Indo-Pak dialogue reduced trust deficit: Gilani
ISLAMABAD, JAN 19, 2012 : Talks between India and Pakistan have reduced the trust deficit and the two sides should step up efforts to create a solid foundation for taking the peace process forward, Prime Minister Yousuf Raza Gilani said on Wednesday. The resolution of differences between the two countries will usher in an era of peace, progress and prosperity for the people of the subcontinent, Gilani said during a meeting with a group of visiting Indian parliamentarians. Pakistan is committed to a "just and peaceful resolution of the Kashmir issue" he said.

JAMMU: Jammu and Kashmir Governor N N Vohra on Wednesday appointed Dr Mohan Paul Singh Ishar, Professor, Department of Pharmaceutical Sciences of Guru Nanak Dev University in Amritsar as the Vice Chancellor of the University of Jammu. He has been appointed as the tenth Vice-Chancellor (V-C) of the University of Jammu to take over from Prof Varun Sahni, the present Vice Chancellor of Jammu University who had completed his tenure on December 7, 2011. A press release issued by Raj Bhawan said Governor NN Vohra, who is also the Chancellor of the University of Jammu, had in consultation with Chief Minister (ProChancellor of the University) appointed Dr Ishar appointed as the Vice-Chancellor of the varsity from among a panel of three persons recommended by a Search Committee headed by Professor G K Chadha, President, South Asian University, with Prof MM Salunkhe, ViceChancellor, Central University of Rajasthan, and Dr SS Bloeria, ViceChancellor, Central University of Jammu, as its members. Dr Ishar was born at Kathua district of Jammu on November 4, 1954. His forefathers had migrated to Kathua from Mandole in Poonch district, now in POK. He secured second position in the Jammu University in the B Sc examination and was awarded Certificate of Merit for standing first in the M Sc (Chemistry) examination by the Jammu University. After his appointment as the vice-chancellor,Dr.Ishar returned to Amritsar to get relieved from GNDU before joining here as VC of Jammu Uniersity. During his M Sc scholarship he was the recipient of national scholarship of Government of India and did his Ph D from the Indian Institute of Technology, Delhi. Grievance Redressal Mechanism in Higher Educational Institutions


NEW DELHI, JAN 17, 2012 : The Union Minister for Human Resource development, Kapil Sibal has directed the higher educational institutes to set up a Grievance Redressal Mechanism to address the complaints related to students and applicants for admission in the higher educational institutes. Sibal stated that student complaints require prompt action for providing timely assistance to the distressed students and applicants. YANGON, BURMA, JAN 19, 2012 : Ecstatic cheers of "Long Live Aung San Suu Kyi!" echoed through the streets of this impoverished Rangoon suburb Wednesday as she registered for elections, a sign of how vastly Burma has changed since the junta gave up power after decades of iron-fisted rule. Throngs of flag-waving supporters crowded the local election office to shout support and glimpse the 66-year-old Nobel Peace laureate, who became Burma's most recognizable face during years of house arrest under authoritarian rule. Iran warns Saudi Arabia as oil debate on sanctions deepens


TEHRAN, Jan 18, 2012 : Iran warned Gulf nations to rethink an offer to make up for oil lost to world markets as a result of threatened curbs on its exports as diplomats said an E.U. embargo may be in force by July saying they will be responsible for the consequences of any such move. Iranian Foreign Minister Ali Akbar Salehi urged Riyadh to "reflect" on its pledge to use its spare capacity to compensate for any reduction in Iran's oil sales that results from U.S.-led efforts to tighten sanctions over the Islamic Republic's controversial nuclear program. Leaders from various nations are travelling to the region in a bid to seek extra supplies to offset any shortfalls. In a boost to Iran's efforts to protect its key oil sector, its second-biggest client, India, said it had no plans to curtail purchases in response to the U.S.-led campaign. Vodafone wins Rs 11,000 crore tax case against Govt Suresh Kalmadi granted bail
NEW DELHI: The Supreme Court on Friday ruled in favour of British telecom major Vodafone in the biggest tax dispute case in Indian corporate history. The company had challenged the Bombay High Court order asking Vodafone company to pay income tax of Rs 11,000 crore on a deal abroad. The apex court directed the tax department to return Rs 2,500 crore deposited by Vodafone in compliance of its interim order within two months. "The government has no jurisdiction over Vodafone's purchase of mobile assets in India as the transaction took place in Cayman Islands between HTIL & Vodafone," Chief Justice S.H. Kapadia said. He said for the stability of economic operations, investors should know where they stand. He added that Hutch Essar, whose Indian operations were acquired by Vodafone, was not a fly-by-night operator and was in India since 1994 and had contributed Rs 20,242 crore by way of direct and indirect taxes. Justice Kapadia delivered the majority judgment alone with Justice Swatanter Kumar. However, Justice K.S. Radhakrishnan differed with the judgment. Man throws black ink at Ramdev


JAN 14, 2012: A man running a non-governmental organisation threw black ink on Baba Ramdev during a press conference at the Constitution Club. The accused was later arrested. Kamran Siddiqui (40), running Real Cause, in Okhla, had sought Ramdev's opinion on the 2008 Batla House encounter in which suspects of the Delhi serial blasts were killed. The yoga guru refused to take the question and soon afterwards Kamran allegedly hurled the ink he carried in a small plastic bottle. Ramdev had called the press meet to announce his plans to campaign in the upcoming Assembly elections on issues such as black money and corruption. Immediately after the attack, Ramdev's supporters caught hold of Kamran and beat him up before handing him over to the police. His shirt was torn and he was seen bleeding from the lips, eyewitnesses said. The police then escorted Ramdev from the club amid a jostling crowd.

Speaking to reporters soon after the incident, Ramdev said that he would continue his campaign against corruption and would not be deterred by such attacks. "We had demanded action on black money and this is the gift we got. Black ink or anything else is not going to deter us. We were shown black flags, but we did not care," he said. A case was later registered against Kamran under Section 153 (intent to cause riot) and 355 (assault with intent to dishonour a person) of the Indian Penal Code at the Parliament Street police station. The case was based on a complaint by constable Narsi Meena of the Security Unit.

Doppler radar system installed in New Delhi


NEW DELHI, JAN 15, 2012: Indian Meteorological Department on its 137th foundation day (15 January 2012), installed C-Band Polarimetric Doppler Radar system at Mausam Bhawan, New Delhi. This system uses advanced data to give information in severe weather condition like rain, hailstorms and dust storms. With the installation of this radar, IMD will be able to cover the entire NCR more accurately to give to the residence of Delhi more accurate information about rainfall, about wind, about heat, about dust storms about hail storms. EC to use new techniques to make state elections more fool-proof


The Election Commission will make use of some new IT based techniques in the assembly elections in five states to make the election process more transparent and fool-proof. AIR correspondent quoting state election officials reports that the use of mobile phones and SMS will help the speedy announcement of trends and results during voting and counting of votes. The election commission has already launched voters' awareness campaign using modern IT tools. During the revision of voters' list, the commission has collected the mobile numbers of voters. LC recommends dilution of anti dowry law


Jan 20, 2012 The Law Commission (LC) has recommended the dilution of anti-dowry law to make it less stringent. The recommendation would allow the woman involved in the case to withdraw it with the permission of the court provided she is not under any pressure. The Commission, headed by Justice P V Reddi, has recommended to the government to make Section 498-A of the Indian Penal Code (IPC), which deals with harassment for dowry and cruelty to a woman in her matrimonial home, a compoundable offence. Compoundable offences are those which can be compromised by the parties to the dispute. The permission of the court is not necessary.

Supreme Court: a person cannot be detained under NSA without valid reasons
The Supreme Court of India in the first week of January 2012 ruled that a person cannot be detained under the preventive detention law like National Security Act (NSA) without justifiable reasons. If it happens, it would impinge upon the individuals Constitutional right of personal liberty. The apex court observed that the State authorities have been granted the power to curb such rights under criminal laws as also under the laws of preventive detention. These laws are required to be exercised with due caution as well as upon a proper appreciation of the facts as to whether such acts are in any way prejudicial to the interest and the security of the State and its citizens, or seek to disturb public law and order, warranting the issuance of such an order.

Jan 17, 2012 The Information and Broadcasting Ministry has declared a Citizen Charter under which it will deliver services to people within a specified time-frame. As per the Charter, for granting permission to TV Channels for up linking or down linking, the ministry will forward the applications within two months after receiving them in completed form to the Ministries and Departments concerned for clearances. The Charter explains that to issue permission for up linking or down linking of TV channels from India, the application is examined by Department of Space, Ministry of Home Affairs and other departments.

NCPCR asked the state govts to propose a system called Shiksha Samvad
National Commission for Protection of Child Right (NCPCR) on 9 January 2012 directed the state governments to propose a system called Shiksha Samvad for holding regular dialogues between government officials and civil society on the implementation of the Right to Education Act. In a letter, the commission, which is monitoring the Act, asked the state governments to institutionalize the system for regular reviews of the act. This will enable the local administration to keep a close watch on how the implementation of the Act is proceeding at the ground level. It will also allow the people to seek speedy redressal by raising the issues directly with the government officials.

Manipur CM eyeing a hat trick on development plank


JAN 20, 2012 Nestled among the picturesque hills, Manipur's Thoubal Assembly constituency, from where Chief Minister O Ibobi Singh is eyeing a hat trick on development plank, is a perfect example of being carefully nurtured by its representative despite militant threat. The Chief Minister is locked in a three-cornered contest but people of the constituency give little chances to his two opponents BJP's O Indira Oinam and Trinamool Congress's A K Manglemjao Singh in the January 28 poll. Ibosana Singh, a senior teacher of a school, says development works during the Congress government was at its peak in this constituency with good roads and better civic amenities. Last time, the chief minister had won the seat with a handsome margin by securing as many as 17,393 votes against his Manipur People's Party challenger L Tomba Singh who could manage only 6,316. "This time people predict the victory margin will be even bigger considering the mood of the voters," he said. The Chief Minister has based himself in his home since the declaration of election schedule. Manipur has suffered due to constant economic blockades and being a land-locked state it was a Herculean task for the government to put it on the path of development and "I think my government has not failed in its duty in this regard", said the Chief Minister. As is the case in the entire state, female voters outnumber their male counterparts in this constituency with the figure of 133,132 being women as against 12,815 men.

