all the constituents, the shutdown was made possible. He added that though initially they had to go for some load shedding but subsequently the situation was handled without much difficulty.

CEE (LD), KPTCL on behalf of all the constituents thanked the generators both from the State & Central Sector for maintaining adequate power generation during the peak summer months. He especially thanked KPCL for maintaining good

quantum of generation during this peak summer which had been severely affected during previous year. With the cooperation of the utilities, Karnataka was able to meet a demand of about 7800 MW & energy consumption of 173 MU per day without much difficulty. 1.7 GM, SRLDC thanked all the constituents for responding effectively and aiding the SR grid during the tripping of all four 500 MW Talcher Stage-II units on 1st June 2011. He also thanked the constituents for their support extended during the shutdown of 400 kV Udumalpet Trichur I & II lines from 1st to 5th June 2011. KSEB had taken appropriate demand side management measures during the shutdown. SRTS-II, PGCIL had completed the works within shutdown period on daily basis. He hoped that similar cooperation would be rendered in other issues also. 1.8 MS I/c, SRPC requested the utilities to converge on issues during course of deliberations in meeting in the spirit of regional cooperation. He requested Shri S.R.Bhat, SE-I, SRPC to take up the Agenda items for discussion. 1.9 2. 2.1 The agenda items were taken up for discussion. CONFIRMATION OF THE MINUTES OF THE 59TH MEETING OF OCC OF SRPC HELD ON 9TH MAY 2011 KSEB vide letter dated 3rd June 2011 had furnished that last sentence of item 4.7 (page No.13) of the Minutes They could be utilizing more power from IPPs if outside power was getting restricted due to inter-regional and S1-S2 constraints was not correct and may be deleted from the Minutes. was not related to scheduling of IPPs. KSEB had expressed apprehensions on S1S2 constraints and inter-regional constraints which had affected power purchased in merit order. In view of above, Committee agreed to delete the sentence. 2.2 EE, TANTRANSCO clarified that load shedding in Chennai had been implemented for one hour and not enhanced to 2-3 hours from 21st April onwards as mentioned in item 4.9 of the Minutes. 2.3 2.4 CEE (LD), KPTCL informed that the word AGM in para 11.1.5 may be deleted. The Minutes of the 59th OCC were confirmed with the above amendment and with the clarification furnished by TANTRANSCO. 3. 3.1 3.1.1 MAJOR ISSUES Load changeover SE-I, SRPC informed that in the 59th OCC Meeting, it was observed that the high frequency phenomena during the load changeover continued, SRLDC had suggested that SRPC Secretariat make a presentation in this regard. Vide letter dated 20th May 2011, SRLDC had requested to call a Special Meeting of the Regional Entities to review the load changeover pattern as well as the status of RGMO. In the meeting, SRPC Secretariat made a presentation on this issue based on the SCADA data from SRLDC. enclosed as Annexure-II. 3.1.2 Observations / Comments Karnataka & Kerala were generally overdrawing during the changeover and thus helping the grid. There has been a sudden dip noticed in the UI of Tamil Nadu between 1759 hrs to 1802 hrs. TANTRANSCO pointed out that the dip was due to the change in the schedules and was not due to any change in drawal. TANTRANSCO was advised to distribute the increase in schedules to different time blocks. Optimum reduction in hydro generation could be explored by the utilities. Under drawals needed to be curtailed during the changeover period. There had been instances of sudden reduction in drawal by more than 300 MW in one minute and also few instances of sudden reduction in drawal by more than 500 MW. Sudden variations of more than 100 MW needed to be avoided and the load changeover needed to be staggered. The study report for 2010-11 is

Generators expressed concern over the reduction in schedules for short duration of time. APTRANSCO pointed out that APGENCO generators were responding immediately for change in schedules while the Central Generating Stations were requiring 6 time blocks for change in schedules. The issue was to be addressed with the generators and the Discoms also. SRLDC pointed out that if all the units are put under RGMO / FGMO the situation would be moderated. Trained personnel should be posted at substations of the States. The ISG stations should not inject excess power beyond 50.2 Hz. There were other changeover periods during the day and it was not limited to 1800 hrs.

3.1.3

After deliberations, following recommendations were finalized: Karnataka & Tamil Nadu to finish their changeover during 1730 1800 hrs with proper staggering (evenly spread over). Andhra Pradesh to finish their changeover during 1800-1830 hrs with proper staggering (evenly spread over). Andhra Pradesh to decrease its under drawal during changeover period. Improved coordination with Discoms required. Each state to balance its load removal with matching generation reduction. No loads should be taken out at frequency > 50.0 Hz. Loads removal should preferably be frequency dependent rather than time dependent. SLDCs may consider tripping of some of the feeders from their control room using SCADA. States could plan automation of load changeover with reference to frequency. All the units should participate in RGMO which would help moderate the impact of the changeover. Proper training and awareness should be imparted to the officials handling the substations. Generating stations including ISG stations should not inject excess power into the grid above 50.2 Hz.

It was noted that there were other frequency excursions during other changeovers and the recommendations needed to be implemented in respect of those periods also. All the constituents were requested to adhere to above recommendations to avoid excursion in frequency during changeover.

3.2 3.2.1

Coal Stock Position It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days) or super critical (< 4 days) of coal stock. The daily Coal stock position report as on 9th May 2011 as downloaded from CEA website is furnished at Annexure-III. 3.2.2

It was noted that the issue regarding Coal Stock position and other associated issues was also deliberated in the SRPC meeting held on 30th April 2011. SRPC had suggested that generators maintain the coal stock position as per norms to avoid any loss of generation.

3.2.3

OCC expressed concern over the low coal stock position in the stations mentioned in para 3.2.1 above. It was also noted that Talcher II coal stock had dwindled to around 3 days.

3.2.4

DE (PP), APTRANSCO said that the coal stock in all the thermal stations needs to be monitored and the generators should restrict to the schedules given to them till the coal stock builds up. During monsoon, the generators should also endeavour to build up the coal stock. OCC forum should also devise

appropriate strategy in view of the prevalent coal shortage. 3.2.5 AGM, NTPC said that there was unit shutdown planned at Talcher Stage-I during June 2011 and thus coal stock situation was likely to improve. 3.2.6 SE-I, SRPC reiterated that the stations adhere to the recommendations of the OCC that only 90% of the normative DC be declared till the coal stock remains in super critical level i.e. less than five days.

3.2.7

OCC recommended that the generators in Southern Region should declare only 90% of the normative DC till their coal stock remains less than five days. OCC also expressed concern over NTPC not furnishing the requisite information in the format though all the generators of Southern Region were furnishing this information. Information furnished by APTRANSCO, KPCL & TN is given in Annexure-IV. 3.2.8 OCC urged the generators to maintain coal stock as per the norms to avoid any loss of generation. 3.3 3.3.1 Facilitation of Inter-State/Inter-Regional transfer of power & utilization of IPPs On a review of the bilateral exchanges made by the constituents and also by the embedded IPPs during May 2011, it was noted that Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had imported power inter-regionally. Andhra Pradesh, Tamil Nadu & Lanco had exported power inter-regionally. During the month, Utilities located in Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had imported power through Power Exchange while the utilities located in Andhra Pradesh, Karnataka and Lanco had also exported power. 3.3.2 The constituents were being requested to furnish details of any

requirement/surplus (quantum, period, time of day, tentative rates, etc.) along with details of contact person to enable SRPC to post this information on its website, to enable faster buyer/seller interaction.

3.3.3

It was also noted that Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had furnished the relevant details regarding energy exchanges through Power Exchanges (Annexure-V).

3.4

Generation Schemes scheduled for 2011-12 Progress of generation schemes scheduled to be commissioned during 2011-12 was reviewed. The updated information as furnished by the constituents is given at Annexure-VI.

