Services Offered by Service Providers
Cellular and CDMA Operators. Similar connectivity can be provided by Cell phone companies using GPRS and by CDMA companies like Reliance etc. However this experiment has not been successful as the quality of connectivity provided by them is of extremely poor quality and unstable. As a result, the existing customers are extremely keen to change over from them. VSATs. This has been a good medium for providing connectivity initially where the bandwidth requirement was low and in remote areas. However it suffers from some serious drawbacks: High initial cost. Need for rooftop space. High latency. High Recurring charges. Leased Lines. These are expensive and unreliable. Also the minimum bandwidth available on them is 64k or 2 MBPS. The initial cost is high and due to its low reliability, backup medium needs to be provided at a high additional cost. NLD Operators. Now some large NLD players have entered the market and the prices of this bandwidth in bulk has dropped substantially. However the Access is provided by service providers like BSNL, MTNL and private Basic operators using leased lines but the uptime and throughput is very poor and the costs are very high.

Tulip is setting up a countrywide network in around 100 cities. Intercity connectivity is based on leased circuits, primarily on fiber taken from different service providers. The presence of multiple agencies providing bandwidth like Powergrid Corporation, Railtel, GAIL etc, ensures that the network is reliable.

Intra-city This is where the challenge lies. Most organisations offering bandwidth do so on leased lines that are terrestrial links. Tulip intends to provide this using Point to Multi-Point (PMP) wireless. This kind of wireless is not only inexpensive in capital costs but is also very cost effective in terms of recurring costs payable to the DOT as it is very efficient in spectrum. The main advantage of course being a High Uptime of 99.5%.

A typical intra City network would include a number of base stations that are installed on top of buildings. Each base station would be capable of distributing four or eight MB of bandwidth to upto 126 subscribers or remotes. Even by pure mathematical distribution, it would be possible to give 31K to each subscriber, provided everyone is drawing at the same time. However, everybody does not use band width at the same time. Therefore, it would normally be possible to give bandwidth between 1 MBPS to 16K to different users as per their requirement.

Line of Sight (LOS) and Non Line of Sight (NLOS Radios communicate to each other through Microwave radio waves that travel similar to light. They therefore need that both the radios that are communicating to each other be visible to each other. For this purpose, in order to compensate for the curvature of the earth and the buildings / trees etc, we need to construct high towers on top of buildings so that these radios can communicate with each other. There are however, some radios that can communicate to each other for short distances, even if there is no line of sight, using reflected waves, quite similar to Cellular phones. In this case, we need to install the base station at a height but all remotes upto a distance of two to three kilometers can be installed at window sill height or at a height. This provides a major advantage where the customers do not have roof top space or else would need to pay exorbitant rentals for roof rights to construct towers. Connected to this is Near line of Sight. At most places, we can connect an antenna / Radio on a pole at a small height. In this kind of a scenario, we can get ranges of upto five kilometers. However for long distances upto 25 kilometers and above, we would need to construct towers or install radios on top of buildings so that LOS is available. Most of our connectivity will be non-line of sight. Thus a city like Bombay has 34 Base Stations, Delhi would have 42, Pune has 12 and Calcutta has 28.

Network Security Tulip's network solution for customer will have adequate safeguards to ensure that non-authorized access, tapping and sniffing of data on the WAN is not possible. Tulip will have the following provisions related to security on its network:
a)

Physical Security: We will implement stringent measures to restrict

unauthorized entry to our POPs. All the employees will be given proximity cards, so only authentic users, can enter the NOCs. Some of the major NOC's also will have CCTV Surveillance. All camera views will be recorded 24 hours/day. There will be a password policy in place.
b)

CUG network: This network will be completely managed by

Tulip and totally insulated from Internet by the means of firewalls implemented at all the Tulip POPs. Access to this network is managed by the policies implemented by Tulip at the firewalls and access will be given to only the closed user group within this network.

Separate Address Space: The address space on the Tulip VPN network will be separate from the Internet address space ensuring a logical separation between the public network and Tulip VPN network.

Regular audit, security checks and upgrades: Regular

security audits, port scans, vulnerability assessment, penetration and hacking tests will be carried out on this network to keep the network secure against the latest threats and vulnerabilities.

Ingress and outgress filtering is done at edge components to filter viruses, prevent DOS and DDOS attacks and prevent all other kinds of known vulnerabilities.

MPLS VPNs from Tulip Tulip's network will, subsequently support both Layer 3 and Layer 2 tunneling methods such as IPsec and MPLS for creation of VPNs. IPsec tunnels are CPE based, and the tunnels originate at one customer site, and are terminated at the other end. MPLS is a network based tunneling method that labels, categorizes and monitors each packet as it traverses the network. Because MPLS is an overlay protocol it can operate on top of the IP protocol in the same network without interference. MPLS will not replace IP in Tulip's network rather it will be enabled as a complementary service.

MPLS VPNs: When a customer packet comes to the edge router (Label Edge Router) on Tulip's MPLS enabled network, the packet is encapsulated and tagged with a label (also called MPLS shim header, and is 32 bits long), which is removed only when the packet exits Tulip's network. As the packet travels through Tulip's network, the routers in the core (Label Switch Routers) switch, rather than route the packets, there by greatly reducing latency in the network. The path between the Label Edge Router (LER) and a Label Switch Router (LSR) is called a Label Switch Path (LSP). MPLS allows for the creation of LSPs, which are predetermined paths (not necessarily lowest cost paths) through the network. The key benefit to customers is an ability to place their critical traffic on pre- defined LSPs, while letting their less critical traffic traverses the network using regular IP routes.