NRHM scam: CBI raids 40 places including ex-UP Health Secy office
JAN 19, 2012 The CBI conducted raids at 40 places including New Delhi, Lucknow, Kanpur, Ghaziabad and Noida after three new cases were filed in the National Rural Health Mission, NRHM, scam. The raids were conducted at residences and offices of former health secretary of Uttar Pradesh, Pradeep Shukla and five other members of Legislative Assembly and Legislative Council. The CBI registered three more cases last evening. Shukla was director of the NRHM and was in-charge of distribution of money and awarding contracts to various firms to supply medicines under the mission. Some of the companies, which supplied the material, belong to the bureaucrats. They are also being raided by the CBI. The CBI had registered five cases earlier in connection with the NRHM scam. Former UP minister Babu Singh Kushwaha was questioned for siphoning off funds. Between 2006 and 2011, the centre had released more than 6,680 crore rupees under the NRHM

Court reserves order on Swamy plea on PC


JAN 21, 2012 A Delhi court today reserved its order for February 4 on Janata Party chief Subramanian Swamy's plea seeking prosecution of Union Home Minister P Chidambaram in the 2G spectrum scam case. Special CBI judge OP Saini announced this after Mr. Swamy concluded his arguments in support of his allegations against Mr. Chidambaram. During the arguments, Swamy said the evidence he had brought on court's record prima facie show that Chidambaram was equally culpable as former Telecom Minister A Raja, who is facing trial in the 2G spectrum allocation scam.

GNLF president Subash Ghising to take Govt to Court


Jan 20, 2012 Gorkha National Liberation Front (GNLF) Supremo Subash Ghising is all set to drag the Union and West Bengal Governments to the court for the non-implementation of a Memorandum of Understanding (MOU) of which both were signatories. Ghising has been making frequent trips to Delhi to consult legal experts in this regard. On the other hand Gorkha Janmukti Morcha (GJM) President Bimal Gurung has threatened to resurrect the Gorkhaland agitation if the Government fails to form the Gorkhaland Territorial Administration (GTA) within March 27, 2012. On December 6, 2005, a Memorandum of Understanding had been signed between the Centre, State and GNLF President Subash Ghising to accord a 6th Schedule status to the Darjeeling Hills. However with the Gorkha Janmukti Morcha (GJM) being floated by dissident GNLF leader Bimal Gurung in October 2007 riding piggyback on the Gorkhaland demand finally led to the ouster of Ghising, the GNLF and the 6th Schedule demand from the Hills. A fresh Memorandum of Agreement (MOA) was signed between the State, Centre and the GJM on July 18, 2011, for the formation of Gorkhaland Territorial Administration (GTA,) an autonomous administrative body to replace the existing Darjeeling Gorkha Hill Council. This MOA paved way for the passing of a GTA Bill by the West Bengal Assembly. The Bill is at present under inter-ministerial consultation. Following a green signal from the ministries, the Bill will require an assent from the President of India. A GNLF source stated that Ghising has decided to knock on the doors of the apex court, questioning as to why the Government has failed to honour its own MOU to grant a 6th Schedule status to the Darjeeling Hills.

RIC will be first received by AN people


Jan 20, 2012 People of Andaman and Nicobar (AN) Islands will be the first to receive the Resident Identity Smart card, RIC under the National Population Register, NPR scheme. Home Minister P Chidambaram will distribute the first batch of the RIC smart cards at the Porthrapur village in Andaman and Nicobar Islands tomorrow. According to an official release, the RIC cards will be distributed to all persons above the age of 18 residing in the nine maritime states and four union territories under the National Population Register, NPR scheme. The NPR scheme is aimed to provide valid identity to all people in these areas to strengthen the security along the country's coastline. The scheme with an estimated cost of over 215 Crore rupees will cover more than three thousand three hundred and thirty coastal villages across the country

Jan 21, 2012 Defence Minister AK Antony stressed that equal opportunity must be given to girls to enroll in the National Cadet Corps. After visiting the NCC Republic Day Camp in New Delhi on Friday, the Minister said six out of 12 units of the NCC had been raised in rural areas and six units are meant exclusively for girls.The Defence Minister said the expansion of the NCC from 13 lakhs to 15 lakhs was progressing as planned. AIR correspondent reports a total of 1,950 cadets both boys and girls drawn from 17 NCC Directorates covering all the States and Union Territories of the country are participating in the Republic Day Camp. The cadets will take part in a number of activities like Cultural, National Integration, Awareness and Institutional Training competitions during the nearly month long Republic Day.

The assets include cash, jewellery, land, farmhouses, luxury cars and others. This included the recovery of Rs.12 crore from a peon in the Ujjain Municipal Corporation and Rs.30 crore from a clerk in the Road Transport Office

(RTO), Indore. The raids continue this year as well, with the first two weeks of 2012 netting seven officials worth many millions. Wikipedia, Google protest US antipiracy proposals


Govt. prosecutes social network sites
13 January 2012 Court hearings did not bring any respite for Google or Facebook, who are among the 21 companies in legal trouble over obscene material posted on their sites. Yesterday, the Delhi High Court warned that like China, India can shut down these sites. Today, the Indian government has decided to sanction the prosecution of executives from these companies for charges that include "promoting enemity between groups" and "deliberate malicious acts intended to outrage." Since some of the charges requested in court are non-bail able, the government had to indicate whether it agreed with the need for the websites to stand trial. A Delhi court has also asked the government to issue summons to more than 10 companies who have said they are head-quartered abroad, like Facebook, YouTube and Yahoo. The executives of all 21 companies have been ordered to appear in court on March 13. They may face criminal charges. Pope warns US against 'radical secularism'


Jan 19, 2012 Pope Benedict XVI warned against the grave dangers that "radical secularism" posed to the Catholic Church and society in general during a meeting with US bishops. The United States was founded "on certain ethical principles" that have "eroded significantly in the face of powerful new cultural currents...," he said. These trends, the pontiff continued, "are not only directly opposed to core moral teachings of the Judeo-Christian tradition, but increasingly hostile to Christianity as such." Australia does not sell uranium to nuclear power countries which have declined to sign the NPT. The Australian premier indicated that the US might have played a significant role in Australia overturning the ban on the sale of nuclear fuel to India. The primary reason behind the ban on selling uranium to India was that it was then part of a widely-supported international strategy to bring New Delhi into the Nuclear NonProliferation Treaty (NPT) but the US-India civil nuclear agreement of 2007 changed that strategy. Against that background, it made little sense for Australia to stand alone as a country that would not consider nuclear trade with India. The exception made in India was not only due to the US prodding but also because of close links between the two prominent democracies. A number of Australian political observers have been criticising the ban for hampering the relations with India. Australia and India have strong and deep ties from trade and investment to education and science. In addition, the two countries also share significant people-to-people links that underscore the closeness and warmth of their relations.

MHA asks J&K to raise number of militancy-free districts


JAMMU: Union Ministry of Home Affairs (MHA) has asked the State Government to take measures to free more districts from militancy this year especially those where militancy related incidents were confined to single digit during 2011. The State has already declared five districts completely free of militancy. The directive came at a high level meeting called by the Union Home Ministry in New Delhi to review security scenario, counter infiltration measures and terror funding exclusively in Jammu and Kashmir, official sources told the Excelsior. Union Home Secretary R K Singh chaired the meeting. Expressing satisfaction over the fact that five districts of Jammu and Kashmir including Jammu, Samba, Kathua, Reasi and Doda have been declared free of militancy, the MHA called upon the security agencies to concentrate on completely clearing more districts from militancy.

Widest Gap between have & have nots in J&K


JAMMU: Jammu and Kashmir has shown the largest gap between haves and have-nots. The richest group are consuming a majority of resources while leaving negligible resources for the poorest, says a study. According to the study "Rural Development in India: State-Level Experiences" by The Associated Chambers of Commerce and Industry of India (ASSOCHAM), the state has seen the highest rise in the monthly per capita consumption expenditure (MPCE) of its richest households. The study has exposed the tall claims of the government of implementing flagship programmes to develop rural areas, including the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), the Indira Awas Yojna (IAY) and others. The report also revealed that "Gini Coefficient", the inequality in income distribution, was the highest for the state i.e. 7.37 per cent, followed by Madhya Pradesh, including Chhattisgarh, at 4.96 per cent and Bihar, including Jharkhand, at 4.9 per cent. Rajasthan, Karnataka, northeastern states and union territories, too, had seen some fall in the degree of income inequalities. ASSOCHAM secretary general DS Rawat said reducing income inequalities was necessary for accelerating economic and human development. Therefore, the state governments must play a major role in developing social sectors and critical infrastructure. "Along with achieving higher economic growth, more efforts need to be made to make it more inclusive," he added. The survey indicated that the inequality in consumption expenditure had aggravated in the rural areas of the state. The aggravation was broadly accompanied by a fall in the consumption expenditure of the bottom 20 per cent population and an increase in the consumption expenditure of the top 20 per cent. The study also stressed that high inequality threatened political stability because more people were dissatisfied with their economic status, which made it harder to reach political consensus among population groups with higher and lower incomes. It limited the use of important market instruments such as charges in prices and fines. Higher business risks and higher costs of contract enforcement impeded economic growth by slowing down all economic transactions, reads the report.

Kashmir University to start M.Sc IT from2012-13 academic session


SRINAGAR: University of Kashmir is all set to start two-year Masters Programme in Information Technology (MSc IT) from 2012-13 academic session. The course, approved by the University Council, will be run by the Directorate of Information Technology and Support System in collaboration with IIT Bombay, an official communiqu issued by varsity PRO. The course has been designed as a specialized, practical-oriented professional course which offers specialization in VLSI and Hardware Design technologies - one of the very firsts in the state, Director, Information Technology and Support System, University of Kashmir, Dr. Mehraj-ud-Din Dar said. He said the main aim of the program me is to exploit the business as well as employment opportunities associated with the Information and Communication Technologies. In addition, the program me aim at exposing the students to latest technologies in demand in the IT market across the globe, the director IT said. Admissions shall be made on the basis of an entrance test to be conducted in March/April this year. Students with BSc IT/BCA/BBA or graduation with 50 per cent marks and having Mathematics as one of the subjects at 10+2 level can apply. Initially, the intake capacity is set at 40 seats. The entire programme is being run of self-financing basis by the Directorate of IT&SS with no financial implication on the University or the State government.