3.5

Pump mode operation of Kadamparai and Srisailam It was noted that Kadamparai machines had consumed about 73.17 MU in pump mode during the month. Srisailam had not operated in pump mode during the month due to sickle plate problem and the problem was expected to be solved at the end of the year. It was noted that as per information from APGENCO, a team of CWC engineers was to visit Srisailam on 8th/9th June for inspection.

3.6 3.6.1

Minimum to Maximum demand ratio It was noted that Members were aware that the matter regarding wide variation between maximum demand and minimum demand was being regularly taken up with the constituents in the OCC meetings. The details of percentage variation between maximum and minimum demand for the month of May 2011 are given below:

It was requested that the constituents initiate all possible measures to ensure appropriate Demand Side Management and Energy Efficiency Programmes considering that there were sizeable energy and demand shortages in the States with capacity addition generally not matching with demand growth in

addition to also limitations in possible import of power. MS I/c, SRPC informed that the SRPC/TCC were also appraised of the above in the recent meeting. The constituents were requested to come out with specific details of proposed new approaches to Demand Side Management so that these recommendations could be put up to TCC/SRPC. 3.7 LGBR forecasted figures vs. actual figures It was noted that the variations between actual and forecasted availability/ requirements LGBR figures were less than 10% in respect of all the States except in the following cases:

3.8 3.8.1

MoP targets vs. actuals It was noted that MoP monthly generation targets for the month of May 2011 in respect of hydro stations of Andhra Pradesh, & Tamil Nadu had not been met. Gas/Diesel generation targets for Karnataka, Kerala & Tamil Nadu had not been met for the month. In respect of CGS, the generation target had not been achieved by Kayamkulam & Ramagundam NTPC stations. On a cumulative basis (April May 2011), hydro targets for Karnataka & Tamil Nadu had not been met. Gas/diesel targets for Karnataka, Kerala & Tamil Nadu had not been met. In respect of CGS generation target had not been achieved by

Kayamkulam, Ramagundam & Neyveli TS-I Expansion. 3.8.2 DE (PP), APTRANSCO said that due to shifting of hydro generation among the months, the target for the month was not met but shortfall was marginal. 3.8.3 CEE (LD), KPTCL said that hydro resource was being utilized judiciously as per the grid requirements.

3.8.4

DGM, RGCCPP, Kayamkulam, NTPC pointed out that RGCCPP Kayamkulam was being scheduled less. He said that both Kerala & Tamil Nadu should

consider the cost of Kayamkulam power along with the cost of unallocated power from Talcher Stage-II & ER NTPC stations which had been additionally allocated to them. 3.8.5 EE (Grid), TANTRANSCO said that the hydro generation was less due to the less storage. He also added that out of 125 MW of ER NTPC power allocated to them, only around 90 95 MW was actually being supplied. 3.8.6 AGM (OS), NTPC informed that there were coal related issues at ER NTPC stations thus leading to reduced availability. 3.8.7 GM, SRLDC suggested that in the ongoing summer peak months, power requirement in other regions may be on the higher side and thus Kayamkulam could explore buyers in NEW Grid. 3.8.8 DGM, RGCCPP, Kayamkulam, NTPC said that presently it may be difficult for them to find buyers as the price at the power exchange was on the lower side. 3.8.9 MS(I/C), SRPC said that the issue regarding Kayamkulam scheduling had also been deliberated in various forum of SRPC, earlier. 3.8.10 DCE, KSEB informed that the diesel generation and Kayamkulam were being dispatched as per merit order. Kayamkulam was being scheduled to the extent of 70-75 MW. 3.8.11 DGM, NLC informed that due to outage of unit-II, the generation was less in TSI Expansion on a cumulative basis. 3.8.12 AGM, NTPC informed that due to forced outage being converted to planned outage in respect of Unit-4 at Ramagundam they were not able to meet the monthly generation target, which would be compensated in the coming months. 3.9 3.9.1 Forced outages of thermal units MS I/c, SRPC said that in the recent SRPC meeting, the Generators were apprised of the concerns raised by the SR constituents, CEA, MoP etc. over the

high quantum of forced outages.

It was noted that the forced outages of

thermal units had varied between 0.80% - 4.58% during the month of May 2011. He said that it was very essential that higher availability be ensured during the coming months. 3.9.2 OCC was apprised of the forced thermal outages of more than 24 hours duration during the month of May 2011 (Annexure-VII). OCC recommended that the planned/preventive maintenance be carried out as per the schedule to reduce the instances of forced outages. 3.10 Prolonged outages The following were the instances of prolonged outages:

Sickle plate problem. The units are not operated in pump mode as per the advice of Expert Committee until remedial measures are decided. The report on rectification of sickle plate expected before Feb. 11. The works on sickle plate expected to be completed before next monsoon and pump mode operation may be ready by end of 2011. 21:08 04.06.11 Turbine plate damage Under trial test run from 27.05.2011. June 2011 Turbine vibration high. Oil seal problem. TANGEDCO informed that shutdown of 3 months was required. Works were planned during monsoon season. The expected revival date was awaited.

APGENCO vide letter dated 28.05.2011 (Annexure-VIII) had informed that a team of Engineer from CWC th th is arriving to Srisailam Left Bank Power House on 8 & 9 June, 2011 for the inspection of the junction at which the sickle plates have been sheared and the sickle plate intact at inlet of Unit 1 & 4. Shutdown availed from 16.05.2011 on the units on attaining the reservoir to its MDDL of 810 ft and draining of HRT started on 22.05.2011 and completed on 27.05.2011 to facilitate the team for inspection of joints at 2 & 4 and 5 & 6. The final outcome will be intimated soon after inspection and the decision of the team, for further action.

* APTRANSCO vide letter dated 31.05.2011 (Annexure-IX) had informed that the repair works of the failed 315 MVA PTR at Mamidipalli repair bay and is expected to be completed within 8-10 weeks from date of commencement of work i.e. 13.05.11. After completion of repairs, another 4 weeks time is required for transportation & installation at 400 kV SS Veltoor. Hence altogether it requires around 4 months time for installation and commissioning at 400 kV Mehaboobnagar SS.

MS I/c, SRPC pointed out that Honble Commission was also monitoring the instances of prolonged outages and requested the constituents to furnish the

required information regularly to SRPC/SRLDC for further needful. 3.11 Generation levels at NPCIL Units It was noted that the issue was deliberated in the SRPC/TCC meetings held on 30th / 29th April 2011 wherein NPCIL had informed that the generation level would be maintained at around 65 - 70%. 3.12 IPP Utilization OCC was also apprised of the PLFs of the IPPs operating in Southern Region during the month of May 2011 (Annexure-X). 4. 4.1 LOW FREQUENCY GRID OPERATION MS I/c, SRPC pointed out that the frequency of operation of the Southern Regional Grid was still under 49.5 Hz for around 6% of the time during May 2011. The issue regarding overdrawal at low frequency by TN had been taken up both by SRLDC & SRPC Secretariat at various levels. The issue regarding overdrawal at low frequency was taken up with the regional utilities vide letter dated 19th May 2011 (Annexure-XI). He added that concerted efforts of the constituents would be

required to operate the grid within IEGC parameters till the monsoon sets in. Details of caution/violation messages issued by SRLDC to the constituents during the month of May 2011 are given at Annexure-XII. He reminded that a Special TCC Meeting was held at Bangalore on 29th March 2011 to discuss the low frequency of operation. After deliberations, TCC had recommended the following action plan: All constituents shall endeavour to maintain load generation balance and frequency shall be maintained above 49.5 Hz. Action for curtailment of overdrawals to be initiated at 49.7 Hz itself to avoid any overdrawal below 49.5 Hz. Automatic Load Disconnection Scheme to be operational to provide desired reliefs. UFR & df/dt relays to be operational at the recommended set points to provide desired reliefs. Grouping of feeders in four categories to be completed, as per provisions of IEGC. TN to maximize availability through IPPs/CPPs of SR. TN not to operate Kadamparai pumps at frequency less than 49.5 Hz, when it was overdrawing.

