The Flight Line


Were Moving - Again!
Commanding Officer Maj. Risher Lewis has announced that the squadron will be moving back to the East side of David Wayne Hooks Memorial Airport. The new location will be in the Texas Flight Services, Inc. hanger, 20803 Stuebner Airline Rd. #29, Spring, TX, 77379. After a lot of thought and weighing of the pros and cons, we decided that moving back to the East side of the field is best for the squadron, said Lewis. The new location will give us better exposure to the public, since Texas Flight will allow us to place signage on their hanger that indicates our presence. We will also be able to place signage in places that are very visible to a heavily traveled street and we hope that helps in our recruiting efforts. From a piloting standpoint, the new facility could not be any more convenient. The new facility is located just off of taxiway Echo, which leads directly to the the near mid-point of runway 35L/17R, added Lewis. That will reduce the taxi time for CAP aircraft arriving or departing Hooks. Texas Flight is the flight school side of QualiTech Aviation. QualiTech holds a contract with CAP to service all Texas Wing aircraft. Lewis says the squadron will be operational in the new facility by end of May.

FAA Launches New Runway Safety Initiative


The FAA announced a new initiative April 14 at Sun n Fun aimed at enhancing runway safety. If you cross the line, youve crossed the line! reminds pilots to stop short of hold-short lines. The campaign encourages pilots to follow all taxi instructions and to taxi carefully. Taxiing onto a runway without clearance to cross, take off, land, or position and hold puts pilots, passengers and aircraft in jeopardy. The AOPA Air Safety Foundation and FAA have been working together to promote runway safety for several years. A Letter From the National Commander


Dear Civil Air Patrol Commanders Since CAP initially joined with Wreaths Across America (WAA) as a nationwide partner in 2006, our involvement has skyrocketed from 240 ceremonies to more than 400 held at national and state cemeteries and 24 national cemeteries abroad. Last year also included a highly successful Ferry Point Bridge wreath exchange with Americas Gold Star Mothers and Canadas Air Cadet League. As we enter our fifth year of service as a WAA sponsor, we are preparing to take our involvement, as well as national visibility, to even greater heights. In 2010, our goal is to become fully entrenched in every aspect of the program and, in the process, for the WAA organization to become closely aligned in what we do as well. The vision for this new approach includes an expanded presence throughout the 750-mile convoy from Harrington, Maine, to Arlington National Cemetery. Coordination of all events held along the route will be jointly planned, scripted and implemented, and CAPs role will be publically recognized. Exciting new additions to the program will include more convoy stops at middle schools; WAA featured on Wal-Mart trucks that will feature the CAP logo; a Quick Start Kit provided to every squadron; two cadet $500 Dennis Murray Memorial scholarships with paid travel to Arlington for the WAA event; and a kickoff campaign held in May in conjunction with Veterans Appreciation Month. We are seeking 100 percent squadron involvement this year. Getting involved is easy: 1. Each squadron will seek permission from local veterans groups to attend special events held in honor of veterans in May. 2. The squadron will decide which meetings to attend and will select cadets to attend to present WAA business cards to veterans in appreciation for their service. 3. Cadets may also be provided a set of cards to disseminate to veterans they find in the community. 4. The business cards (see attached) will be disseminated to each wing for distribution to all squadrons; a total quantity of 200,000 will be printed and made available to CAP by WAA. 5. The idea is simply to thank veterans for their service and, at the same time, get people to think about WAA and CAP. This promises to be an exciting year for Civil Air Patrol and Wreaths Across America. With implementation of this 2010 PR plan starting with the Veterans Appreciation Month kickoff, our vision for branding CAPs community service with Wreaths (similar to the Marines Toys for Tots), is certain to come to fruition. Seat Belts and Safety


Its that time of year when we see an increase in the number of new drivers on the road, new cars to seniors that are about to graduate and the smell of fumes fill each young male teenagers life (perfume and gasoline.) Think about the following statistics the next time you get into your vehicle, whether you are a driver or passenger and regardless of your age. Motor vehicle crashes are the leading cause of death among people age 44 or younger. They are the number one cause of head and spinal cord injuries. Properly used safety belts reduce the number of serious traffic injuries by 50 percent and the number of fatalities by 60 70 percent. Approximately 35,000 people die in motor vehicle crashes each year. 50 percent (17,500) of these people could be saved if they would just wear their safety belts. 75 percent of crash deaths and injuries occur within 25 miles of home at speeds of less than 40 miles per hour. Of every 100 children who die in motor vehicle crashes, at least 80 would be saved if wearing their safety belts.