J&K exports 75 pc of its cocoons


JAMMU: Out of the total production, only 25 per cent of the total cocoons produced in the state are converted into threads, with the rest being exported to states like West Bengal. Jammu and Kashmir is among five traditional sericulture states of the country and has a production of quality bivoltine cocoons of around 900 MT and 115 MT raw silk. Dr Anil Dhar, Director Central Sericulture Research and Training Institute, Pampore, said this during the inaugural function of the firstever national Silk Exhibition-cumSale on Wednesday. Dr Dhar said: "It was a good initiative made by the government and provide an opportunity to the people here to get to know about the different varieties of silk and how to differentiate between fake and real. People often get cheated by shopkeepers."

Jammu's wetlands on the verge of extinction


JAMMU: There are five wetlands in Jammu division of the state,of which two have completely vanished while migratory birds just choose one of the remaining three wetlands for their seasonal trips. The state government and the Wildlife Department have ignored these wetlands. Records of Wildlife Reserves and Wetland Reserves of the department state five wetlands of the region, including Gharana Wetland Reserve (0.08 sq km), Pargwal Wetland Reserve (4.82 sq km), Kokrian Wetland Reserve (2.40 sq km), Sangral Wetland Reserve (0.68 sq km) and Nanga Wetland Reserve (1.21 sq km). Of those, Nanga in Ramgarh sector and Sangral in Abdulliyan sector near the Indo-Pakistan international border are completely lost. At Nanga, the vast pond has dried up giving way to wild growth or construction by villagers. Govt.extends Cabinet Sub committees' term till March 31


JAMMU: The state government on Thursday gave extension to the term of Cabinet Sub-Committee (CSC) till March 31. The CSC was constituted for examining the recommendations made in the report of the Prime Minister's fifth Working Group on "strengthening relations between the state and the Centre". It was entrusted with the task to deadline of the committee had ended on December 31, 2011. The Committee was supposed to submit its report within three months after its constitution but it couldn't finalise its draft due to lack of consensus between coalition partners on key issues. It was asked to narrow down the differences on key issues through discussions.

Gujjar Hostel in Samba on anvil: Naaz


JAMMU: Vice Chairman, Advisory Board for the Gujjar Bakerwal Mr. Bashir Ahmad Naaz today said that a Gujjar and Bakerwal Hostel for students of the community would be constructed in district Samba for which land has been already identified. He announced this while interacting with the people during his visit to the border district, adding that the hostel building would be constructed near the District Development Commissioner's Office at an estimated cost of Rs. 2 crore. The Vice Chairman asked the District Development Commissioner, Samba Mubarak Singh to prepare a comprehensive proposal for the project. Naaz said that Rs.10 lakh have already been released for the construction of boundary wall around the construction site, while the work on the main hostel complex would be started in due course. Naaz said the hostel will accommodate 100 students and will be equipped with all modern facilities, adding that a Gujjar Bakerwal hostel for girls would also be taken in the 2nd phase.

Srinagar records coldest night in 16 years


SRINAGAR: The night temperature in Srinagar Saturday dropped to minus 7.8C, the lowest ever during the last 16. "The minimum temperature dipped to minus 7.8 degrees Celsius in Srinagar city Saturday. This is the lowest ever for the last 16 years. In 1995, the lowest recorded for the season in Srinagar was minus 8.2 degrees," Sonam Lotus, director of the local Met office said.

Record yield of 4000 quintals touched 31 projects of PM's Re-construction Plan completed in J&K by Potato Farms of Agri Deptt
Srinagar, January 16: Potato Seed Development Farms of Agriculture Department Kashmir have yielded a record production of about 4000 quintals this year. Last year, the total yield was just 556.06 quintals primarily due to weather constraints and the previous best yield ever recorded is 3663 quintals in 2009. This information was given in a meeting convened by Director Agriculture Kashmir, Dr. Farooq A. Lone to review the performance of Potato Seed Development Farms. Joint Director Agriculture Inputs Kashmir, Potato Development Officer and Farm Managers of various farms attended the meeting. It was disclosed that Kalnag Farm yielded 1530 quintals, Bosin 1280 quintals, Sedaw 447 quintals, Ismarg 367 quintals, Yarikhah 222 quintals, Gulmarg 172 quintals, and Dawar 64 quintals. Expressing satisfaction for achieving the highest ever yield, the Director impressed upon the participating officers to work with more dedication as the farms have potential of yielding seed tubers of much higher quantity if the whole cultivable area is brought under cultivation and effective farm management techniques are adopted. It was decided that at least 25 percent additional area of the farms will be brought under cultivation in the next year with a projected yield target of 6000 quintals. "We must strive not only to meet our requirement of Potato Seed Tubers but aim at exporting the same as it is within the yield potential of our farms", he added. He informed that the Minister for Agriculture Mr. Ghulam Hassan Mir has directed that for achieving this goal the department shall be provided all possible support and assistance. The Director also asked the Potato Development Officer to prepare infrastructure development projects for each farm including fencing, irrigation & machinery requirements. JAMMU: About 31 out of the total 67 projects sanctioned for the State as a part of the sanctioned Prime Minister's Reconstruction Plan (PMRP) have been completed and work was going on at a faster place in the remaining projects. This has been stated in the latest Progress Monitoring Report regarding the implementation of Reconstruction Plan, which is being monitored jointly by the Ministry of Home Affairs and Planning Commission. The Projects/Schemes envisaged in the Reconstruction Plan are implemented by the respective Administrative Ministries/ Departments in consultation with the State. The Central Sector Schemes are being funded out of the budget of concerned Central Ministry. According to the document of the Home Ministry, the Reconstruction Plan is basically following a fourpronged strategy aimed at expanding economic infrastructure, expanding provision of basic services, providing thrust to employment and income generation and providing relief and rehabilitation to the dislocated and the families of victims of militancy. "The Reconstruction Plan for J&K has actually an outlay of around ` 27,902 crores and involves 67 projects spread across different parts of the State. The latest feedback indicates that work on 31 schemes have been completed while as work is in progress in respect of 33 other projects. Preparation of proposals/projects and approval is under process in respect of the remaining 3 items", says the documents. For the purpose of expanding the economic infrastructure of the State, the plan aims to strengthen the Road network and enhance power connectivity to different areas. For improving power infrastructure, funds worth ` 19416.13 crores have been allocated while as ` 3658.87 crore have been provided to improve the road network. Besides, the Plan has provided assistance worth ` 1853 crores to arrange for External Borrowing for the Infrastructure needs of the State. The Reconstruction Plan is also aimed at providing the basic services

in the field of Education and Health to different parts of the region. While nearly ` 163 crores have been earmarked for the Education sector, nearly ` 814 crores have been provided to the Health related projects in the State. To further strengthen the Physical Infrastructure for Civic Amenities in the State, the Reconstruction Plan has provided nearly ` 1020 crores. Since Tourism is a major source of employment in the State, the Reconstruction Plan as allocated ` 527 crores for this sector. Further, to strengthen the channels of employment and income generation, the Reconstruction plan involves funds worth ` 101 crores for Agriculture and Food Processing sectors. For other Industrial Promotion Related Measures and Employment measures, the Plan has kept funds worth ` 80 cr and ` 160 cr respectively. The Reconstruction Plan has also provided a reserve of nearly ` 496 for providing assistance to families of victims of militancy and other dislocated persons.

NEW DELHI: India and China today began talks to put in place a mechanism for management of the border between the two nations, an issue that has been an irritant in bilateral relations. India, Uruguay explore ways to boost cooperation

India ranked Sixth most Innovative Country


Jan 18, 2012: India was ranked the sixth most innovative country in the world in multinational conglomerate GE's second Annual Global Innovation Barometer published on 18 January 2012. The report is based on a survey of 2800 senior business executives in 22 countries including Algeria, Australia, Brazil, Canada, China, France, Germany, India, Israel, Japan. US topped the list. The survey identified the top enablers for innovation in the country as talent (creative talent and people with technical expertise), financial support from public authorities and long-term support from investors. When asked to identify the three countries they consider innovation champions, 65 per cent of the global respondents identified the US, followed by Germany (48 per cent), Japan (45 per cent), China (38 per cent), Korea (13 per cent) and India (12 per cent). Only 12 per cent of the global respondents identified India as one of the top three innovation champions, compared to 23 per cent of Indian respondents. As per the survey, in terms of sectors, energy, followed by healthcare, telecommunication and FMCG were the areas with the most innovation-driven growth potential. The report indicated a balanced' perception of the environment for innovation in the country. However, intellectual property protection and research and development partnerships with academic universities were cited as the key challenges to creating an innovationfriendly environment in the country.