TN to examine and make arrangements to provide 100 MW radial loads at Thiruvalam & Gummidipoondi which would help enhance the ATC between S1-S2 area. Contingency plan for intermittency of wind to be finalized and implemented. All the generators (Central + State) to initiate steps to maintain higher availability during peak demand months. DSM measures to be identified and implemented. TN to take the issue regarding reduced gas supply with the appropriate authority.

He suggested that the constituents may please keep in view the recommendations of the Special TCC Meetings held on 29th March 2011 & 27th March 2010, during the ongoing peak months to effectively plan the load generation balance and curtail grid operation below 49.5 Hz. 4.2 OCC placed on record, appreciation for Andhra Pradesh, Karnataka & Puducherry for not having received any Type C messages. Efforts of Karnataka were specially appreciated as it had not received any Type B & Type A messages also. Tamil Nadu had received 127 Type B & 27 Type C messages. It was pointed out that constituents should make all efforts so as to avoid receiving any Type B or Type C messages. 4.3 GM, SRLDC reiterated that the issue of overdrawal by Tamil Nadu at low frequency was a matter of serious concern. SRLDC had also taken up the issue of overdrawal at low frequency by TN with MD, TANTRANSCO vide letters dated 17th May 2011 & 27th May 2011 (Annexure-XIII). Instances of the overdrawals were continuing and Tamil Nadu had received 7 Type B & 1 Type C message in June 2011 (upto 8th). 4.4 AGM, SRLDC said that 12% violation messages were also on the higher side as given below:

He added that the States needed to sustain efforts to curtail the instances of overdrawals. As informed in earlier meetings, the details in this regard were being regularly communicated to Honble CERC. He also emphasized that written

response on the action taken on Type C messages was not forthcoming from the constituents. He reminded that the following criteria was being used for reporting Non Compliance to CERC in response to Type C messages: Within five (5) minutes of issuance of C messages, if the system frequency not improved to above 49.5 Hz or the OD not reduced to Zero, then the instance will be reported in the fortnightly report sent to CERC as Non Compliance by the recipient for type C message. 4.5 DE (PP), APTRANSCO said that with purchases and resource management, the demand & energy shortages were minimised. amounting to about 16 MU had been carried out. 4.6 CEE (LD), KPTCL informed that load shedding in the State was carried upto 1400 MW. Load shedding amounting to 343 MU for the month had been carried out. Strict grid discipline was being adhered and nil violation messages were issued to them. Karnataka had generated more power whenever possible and supported the grid during periods of low frequency. However, corrective action needed to be taken by all the constituents since the grid was being operated in an integrated manner. 4.7 DCE, KSEB said that with purchases and scheduling of Kayamkulam/IPPs, they were able to maintain load generation balance in their system. Need based load shedding upto 350 MW amounting to 19 MU during May 2011 had been carried out. KSEB was adhering to grid discipline and assured the same in the future also. 4.8 EE, Puducherry informed that they were able to maintain the load generation balance in their system with the available resources. Need based load shedding upto 5 MW amounting to 0.015 MU was carried out during the month. 4.9 EE, TANTRANSCO said that load shedding up to 2897 MW amounting to 477 MU was carried out during the month. Existing power cuts and restrictions continued on the Industrial / Commercial / Agricultural consumers. Power cuts on HT consumers had been enhanced from 20% to 30% w.e.f. 3rd April 2011. Load shedding had been enhanced from 2 to 3 hours in rural & urban areas from 21st April 2011 onwards. Load shedding for one hour had also been implemented in Chennai area Load shedding upto 420 MW

from 21st April 2011 onwards. Though TN had gone for additional purchase, there had been very high demand growth in the summer months. More than 700 MU of energy was purchased by Tamil Nadu from outside sources to improve the availability. 4.10 AGM, SRLDC pointed out that due to instances of overdrawal at low frequency, SRLDC was forced to go for physical regulation in TN system on the following occasions:

He said that TN should take appropriate timely action to avoid physical regulation. 4.11 It was also noted that the second follow up meeting among TN, SRLDC & SRPC Secretariat was held at Bangalore on 28th September 2010 in line with the directions of CERC Adj No: 6/2009 (dated 27th April 2010). MS I/c, SRPC requested TNEB to furnish the progress regularly as decided in the Meeting so that it could be communicated to the Honble Commission. 4.12 Follow up points by TNEB of the meeting held on 12th July 2010 & 28th September 2010 to comply with directions of CERC Adj No. 6/2009 (dated 27th April 2010) are given below: Pre-approved contingency plan be put in place so that the LD Centre could take timely decision/remedial action to take care of intermittency of wind. Status: MS I/c, SRPC had taken up the issue with TANTRANSCO vide letter dated 21st January 2011. In the 59th OCC Meeting, SRLDC expressed concern over the delay in implementation of the scheme. TANTRANSCO pointed out that the issue had been taken up with CERC. The scheme needed to be expedited.

4.13

OCC observation MS I/c, SRPC summarized the deliberations as follows: Action on the recommendations of the Special TCC Meetings held on 29.03.2011 & 27.03.2010 should be planned and implemented in a definite time frame. Constituents should continue with sustained efforts to avoid any threat to system security and effectively plan their load generation balance on a day-to-day and hour-to-hour basis to meet this objective. All the available unutilized generation in the region should be arranged to be scheduled immediately as warranted by system requirements to meet the demand and also to help restrict overdrawals, especially when the frequency of operation was low, with appropriate commercial arrangements in place among constituents. Constituents to plan effectively so that the overdrawals and exports, if any, did not take place simultaneously at low frequencies. TNEB to plan and implement the decisions taken in the meeting held on 12th July 2010 & 28th September 2010. Till such time, L/S & R&C measures need to be carried out to curtail overdrawals at frequencies less than 49.5 Hz. Feasibility of implementing Karnataka load management model (at 220 kV levels) in other constituent systems to be examined. Implementation of forecasting tools for short term forecasting, with weather as input. Compliance Report furnishing the action taken in response to Type C messages should be communicated in writing to SRLDC.

Arranging of interruptible loads in four groups In the earlier OCC meetings, it was noted that as per IEGC, to maintain the frequency within stipulated band and also to ensure network security, the interruptible loads were to be arranged in four groups of loads. This was for the purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to be shed through UF relays/df/dt relays and loads to be shed under any SPS Scheme. These loads were to be grouped in such a manner that there was no overlapping between different groups of loads.

MS I/c, SRPC informed that in the recent meeting held on 30th & 29th April 2011, SRPC/TCC were informed of the requirements in this regard. He

requested Karnataka & Puducherry to complete the exercise in their respective systems and inform to CERC/SRLDC/SRPC Secretariat. requested to furnish feeder-wise grouping details. 4.15 Automatic Demand Management Schemes The clause 5.4.2 (d) of the IEGC was brought to the kind attention of the constituents as reproduced below: Quote: The SLDC through respective State Electricity Boards/Distribution Licensees shall also formulate and implement state-of-the-art demand management schemes for automatic demand management like rotational load shedding, demand response (which may include lower tariff for interruptible loads) etc. before 01.01.2011 to reduce over drawal in order to comply para 5.4.2 (a) and (b). A Report detailing the scheme and periodic reports on progress of implementation of the schemes shall be sent to the Central Commission by the concerned SLDC. Unquote 4.15.2 It was noted that Andhra Pradesh, Kerala & Tamil Nadu had implemented the scheme. Puducherry had also initiated action in this regard. 4.15.3 It was also noted that KPTCLs SCADA Wing of SLDC had incorporated the automatic load disconnection scheme. Its Management had however to take a decision regarding implementation of the scheme. 4.15.4 SRLDC & SRPC Secretariat requested KPTCL also to expedite the implementation of the scheme in its system in line with IEGC provisions, since the scheme had already been approved by SRPC and was mandated as per IEGC. 4.15.5 It was also suggested that constituents could identify other Demand Management Schemes other than Automatic Load Shedding Schemes. 4.16 Automatic Load Disconnection Schemes for overdrawing constituents It was noted that SRPC in its 14th meeting held on 27th August 2010 had agreed to implement Automatic Load Disconnection Scheme for overdrawing constituents with the following relief: Tamil Nadu was

GRID OPERATION Different aspects of grid operation were reviewed and the following grid events were noted. Grid operation data for May 2011 is enclosed as Appendix -A.

