CONSTITUTION AND BY-LAWS OF LDPC STUDENT FREDRAL ASSMEBLY PREAMBLE We, the students of LDPC, with help of God,

and believing in the need for a better organized student government, and in the development of the youth as future leaders of the nation, hereby form a unified student organization that shall embody the ideas and principles of democracy, in collective efforts to promote the welfare of all students and academic standards of our Alma Matter, do hereby promulgate and adopt this constitution and by-laws that will promote, implement and maintain our goals and aspirations.

Article 1 General Provisions Sec. 1 This Constitution and By-Laws shall be known as the Constitution of the Student Federal Assembly of Liceo De Pulilan Colleges. Sec. 2 For the purpose of this constitution and by-laws, LSFA refers to the Liceo Student Federal Assembly of Liceo De Pulilan Colleges. Article II Name and Domicile Sec. 1 The name of the organization shall be known as the Student Federal Assembly. Sec. 2 The office of the Student Federal Assembly shall be located inside the premises of the school. Article III Declaration of Principles and Objectives Sec. 1 The LSFA of LDPC shall promote mutual understanding through social, civic, recreational and scientific programs and activities. Sec. 2 The LSFA shall have the following objectives: a. Develop love of God and Country, moral character, personal discipline, leadership and efficiency among its members.

b. Train members fo effective and efficient leadership. c. Help students to develop self-confidence. d. Promote unity among leaders and student body.
e. Maintain school aspirations to promote quality education and academic

excellence. f. Serve and protect students rights and welfare.


g. Represent the studentry in the policy making body of the school

concerning students welfare.

Article IV

Membership Sec.1 All bonafide students of the school are members of the studentry to whom the Federal Assembly shall be accountable at all times. Sec. 2 A member fee of fifty pesos (50.00) shall be collected from the students during their enrollment. Sec. 2.1 The distribution of the mem,bership fee will be 40% for the federation and 60% for the council. Sec. 3 Total amount shall be collected from the finance office thru the Federal Assembly treasurer and Federal Assembly President on the first week of July.

Article V Rights of Students Sec. 1 Every student has the right to enjoy responsible freedom of speech and expression. Sec. 2 Every student has the right to avail of all the services offered by the Federal Assembly.

Sec.3 Every student has the right to conduct and participate in al school activities. Sec. 4 Every student has the right to inform on the issues and matters concerning them. Sec. 5 Every student has the right to vote, to be nominated ad be elected into office. Sec. 6 Every student has the right to due process.

Article VI Duties and Obligations of the Students Sec. 1.Every student has the responsibility to observe the rules and regulations of the school all times. Sec. 2 Every student must support and promote the thrusts and objectives of the Federal Assembly and the school. Sec. 3 Every student must abide by the Federal Assembly constitution and bylaws. Sec. 4 Every student must participate actively in all school activities and strive for academic excellence.

Article VII Qualification of Candidates and Term of Office for the Council Officers Sec. 1 The officers of each council are duly elected Chairman, Vice Chairman, Secretary, Treasurer, Auditor and two Federal Assemblymen. Sec. 2 Basic Education Council elections shall be conducted in school wide every third week of February annually. Sec. 3 Elections for the First Year Level Council Representatives for both Basic Education Council and College Department Councils shall be conducted every 2nd week of July annually.

Sec. 4 Campaign period shall be seven school days prior to the Council Elections whereas the 7th day of the campaign period will be allotted for the candidates forum and election shall take effect a day after the candidates forum. Sec. 5 Candidates for all Council elective positions must be: a. Bonifide students;
b. Of good academic standing with a general average of 85 for the high

school in the 3rd grading period and 1.75 for yhe 1st semester for the college students of the curricular school year; c. Of good moral character and have not been subject to any disciplinary sanction on that school year; d. Considered resign if be elected and ineligible from all elective or designated positions from clubs and organizations. e. The officers of the council shall hold office for one academic year.

Article VIII Powers and Duties of the Student Federal Assembly

Sec. 1 The Student Federal Assembly shall be the highest governing body of the entire studentry. Sec. 2 The Student Federal Assembly shall have the following functions and responsibilities; a. Formulate and recommended programs that will address relevant issues/concerns of the studentry.
b. Plan and implement policies and programs designed to protect and

promote students right welfare. c. Monitor and evaluate the students and activities in the school. d. Make recommendations to school authorities regarding student matters, affairs and activities.

e. Participate in the crafting / formulating of school improvement plans.


f. Act as coordinating council of all campus co-curricular organizations.

g. Spearhead anti drug abuse , anti smoking, Brigada Eskuwela, tutorial services for challenged learners and environment programs in the school. h. Monitor and supervise the elections of the Federal Assembly for the succeeding school year. i. Turn over financial assets, papers, documents, properties and other responsibilities to the incoming Liceo Student Federal Assembly Officers. j. Submit financial and accomplishment reports to the school authorities on the monthly basis. Terminal reports must be submitted to the school authorities and the incoming Federal officers during the turn over of responsibilities.

