Bloodstain Pattern Interpretation and Crime Scene Reconstruction

The Center for Excellence in Justice Administration announces that its second 2012 Homicide Seminar and Cold Case presentation will be focused on bloodstain pattern analysis (BPA) as it pertains to crime scene reconstruction. This opportunity is open to All law enforcement officers, crime analysts, and crime scene investigators, and is CLOSED TO THE PUBLIC. The Center for Excellence in Justice Administration is funding the entire cost of this seminar and there is no cost to seminar participants. This lecture will provide violent crime investigators, crime scene technicians, medical examiners, coroners, forensic nurses, and attorneys assigned to investigate, process, conduct examinations, and prosecute such cases a framework for analyzing blood dynamics that occur between the offender, victim, and scene and then using that analysis to aid in crime scene reconstruction. The afternoon will be spent reviewing an unsolved homicide case presented by an agency to the audience and panel of experts. Participants will gain hands on experience analyzing the manner of death and investigative protocols. Investigators who are interested in presenting an unsolved homicide case at a future seminar should contact Mr. Dave Pauly, Seminar Coordinator, for details on presentation format and time requirements. This is an opportunity for you and your agency to receive immediate input for a troubling cold case from your peers and guest speakers. The key presenter/trainer will be renowned bloodstain pattern and crime scene reconstruction expert Tom Bevel. Mr. Bevel retired after 27 years with Oklahoma City Police Department before establishing Bevel, Gardner and Associates, Inc.; a forensic education and consulting company. Tom has authored leading reference books on bloodstain pattern analysis and crime scene reconstruction, and has consulted in nearly all 50 U.S. States and in 14 foreign countries. He has also conducted 36 television interviews for Medical Detectives, New Detectives, 48 Hours, Prime Time Live, 20/20, Forensic Files, Biography, You Decide, Discovery, History Channel, and CNN.

Special guests will include Katherine M. Brown, Ph.D. who is an assistant professor of Criminal Justice in the Henry C. Lee College of Criminal Justice and Forensic Sciences at the University of New Haven (UNH) where she teaches courses related to investigation, research methods and statistics. Dr. Brown is the Vice President of the Homicide Research Working Group. She is also a member of the American Academy of Forensic Sciences and The Vidocq Society. Returning for the seminar will be Supervisory Special Agent Steve Chancellor, M.A., Forensic Science Consultant, U.S. Army Criminal Investigation Division (CID). Special Agent Chancellor has 37 years in law enforcement, including over 20 years with Army CID, and approximately seven years with the Mississippi Bureau of Investigation (MBI) as a Senior Crime Scene Analyst and Director of the MBI Cold Case Unit. SA Chancellor is a graduate of the FBI National Academy and a Member of the American Academy of Forensic Science. He is the co-author of the recently released book Death Investigations, by Jones and Bartlett (www.Amazon.com) and a book on sex crimes with an expected release date of September, 2012.