India, World Bank sign $130m pact for northeast development


Jan 20, 2012 India and the World Bank have signed an agreement worth $130 million to improve the livelihoods for over 3 lakh village households in the North Eastern region of the country. The agreement was signed between the multilateral financial institution and the government in New Delhi today. The money will be used to finance the Centre's efforts to empower rural communities in the growthdeficient North East region under the North East Rural Livelihoods Project, NERLP. The Pakistan Imbroglio


All eyes are now presently focused on Pakistan which is invariably undergoing the worst crisis ever since democracy was reinstated following expulsion of Pervez Musharaf. The civilian government is at loggerheads with not only the Army, which has happened in the past also, but this time the judiciary is also in the fray. It was only some months earlier when the country was staring into prospects of yet another military coup. It all started with the memogate scandal. The memo which was delivered in May in the days after Osama bin Laden was found and killed by a US military squad in northern Pakistan has shaken all the three institutions of its fragile democracy -judiciary, parliament as well as the military. In the memo, which was first revealed by Mansoor Ijaz, a US businessman of Pakistani origin, in a column for the Financial Times newspaper, an offer was made to disband part of the ISI responsible for dealing with the Taliban in return for the US pressing Pakistan's military against staging a coup. The missive was alleged to have been authored by Hussain Haqqani, former Islamabad's ambassador to Washington on orders by Zardari and sent through Ijaz to Admiral Mike Mullen, then the chairman of the Joint Chiefs of Staff of US Army. Mullen's office acknowledged he received but said he dismissed as it lacked credibility. To the fury of the government, ISI chief, LieutenantGeneral Ahmed Shuja Pasha has already told the court that he is convinced by the "corroborative material" that Ijaz showed him in October at a hotel on Park Lane, London. Even as Zardari's government has promised a thorough investigation of the memo, probe into the memo threatens to implicate Zardari on account of treachery and could lead to his impeachment. A judicial commission has been set up for investigating allegations that could lead to treason charges against Husain Haqqani. tary for meddling in politics, is a dire attempt to reassert parliament's supremacy amid mounting pressure from the judiciary. However, given the arduously slow pace of judicial proceedings in Pakistan like India, Gilani may yet survive the crisis. The only hope for the people of the Pakistan and the world at large is that both the judiciary and the Pakistani army are serious about uncovering the truth about the Mansoor Ijaz-Husain Haqqani memo. As such the Memogate Commission is more than likely to come up with the facts in the near future. By dragging their feet on issuing Ijaz a visa and intimidating him to prevent his coming to Pakistan and appearing before the commission, it is clear that the government is clearly following the strategy of sabotaging the process of uncovering the truth. The state of events show that neither the people of Pakistan nor the rank and file of the army want martial law, but they would also not tolerate any attack on the institutions of the army and the ISI. Any attempt by the government to sack Kayani and Pasha could well incite a mutiny. Having been caught red-handed in the Memogate case both Zardari and Gilani are trying desperately to become martyrs of democracy. Despite the deliberate provocation, the army let the Supreme Court implement the rule of law. The Supreme Court has done well by heading off the possibility of martial law or, even worse, a mutiny.

Snow fall in Kashmir A Saga of Inadequacies!


he second week of January started with a pleasant surprise for the people in the Valley - snowfall. It was a welcome break from the intense cold wave that had been sweeping the valley for a week. The children and youth had a gala time playing the traditional snow-fight or "sheen-e- jung". The world also got to have a glimpse of the beauty sitting at home as the social networking site facebook etc were awash with photographs of snow clad valley prompting many of them to come up to the valley to savour its charm. The flip side of the snowfall was the paralyzing effect it had on the daily mundane activities of the people. Connectivity with the world was the first thing to be effected with the 300km highway - the vital road link with outer world being closed. The Srinagar-Muzaffarabad road was also closed due to snowfall. Air travel was also naturally affected due to poor visibility and bad weather conditions. The effects rippled to daily supplies being bought into valley being curtailed. Most of the shops and other business establishments remained closed and only skeletal traffic plied on the roads due to slippery conditions leaving the people in want of essential supplies like food, fuel and medicine. The power supply was also hit thereby exposing residents to the chilly conditions sans any measures against the ravages of the weather! The internet facility remained frozen in Kashmir for most hours since Friday evening, hitting work in offices and media houses. Students who are undergoing examinations for different classes had to suffer too. In addition, the cellular communication also remained non-functional. In many areas the problems compounded for people by this afternoon as snow started to melt in many low lying areas resulting in water logging. The fact that out of total 73 dewatering pumps with Mechanical Division of PHE only a few run on generators, non-availability of electricity has further added to the problems of the populace. Even though with passage of time, the administration started to take action - cleaning the roads, restoring power supply, assuring supply of medicines and other facilities in the hospital and roping in services of Indian Air Force to airlift stranded passengers and essential cargo, the crisis-like situation that emerged for the government from a few inches of snowfall raises question about its efficiency given the weather department had forecast this snowfall in Kashmir last week. It's not for the first time that valley has had snowfall every year the snow falls and every year people are beset with the same problems. One can but wonder why the government cannot prepare itself right from the time winter sets in the month of October. Why are curative actions being taken rather than preventive? The crisis faced by people in Kashmir, especially in the remote areas is a big question mark on the working of the administration in general and its Public Distribution System (PDS) in particular. Instead of patting its back for action taken the administration should critically re- examine its ability to remain prepared in events of such crisis. It's high time the Disaster Management comes out from the department files containing papers stained yellow with the time that they been languishing there.

The memogate scandal has only served to add to the woes of the beleaguered Pakistan government which has been trying every trick in its bag to avert graft cases against its party boss and President Asif Ali Zardari from being pursued since past two years. The court had repeatedly asked the government to reopen the graft cases since it threw out the National Reconciliation Ordinance (NRO) that extended immunity to politicians and bureaucrats from prosecution in graft cases, as illegal in 2009. Former president Pervez Musharraf had issued the ordinance as part of a power sharing deal with former PM Benazir Bhutto in 2007. Her widower, Zardari, as the main beneficiary of the deal, took over her party and was later elected as the president. In addition, a fresh slew of allegations have surface against Gilani in connection with the appointment of Adnan Khwaja as chairman of the state-run Oil and Gas Development Company even though Khwaja had already been convicted by court. Pakistan's main anti-corruption watchdog is considering a proposal for filing a case of misuse of authority against Prime Minister Yousuf Raza Gilani under which he could face a prison term of 14 years if convicted. The order has escalated the political crisis that could lead to early elections and cost Gilani his job. The BJP government under leadership of Narenda Modi in Gujarat suffered a setback with the high court ruling in favour of appointment of Justice R A Mehta as Lokayukta of the State. The Congress party is all agog with joy at the idea of having finally pierced the otherwise formidable Gujarat fortress of BJP. The Lokayukta controversy in Gujarat has now taken an ugly political shape. It would not be wrong to state that Mr Modi has bought this unto himself by being stubborn about the appointment all these years. Keeping the post of Lokayukta vacant all these years has resulted in developing a chink in his armour that the congress party is now aiming at for from all quarters. The HC Court ruling has come as a potent weapon for them to lash back at BJP which has been ridiculing the congress for dumping the vote in parliament for a strong LokPal bill. The game of Lokayukta appointment has crossed over form being an issue of reinstating an institution for the public good and degenerated into malicious poll game to garner votes and show down the opponent. On one hand, we have the Congress flexing its muscles to strike back at BJP in upcoming elections and on the other hand BJP is contemplating to approach the Apex Court of the country to save face and also to establish its political supremacy in the State sans any interference from rival Congress at the Centre In all this hullabullao between the two arch rivals, the underlying core issue of eradication of corruption from the system has once again been left hanging in the mid air.

10 UP Elections: Cover Uncover


Come poll time and the people brace themselves to be stared at from every nook and corner of the street and marketplace with ubiquitious and often ostentatious banners of candidates and their poll symbols. However, when it comes to having to stare at statues of party symbols for a long, long time to come is altogether a different matter. People in UP since the past five years have been subject to such visual onslaught! Fortunately, temporary relief was given to the tired eyes with the coming of polls as Election Commisisoner of the State called for covering all the statues of elephants (BSP party symbol) and that of Kanshi Ram and her own throughout Lucknow. However, Mayawati's criticism of the EC order on the grounds that it was one sided and insult to the party founder, Kanshi Ram is indicative of her megalomaniac tendencies. Howsoever great the achievements of a leader, they cannot be greater than the laws of the land. It is mandatory to have symbols and photographs of parties and even their eminent leaders to be covered/ removed from all government offices and places like parks. Mayawati's grievance bespeaks of her insecurity ahead of polls. In spite of her cleaning up of party image prior to polls by sacking ministers tainted with scam, Babu Ram Kushawa being the recent example, the fact that her government had received tirades from the High Court of the State for spending crores of public money from State exchequer to erect these statues can prove to be undoing of her government. The fact that economy in her term had posted an impressive 8.34% contribution to India's total GDP might not add much boost to party's standing. It thus seems very paradoxical that Mayawati should ask that statues depicting her corrupt and irresponsible attitude should not be covered!

There is no doubt that India is facing food crisis which can better be known by the India's position in the latest Global Hunger Index (GHI) released in 2010 which rated 84 countries on the basis of three leading indicators - prevalence of child malnutrition, rate of child mortality and the proportion of people who are calorie deficient. Out of 88 countries India ranked 65 in 2009 GHI and further slipped down to 67th position in 2010 GHI. Even countries like Pakistan and China have been ranked away ahead of India! 230 million people in India are undernourished the highest for any country in the world. Malnutrition accounts for nearly 50% of child deaths in India as every third adult (aged 15-49 years) is reported to be thin (BMI less than 18.5). According to the latest report on the state of food insecurity in rural India, more than 1.5 million children are at risk of becoming malnourished because of rising global food prices. The food insecurity is so rampant across the country that India has been clubbed with minor economies like Bangladesh, Yemen and Timor-Leste, recording the highest prevalence of underweight children under five. Against the popular perception among slogans like 'India rising' and 'Incredible India'; India's condition is not much better than that of the dark continent, Africa or specifically Sub-Saharan Africa as far as issue of food security is concerned. Thus, instead of insisting on improving the production, the government needs to improve the distribution of food grains and at the same time should empower small-scale farmers rather than MNCs, to feed the population as local food production drives food security. Government should encourage increased investment in agriculture, expand safety nets and social assistance programmes and enhance income - generating activities for the rural and urban poor so as to tackle the root cause of hunger.