From a customer perspective, MPLS VPNs enable network routing to be simplified. For example, rather than having to manage routing over a complex virtual backbone composed of many PVCs, an MPLS VPN user can generally employ Tulip's backbone as the default route in communicating with all of the other VPN sites. The use of MPLS for VPNs provides an attractive alternative to both Frame Relay /ATM PVC- based of VPNs and IP sec tunneling to interconnect routers at customer sites. The MPLS VPN model supports "any-to-any" communication between VPN sites without requiring a full mesh.

since they do not involve site-to-site peering.

Traffic Engineering (also known as "Explicit Routing" or

"Constraint Based Routing"): In MPLS traffic engineering, factors such as bandwidth requirements, media requirements, and the priority of one traffic flow versus another can be taken into account by Tulip in delivering desired network performance to customers. These capabilities enable us to control traffic flow, reduce congestion, make the best use of network resources, and set up explicit paths to carry the traffic. From a customer perspective, this translates into an optimal use of their bandwidth.
Security: MPLS VPNs use a technique called route distinguishers to

provide traffic- separation between VPNs of different customers. These are assigned automatically where the VPN is provisioned, and are unique for a given customer. MPLS VPNs are considered to be as secure as Frame Relay.

Class of Service: MPLS supports the marking of each packet with a

Differentiated Services Code Point (DSCP) thereby enabling techniques such as packet classification, congestion avoidance and management. From a customer perspective, this translates into having control of your traffic as it travels through Tulip's network. By assigning priorities, you can ensure that your mission critical traffic always gets through first. Support for Tulips Network Services

Process for 24x7 support. Tulip will have a 24x7-support helpdesk at Bombay, which can be reached by local telephone, mail, and fax or on Internet chat. The central helpdesk also monitors the customer networks round- the-clock and opens a trouble ticket on the system on detection of any failure. They also follow-up for corrective action and keep customers informed of the failure. All the Network Operation Centers (NOC) of Tulip are manned 24x7 by experienced staff and they can be reached locally for support. They in turn will capture all trouble tickets on the system to ensure that all tickets are booked on the same system. Problem Management. Tulip will use a web-based tool from Computer Associates (CA Unicentre). Any associate can report any problems related to operations, for which action will be taken immediately. This is intended to provide a one-stop solution for all the operations related problems faced by the associates. A 24 X 7 helpdesk is operational which follows up the reported problem with the concerned technical person/team. This web-based solution gives real-time operational and performance status information that helps the NOC management in tracking all network-related performance/fault-monitoring issues. Automated escalation feature is built in the system through which all the problems, which are not resolved within a specified time frame, are escalated to senior management. Problems are also classified based on the criticality and impact of the problem and a different escalation chart is followed for each type of problem.

Packet Loss Tulip's target objective for packet loss across the Tulip backbone (backbone meaning in-country links) is two percent (2%) on an average for hourly samples of one thousand (1000) Cisco-style pings of sixty-four (64) bytes each, measured over a twenty-four (24) hour period.

Latency Latency MeasurementRound trip delay will be measured by computing the average round trip delay for one thousand (1000) Cisco-style pings of sixty-four (64) bytes each (Cisco-style pings are only sent subsequent to an acknowledgment being received for the previous ping). Latency ObjectivesThe latency between any two backbone routers on the Tulip network (backbone Network being defined as the router to which all the inter-city backbone links of Tulip is terminated) will be less than 150 milli-seconds at any given point of time. Availability Tulip Internet Backbone Network Availability The target availability objective for the IP connections in to Tulip's IP network in the country is ninety-nine percent (99.0%) per month (excluding unavailability due to scheduled maintenance). The availability figure applies to TULIP-controlled routers and IP backbone facilities and also to customer access circuits. Availability of subscribed bandwidth Tulip's network is engineered to provide our customers with the bandwidth they have subscribed for. Whenever our backbone links reach a 70%

utilization threshold, they are upgraded/augmented with additional backbone links. Tulip's above-mentioned targets for packet loss and latency translate to our assurance that WAN bandwidth on Tulip's backbone will be available to customer as subscribed. Ensuring that service levels are met: The efficient performance of the network should translate into meeting the business requirements of the customers. Tulip collects and presents reports ensuring that the customers of Tulip can objectively measure the performance of their services. Last mile commitments Tulip will provide last mile commitments of 99.5% for locations connecting on wireless. Network Management and Monitoring Tulip has a 24x7 support central helpdesk at Bombay, which monitors the Customer WAN round-the-clock and open a trouble ticket on our trouble management system on detection of any failure. This helpdesk will also follow-up for corrective action and keep Customer informed of progress in resolving the failure. This service will be event based. This service is part of Tulip's standard service offering and is provided at no additional charge.

Tulip can also offer the following poll based network management and monitoring services to Customer, for remote management. The remote monitoring of the network would be done by a highly trained, experienced team based out of Tulip's office in Bombay. The following services can be

provided as an option to Customer at an additional charge. Customer can opt for these services based on number of devices and links monitored. Downtime/Uptime analysis Customer WAN links will be monitored for their up/down status, and based on this monitoring availability reports will be generated for downtime/uptime analysis. The reports can be sorted media-wise. Application utilization Application level bandwidth utilization will be monitored and reported for Customer's Cisco routers Trend analysis Graphical trend analysis reports will be provided for parameters such as link utilization, router utilization, etc. Router utilization and threshold monitoring Tulip would be able to monitor and report on the following parameters for Customer routers: Router utilization and threshold monitoring Tulip would be able to monitor and report on the following parameters for customer routers: CPU utilization Memory utilization Disk utilization Cache utilization