Article IX Student Council and Student Federal Assembly Structure of the Organization Sec. 1.1 Student Council is define as the student government in each particular department eg. ; Basic Education Council, College of Information Technology Student Council. Sec. 1.2 Department pertains to a particular course/s or each that are interrelated such as pre-elementary, elementary and high school known as Basic Education Department, Bachelor in Elementary Education, Bachelor in Secondary Education as College of Education etc. Sec. 1.3 Chairman of different councils are automatically members of the Student Federal Assembly and another two Student Federal Assemblymen will come from each council. Sec.2.1 Federal define as the union of the different departments of the student organization.

Sec. 2.2 The union of different departments of the student councils will be known as Liceo Student Federal Assembly which is the highest governing student body in Liceo de Pulilan Colleges. Sec. 3.1 Student Federal representatives of each councils are directly votes simultaneously together with the councils annual elections of officers and his/her duties and responsibilities is to represent the council in the Student Federal Assembly, and an ex- officio member of the council he/she is representing and they will be known as Assemblyman. Sec. 3.2 Three Federal Representatives / Assemblyman will come from each council (Council Chairman and Two Assemblymen directly voted). Sec.3.3 Directly voted Federal representatives and council chairmen compose the Federal Assembly with equal rights specially to vote and to be voted. Sec. 4 Officers of the Student Federal Assembly there are seven executive officers that comprises the executive committee of the Federal Assembly. President, Vice- President for Internal Affairs, Vice- President for External Affairs, Secretary general, Deputy Secretary General, Treasurer and Auditor.

Article X Permanent Committee in the Student Federal Assembly

Sec. 1 There shall be seven permanent committees in the Student Federal Assembly; namely the Executive Committee, Internal Affairs, Secretariat, Finance, Grievance, Students Welfare and Special project Committee. Sec. 2 The Executive Committee shall be headed by the President and shall act as the administrative arm of the Student Federal Assembly. Sec. 3 The Internal Affairs Committee shall be headed by the Vice President for External Affairs and shall take charge of all the matters regarding the members of the Student Federal Assembly and their functions. Sec.4 The Secretariat shall be headed by the Secretary General and Deputy Secretary General and shall be the Official Student Federal Assembly work group.

Sec. 5 The Finance Committee shall be headed by the Treasurer and shall be assisted by the Auditor. This committee shall take charge of all monetary matters and properties of the Student Federal Assembly. Sec. 6 The Grievance Committee shall be headed by the President and shall take charge if al the grievances of all Student Federal Assembly Officers and members. Sec. 7 The Student s Welfare Committee shall be headed by the Vice President for the External Affairs and shall look after the rights of the student s and act upon their complaints. Sec. 8 The Special Project Committee shall be headed by a person appointed by the President and shall implement programs and projects on anti- smoking, Brigada Eskuwela. Reading and Tutorial Services for CHALLENGED LEARNERS and environment. Sec. 9 Other committees permanent or ad hoc in nature, maybe created by the Student Federal Assembly.

Article XI Duties and Responsiblities of Officers Sec. 1 The Student Federal President will be automatically an ex-officio member of the schools administrative council and co-presiding officer of the Student Affairs Monthly Meeting and one year full scholarship granted of the institution Sec.2 The President shall be the chief executive officer of the Student Federal Assembly. He / She shall have the following duties.
a. Preside over all meetings and / or may designate another officers to

preside for a specific meeting; b. Enforce this constitution, by- laws and other regulations that may be promulgated; c. Sign all official minutes, resolutions, correspondences, and other official papers of the Student Federal Assembly.

d. Represent the Student Federal Assembly or designate his/her representative for any external or internal affairs/ functions; e. Head the Coordinating Council of Campus Co-Curricular Organizations; f. Implement Student Federal Assembly Programs and projects; g. Perform such other functions inherent and incidental to his/ her office. Sec. 2 The Vice President of the Internal Affairs shall have the following duties:
