The Commuter
Golden Triangle redevelopment: Toll Brothers and Edgeboro Properties, the planned
developer of the Golden Triangle, have notified by letter the Township that they do not
intend to proceed with the project as they are required to under the current just recently
amended agreement. You can see a copy of the notification letter from Toll Brothers to the
Township at http://www.scribd.com/doc/8502708/Toll-Letter. The Township is currently
negotiating with the Toll Brothers regarding the next step. Toll has stated in their letter to
the Township, that one alternative is Section 6.5 of the agreement, Township's
Reacquisition of the Property. As a contingency the Town Council has authorized the
issuance of a bond for $25 million and has brought in professional help to determine the
financial implications of any proposed changes. At this point, we do not know what effect
any changes could have on the TCC project. The new TCC facility was originally
conceived as part of an integrated Transit Village and both entrances to the TCC require
traveling though the remainder of the TCC site. As you may have noticed, both the Rt. 18
Market and Jason's Furniture have now closed and Sam's Club is currently the only
operating facility on the remainder of the TCC property.

Neilson Plaza burglaries: According to press reports, 18 vehicles were burglarized at


Neilson Plaza into on November 24, 2008. We believe that at least some of the vehicles
were forcibly entered into. As of yet, we are not aware of any suspects being
apprehended in this case. As you might be aware, a similar incident took place in January
2007 when 12 cars were broken into at Neilson Plaza. The CPAC has requested that the
security be improved at Neilson Plaza since it clearly remains insufficient to protect the
vehicles parked there. In addition, no security cameras have yet been installed in the
parking areas of the new TCC, a security issue that needs to be addressed as soon as
possible.

Ticket prices: Suburban Transit has eliminated the fuel surcharge on their tickets. As per
the terms of their contract with East Brunswick, the 10 trip ticket book between NY and
East Brunswick was always remained $64, with or without the fuel surcharge. The $64
rate will remain in place until the expiration of the current contract in mid-2009. The East
Brunswick pass is $260 a month, which breaks even at 20.3 round trip commutes per
month. The CPAC encourages each commuter to determine for themselves if purchasing
the monthly pass makes financial sense.

Toll roads: The tolls on the NJ Turnpike and Garden State Parkway are increasing 50%
on December 1, 2008. As we have pointed out in the past, Middlesex County residents
pay the largest share of these tolls of any county in the state. You can see the details

Cell phones: Please be courteous to your fellow commuters including not shouting into
your cell phone the entire way home. Drivers have the right to remove commuters that are
too loud and disturbing the driver and other passengers from the bus.

New Jersey HVAC requirements: As the seasons have changed from air conditioning to
heating, we are repeating the state HVAC bus standards:

SUBCHAPTER 3. AUTOBUS SPECIFICATIONS
Section16:53-3.34 Heating and ventilation
(a) A heating system capable of heating the passenger section to a temperature of at least 50 degrees Fahrenheit shall be provided.
(b) Heating systems using exhaust gas to heat air carried within the passenger section or exhaust gas passing through conductors
within the passenger section are prohibited.
(c) Heating devices using gasoline or other fuel shall be of a type approved by the Underwriters' Laboratories, Inc. and conform to 49
CFR § 393.77, incorporated herein by reference, as amended and supplemented, and all fuel lines shall be located outside of the
passenger section.
(d) Every autobus shall be equipped with a system of ventilation capable of distributing an adequate supply of fresh air throughout the
passenger section.
(e) Every autobus equipped with at least 50 percent non-operational passenger windows as originally designed by the manufacturer
shall be equipped with an air conditioner in proper operating condition during the period between May 1 and October 1 of each year.
(f) Each autobus shall be equipped with a windshield defroster in proper operating condition.

Our Township's agreement with Suburban Transit on this issue is two fold: (1) bus
temperatures will be set as much as physically possible to 72 degrees F year round and
that (2) the bus air circulation system should be operating at all times. If either rule is not
being followed, please report this to Suburban Transit or the CPAC for follow up with
sufficient detail (bus number, date, time, etc.) for appropriate action to be taken. PLEASE
DO NOT ASK A DRIVER TO VIOLATE THESE POLICIES. If you are cold (or warm)
please put on a coat, move to another part of the bus or just recognize that not every
passenger can be satisfied 100% of the time. Thank you for your cooperation.
