Provide IT strategic program management for 60 departmental systems and 35 projects valued at over $10M, including budget forecasting and monitoring. Integrated and formed a new team of senior IT business support analysts and project leaders within the Transportation Services Department to create accountability of IT projects at a program level. THE REGIONAL MUNICIPALITY OF PEEL JUNE 2004 October 2010 Manager of Information Services, Operations Support Division, Public Works Department IT Manager for a large multilevel IT operational section responsible for customized software development and application support. Managed over 26 IT and business professionals. Budget responsibility of $3M in annual operating and $6M in capital. Reorganized and redeveloped a team of business and systems professionals into functional groups to be effectively aligned with client requirements for accurate data, robust systems and strong customer service.

Implemented project management, ITIL and facilitation methodologies in order to save costs and foster strong client relations through improved customer service and continuous improvement strategies. Developed and maintained interface systems for payroll and general ledger transactions from the Hansen System to PeopleSoft Financials, valued at over $10M annually, improving operational accountability and financial transparency. Developed and implemented customized GIS (iPAL) and mobile data collection systems for locating, inspecting and uploading asset data to Hansen and GIS Database systems resulting in reduction of duplication of effort and improving financial reporting on work management processes. Developed and implemented a customized in house solution, Tracking Hours of Work (THOW), to enforce Ministry of Transportation hours of work requirements in the operation of vehicles. Acknowledged for the success of this in the September 2008 Milestones Magazine. Converted a ten year backlog of paper based water and waste water asset records consisting of over 1.2 million meters of linear infrastructure, worth over $1B, to be spatially accurate in the GIS and Hansen database systems enabling effective reporting to the Public Sector Accounting Board.

ONTARIO COLLEGE OF TEACHERS SEPTEMBER 2001 June 2004 Software Engineer (Project Manager), Information Technology Department The regulating professional organization for all teachers, which manages all certifications and membership processes, including fees, in the province. Responsible for managing virtual teams of up to ten programmers, programmer analysts, business analysts, database analysts, data modelers and contractors for the implementation of large system upgrades. Prior to joining the college many performance related problems were occurring with the Registry system. In the first few months at the college, the performance of the Registry system was improved so that it ran faster with less downtime, improving staff productivity and reducing costs. As a result, college staff members were more confident in the system. Implemented a formal SDLC process for all change requests and system enhancements that improved version control, quality control, significantly decreased lost time due to system failure and dramatically increased overall client satisfaction.