5.1

Grid events during May 2011 Frequency remained within IEGC range (49.5-50.2Hz) for 91.71% of time (April 2011 78.47%, May 2010 91.24%). Frequency remained below 49.5 Hz for 5.93% of time and average frequency for the month was 49.82 Hz. Frequency remained above 50.2 Hz for 2.36% of time. Puducherry met a maximum demand of 312 MW on 7th May 2011 which was maximum till date. Kerala met a maximum day consumption of 58.48 MU during May 2011 which was maximum till date. Andhra Pradesh, Karnataka, Kerala & Tamil Nadu had imported 267 MU, 104 MU, 1 MU & 377 MU respectively inter-regionally through bilateral exchanges. Utilities located in Andhra Pradesh, Karnataka, Kerala & Tamil Nadu imported 14 MU, 1 MU, 2 MU & 195 MU respectively through Power Exchange. Utilities located in Andhra Pradesh, Karnataka & Lanco exported 85 MU, 95 MU & 54 MU respectively through Power Exchange. Karnataka, Kerala & Tamil Nadu imported 63 MU, 28 MU & 131 MU

respectively intra-regionally. 43.45 MW of wind mills were added to Tamil Nadu grid. Talcher-Kolar HVDC link was scheduled for 2200 MW (1.10 pu) for 15 hrs a day. Report on important grid elements of SR for 2010-11 was released on 17th May 2011 by SRLDC. Mock drill exercise by bypassing HVDC Gazuwaka and extending supply to ER was completed on 31st May 2011. Erection & pre-commissioning checks for second spare converter transformer at Kolar HVDC station were completed successfully on 24th May 2011 and the asset was declared on commercial operation w.e.f. 1st June 2011 by PGCIL. Kudankulam bus reactor was test charged on 3rd June 2011 by NPCIL. 50 MVA, 230/33 kV transformer at Amuthapuram commissioned on 20.05.2011 by TANTRANSCO. was

It could be seen from the above that the Peak Demand for all the states recorded a positive growth rate as compared to May 2010. Andhra Pradesh & Karnataka recorded a high rate of 12% & 19% respectively. Southern Region as a whole had met a maximum demand of 30806 during May 2011, which was 2239 MW more than last years figure of 28567 MW. All the States of Southern

Region recorded a high growth rate of 9-20% in terms of average daily energy consumption. Southern Region had registered a growth rate of about 14% in respect of average daily energy consumption. 5.2.3 It was observed from the SR Load Duration Curve for May 2011 (Annexure-XIV) that the loads had dropped compared to April 2011 but had substantially increased compared to May 2010. 5.3 Hydel Availability The energy availability in major hydel reservoirs at the end of May 2011 vis-vis that for May 2010 was reviewed, which is detailed below:

AGM, SRLDC pointed out that energy storage in the hydro reservoirs showed around 15% surplus compared to same month last year but about 2% deficit compared to 9 years average.

It was requested to continue the optimum utilisation of hydro, keeping in view the energy storage position vis--vis management of demand/energy

requirements from the overall view of maintaining system parameters within IEGC limits and to optimize the load generation balance.

System Frequency It was noted that the SR frequency during the month of April was within IEGC range for about 91.71% of the time, as compared to 91.24% of IEGC range during May 2010.

5.4.4

OCC observed that grid operation below 49.5 Hz and above 50.2 Hz should have been avoided since it violated the provisions of IEGC and also caused threat to grid security. Operational control needed to be streamlined so that uneconomic operation of the grid above 50.2 Hz is avoided.

5.4.5

SRLDC pointed out that the high frequency excursion during load changeover continued to exist. The details of under drawals during high frequency on 14th May 2011 between 0515 0612 hrs wherein it was observed that though Andhra Pradesh had reduced the underdrawal by 400 MW, it was still underdrawing by around 400 MW, Tamil Nadu had reduced the drawal by around 900 MW and the frequency had risen from 49.85 Hz and touched 50.8 Hz. On 15th May 2011 between 1750 - 1800 hrs frequency had risen from 50.1 Hz to 50.4 Hz and AP was under drawing in the range of 150-250 MW. Tamil Nadu between 1745 1805 hrs decreased its drawal by more than 600 MW and went into higher underdrawal more and the frequency rose from 50.1 Hz to around 50.7 Hz. On 22nd May 2011 between 1750 1805 hrs AP drawal had decreased by more than 300 MW and the frequency had risen from 50.1 Hz to more than 50.8 Hz. Tamil Nadus drawal had decreased by more than 500 MW between 1738 hrs 1805 hrs and the frequency rose from 49.85 Hz to more than 50.8 Hz. There was sudden drop of 300 MW within few minutes when the frequency was in the rising trend. TN was in the underdrawing mode upto 350 MW when the frequency was more than 50.4 Hz. KPTCL was in the

underdrawing mode in the range of 300 350 MW when the frequency was in the rising trend and it went from 49.85 Hz to more than 50.8 Hz (Graphs enclosed as Annexure-XV). 5.4.6 CEE (LD), KPTCL informed that they were monitoring the changeover on a daily basis and staggering of loads was being taken up in 15-20 minutes intervals. 5.4.7 It was noted that the issue had been deliberated in detail in item 3.1 above. OCC suggested that the constituents initiate appropriate action in line with the recommendations. 5.4.8 AGM, SRLDC presented the Frequency Histogram & Frequency Duration Curve (Annexure-XVI) for May 2011. It was noted that the histogram had spread in

both the directions. 5.5 5.5.1 5.5.1.1 Review of operation of Load Relief Schemes Under Frequency Relay It was noted that in line with the decision taken in the 14th SRPC Meeting, confirmation of the revised set points (48.8 Hz, 48.5 Hz & 48.2 Hz) had been received from Andhra Pradesh, Karnataka, Kerala & Tamil Nadu. In the 15th SRPC Meeting, it was noted that Puducherry had also initiated action in this regard. 5.5.1.2 In the 59th OCC meeting, the revised quantum for the year 2011-12 to be provided under UFR was computed as given below. This was in accordance with the decision taken in the 52nd OCC Meeting wherein it was agreed that the relief would be reviewed on an annual basis.

