Little League Baseball and Softball California District 38 2012 District Tournament Rules and Regulations League Eligibility:

1. Only leagues in good standing with the District and Little League Headquarters will be eligible to enter teams. All dues and assessments must be paid by time specified. Team Eligibility: 1. Only the first place team from each league will be eligible to participate in the Major, Minor A and Minor B Tournament of Champions. Team eligibility for the other divisions of TOC will be determined by the District Administrator. Team eligibility for any other district tournaments will be determined by the District Administrator. 2. Only players recorded on team rosters held by the District 38 Administrator or Division Director will be eligible to participate. 3. Team rosters must be turned in, to the District Division Director or Office, prior to March 31 of the current year. Changes in rosters must be submitted to the ADA in charge of that Division or that Division Director by the league with certification by the league president not later than May 19 of the current year. Player Eligibility: Senior Division: Only players recorded on the district roster on May 19 of the current year and of playing age 14, 15, or 16 will be eligible. There are no exceptions to these requirements! Junior Division: Only players recorded on the district roster on May 19 of the current year and of playing age 12, 13 or 14 will be eligible. There are no exceptions to these requirements! Major and Minor-A Divisions: Only players recorded on the district roster on May 19 of the current year and of playing age 9, 10, 11, or 12 will be eligible. However in Minor-A Division 12 year olds can not pitch. There are no exceptions to these requirements! Minor-B Division: Only players recorded on the district roster on May 19 of the current year and of playing age 7, 8, or 9 will be eligible.
However all 9 year olds will not be permitted to pitch more than two innings total in a game (one 9yr old 2 innings or two 9yr olds 1 inning each). One pitch in an inning constitutes an inning pitched. This rule applies to baseball only.

There are no exceptions to these requirements! Farm Division: Only players recorded in the district roster on May 19 of the current year and playing age 6 or 7 will be eligible. There are no exceptions to these requirements! Tee Ball Division: Only players age 4, 5 and 6 will be eligible.
All Divisions: All players must reside within league boundaries or have the appropriate clearance as defined in Little League Regulations. Where Little League may allow other age groupings, and the League decides to use them instead of those set forth by District, it is the responsibility of the league to advise the parents and

the player immediately of their ineligibility to participate in the District Tournament! If this is not done, all teams in that league will be ineligible!

With the exception of Age Bracket Tournaments there are no substitute players allowed. If a team can not field enough players, from their regular season team, it will be ineligible for the tournament!
Pool players will be allowed if the original team rosters in the league were 10 players or less and remained that way throughout the season. No more than two pool players will be allowed on any team and they must play outfield and bat last. Violation of this rule will result in forfeit of the game.

District Responsibilities:
1. The district shall supply the Tournament Directors for the Tournament of Champions.

2. The district shall schedule all games. 3. The district shall obtain and distribute trophies or plaques, pins, banners or certificates for Tournament of Champions. For all other District Tournaments the district will provide the Championship Banner.

Host League Responsibilities: 1. The Host League must furnish scorekeepers. 2. The Host League must furnish umpires for all games 3. The Host League must furnish an announcer for all games. 4. The Host League must have a district approved field. 5. The Host League must have a member of their Board of Directors present at each game to act as Assistant Tournament Director. 6. The Host League must hold a valid Little League Charter without restrictions. The Host League must not be on probation by District 38 or Little League Baseball Inc.. 7. The Host League must have insurance coverage.
8. The Host League must be in good standing with District 38, with all dues and assessments paid for the current and past seasons. Must be represented at least 80% of District meetings.

9. For the Tournament of Champions the Host League shall be the past year's champion in the division being hosted and shall meet all requirements listed above. If the past year's champion fails to meet the requirements, the District Administrator shall select another Host League at his discretion. For all other District Tournaments the Host League will be determined by the approved rotation. 10. The Host League must furnish at least three new baseballs for each game. Ball will be the one approved by the Presidents each year. 11. The Host League must furnish first and second place trophies.

Entrant League Responsibilities: 1. Each Entrant League must have a member of their Board of Directors present at all of their own games.
2. Each Entrant League must keep control of their fans. Failure to do so is grounds to remove all

of their teams from the tournament! 3. Each Entrant League must have its President, Managers and Coaches attend district pre-tournament meetings.

Each Entrant Leagues managers and coaches must have a current EMT card issued by District

ONLY. 5. For the Tournament of Champions each Entrant League must pay $150.00 per team entered to offset tournament expenses.

6. Each Entrant League must provide the Tournament Director with the same proof of age and residence as Little League Baseball Inc. requires for All Star participation and a copy of the League's Safety Plan.
Playing Rules:

All Divisions Catchers must wear full gear, including mask, at any time they go into a crouch to receive pitched balls. Senior, Junior, and Major Divisions: Current year tournament rules published by Little League Baseball Inc. shall be used in the District Tournaments. If current year rules are not available, past year rules shall apply. Minor-A Division: Regular season Little League Inc. rules shall apply, (runner not out for leaving base early & no run restrictions) without exception.
Minor-B Division: Regular season Little League rules shall apply (runner not out for leaving base early & no run restrictions) with one exception; 9 year olds are allowed to pitch only two innings per game (this can be 2innings by one 9yr old or one inning each for two 9yr olds). One pitch in an inning constitutes an inning pitched.

Farm Division: See separate playing rules. Tee Ball Division: See separate playing rules. Forfeit of Games: Because of scheduling and time constraints, any league unable to field a team for any reason must forfeit that game. Removal of Team Personnel: Any player ejected from a game by an umpire shall on the first offense be unable to play the balance of that game and the entire next scheduled game. For a second removal, the player will be ineligible for the remainder of the tournament. Exception: If removal is in championship game, and team has only 9 players, a decision by the District Administrator will determine if player may return for if necessary game. Should player be allowed to play, player will play right field only and bat last. Any manager or coach ejected from a game will on the first offense be ineligible to return for the remainder of the tournament. The team may not be withdrawn by the ejected manager or coach. Instead the highest league representative will appoint a replacement on the spot. If there is no league representative the Tournament Director will appoint one to finish the game. Mercy Rule: If a team is behind by 10 or more runs and the game is official (4 innings Major - Minor A - Minor B - Tee Ball, 3 1/2 if home team has the lead, 5 innings Junior - Senior - Big League, 4 1/2 if home team has the lead), the umpire must declare the contest over. Exception: 15 runs for Farm and Tee Ball.

Time Limit: The time limit for all games shall be governed by Little League Rules and Regulations for tournament play. Exception see mercy rule above.

Challenges of Player Eligibility: Challenges must be made only by the opposing Manager to the Tournament Director prior to the game. Proof is the burden of the accuser. Settlement of such protest shall be resolved by the Tournament Director on the spot.

If found ineligible, the player and the manager MUST be removed from the tournament and the team given one loss. No one will use bullhorns, horns, bells, whistles etc. during the wind up and delivery of a pitch. If in the umpires judgment this was done, it will be called a no pitch whether it was hit or not.