By: Dr V S Rana Blood pressure is the force of blood against the walls of arteries. It is of two types- systolic and diastolic. It is the diastolic blood pressure that has been and remains a matter of concern especially for younger people. High blood pressure is especially dangerous because it often has no warning signs or symptoms. Once high blood pressure develops, it usually lasts a lifetime. Affecting 1 billion people worldwide, high blood pressure (hypertension), remains the most common, easily identifiable risk factor for heart (cardiac), kidney (renal), blood vessels (atherosclerosis or arteriosclerosis), eye (hypertensive retinopathy), and brain diseases. What causes the high Blood Pressure? In 90% of the people the cause of high blood pressure is not known and is referred to as primary or essential hypertension, however high blood pressure can also be caused by another medical problem (Secondary Hypertension). Secondary hypertension is elevated blood pressure that results from an underlying, identifiable, often correctable cause. Only about 5 to 10 percent of hypertension cases are thought to result from secondary causes. Risk factors: There are several risk factors that contribute to high blood pressure. Major Risk Factors That Can Be Changed Obesity: People with a Body Mass Index (BMI) of 30.0 or higher are more likely to develop high blood pressure Smoking: Smoking increases the amount of plaque, a fatty deposit, build-up on the walls of the arteries causing it to narrow. Cholestrol: High blood cholesterol levels also create a greater risk of plaque formation in the arteries Excess Salt Intake: A high sodium intake increases blood pressure in some people. Alcohol: Heavy and regular use of alcohol can increase blood pressure dramatically also leading to damage of heart muscle (cardiomyopathy). Lack of Physical Activity: An inactive lifestyle leads to overweight and increases the chance of high blood pressure. Oral Contraceptives: Women should avoid smoking when on oral contraceptives, because this increases the risk of blood clot formation and are prone to develop heart problems. Stress: Prolonged stress over a period of time can contribute to an increase in smoking and alcohol abuse, which all increase the risk of heart disease. Uncontrollable Risk Factors Race: People of darker skin African Americans, Polynesian, Maori, develop high blood pressure more often than whites, and it tends to occur earlier and is more severe. Heredity: If parents or other close blood relatives have high blood pressure, their offspring are more prone to it. Sex: Men are more likely to have a cardiovascular illness than women of childbearing age. However, in females after menopause or surgical removal of the uterus/ovaries, the risk becomes equal. An increase in the use of oral contraceptives and smoking among women under 40 has led to increased incidences of high blood pressure. Age: In general, the older you get, the greater is the chance of developing high blood pressure. It is commonly prevalent in the age group 35 to 55 yrs. Tips for Accurate Blood Pressure Measurement There are certain factors that can result in falsely elevated readings and should be kept in mind when having your blood pressure taken. Don't consume stimulants like coffee or alcohol half an hour, and don't smoke an hour before having your blood pressure measured. Rest for at least five minutes on your back with feet flat on the ground. Keep the arm in level with your heart and resting on table. Wear short sleeves or loose fitting upper clothing, so that the cuff can be easily positioned on your exposed arm. Evacuate your bladder prior to getting your blood pressure. Ask your health professional to take two readings, at least 3- 5 minutes apart and average the results. Eating Habits Research have shown that following a healthy eating plan can both reduce the risk of developing high blood pressure and lower an already elevated blood pressure. Vegetables, whole grain breads instead of white varieties, cereals (rice and other grains), legumes (dried peas and beans), low-fat dairy products (milk, yoghurt and cheese), fish (not fried) are the kind of food that go a long way in keeping the blood pressure under control. High fat, high sugar bakery products, fast foods, desserts, soft drinks should figure rarely in the diet. Margarine and vegetable oils (preferably olive and canola) should be used instead of butter and that too in small quantities. Grill, boil, steam, bake or microwave rather than fry. Reduce your salt intake.

UN report pegs India growth at 7.7% in 2012, 7.9% in 2013


NEW DELHI: India's economic growth rate will remain subdued at 7.7 per cent in 2012 and 7.9 per cent in 2013, says a U.N. report. "India's economy is forecast to expand at a pace similar to 2011 in the following two years... at 7.7 per cent in 2012 and 7.9 per cent in 2013," the U.N. report on 'World Economic Situation and Prospects 2012' said. The report cautioned, "The downside risks to the regional outlook have sharply increased in recent months... particularly in case of India. Double-dip recessions in Europe and the United States would have a significant impact on economic activities across South Asia." The government recently lowered the GDP growth target for the current fiscal to 7 per cent from the earlier estimate of 8.5 per cent. However, the study gave a positive outlook on South Asia's economic growth prospects and projected that the region's economies will grow by 6.7 per cent and 6.9 per cent in 2012 and 2013, respectively, accelerating beyond the 6.5 per cent growth rate experienced in

NABARD formulates Rs 4,180 cr credit plans for J&K


JAMMU: National Bank for Agriculture and Rural Development (NABARD) has formulated potential-linked credit plans (PLCPs) worth Rs 4,180 crore to give a boost to the agriculture sector for all districts in Jammu and Kashmir in 2012-13. NABARD's J&K Regional Office Chief General Manager S C Rabra while delivering the welcome address at the State Credit Seminar for 2012-13 on Monday, stated that the credit potential of the agriculture sector has been assessed at Rs 1,074 crore, while it is pegged at Rs 974 crore for the rural non-farm sector and Rs 2,132 crore for other priority sectors. These plans shall provide a base for preparation of annual credit plans by banks for the year 201213, Rabra said. Rabra also highlighted the salient features of the recently announced handloom weavers package by the government of India and informed that implementation of the package will help improve the socio-economic status of weavers in the state. State Finance Minister Abdul Rahim Rather released the J&K State Focus Paper of NABARD on the occasion. The minister lauded the contribution of NABARD to development in the state through its promotional and developmental initiatives for agriculture and rural development and support extended to the state government for infrastructure development in rural areas. Highlighting the importance of the agriculture sector and its relevance in maintaining sustainable development and economic growth in the state, he impressed upon the need for financial institutions to expand credit to farmers. He advised banks to provide credit through Kisan Credit Cards and ensure credit for horticulture, floriculture, dairy, poultry, agro-processing, sheep farming, handicrafts and hand-loom activities, which are crucial for economic development. A brochure on Kisan credit cards was also released on the occasion.

'FTA between India & EU will take more time to materialize'


BANGALORE: The Free Trade Agreement between India and European Union will take more time to materialize. European Union foreign policy Chief, Baroness Catherine Ashton said after holding meeting with External Affairs Minister S. M. Krishna in Bangalore on Monday. She said technical details need to be looked into and political side had to come into action. She, however, added that FTA was in the interest of both India and EU and they were keen on taking the dialogue forward in this direction. Briefing the media persons, Krishna said they reviewed the progress made on Joint Action plan between the two sides. He said the debt crisis in Europe should be resolved at an earliest as it is in the interest of international community. He hoped that the steps taken by European leaders towards this would prove as a remedy to resolve this problem. He hoped that the two sides will play a greater role to further expand the areas of cooperation. Speaking about the ship Concorde that sank near Italy, he informed that an Indian named Rebelo is missing in the accident. A control room is set up in Rome and Delhi to deal with the crisis and Embassy in Italy has deputed two personnel to go to the area of accident and report on the situation.

Outlook on Indian Equities Market


BY ASHA After facing one of the worst years ever in terms of worldwide performance, the Indian equities market has had a great start to the year rising almost 8% since the start of 2012. Nifty recently reached a significant level of 5000 and Sensex crossed 16,500 of backed by a powerful rally in China and also a global rally across the western world. Govt. set to allow 49% foreign stake in domestic airlines


NEW DELHI: In a major relief to financially distressed Indian airlines, the government on Tuesday said foreign airlines would soon be allowed to acquire up to 49% stake in them. After being debated for years, aviation minister Ajit Singh announced the move following a 75-minute meeting with finance minister Pranab Mukherjee in the backdrop of at least two big airlines struggling to avoid a shutdown due to financial troubles. The aviation ministry was initially in favour of a 24% FDI cap which was later relaxed to 26% to attract foreign airlines as this would give them some say in running of the airline. However, the sheer scale of financial stress forced the government to raise the cap to 49%. The same reason also led to sidelining old security fears that such a move would only bring money from airlines in the Gulf and China which had till now held up clearing of this move. Even airline promoters such as Vijay Mallya, chairman of Kingfisher Airlines, have supported 49% FDI for foreign carriers. Besides, Sebi has also expressed its reluctance to relax the takeover code guidelines to permit foreign carriers to acquire shares from the public through an open offer for an additional 26%. By seeking an exemption, the government had hoped to stay within the sect oral FDI cap. Ajit Singh said FDI was among the important things required by airlines to survive the severe financial turbulence. "We all know that the aviation industry is under a lot of stress," he said. Indian carriers can expect investment from foreign airlines after a gap of 16 years. The policy was reversed in 1996 when TataSingapore Airlines planned a foray into the Indian airspace via a joint venture. At that point, Naresh Goyal-owned Jet Airways had to buy back its 40% stake held equally by Gulf Air and Kuwait Airlines.

Govt. to release Rs 150 cr. to pay Air India employees


NEW DELHI: Financially-distressed Indian aviation sector is finally getting some relief. The government on Tuesday said it will release Rs 150 crore for cash strappedAir India so that the airline is able to pay a part of due salaries to employees. Speaking on AI after meeting finance minister Pranab Mukherjee on Tuesday , aviation minister Ajit Singh said: "Rs 150 crore would be released soon to AI... the government has decided to release sufficient funds to pay at least some part of their wages and productivitylinked incentives (PLI)."

AI pilots had last week gone on a one-day no-pay-nowork agitation that was called off only after the government promised that PLI of two months would be paid this week, followed by a month's salary and PLI in February.

In a circular, RBI said interest rate for small savings will be declared on April 1 every year and will remain valid till the maturity of the scheme. The circular has been released as a clarification after it observed that news items are appearing in media conveying an impression that the interest rates on small savings schemes linked to government securities are floating in nature and will undergo change depending on the yields. Sanctions making Syrian economy suffer:SufianAllaw


Syria's Oil Minister SufianAllaw has admitted that unilateral sanctions imposed on that country by the European Union and the United States were having a significant economic impact. Addressing a press conference in Damascus, he said Syria had suffered important losses as a result of its inability to export crude oil and petroleum products. Sanctions have also pushed the Syrian pound to record lows. The EU, which bought most of Syria's approximately 130,000 barrels per day of oil exports, imposed sanctions on Syrian oil on September 2, 2011, after the sanctions imposed by the United States.

Rupee at 2-month high; gains 16 paisa Vs dollar


MUMBAI: The rupee strengthened by 16 paisa to a fresh twomonth high of Rs 50.57 per US dollar in early trade on the Interbank Foreign Exchange on Wednesday on increased foreign capital inflows. Dealers said increased foreign capital inflows into the Indian market and dollar losses against other currencies in overseas markets mainly provided support to the rupee. The rupee had surged by 64 paisa to close at two-month high of Rs 50.73/74 against the American currency Tuesday on strong rally in equities and continued dollar selling by exporters.

World bank: Indian growth to slow


18 Jan, 2012: World Bank has estimated India's growth for the current fiscal at 6.8 per cent, lower than the government projection. The government has been expecting 7 to 7.5 GDP growth against last year's 8.5 per cent. In its Global Economic Prospects report, the Bank expects the GDP expansion to remain flat at 6.8 per cent in the next financial year as well. It says, it will then bounce back to eight per cent in 2013-14. World Bank said that South Asia's economies are also confronted with domestic policy paralysis and uncertainty about regulatory reforms.