It was noted that the confirmation details for the revised quantum from all the constituents were awaited. Constituents pointed out that they would revert back. It was agreed that the matter would be discussed in the 61st OCC. 5.5.1.3 UFR trippings were reported by Karnataka & Tamil Nadu. Kerala had reported nil UFR trippings. Andhra Pradesh had reported UFR trippings on 1st June during tripping of Talcher-Kolar poles while other details were awaited. 5.5.1.4 It had been emphasized that the UFRs were meant for protection of the grid. As stressed earlier, set points should not be changed in any manner. It had also been stressed at higher levels that the UF Relays be made fully effective by all the utilities so as to give the designated relief at specified frequency levels. 5.5.1.5 MS I/c, SRPC pointed out that spurious UFR trippings needed to be avoided. Reasons for tripping at undesired settings had to be examined. Corrective action such as calibration is required to be taken to avoid such incidents in

future. 5.5.1.6 Tripping details like name of the feeder, load affected, date and time of the tripping, frequency at the time of tripping and restoration time needed to be furnished to SRLDC/SRPC regularly and in a timely manner. Constituents agreed to furnish the details in a timely manner. It was also noted that the Revised IEGC stipulates that SLDC shall furnish a monthly report of UFR & df/dt relay operation to the RPC. 5.5.2 df/dt Protection System df/dt reports were reported by Karnataka. Kerala & Tamil Nadu had reported nil df/dt trippings while details from Andhra Pradesh were awaited. 5.5.3 Inter-trip Scheme Nil inter-trip operation was reported by Karnataka, Kerala & Tamil Nadu. Details from Andhra Pradesh were awaited. It was noted that the non operation of SPS at Kolar during pole tripping and the associated logics would be discussed in the Protection Sub-Committee meeting scheduled for 23rd June 2011. 5.6 It was noted that PGCIL had to expedite the scheme for third trip signal as the HVDC link was being utilized for higher quantum and without adequate SPS it was making the grid vulnerable. 5.7 6. 6.1 The tripping details furnished by the constituents are at Annexure-XVII. Measures to bridge the gap Andhra Pradesh The monsoon intensity may have effect on hydro generation and demand requirement also. Hydro generation could be enhanced and requirement could be on the lower side. No overdrawal below 49.5 Hz.

GM, SRLDC said that the inadequate response was leading to system insecurity. The participation of thermal units was relatively very less. RGMO operation was also critical during load changeover. Hence Petition could be filed by SRLDC with the Commission. As informed earlier NLDC also had been submitting the status report of RGMO in various regions to Honble CERC on a monthly basis. The utilities should self certify the readiness of the units in RGMO in the new format fortnightly. The new format had already been communicated to the utilities. RGMO should also be implemented in the newly commissioned generators. The issue of RGMO status at Dr. NTTPS Unit VII, Kakatiya Stage-I, Rayalaseema Stage-III Unit V & Kothagudem Unit X was requested by SRLDC vide letter dated 6th May 2011 (Annexure-XIX).

7.3

It was noted that APGENCO vide letter dated 7th April 2011 (Annexure-XX) had informed that PO dated 14.10.2010 had been placed on M/s. BHEL for implementation of RGMO at various TPSs of APGENCO by installing/modifying the required hardware and software in the existing control systems. As RGMO in

APGENCO units could not be operationalised before 01.08.2010 (as per the requirement of new IEGC) and implementation of the same will take some more time as the modifications need unit shutdowns, a Petition was filed before the Honble CERC requesting for the following: 7.4 To grant exemption for operation in RGMO for 2 Nos. LMW sets at Dr. NTTPS, Vijayawada Stage-I and To grant extension of time for implementing RGMO in the remaining thermal units of APGENCO of 200 MW and above.

AGM, SRLDC informed that the APGENCO petition had already been heard. There could be some issues as RGMO could not be implemented on LMW machines. Utilities could await the Order on the petition to decide future course of action.

It was noted that KPCL vide letter dated 17th May 2011 to CERC had informed the status of implementation of RGMO in KPCL stations (Annexure-XXI). EE, KPCL

informed that software / hardware modifications had been identified by M/s. BHEL only while other makes had not furnished any solution as yet. M/s. BHEL was quoting 14 months for completion of the works. 7.6 GM, SRLDC said that APGENCO, TANGEDCO, NLC & NTPC had approached the Commission through Petition and suggested that KPCL may also follow suit. 7.7 MS I/c, SRPC requested the constituents to furnish the Compliance Report to the Commission. He added that maximum number of units be put in RGMO in the interest of the security of the grid. For any constraints for implementation of

RGMO on particular units, exemption from CERC could be obtained. 8. 8.1 VOLTAGE PROFILE It was noted that Nagarjunasagar, Vijayawada, Gooty, Gazuwaka &

Thiruvananthapuram were facing high voltage situation. There were 32 trippings due to over voltage of the 400 kV lines during the month. It was noted that

lines were kept open for more than 3 days due to over voltages. 8.2 AGM, SRLDC presented the high voltage graph for the nodes at Hyderabad, Vijayawada, Guttur & Kurnool for 15th May 2011 & 2nd June 2011 when the voltage went above 430 kV (Annexure-XXII). He said that the number of 400 kV lines opening due to high voltage had reduced. However, some of the generators were not absorbing VARs as per the requirement. Parallel lightly loaded 220 kV lines were not being opened by the States. Switching of the capacitors and taking in the reactors needed to be monitored by the State SLDCs. 8.3 Bus/Line Reactors to be commissioned The updated information on schedule of commissioning of reactors as originally agreed in the 22nd Standing Committee on Power System Planning of Southern Region is given at Annexure-XXIII. 8.4 8.4.1 Re-commissioning of Reactor at Guttur/other Reactors In the earlier OCC meetings, it was noted that KPTCL had informed that retendering activity was under process as none of the utilities were coming up to take up the works for reactor at Guttur. SRLDC had observed that the line reactor on Guttur-Hiriyur line was under rectification and one bus reactor at Guttur was also to be provided by KPTCL as agreed in the 22nd Standing Committee meeting. The issue was further taken up by SRLDC vide letter dated 18th March 2011. KPTCL had informed that the work of design, supply, erection & commissioning of new 63 MVAR Bus Reactors at Guttur, Talaguppa, Nelamangala & Hoody has been awarded to M/s. BHEL on total Turnkey basis and the work was under process. The issue regarding 50 MVAR line reactors

on 400 kV Guttur-Birenahalli I at Guttur S/S and 400 kV Nelamangala-Hiriyur II at Nelamangala was discussed in the TCC meeting held on 29th April 2011. KPTCL had been requested to take up this issue with Standing Committee on Power System Planning. 8.4.2 AGM, SRLDC said that KPTCL had not taken up the issue with Standing Committee on Power System Planning in its recent meeting.

8.4.3

MS I/c, SRPC suggested that KPTCL may take up the issue with Standing Committee.

8.4.4 8.5 8.5.1

CEE (LD), KPTCL said that he would take action in this regard. Low voltage In the 59th OCC meeting, OCC had suggested that KPTCL & TANTRANSCO may examine the possibility of provision of under voltage relays in the low voltage nodes in their control areas. Response in this regard was awaited.

8.5.2

It was noted that voltages around Chennai, Bangalore, Trichur & Hosur areas were on the lower side.

8.5.3

AGM, SRLDC said that voltage levels at Sriperumbudur, Almathy, Chittoor, Nellore, Mysore, Somanahalli & Kalavindapattu were also going below 380 kV. He added that on 9th May 2011 due to sustained overdrawal (200-400 MW) by TN and excessive MVAR drawal at Kalvindapattu, Almathy & Sriperumbudur led to the Kalvindapattu voltage to touch as low as 348 kV. The voltages at these stations were below 360 kV for about an hour and the 400 kV VijayawadaNellore lines were loaded to 600 650 MW per circuit. Under the above grid condition, any tripping of the 400 kV Vijayawada Nellore line could have resulted in grid collapse due to voltage collapse. The issue was also taken up by SRLDC vide letter dated 9th May 2011 with Director (Operations), TANTRANSCO (Annexure-XXIV). Messages issued for low voltages along with MVAR drawal to APTRANSCO, KPTCL & TANTRANSCO on 9th May 2011 & 11th May 2011 are enclosed as Annexure-XXV.

