INTRODUCTION

Physical, motional and sexual phase of a child develop during the crucial time of puberty. A child matures and starts to create his own values and attitudes towards sex. Thus, proper eucation must b put into practice to equip them the appropriate and effective knowledge. (Hunter & Philips, 1999).

In the late 19th century, Sex and the distribution of immoral materials which includes information on birth control are forbidden. Early 20th century, people talk about sex education but they feel that it is socially awkwar. Chicago implemented sex education on high school on year 1913. Early educators constructed several programs to reduce curiosities about sex. It was the year 1915 when the first organization to promote sex education in America was launched with the help of Grace Dodge called American Social Hygiene Association. The Organizations concerns are on prostitutions and some sexually- transmitted diseases (Magoon, 2009).

Mona Valisno, the Education secretary of the Philippines extends her upport in conducting sex education in the Philippines. In an interview of Manila Bulletin, Valisno stated that Our role here is to educate the young people on issues that directly affect them and empower them to make informed and decision,... The young ones are excitable, willing to take risks. They must be properly informed of what is right for them, what risks are they taking. This will definitely lead to promiscuity (2010 March 23).

Despite of the good intention of the sex educators, Catholic Churches oppose this concept. In 1913, this was a controversy in United States. The Catholic Churches agreed that sexuality was a problem but they felt that knowledge about sexuality would lead young people down the path to moral behavior. They also believed that no matter how well intended it is, it would always corrupt students minds (Irvine, 2002). In 1913, it was a debate and until now, it is still an argument in the Philippines. In an interview in Manila Bulletin, Monsignor Pedro Quitorio, CBCPs media director stated that These issues are not for children. This is better left to the parents. This will just lead to promiscuity. Sex should be taught as a gift from God and not just the physical aspect of it (2010 June 18).

Today, Philippines is facing the reality that high school students should be prepare in taking up sex education in the curriculum. In the article of Tubeza in Philippine Inquirer, the Department of Education set- up the pilot-testing of the program in 150 schools. The sex education is included in Science subjects like Biology. In this case students will be aware in their sexuality (2010 June 15).
