REPORT FROM : LYNDA FISHER WRITTEN BY: DATE TITLE : : PADDY BRADLEY 9th MARCH 2004 THE SETTING OF STATUTORY TARGETS FOR 2005 AT KEY STAGES 2 AND 3 AND AT GCSE

Purpose of Report 1. To inform members of the targets for 2005 set by governing bodies at Key Stages 2 and 3 and at GCSE. Recommendations 2. The Executive Member for Education, Children and lifelong Learning is recommended to: (i) note the targets set by individual schools; (ii) note the LEA targets at Key Stages 2 and 3 and at GCSE; and (iii) require officers to keep members informed of progress towards the targets. Background 3. Governing bodies are required to set targets for pupil performance at the benchmark levels for Key Stages 2 and 3 and at GCSE. 4. Targets are set for: KS2 level 4+ and level 5+ in English and mathematics; KS3 level 5+ and level 6+ in English, mathematics, science and ICT; and GCSE 5 A*-C, 5 A*-G and total average points. 5. The LEA has agreed targets with the DfES for KS3 and at GCSE. 6. At KS2, the DfES has adopted a different approach for 2005 and regards the schools aggregated targets as the LEAs targets. 7. The LEA has agreed targets with the DfES for 2004 at KS2, which are the targets in the EDP.

8.1 The target for 2004 is the LEA target. The schools aggregated target is lower in English and broadly in line in mathematics. Although the 2005 targets are below the targets for 2004, they still mark a significant increase in expectations of achievement. 8.2 The targets for level 5+ are low. Advisers will visit each school from March onwards and agree with the headteacher actions to raise attainment at level 5+. 8.3 Level 6+ targets are not statutory. 8.4 The targets at KS3 for 2004 are part of the public sector agreement (PSA). 8.5 The targets for 2005 anticipate a strong improvement in standards. GCSE 5 A*-G 82.3 91 93.7

8.6 The 2004 targets for 5 A*-C and 5 A*-G are part of the public sector agreement.

8.7 The targets for 2005 continue the surge in expectations at GCSE. 9. Achievement of the targets in 2005 would mark the highest rate of improvement the LEA has reached since 1997. 10. Many schools also set other targets. For example, in science at KS2. Pupils also have individual targets for different subjects of the curriculum. Some schools set targets for the value added gain over a year. 11. All schools at KS1 set targets at levels 2+, 2b+ and most at 3+. 12. In those special schools where pupils are operating significantly below age expectations, pupils have targets set by performance levels (p levels), which mark steps in achievement below level 1. 13. The targets set by individual schools are attached to this report.