Cuddapah voltage vs. ICT MVAR graphs for 9th May 2011 was presented wherein it was observed that the voltages were going below 380 kV and the MVAR drawal was in the range of 200-350 MVAR. Graphs enclosed as (Annexure-XXVI). 8.5.4 GM, SRLDC pointed out that during peak wind also the TN grid would face low voltage problem. Additional capacitor banks were therefore required to be

installed by TANTRANSCO. 8.5.5 CEE (LD), KPTCL informed that its Management had taken a serious view on the subject matter and had directed all the concerned field officers for organizing repair of faulty capacitor banks or to replace by new ones on emergency basis. CEE Transmission Zones had also instructed concerned

Executive Engineers of TL & SS division under their Jurisdiction to maintain all capacitors in healthy condition and connected to the grid positively during system low voltage condition. 8.5.6 SE-II, SRPC said that letters had been addressed by SRPC Secretariat to TANTRANSCO to furnish details of low voltages condition around Chennai area. Reply in this regard was however awaited. 8.6 8.6.1 Absorption / Injection of VARs by Generators Honble CERC Order dated 23.12.2009 merited attention in this regard. It was stated in the Order that all agencies need to provide required reactive compensation avoiding the need for exchange of reactive power to/from ISTS

and maintain ISTS voltage within specific range. It was again requested to the generators in the State Sector & Central Sector to absorb VARs as per the grid requirement within the capability curves. 8.6.2 AGM, SRLDC said that the performance of generators was being monitored by SRLDC. MVAR absorption / injection of generators like VTPS VII, GVK,

Gauthami, Konaseema, Bellary, Raichur, GMR, Lanco, Kaiga, Ramagundam & Kakatiya for 15th May 2011 were presented (Annexure-XXVII). He also presented the MVAR absorption analysis of generating units / stations close to high voltage areas (Annexure-XXVIII). It was noted out that on 15th May 2011 unit-VII at VTS, Konaseema, Bellary unit, Raichur (all the units), GMR U-I, Lanco Unit II & III, Kaiga, Kakatiya & Ramagundam (all units except unit-II) had further absorption margins which were not being utilized. On 2nd June 2011 unit-VII at VTS, Konaseema, Bellary unit, Raichur Units I to VII, GMR U-I, Kaiga Unit I & III, Kakatiya & Ramagundam (all units except unit-II) had further absorption margins which were not being utilized. In the study, only 30% MVAR capacity had been considered which could be around 40% as per the capability curves. 8.6.3 MS I/c, SRPC requested the concerned SLDCs to take up the issues with the generators to respond as per grid requirements within the margins available to them. 9. INSTALLATION OF SHUNT CAPACITORS The progress of installation of HT shunt capacitors was reviewed and the details are listed below:

It was noted that power cuts for HT consumers in TN had been increased from 20% to 30% w.e.f. 3rd April 2011.

SE-I, SRPC requested that details of Notified power cuts and load shedding be segregated and informed to SRPC Secretariat/CEA in a timely manner by written communication to appraise MoP/GoI appropriately.

Mock drill for Crisis Management Plan had been conducted at GVK on 27.05.2011 between 1025 hrs to 1116 hrs by assuming fire in the cables of the switch yard cable cellar.

11.1.4

AGM, SRLDC informed that the requirement of synchronising facility at black start restoration critical substations (Annexure-XXX) had been discussed and followed up in various OCC/Protection Committee Meetings. TCC had also been apprised of the requirements. He requested the concerned utilities to expedite the works.

11.1.5

It was noted that LD Centre, KPTCL had addressed to concerned Chief Engineers Transmission Zones to initiate necessary action for providing synchronization facility at critical stations like Lingapur, Lingasugur, Guttur, Peenya, Sirsi, Shiralikoppa and other important 220 kV substations.

DE (PP), APTRANSCO informed that the synchronizing equipments had been diverted to Chandrayanagutta and he would revert back with details.

11.2

Normative vs. average actual ex-bus generation AGM, SRLDC informed that average actual ex-bus generation in respect of ISGS during the month of May 2011 (Annexure-XXXI) was more with respect to normative DC for all the stations except MAPS and Kaiga.

11.3

Utilisation of inter-regional links AGM, SRLDC also presented the utilization of inter-regional links (Annexure-XXXII). Bhadravathi, Gazuwaka & Talcher-Kolar links were being utilized mainly for importing power.

11.4

Tripping details SRLDC expressed serious concern since the information regarding tripping details with relay indications was awaited from nearly all the constituents.

MS I/c, SRPC said that information needed to be continuously provided to SRLDC/SLDCs as they had to coordinate number of activities and plan load generation balance in real time. If concrete information was not provided it would affect in taking optimal decisions in the interest of the grid.

Tamil Nadu & Puducherry achieved their maximum drawals during the month. 11.7 400 kV UPCL-Shanthigram DC line KPTCL informed that out of 529 locations, 402 stubs were concreted, 369 towers erected and 131 spans stringing completed on 400 kV UPCL-Shanthigram DC line. 11.8 Load shedding details & web based PSP system utility It was noted in earlier OCC Meetings, that the hourly load shedding details should be furnished online by the State SLDCs before 3 O clock in respect of the previous day through web. SRLDC had also requested the constituents to furnish the other details through web based PSP system utility of SRLDC. For any assistance / clarifications, OS department of SRLDC could be approached. 11.9 Closing of Gummidipoondi-Sulurpet line It was noted that the maximum quantum of allowable export on Gummidipoondi feeder was around 100 MW which had already been clarified by APTRANSCO. 11.9.2 MS (I/c), SRPC requested TANTRANSCO & APTRANSCO to make the line operational as any outage was being categorized as prolonged outage and was being communicated to CERC. 11.10 Sharing of inter-State transmission charges & losses

for giving effect to certain provisions of the above regulation. 11.11 Closing of Chittoor-Thiruvalam line 11.11.1 It was noted that the issue was deliberated in the 16th SRPC / 15th TCC Meetings held on 30th / 29th April 2011 wherein it was observed that TANTRANSCO may have to restrict the drawal on this line as per AP system conditions due to certain upstream congestion issues in APTRANSCO system. 11.11.2 MS(I/c), SRPC requested TANTRANSCO & APTRANSCO to make the line operational as the outage was being categorized as prolonged outage and was being communicated to CERC. 11.12 Monthly Time drift report receipt status The status of Monthly Time drift report furnished by SRLDC is given in AnnexureXXXIV. 11.13 Coordinators for Disaster Management 11.13.1 AGM, SRLDC informed that nomination of nodal officer communication was awaited from the following utilities: ISGS : TN: KAR: MAPS All IPPs & TANGEDCO All IPPs

He added that the list of nodal officer for disaster management had been updated (Annexure-XXXV). He requested that any correction / addition could be pointed out. follow up with Discoms & IPPs. 11.13.2 CEE (LD), KPTCL informed that they were pursuing the matter with UPCL & Jindal. 11.13.3 Details regarding nomination of Nodal Officer & Second in Command in respect of TANTRANSCO, TANGEDCO & all IPPs for Disaster Management communicated by TANTRANSCO vide letter dated 2nd June 2011 are enclosed as Annexure-XXXVI. 11.13.4 SO/F, MAPS said that the details would be furnished. 11.14 ATC / TTC computations AGM, SRLDC pointed out that ATC / TTC computations were to be furnished by State utilities. 11.15 Uniform Nomenclature for transmission elements

11.15.1 AGM, SRLDC pointed out that there should be uniform nomenclature for transmission elements. On 1st June 2011, all lines connected to Guttur 400 kV S/S had tripped. During restoration, it was observed that nomenclature used for Kaiga Guttur 400 kV lines by Kaiga and KPTCL were different with each other causing difficulties in coordination. 11.15.2 SO/E, Kaiga GS clarified that there was no nomenclature problem. 11.15.3 However MS(i/c) suggested that issue may be resolved to avoid operational problems 11.16 Tripping of HVDC Bhadravathi 11.16.1 GM, SRLDC expressed concern over the frequent tripping of Bhadravathi HVDC specifically on 22nd May 2011 and lack of information in this regard. SRLDC vide letter 24th May 2011 had taken up the issue with WRTS-I, PGCIL (Annexure-XXXVII) pointing out that difficulties were being faced by HVDC Bhadravathi for ramping of power flow beyond 500 MVA level during deblocking of HVDC poles. Concern over non-receipt of timely communication from HVDC/CPCC had also been raised. This had caused problems in real time control of power handling.