Morgan Stanley downgrades Reliance Industries to 'underweight'


Morgan Stanley is a global financial services firm headquartered in New York City serving a diversified group of corporations, governments, financial institutions, and individuals. Morgan Stanley operates in 42 countries, and has more than 1300 offices and 60,000 employees. The company reports US$779 billion as assets under its management. It is headquartered in the Morgan Stanley Building, in Midtown Manhattan, New York City. The corporation, formed by J.P. Morgan & Co. partners Henry S. Morgan (grandson of J.P. Morgan), Harold Stanley and others, came into existence on September 16, 1935, in response to the Glass-Steagall Act that required the splitting of commercial and investment banking businesses. In its first year the company operated with a 24% market share (US$1.1 billion) in public offerings and private placements. The main areas of business for the firm today are Global Wealth Management, Institutional Securities and Investment Management. Morgan Stanley has downgraded Reliance Industries to 'underweight' from 'equal weight', saying it expects the energy major's gross refining margins, exploration and production volumes to fall. The bank cut its price target for the company to Rs 650 from Rs 921. "We highlight that two of three Reliance's core divisions -- refining and petrochemicals - face near-term headwinds," it said in a note.

Mere filing of IEM is not a clearance of approval


The Government today clarified that the onus for compliance of legal provisions lies on entrepreneurs, even in industries which are exempted from licensing. A press release issued in New Delhi by the Ministry of Commerce and Industry said, mere filing of Industrial Entrepreneurs Memorandum (IEM) even in areas where industrial licensing is not required, cannot be construed as a clearance of approval. The release stated that it is the responsibility of the entrepreneur to ensure that the manufacturing activity does not come into conflict with other legal provisions or directions or standing orders. A particular industry may not need government licence, but it may require environment or other key clearances. On submission of the IEM, the entrepreneur is issued an acknowledgement. The issue of such an acknowledgement would not mean automatic approval of the proposal. Excepting atomic energy, alcoholic drinks, cigars and cigarettes of tobacco and manufactured tobacco substitutes, hazardous chemicals, drugs and pharmaceuticals, all other industries are exempted from the licence. Inflation is an ongoing increase in overall costs and prices of goods and services. It is usually due to an increase in spending power relative to products and services on the market.

'Nehru Jacket' listed in global political fashion


NEW DELHI : The Nehru jacket is a hip-length tailored coat for men or women, created in India in the 1940s. The jacket essentially blends the collar of the achkan, historically the royal court dress of Indian nobles. It was popularized by Jawaharlal Nehru, the first Prime Minister of India. The garment was created in Northern India, possibly in Jodhpur, Rajasthan, in the 1940s as Band Gale Ka Coat (Hindi/Urdu: "Closed Neck Coat"). It was intended for daily use by Indian government officials and leaders who did not want to adopt the Western suit, but wanted a more practical garment than the traditional Indian achkan or the sherwani, which are knee-length coats. The jacket has been popular on the subcontinent since its creation, especially as the top half of a suit worn on formal occasions. For official uses, the jacket is typically made from dark, worsted fabrics. Politicians sometimes have their jackets made from khadi. In other formal and party wear, it may be made in styles similar to achkans or sherwanis, and may feature elaborate embroidery. Such suits featuring Nehru jackets are sometimes known as Jodhpuri suits. The jacket was first marketed as the Nehru jacket in the West in the mid-1960s. It gained popularity between the late 1960s and early 1970s by growing awareness of Eastern cultures, by the minimalism of the Mod lifestyle, and in particular, with its adoption by the Beatles and the Monkees. But now the stylish "Nehru jacket has been listed among the top global political fashion statements. Nehru's attire has found place in the list that includes the track suit of Cuba's communist leader Fidel Castro's and former Chinese leader Mao Zedong's safari suit, according to the Time magazine. Nehru wasn't the only prominent figure associated with it; the minimalist aesthetic of the jacket inspired the likes of the Beatles (who wore the style at their Shea Stadium performance) as well as Sammy Davis Jr, who claimed to own more than 200 of the jackets, according to the publication. Similarly, the report said, Mao Zedong also started a fashion trend. Labelled in China as the "Zhongshan suit" after Chinese revolutionary Sun Yat-sen, Mao brought the four-pocketed tunic back into style during his 30-year reign, earning it the nickname "Mao suit." "Today the suit, which is almost always pictured in a stale gray, green or blue color, tends to be representative of communism as well as Mao himself," says the report. NATO chief Anders Fogh Rasmussen urged Russia on Jan. 19 to refrain from building up its military near the alliance's borders, saying it was a concern. Rasmussen questioned Russian moves to bolster its forces in its Kaliningrad territory, which borders NATO members Lithuania and Poland, part of Moscow's Cold Warera stamping ground. "These Russian statements are, of course, a matter of concern for NATO allies," Rasmussen said. "It is a complete waste of Russian financial resources because it is a buildup of offensive military capacities directed against an artificial enemy, an enemy that doesn't exist. "NATO has no intention whatsoever to attack Russia," he added, speaking alongside Lithuanian President Dalia Grybauskaite. Moscow has warned that it plans to deploy Iskander missiles in Kaliningrad, and earlier this month, Russian media reported that an S400 Triumph anti-aircraft missile system would go into service there in April. Russia repeatedly has said it will be forced to take additional measures if it fails to agree with NATO on a missile defense shield.

A tough talking Army Chief


Any misadventure by China would cause enough bloodshed to draw the world's attention, a tough-talking army chief asserted few days back. Chinese attempt of damaging a wall on the Indian side of the line of actual control (LAC) in July 2011 was described by army chief as 'childish'. The chief said that, the Indian Army viewed that the incident in Arunachal Pradesh's Yangtse sector as a childish act and it did not qualify as a skirmish. "It was not a skirmish. The day a skirmish happens the whole world will come to know. If something were to happen, there will be enough noise and bloodshed and everyone will come to know," Singh told reporters at his customary news conference ahead of the 64th Army Day on January 15. Reflective of Chinese assertiveness along the LAC, a patrolling party of the People's Liberation Army (PLA) attempted to scale and damaged a 250-metre wall on the Indian side on July 13, 2011. Indian troops prevented the Chinese patrol from crossing the wall. General Singh said, "It was like a child taking away some other child's toy and scoring brownie points." DHAKA, JAN 18: The BSF has suspended eight jawans after a video, showing a Bangladeshi being stripped, kicked and beaten in West Bengal's Murshidabad district along the Indo-Bangladesh border, the video was telecasted on Wednesday on some channels. The video showed that a group of BSF jawans beat up a young Bangladeshi ruthlessly near the border after he allegedly refused to give them bribe. The victim was seen on the ground with his hands and feet tied as the men in uniform tortured and stripped him naked.'The assault reportedly took place in Murshidabad district in West Bengal close to the Bangladesh border',.The BSF men allegedly suspected their victim was a cow smuggler. When they caught him, he allegedly refused to pay them bribe. They retaliated viciously. Locals are saying the man was then pushed across the border into Bangladesh but this has not been independently confirmed, the NDTV report said. Eight Border Security Force jawans have been suspended over the incident. The suspended personnel have been identified as Constables Virender Tiwari, V S Victor, Dhananjay Kumar, Anand Singh, Amar Jyoti, Sanjeev Kumar, Suresh Chand and Sunil Kumar. BGB kills one Indian civilian in indiscriminate firing in Tripura
TRIPURA: JAN 20: In Tripura, one civilian was killed when Border Guard Bangladesh (BGB) entered into the Indian Territory at Ta r a p u k h u r area of Shipaijala District and indiscriminately fired 4 rounds in the village. According to senior BSF officials, at around 6:30 am five BGB jawans from Bourabazar BOP entered into the Indian area of Tarapukhur and started firing indiscriminately which lead to the death of the Indian civilian. One Jawan from the 33 battalion of BGB was also apprehended by the BSF and is in the custody of BSF.

India to buy short range surface to air missiles


NEW DELHI : The Indian Army has entered the global market to buy short-range surface-to-air missile (SRSAM) systems for $1.5 billion, a move that could further undercut a four-year effort to develop a system with MBDA of France. The Army convinced the Indian Defence Ministry there is an urgent requirement for SRSAM, said Army sources, and did not want to wait for the Maitri project conceived four years ago. India and France have not been able to agree on details of the Maitri project, including funding arrangements, the source added. The Army last month sent global tenders to defense companies in Europe, the United States and Russia including Raytheon of the U.S., Israel's Rafael, MBDA and Thales of France, Diehl Defence of Germany, KBP Tula and Rosoboronexport of Russia, Ukraine export of Ukraine and LIG NEX1 of South Korea.The requirements of the SRSAM are similar to those of the proposed Indo-French Maitri project, the launchers, sensors, vehicles for transportation and the missiles. The system must have a service life of at least 20 years and the missiles of not less than eight years.The SRSAM system should be able to engage multiple targets, including those flying up to 500 meters per second, and have a maximum range of not less than 15 kilometers.In 2009, India bought two regiments of Spyder quick-reaction surface-to-air missile systems from Rafael. Another IndoIsraeli joint project is the $2.5 billion long-range surface-to-air missile project signed in 2009 and expected to be inducted in 2013, Defence Ministry sources said. Meanwhile, the Indian Army has begun inducting the homemade medium-range Akash, which has a range of up to 30 kilometers. In 2011, the Indian Army ordered the induction of two Akash regiments at a cost of about $3 billion.The Army also has been negotiating the purchase of David Sling and Iron Dome missile interceptor systems.