Cessna Receives Order for 12 Skylanes From Civil Air Patrol


Cessna Aircraft Company announced it received an order during the Sun n Fun Fly-In in Lakeland, Fla., for 12 Skylanes from the Civil Air Patrol (CAP), Cessnas largest fleet operator. The Skylanes will be delivered before the end of the year. The Skylane is a versatile four-place aircraft that is well-suited for the critically important CAP mission profile, said John Doman, Cessnas vice president, Worldwide Propeller Sales. Were glad to be able to support CAPs increasingly important mission and value our long-term partnership with them.

Aerospace Education - The KC-X Tanker: The Rest of the Story


Northrop Grumman officially withdrew from

the KC-X Tanker competition the first week of March 2010. That leaves Boeing as the sole bidder on the contract. However, the USAF will be the third customer to Boeing for the 767-based tanker. The USAF, Navy and Army are typically the first customers for major new aircraft acquisitions. International sales occur after the US design is defined and approved. The new F-35 Joint Strike Fighter is unique in this regard. Exportable aircraft are being designed in parallel to the US fighter as the nonUS companies have been involved in the design and development processes from the beginning. The KC-X Tanker has a totally different story. The Japan Air Self-Defense Force was the first customer for the designated KC-767 aerial refueling tanker. Boeing has delivered four KC-767 tankers to Japan: in February 2008, March 2008, March 2009 and January

2010. Boeing also is on contract to deliver four KC-767s to the Italian Air Force. Three of the four tankers are in flight test, with the fourth aircraft still being modified. The KC-X Tanker will benefit from the lessons learned during engineering design, manufacturing, flight test, and operational testing of the Japanese and Italian versions. That translates into less cost per USAF aircraft, an improved delivery schedule, and a better mission capability. The first operational KC-X squadron is at least 4-5 years away if the contract were signed today. Time enough for a Cadet to set their sights on becoming involved with this new aircraft. The current aircrews and maintenance people also have their sights set on this new aircraft. Therefore, only the very best of the newbies will have an opportunity to work with the latest-andgreatest aircraft. Consistently attaining excellence in all your personal activities today will place you in a position of success tomorrow.

Darby Named DCS


Capt. Gary Darby has been named Deputy Commander for Seniors. As a result of Maj. Brian Callahans change in work schedule which has required him to be away from the squadron at times, the squadron commander has named him an Advisor to the Commander. Both of these officers serve CAP selflessly and your cooperation as they perform their duties is appreciated.

separate break-out training programs and a dedicated room for Admin and Communications. Other benefits include the ability to operate on the East side of the field with plenty of room for the cadets to practice drill and ES. The hanger is centrally located mid-field and is next door to the maintenance facility where Texas Wing is currently servicing its aircraft. It will be different from what we are used to in many respects but given the financial burden we have had to endure at our present location, the opportunity is welcome and I look forward to the move. By the time this newsletter is published, we will be in the throes of moving so I want to thank everyone for their time and effort to help with the transition.

FROM THE COMMANDER... Like the old saying goes, The only thing the stays the same is change. So it goes for Delta Composite Squadron. Last month, I was approached by Josh Hulen, the proprietor of Texas Flight School and Texas Flight Maintenance. He asked if I would be interested in relocating to their hanger facility on the East side of the field. After careful consideration and many discussions with Texas Flight, I have decided to accept their invitation and relocate the squadron headquarters. The space has four rooms on the second floor and a common area with a conference room on the ground floor allowing us to have