11.16.2 MS I/c suggested that the relevant details be furnished by SRLDC so that the issue could be taken up with WRTS & WRPC. 11.17 Charging of Guttur-Narendra line 11.17.1 GM, SRLDC expressed concern over charging of Guttur-Narendra line without availing any code / communication from SRLDC on 1st June 2011 (letter dated 2nd June 2011 addressed to KPTCL enclosed as Annexure-XXXVIII). 11.17.2 CEE (LD), KPTCL informed that the issue had already been taken up with the concerned and he would revert back with details. 11.18 Delay in restoration of Kaiga-Narendra Ckt - II 11.18.1 GM, SRLDC expressed concern over delay in test charging Kaiga-Narendra II by Kaiga on 3rd June 2011. Though the code was issued at 0709 hrs, Kaiga had given clearance at about 0900 hrs for test charging the line (letter dated 3rd June 2011 in this regard enclosed as Annexure-XXXIX). The prolonged delay in restoration of critical elements had endangered System Security. 11.18.2 SO/E, Kaiga GS said that there was some delay as the line had tripped on earth fault and maintenance people were called from Township. Corrective action would be taken to avoid such incidence in future. 11.19 Hunting of 400 kV Ramagundam-Chandrapur lines 11.19.1 It was noted that that the issue regarding Hunting phenomenon on 400 kV Ramagumdam-Chandrapur lines was discussed in the 56th OCC Meeting and subsequently taken up by SRLDC with PGCIL. Hunting of 15 -20 MW at higher power transfer at certain instances was being observed. The likely reasons could be the harmonic content of HVDC back to back, traction loads, single phasing etc. SRLDC had proposed to conduct testing of the harmonic contents on the power flows. Joint testing/measurement of harmonics had been completed on 15th April 2011 with participation of APTRANSCO, RSTPS, WRLDC, SRLDC, PGCIL WR-I, SRTS-I, HVDC Bhadravathi & SRPC Secretariat. The results had been forwarded to PGCIL and they had to analyse and revert back with action plan.

11.19.2 It was noted that the response from PGCIL was awaited in this regard. PGCIL was requested to make a presentation or furnish detailed information and action plan in the next OCC. 11.20 Protection Certification 11.20.1 SRLDC pointed out that the availability and healthiness of various protection & defense mechanism schemes in the power system of Southern Region play a vital role in ensuring safe, secure & reliable grid operation. Non availability / non-functioning of these equipments / operators of these schemes may sometimes reduce the redundancy and reliability of some vital elements in the grid which may hamper smooth and sustained grid operation. 11.20.2 The status of the declaration received is enclosed as Annexure-XL. 11.21 SEM READINGS 11.21.1 SRLDC informed that the protocol from SEM manufacturer had been communicated to Karnataka for further needful. 11.21.2 SO/F, MAPS informed that DCD was not working and requested for one additional DCD. 11.21.3 DGM, SRTS-II, PGCIL said that Sriperumbudur SS could be contacted by MAPS regarding the DCD requirement. 11.22 Strengthening of 220 kV & below system in Karnataka 11.22.1 GM, SRLDC said that the 220 kV system around Bangalore needed to be strengthened since as the demand had picked up substantially. Number of 220 kV lines were being fed radially. With the present 220 kV & below grid around Bangalore, it may be difficult to feed the load in the next summer. 11.23 Merit Order 11.23.1 In the 59th OCC meeting, NTPC had pointed out that different methodology regarding merit order (variable rates) was being followed by different States due to which NTPC was not being scheduled for certain periods of the time. It was noted that States were following the merit order for power dispatch as per the methodology approved by their respective Regulatory Commissions. 11.23.2 Subsequently, MS I/c, SRPC vide letter dated 12th May 2011 (Annexure-XLI) had taken up the issue with Regional Executive Director, NTPC. 11.24 Loading on Kadakola Kaniyampetta Line MS (I/c), SRPC informed that the issue was deliberated in the 16th SRPC / 15th TCC Meetings held on 30th /29th April 2011 wherein it was decided that KPTCL and KSEB team would examine technical remedial actions so that the line could be loaded to 150-180 MW. Assistance from PGCIL could be sought if required. such time, the loading would be limited to 120 MW. 11.25 Operating Procedures 11.25.1 In the 59th OCC Meeting., SRLDC had informed that MoU by POSOCO had been signed with Bureau of Public Enterprises and the Operating Procedures for Southern Region was to be brought out by June 2011 and had requested the constituents to furnish any addition / rectification, if any, with respect to last years Operating Procedures. It was decided that the constituents would furnish the comments by 15th May 2011. SRLDC would circulate the draft and the Operating Procedures would be finalized by the next OCC Meeting. 11.25.2 DE (PP), APTRANSCO pointed out that the last report was brought out only in October 2010 and they would furnish their comments in a few days time. Various internal systems / procedures needed to be followed in this regard, which needed more time. 11.25.3 EE (Grid), TANTRANSCO said that their comments would be furnished within 10 days. 11.25.4 GM, SRLDC pointed out that opportunity was given and the constituents were to furnish the comments by 15th May 2011. considering the comments received till date. 11.25.5 MS I/c, SRPC suggested that SRLDC may bring out the report considering the comments received till date. However, Amendment, if necessary, could be

brought out by SRLDC subsequently considering the comments received from the constituents subsequently. 11.25.6 DE (PP), APTRANSCO said that there were some issues related to PDO at Gazuwaka which needed to be understood. 11.25.7 GM, SRTS-I, PGCIL clarified that there was no PDO existing at Gazuwaka presently which limits the power flow during tripping of the lines. 11.26 Talcher-Kolar operation at 2200 MW 11.26.1 GM, SRLDC informed that the Talcher-Kolar link would be scheduled upto 2200 MW till 30th June 2011 and subsequently from 1st July 2011 it would be scheduled at 2000 MW. 11.26.2 Constituents pointed out that it could be scheduled at 2200 MW subsequently also. 11.26.3 MS I/c, SRPC pointed out that the Talcher-Kolar link loading was enhanced for a short duration after approval from PGCIL in line with SRPC decision. Hence, any request for operating the link on enhanced mode after 30th June 2011 had to be taken up afresh with POWERGRID. 11.27 Tripping of Talcher units 11.27.1 GM, SRLDC said that all the four units at Talcher Stage-II had tripped on 1st June 2011. The following issues needed to be addressed: Why the Talcher units were synchronized after 7 hours delay? Why there was delay in availing ER power through the interconnector? Why the SPS had not operated at Kolar?

11.27.2 AGM, NTPC said that a Committee had been formed to examine the issue. The study report would be furnished to SRLDC/SRPC Secretariat. 11.27.3 DGM, Talcher, NTPC said that the interconnector got supply at 1800 hrs and the bus was charged only at 2100 hrs.