British rule over India ended in 1947.At that time the standing army had strength of about 400,000.This was down from a peak of about 2.5 million during the second world war. The Indian army at that time was equipped with the .303 Enfield rifle. This was a bolt action rifle but very versatile and efficient. However it was weapon of a bygone age.The pacifist policies of Nehru resulted in the fact that this main weapon for the infantry soldier was not upgraded. Thus when the Chinese army invaded India in 1962 the Indian soldier perforce had to face them with the obsolete .303 rifle.The end of the India-China war awakened the political leadership which now gave the green signal for the up gradation of the basic rifle for the infantry soldier. A start was made through the government owned ordinance factories and they started manufacturing the latest weapons. The ordinance factories presently manufacture integrated small arms weaponry often referred to as INSAS (Indian Small Arms System). This entire family consists of an assault rifle, a light machine gun and a carbine. The nodal point for the manufacture of these light arms is at the Indian ordinance factory at Ishapore in West Bengal.The infantry regiments of the Indian Army are now equipped with this assault rifle. This rifle is based on the AK 47 Kalashnikov. The Indian ordinance factories have however incorporated some changes in the mechanism of the weapon and for this purpose they have relied on the German HK G3 rifle and the FN Fall rifle (Fusil Automatique Leger - Light Automatic Rifle). The FN Fall rifle is a very famous weapon of German origin. The Indian Army is using this weapon. But the weapon also has a loud decibel effect that is not conducive for an infantry soldier who is into combat. The weapons which are marketed by the Ordinance factories are also costlier than their western counterparts. The Indian rifles are priced at $ 360 compared to continental European rifles that carry a price tag of about $100.

The standard assault rifle is a semi automatic with a three round burst. The Indian ordinance factories also manufacture the fully automatic assault rifle often referred to as INSAS Excalibur mark I. The base of this weapon is the AK 74. The latest models have shown considerable improvement in finish and performance. The effectiveness of the Indian Army has however been greatly enhanced with the induction

of these rifles. The Special Forces which use the Excalibur have the fully auto and semi auto modes. India is also importing rifle from Israel for the Special Forces-the tavor Tar 21. Overall the Indian made assault rifles have given reasonable service, but the esteem value needs to be improved. Perhaps better quality control may be the trick to enter the world arms market.

Then he told the terrified fox to make the division. The fox accumulated all that they had killed into one large heap and left to himself the smallest possible share. The rest he requested the lion to have. "Who has taught you, my dear fellow, the art of division? You are perfect to a fraction," said the lion, pleased as punch. 2012: Year of Intensification of Routine Immunization


India has declared year 2012 as the year of intensification of routine immunization. The present full immunization coverage of children is 61%. The key objective of this campaign is to improve full immunization coverage and reach all children, particularly in remote, inaccessible and backward areas as well as in urban slums. Government of India has also expanded the Universal Immunization Progranme (UIP) by introducing 2nd dose of Measles, Hepatitis B and Pentavalent vaccination. The initial response of the community has been very encouraging and more than one lakh children have been successfully vaccinated within the 1st month. In order to track every child for assured delivery of immunization services, a web enabled name based tracking system has been put in place with a database of more than 10 million children. Parents are being sent SMS alerts before the due date of vaccination and health workers are also now receiving the list of children due for vaccination through SMS. This is expected to improve immunization coverage substantially within the next one year and facilitate real time reporting on immunization.

MINING: BOON OR BANE

Surface run-off of just soil and rock debris, although non-toxic, can be harmful for vegetation of the surrounding areas. Loss of Aquatic Life: Release of toxic chemicals into the water is obviously harmful for the flora and fauna of the water bodies. Besides the pollution, mining processes use water from nearby water sources. The result is that the water content of the river or lake from which water is being used gets reduced. Organisms in these water bodies do not have enough water for their survival. River dredging is a method adopted in case of gold mining. In this method, gravel and mud is suctioned from a particular area of the river. After the gold fragments are filtered out, the remaining mud and gravel is released back into the river, although, at a location different from where they had been taken. This disrupts the natural flow of the river that may cause fish and other organisms to die. Spread of Diseases Sometimes the liquid waste that is generated after the metals or minerals have been extracted is disposed in a mining pit. As the pit gets filled up by the mine tailings, they become a stagnant pool of water. This becomes the breeding ground for water-borne diseases causing insects and organisms like mosquitoes to flourish. Although the developed countries have tight norms regarding mining, such rules can be easily flouted in countries which lack strict monitoring of the procedures being followed for mining. The effects in such cases can be devastating for the environment. Be it due to ignorance of the regulations or just a freak accident, incidents like the Guyana spill of 1995 highlights the fact that issues like how does mining affect the environment are worth some serious deliberation.

Leukaemia Cure by Fish Oil


An Indian-origin scientist-led team has produced a compound from fish oil that targets and kills leukaemia stem cells, a key finding which they say could pave the cer of the white blood cells, is important because stem cells can divide and produce more cancer cells, as well as create more stem cells. The current therapy for CML extends the patient's life by keeping the number of leukaemia cells low. But the drugs fail to completely cure the disease because they do not target leukaemia stem cells. During the experiments, the researchers injected each mouse with about 600 nanograms of the compound D12-PGJ3 each day for a week. Tests showed that the mice were completely cured of the disease. The blood count was normal, and the spleen returned to normal size. The disease did not relapse. Robert Paulson, who co-authored the study, said: "The patients must take the drugs continuously... If they stop, the disease relapses because the leukaemia stem cells are resistant to the drugs." The researchers focused on D12-PGJ3 because it killed the leukemia stem cells, but had the least number of side effects. They are currently working to determine whether the compound can be used to treat the terminal stage of CML, referred to as Blast Crisis. There are no drugs available that can treat the disease when it progresses to this stage. The researchers, who applied for a patent, are also preparing to test the compound in human trials.

Mining refers to the process of extracting metals and minerals from the earth. Pollution: Despite measures being taken to release the chemical waste into the nearby rivers through pipes, a large amount of chemicals still leak out onto the land. This changes the chemical composition of the land. Besides this, since the chemicals are poisonous, they make the soil unsuitable for plants to grow. Also, the organisms that live in the soil find the polluted environment hostile for their survival. Effect on Water Pollution: Chemicals like mercury, cyanide, sulfuric acid, arsenic and methyl mercury are used in various stages of mining. JAMMU: The appointment of Dr Mohan Paul Singh Ishar as the new Vice-Chancellor of the University of Jammu has been welcomed by a cross section of people. Prof DS Jamwal, president of the Jammu University Teachers Association (JUTA), told "Dr Ishar, a professor from Guru Nanak Dev University, Amritsar, originally hails from Poonch. He had settled down in Kathua, before shifting to Amritsar. He is a JU product and we hope he will understand our issues in a better way." "Various stakeholders have been demanding a local Vice-Chancellor for several years. He (Dr Ishar) is a local and has worked in another university, so we expect him to have a productive tenure," he added. Vikas Sharma, president of the National Secular Forum, said it was an achievement for the student community, as they had been seeking the appointment of a new V-C with a local background. "We have always opposed extension to the V-C and demanded someone with a better hold on our issues and concerns. Above all, we had been demanding a V-C with a neutral approach and we think our efforts have borne fruit," said Vikas. "Hostels are a shambles and hardly anyone has paid heed to the issue. We hope the new V-C, who has studied in the JU, will comprehend the dilemmas," said Vikas. Rakesh Chib, chief of the Jammu University Research Scholars Executive Association (JURSEA), said it was good that the university had got a new V-C within the stipulated period. He said: "We hope he will work for the betterment of the institution. It is always better if a VC handles situations in a balanced way." JAMMU: The Baba Jitto Men' Hostel of Jammu University with a capacity of accommodating nearly 200 students was inaugurated and thrown open for admission to students and scholars last year. But the boarders have not been provided mess facility and Wi-Fi connection so far. The boarders said that they have been staying in the hostel for last 6-7 months without mess facility and Wi-Fi connection. They complained that they were assured that these facilities would be provided shortly but still the students are waiting till the authorities arrange these facilities. Mostly the scholars are facing problems due to unavailability of Wi-Fi connection. They have to even go outside where they can get their laptops connected to Wi-Fi under such an extremely cold condition. Their research work has also been affected a lot.

In Hyderabad they had an opportunity to visit the Air Force Academy besides visiting Jama Masjid of Hyderabad and the Charminar. The children witnessed a Laser Show at Lumbini Park and enjoyed a boat ride in Hussain Sagar Lake. On their way back, the children had a two day stay in Delhi during which they had interactions with Dr Farooq Abdullah, Union Minister for New and Renewable Energy and Union Health Minister Ghulam Nabi Azad. They also experienced a ride on the Metro Rail of Delhi and witnessed the Army Day Parade. This tour provided a unique opportunity to these underprivileged children to travel out of the home state for the first time and witness the development made by our country in various fields. JAIPUR: National Students Union of India (NSUI) organized an interactive session of its activists with Alwar MP and minister of state for home affairs Jitendra Singh at Pink City Press Club on Tuesday. During the interactive session the activists, mostly from Rajasthan University (RU), asked questions related to problems at RU. The programme was attended by over 300 students. Nirmal Sharma of RU drew the minister's attention towards shortage of faculty at the university and its constituent colleges. Sharma said that the university has not recruited teachers for over two decades. He asked, "Why don't you raise this matter with the state higher education minister?" The minister assured him of raising this issue with the state higher education department. Govt spent 3.95 cr for the training of the athletes


New Delhi: An amount of 3.95 crore rupees has been spent so far by the government for the London Olympics preparations of 30 athletes, the sports ministry said on 20 January,2012. The funds were allocated under 'Operation Excellence for London Olympics 2012' (OPEX 2012) Scheme. The total duration of the camps has been 335 days. This was stated by Athletics Federation of India Director M L Dogra in a review meeting of the preparation for Olympics called by Sports Minister Ajay Maken. In the meeting, Maken emphasised that AFI needs to adopt a futuristic outlook besides focusing intensively on london olympics so that talent pool in the country remains in proper circulation.He said more players should be included in the camps so that the strength of present number of athletes is increased.

Dope scandal appeals hearing adjourned for Jan 27


New Delhi:The appeals hearing on the one-year ban on India's four top quarter-milers, including Asian Games double gold medalist Ashwini Akkunji, before a National AntiDoping Agency panel was adjourned on Wednesday for January 27. The NADA Appeals panel, headed by Justice (retd) CK Mahajan, fixed January 27 as the date for hearing after the apex anti-doping agency sought more time to study the appeals. Akkunji, Sini Jose, Tiana Mary Thomas and Priyanka Panwar were each handed one-year ban by a NADA disciplinary panel headed by retired district judge Dinesh Dayal, last month after they were caught using banned steroids. All the four quarter-milers had filed appeals to the Justice Mahajanled Appeal panel against the one-year ban, which virtually ruled all of them out of London Olympics. The four athletes had successfully argued before the Dayal-led panel that the banned steroids entered their body through the ginseng food supplements given to them by their Ukrainian coach Yuri Ogordonik. The food supplements were tested at National Dope Testing Laboratory in Delhi and were found to be contaminated by steroids. Based on this, the Dayal-led panel ruled that there was "no significant fault or negligence" on their part in consuming the food supplements. In the absence of a NADA counter appeal for an enhanced period of suspension that was widely expected in those high-profile case, the NADAP can possibly take up only the question of exoneration or reduction of the one-year sanction unless it allows a fresh NADA appeal during the hearing.

