No Labels will grade each member of Congress on his or her level of support for our action plan, post results to our website and other locations, and actively share this information with your constituents. Any member of Congress who chooses not to respond will be noted on our website. There will be a No Labels event midyear recognizing those who receive the highest scorecard grades. On a rotating basis, the House and Senate would issue monthly invitations to the president to appear in the respective chamber for questions and discussion. Each question period would be televised and last 90 minutes. The majority and minority would alternate questions. The president could, at his discretion, bring one or more cabinet members to the question period and refer specific questions to them.

Every year, a non-partisan leader, such as the comptroller general, should deliver a televised fiscal update to Congress. The president, vice president, all cabinet members, senators and representatives must attend this fiscal update session and take individual responsibility for the accuracy and completeness of the comptroller generals report. They should sign the report, just as CEOs are required to affirm the accuracy of their companys financial reporting.

S. 1981 & H.R. 3643 If the congressional appropriations process is not completed by the beginning of the governments fiscal year on October 1, congressional pay ceases and isnt restored until appropriations are completed. *This is the only proposal requiring a new law from Congress.

2. UP OR DOWN VOTE ON PRESIDENTIAL APPOINTMENTS [RC]


All appointees should receive an up or down vote within 90 days of their name being sent to the Senate. This time frame includes both committee and floor action. If a nominees name is not confirmed or rejected within 90 days, the nominee would be confirmed by default.

At all joint meetings or sessions of Congress, each member should be seated next to at least one member of the other party. On committees and subcommittees, seating also could be arranged in an alternating bipartisan way (one member would be seated next to at least one member of the other party) by agreement between the chair and ranking member.

If senators want to halt action on a bill, they must take to the floor and hold it through sustained debate. Filibusters should no longer be permitted on motions to proceed to floor debate.

Congressional party leaders should form a bipartisan congressional leadership committee as a forum for discussing legislative agendas and substantive solutions. SUPPORT DONT SUPPORT

4. EMPOWER THE SENSIBLE MAJORITY [RC]


The House discharge petition should be reformed to allow members to vote anonymously to bring legislation to the floor over the objections of party leadership. A similar reform could be undertaken in the Senate.

12. NO NEGATIVE CAMPAIGNS AGAINST INCUMBENTS

Incumbents from one party should not conduct negative campaigns against incumbents from the opposing party. That means no appearing in negative ads, no signing nasty direct mail letters and no traveling to an incumbents district or state to play attack dog. At a time when our nation faces immense challenges, the American people have never had less faith in the ability of Congress to do anything about them. This problem couldnt be more serious because if Congress is broken, so is the United States of America. But Congress can be fixed, and No Labels a group of Republicans, Democrats and Independents dedicated to making our government work has a solution. Our Make Congress Work! action plan features a dozen straightforward proposals to break gridlock, promote constructive discussion and reduce polarization in Congress. All but one of our proposals can be adopted without passage of a new law. Our proposals dont favor any party or particular cause, and most can be adopted all at once when the next Congress convenes in January 2013. No Labels believes the problem with Congress is not the people in it. Its the outdated rules, procedures and traditions that govern the institution and make it virtually impossible for anything to get done.