11.27.4 DGM, SRTS-II, PGCIL said that there were some issues regarding SPS which needed to be addressed. 11.27.5 MS I/c, SRPC said that the issue could be deliberated in the Special Protection Committee meeting scheduled for 23rd June 2011. NTPC was requested to send their representative from Talcher Stage-II also. 11.28 Closing of Konaje Manjeshwaram 110 kV line 11.28.1 In the 58th OCC Meeting, KSEB had requested KPTCL to examine the possibility of closing the Konaje-Manjeshwaram 110 kV line for better connectivity to north Kerala. KPTCL had informed the line works for the multi circuit were being taken up and there were some RoW issues involved. As per the discussions with the field officers, only 10 MW of power could be availed by Kerala in emergent conditions and not on sustained basis. KPTCL had been requested to get further details regarding commissioning, loading etc. 11.28.2 CEE (LD), KPTCL informed that line works were not completed due to RoW problem. 11.29 SPS for Vijayawada-Nellore D/C lines 11.29.1 It was noted that the Minutes of the meeting held at Hyderabad on 9th May 2011 had already been circulated. The IPPs/PGCIL were to revert back with details by 15th June 2011. 11.29.2 APTRANSCO & PGCIL were requested to furnish the necessary details to SRLDC/SRPC Secretariat by 15th June 2011. 11.29.3 It was noted that SRLDC vide letter dated 16th May 2011 (Annexure-XLII) had taken up the issue of tap changing of GTs at Vemagiri Complex to control high voltage condition as per the deliberations held during the meeting. Letter dated 27th May 2011 from GVK informing about under excitation alarms getting annunciated is enclosed as Annexure-XLIII. 11.29.4 AGM, SRLDC said that they had received communication from the generators that the units were absorbing VARs upto the maximum and could not absorb further. Detailed information was sought for analysis but complete information has not been furnished by the IPPs and requested APTRANSCO to coordinate. As per the preliminary studies, it appears that some margins were there for the

generators to absorb more MVAR. 11.29.5 GM, SRLDC said that as per the discussions in the 32nd Standing Committee, AP was to initiate action to control the voltage in that area which could be with providing a reactor. 11.29.6 SE-I, SRPC said that the matter had been discussed in the recent meeting of Standing Committee. It would be prudent to await the minutes of this meeting. 12. ADDITIONS TO INSTALLED CAPACITY DURING MAY 2011 The following was added to the installed capacity during the month as reported by the constituents: Tamil Nadu 43.45 MW of wind mills were added. 13. TRANSMISSION LINES AND SUBSTATIONS COMMISSIONED DURING MAY 2011 The following lines and substations (220 kV and above) were commissioned during the month as reported by the constituents: PGCIL Erection & pre-commissioning checks for second spare converter transformer at Kolar HVDC station were completed successfully on 24th May 2011 and the asset was declared on commercial operation w.e.f. 1st June 2011. NTPC informed that maintenance of unit-VII (500 MW) earlier scheduled from 1st July 2011 to 4th August 2011 was rescheduled and would be taken up in the next financial year after assessing the health of the unit.

Else the shutdown should necessarily be taken up during the agreed period of 1st July 2011 to 4th August 2011. OCC also pointed out that at least one unit of 500 MW should be taken up for maintenance during July 2011. NTPC was requested to clarify and furnish revised schedule.

It was noted that as per IEGC Provisions, RPCs are to submit quarterly, half yearly reports to the Commission indicating deviation in outages from the plan along with the reasons. SE-I, SRPC said that the reasons for outage deviations needed to be communicated to SRPC Secretariat.

TANTRANSCO pointed out that Hosur ICT-I shutdown should be taken up for after the completion of LILO works of Almathy-Sriperumbudur D/C line. NLC had requested shutdown of the ICTs for three continuous days. OCC observed that PGCIL was completing the works within one day and they were approving the shutdown for two continuous days only on this instance and subsequently NLC has to plan the shutdown for one day.

AEE, TANTRANSCO said that the common dia issue at Almathy needed to be addressed by PGCIL during the shutdown of Nellore-Almathy and AlmathySriperumbudur lines.

17.3

AGM, SRLDC said that number of critical shutdowns were coming up and suggested that the shutdown request should come to SRLDC one month in advance. This would enable SRLDC carry out comprehensive study and make the discussions fruitful during the OCC meeting.

Shutdowns deliberated in the meeting NLC had requested shutdown of 400 kV Neyveli-Puducherry line on 7th July 2011 between 0900 1600 hrs.

AEE, TANTRANSCO said that as the wind generation was picking up, it would be difficult to concur for shutdown in July and the shutdown may be taken up after November 2011.

informed at the last instant. Nellore ICT-I, VTPS feeder, Guttur-Jindal, ICTs were some of the instances. Taking out of 400 kV elements was having significant impact on the regional grid and the planned shutdowns were required to be taken up through OCC. Studies were required to be taken up to study implications of the shutdowns. 17.5.3 DE (PP), APTRANSCO said that there were number of divisions / sections in APTRANSCO and lot of coordination activities were required. The practicality of SRLDCs proposal therefore needed to be examined. He added that the shutdowns were being taken up only after the concurrence of SRLDC in real time. 17.5.4 CEE (LD), KPTCL endorsed the views of APTRANSCO and explained the problems involved in advance communication of the shutdowns. He informed that however a letter had been addressed to all 400 kV substations to furnish the outage plan of 400 kV elements in their substation for the year 2011-12. The issue may need to be taken up at TCC/SRPC level. 17.5.5 17.5.6 EE (Grid), TANTRANSCO also endorsed the views of APTRANSCO & KPTCL. AGM, SRLDC said that the shutdowns were to be planned through OCC forum as per IEGC. 17.5.7 MS I/c, SRPC said that it was understood that there would be difficulties in getting the approvals through OCC as number of divisions / sections were involved in the State utilities. He suggested that the State utilities may create awareness. Planned shutdowns of 400 kV elements in the State sector also could be brought under OCC as it was mandated in the IEGC provisions also. He therefore requested the State utilities to furnish the planned shutdowns of 400 kV elements in their system for the balance period of the year 2011-12. 18. ENERGY EXCHANGES DURING THE MONTH OF MAY 2011 Energy interchanges between the constituent systems and exchanges with the other regions are given in Annexure-XLVI.

CAPACITY ADDITION IN SOUTHERN REGION It had been decided in the SRPC meetings that the constituents would furnish the status on upcoming Generating Schemes, since SRP Committee needed to be kept informed of the likely capacity additions. SE-I, SRPC requested the constituents to furnish on a regular basis, the updated information on capacity additions including the IPPs, to help apprise SRPC appropriately.

20. 20.1

REVIEW OF PERFORMANCE OF ULDC SCHEME GM, SRLDC informed about the status of pending field inputs (Annexure-XLVII). He added that in the 16th/15th SRPC/TCC Meetings, it was noted that all the constituents would expedite and complete the pending works by 31st May 2011. Still around 1100 inputs were pending. SRLDC/NLDC were monitoring the details of pending works and they may be forced to approach CERC in case the situation did not improve considerably. He added that standby data channels were not available at Trichy, Salem (port problem), Thiruvananthapuram, Pugalur Hiriyur, Mysore, Nelamangala (PGCIL bays), Karaikudi, Hassan, Somanahalli, Talcher RCI, Lanco, Bhadravathi (main channel), Bhadravathi (Standby channel) & Warangal (details given in Annexure-XLVIII). Non availability of voice communication at Pugalur,

Kolar HVDC, Kolar HVAC, NTPC Kayamkulam, MAPS, Kaiga GS, NLC Stage-II, Neyveli TS-I Expansion, Nellore, Gazuwaka HVDC, Hiriyur, Kalavindapattu, Mysore, Narendra, Thiruvananthapuram, Talcher HVDC, Hassan, Puducherry, Munirabad & HVDC Bhadravathi was also pointed out (details given in AnnexureXLIX). 20.2 CEE, LD, KPTCL informed the following: Out of 257 points, 102 points are from KPCL like LV side of generator and status points which are not available to KPTCL. A letter had been addressed to KPCL (letter dated 11th May 2011 enclosed as Annexure-L) requesting permission to wire LV side of generator to the SCADA System of KPTCL. They have received a letter from KPCL to identify the points to be wired. 15 points from IPPs like generation (LV side of generator) not available to KPTCL SCADA. The problem in ICCP gateway attended. The balance pending points of KPTCL will be configured.

GM, SRLDC informed that the issue of pending inputs was common to all the regions and all the RLDCs together were planning to approach CERC through petition.