This victory is bound to give us a feeling that everything is fine and we can jolly well continue the way we are. All the past and recent defeats and humiliations will be forgiven and forgotten. A victory at home does have a special meaning for every country. But not when it is India. The way India has defeated, destroyed and demolished every single side at home with a monotonous regularity that the entire exercise appears mundane if not a farce. We could not have avoided winning even after fixing a couple of them. A decade of unbeaten record at home, but abroad? What happened in England and what is happening in Australia no Indian would be happy with it. It is

really a difficult period for us and Captain Mahinder Singh Dhoni. India's catastrophic performance in the tours of England and Australia arise a question who is responsible for that? I believe that Domestic pitches are responsible for the poor performance of our Indian team at Perth. We all know that Australia and England have the best pitches in the world where both batsmen and the bowlers get equal of dominating the day. Batsmen alone cannot win the match for the team. Not knowing the cause is one thing and not taking any steps to rectify the disorder is another. For an entire decade our cricket system ordered doctored pitches as a tonic for a defeated team and the team never disappointed. But now there is a need to be change in the cricket system. A common suggestion is to prepare sporting

pitches for a domestic series. This will rob us of the opportunity of making up for abroad losses through home victory and disappoint the fans but in the long run will eventually prepare the upcoming cricketers to compete on international pitches and win. The second idea is to prepare sporting tracks for our domestic cricket. Nothing could be more welcome than that except for the risk of running out of batsmen who can play spin and bowlers who can tweak the ball. Nonetheless one finds that something quick and far reaching must be done. The least we can do is to give our batsmen more exposure to fast tracks and hostile bowling with regularity. The step would help our players in their transition phase. What our sportsperson need is motivation to keep going to play matches in all set of conditions, not false boost of morale through doctored pitches!

For the record, India reported its last case of polio on January 13 last year, from Kolkata in West Bengal. Polio endemic states like Uttar Pradesh and Bihar too have recorded a constant drop in the polio cases from 2008 onwards with zero case recorded in the year 2011 in these two states. To be totally polio free, the World Health Organisation (WHO) stipulates that there should be no case of paralytic poliomyelitis by wild polio virus in last three calendar years. So, if there are no polio cases by wild polio virus in 2012 and subsequent years we can call that India has eradicated poliomyelitis in 2015. The challenges are on other front too. Once wild polio virus is eradicated from the country, the major issue of concern is that of acute poliomyelitis caused by vaccine virus itself. The cases are occurring even now and outnumbering wild poliomyelitis cases even in India. Another traditional polio endemic state Bihar has also recorded a massive drop in polio cases from 2008 onwards. A total of 233 polio cases were reported in 2008 in Bihar and the number fell to just nine in 2010. Last year the state went incident free. Foreign Players to Get Stake in Indian Carriers 17th Jan 2012 As the debt-laden civil aviation industry battles hard to stay afloat, the government said on Tuesday that it would kickstart the process to allow foreign airlines 49 per cent stake in Indian carriers, signalling a major shift in the UPA government's policy. The decision was taken at a meeting here between Finance Minister Pranab Mukherjee and Civil Aviation Minister Ajit Singh. The meeting also decided to immediately release Rs.150 crore for the payment of a portion of pending salaries and allowances of Air India employees, including pilots. The move to permit foreign airlines to pick up stake in domestic scheduled carriers should come as a major relief to debt-ridden airlines such as Kingfisher. According to the existing rule, anyone, except a foreign airline, can pick up equity in scheduled domestic airlines. The Department of Industrial Policy and Promotions (DIPP) has already floated a draft note for inter ministerial consultation on investment by foreign airlines. However, the note favours allowing only 26 per cent FDI. PM promises top industrialists to solve the crisis in power sector 19th Jan 2012 Prime Minister Manmohan Singh cheered an anxious bunch of top industrialists, from Anil Ambani to Ratan Tata, with a promise to take immediate, decisive action to solve the power sector's problems in a time-bound manner and convert the looming crisis into an opportunity. The high-profile delegation included Ashok Hinduja, Vedanta Chairman Anil Agarwal, Prashant Ruia of the Essar group, GMR's GM Rao, Gautam Adani, Sajjan and Naveen Jindal as well as Lanco Infratech chairman Madhusudan Rao and GVK Group's Sanjay Reddy. The industrialists are seeking higher supply of coal and natural gas, faster environmental clearances, distribution reforms, greater access to funds, and support for ultra mega power projects that are in trouble because imported coal prices have risen sharply making their operations unviable. After the meeting, the prime minister told them that the committee of secretaries would prepare a 90-day revival plan which will have monthly milestones, a member of the business delegation said. The group of CEOs will meet the PM again after 90 days to review progress, while empowered groups of ministers on gas, coal and ultra mega power projects will meet shortly to clear pending issues, he added.

Army chief Gen VK Singh on Monday became the first serving chief in the military's history to drag the government to the Supreme Court to have his year of birth declared as 1951 as opposed to 1950 as fixed by the Centre. Revealing his intention to fight to the finish, Singh filed a writ petition under Article 32 of the Constitution (ensuring the right to legal remedy), accusing the government of violating his fundamental right by not allowing him to change his year of birth from 1950 to 1951. The chief did not move the Armed Forces Tribunal as the quasi-judicial body's members are junior to him in rank. Filed by counsels Puneet Bali and Prabhjit Jauhar, the writ sought quashing of the defence ministry's orders of July 21, 2011 and December 30, 2011, turning down Singh's claim that he was born in 1951. Singh's form for admission to the National Defence Academy, Khadakwasla carries 1950 as his year of birth, in contrast to 1951 in his matriculation certificate. The chief has claimed that the error in recording his year of birth as 1950 in the UPSC form was rectified after the commission wrote a letter to his father on June 18, 1966, seeking a clarification. Grievance Redressal Ombudsman in Educational Institutions Soon 18th Jan 2012 The Centre has decided to have a grievance redressal mechanism in higher educational institutions. In a statement issued in New Delhi on Monday, Human Resource Development Ministry said the mechanism, which was likely to come into effect from the coming academic session, would require every institute to constitute an ombudsman. The Ombudsman will have the jurisdiction to hear grievances concerning denial of admission, non-observance of declared merit in admission, non-observance of applicable regulations for reservation, withholding of documents and non-refund of fees in case of withdrawal of admission, discrimination and other such matters concerning students in pursuit of studies in the institution. The statement said that students of both management and technical institutes, central and deemed-to-be universities will benefit from it apart from teachers of education institutions under National Council of Teachers Education. It said that the ombudsman would deliver order within one month. Anti-Climax at JLF as Rushdie Cancels Visit 20th Jan 2012 In a statement issued the festival organizers have confirmed that in the wake of recent developments, author Salman Rushdie would not be attending the DSC Jaipur literary Festival. "I have now been informed by intelligence sources in Maharashtra and Rajasthan that paid assassins from the Mumbai underworld may be on their way to Jaipur to "eliminate" me. While I have some doubts about the accuracy of this intelligence, it would be irresponsible of me to come to the Festival in such circumstances; irresponsible to my family, to the festival audience, and to my fellow writers. I will therefore not travel to Jaipur as planned", Rushdie said in a statement issued by the festival organizers. The past week had had its own share of joys and despair, sorrow and elation. On some fronts people in India had cause to celebrate while on other front upbeat mood was tampered by disappointment. It was a mixed bag of hopes and apprehensions that government presented to its people in the week that was. On the Health care front, the world applauded India on achieving the milestone in having a year without a single case of Polio being reported from any State. The commendation was followed by note of caution for health officials against complacency to set in the efforts because two more years need to be without polio to make India totally free of this debilitating disease. However the literary circles had to face disappointment due to cancellation of Salman Rushdie, the controversial author of "Satanic Verses", who is still under threat from the muslim fundamentals. Instead of dismissing the fatwa with the contempt it deserves and declaring that adequate security would be provided to Mr. Rushdie and for the safe conduct of the festival, the central and Rajasthan governments have adopted an attitude that is opaque and obfuscatory. It is absolutely vital that public authorities protect the constitutionally guaranteed freedom of expression in the face of intolerance and not resort to bans in the name of upholding law and order. Yet another aspect of government's rather anarchic attitude came to light with its pronouncing Army Chief's decision to take the age row to the court as an unhealthy precedent. It seems continually to be closing its eyes to the rights of its citizens enshrined in the Constitution, the right to seek justice being one of them. There is absolutely no logic in setting of bad example. Tomorrow it will say that the government employees also should not go to the courts to fight for a promotion they may be deserving as it would set unhealthy precedent for other employees! However, on the positive side, mandatory constitution of an ombudsman in the education sector has been welcomed by one and all. Every year we see a slew of cases pertaining to flouting of admission norms by higher education institutions especially the private. Denial of admission, non-observance of declared merit in admission and non refund of fees in case of withdrawal of admission and other such matters are some of the common grievances that beleaguer the students and their parents. The decision has come has a relief to the parents who leave no stones unturned in saving for their children's future The economic scenario presented a dismal picture as Ratan Tata and Ambani's along with other industry stalwarts approached the PM with their grievances regarding Power sector. The issues raised by them are a direct pointer to faulty policies of the Centre that are being continued for vested interest of a few. The same holds true for the aviation sector which is also undergoing financial crisis. Even though the government has given assurances to alleviate grievance and taken decisions which are a drastic shift from its own policy regarding foreign direct investment in airlines, the real issues are being conveniently being shoved under the carpet. The need for strengthening of linkages in coal and fostering basic research for exploiting renewable sources of energy are nowhere in picture. Rather than simply inviting foreign players into the sector to pump in moolah; a more pragmatic policy to enhance performance in aviation rather than show business (as in Kingfisher airlines) is needed more.
