USGBC LEED PRELIMINARY ANALYSIS CHICKASAW VISITOR CENTER SULPHUR, OK General Green design practices will be incorporated by all project team members and the entire effort is being led by a Leadership in Energy and Environmental Design (LEED) Accredited Professional (AP). The design team is committed to an integrated, holistic design approach resulting in design decisions that will have a positive impact over the life-cycle of the building. All LEED Credit category areas are being considered for the project including: Sustainable Sites; Water Efficiency; Energy and Atmosphere; Materials and Resources; Indoor Environmental Quality; Innovation in Design, and Regional Priority. These credit categories include prerequisites and credits, and the ones projected for this project are summarized on the attached LEED 2009 Checklist. For this project, the eight (8) prerequisites are achievable, and of the possible one-hundred ten (110) credit points, 82 points are projected to be attainable. Based on the project requirements, the guidance of the USGBC LEED Reference Guide, and the past experience of the design professionals involved, FSB has provided a LEED 2009 Checklist tabulating the proposed Credits to be used to achieve LEED Platinum rating for this project. The following discussion outlines some of this projects preliminary proposed LEED Credit goals and objectives based on the requirements listed in the LEED 2009 Green Building Rating System TM:
Sustainable Sites
Construction Activity Pollution Prevention-SS Prerequisite 1 Achievable - An Erosion and Sedimentation Control Plan will be completed in conformance with the 2003 EPA Construction General Permit requirements and State of Oklahoma NPDES Stormwater program, OKR-10 permit, requirements to satisfy this prerequisite. Site Selection-SS Cr1 Achievable - The project site is not on a restrictive land type and does not have sensitive site elements that impede the achievement of this credit. Development Density and Community Connectivity-SS Cr2 Not Achievable This credit requires development in a community with a minimum density of 60,000 square feet per acre net. There is insufficient development density and insufficient quantity and variety of basic services within the project boundaries to consider this credit achievable. Brownfield Redevelopment-SS Cr3 Not Achievable - The project site is not designated as a brownfield site. If a previously demolished building contained hazardous materials, such as asbestos or lead paint, the point may be achievable. Alternative Transportation-Public Transportation Access-SS Cr4.1 Potentially Achievable - The required quantity of public transportation necessary to achieve this credit is not available to the site within this project. Alternative Transportation-Bicycle Storage and Changing Rooms-SS Cr4.2 Achievable - The project will incorporate bicycle storage for 5% or more of all building users and shower and changing facilities in the building for 0.5% of the FTE occupants to achieve this credit. 1
Alternative Transportation-Low-Emitting and Fuel-Efficient Vehicles-SS Cr4.3 Achievable - The project will be able to achieve this credit due to the fact that new parking is being provided. Alternative Transportation-Parking Capacity-SS Cr4.4 Achievable - The project will achieve this credit. Site Development-Protect or Restore Habitat-SS Cr5.1 Not Achievable - The site will be unable to meet the requirements to protect or restore 50% of the site required to achieve this credit. Site Development-Maximize Open Space-SS Cr5.2 Not Achievable - The site will be unable to meet the requirements required to achieve this credit. Stormwater Design-Quantity Control-SS Cr6.1 Achievable - The project will be able to achieve this credit utilizing an underground storage system to retain storm water. Stormwater Design-Quality Control-SS Cr6.2 Achievable - The project will be able to achieve this credit utilizing an underground storage system to retain storm water. Heat Island Effect-Nonroof-SS Cr7.1 Achievable - The credit will be achievable under option 1. Recommend that landscaping be used to provide shade and use concrete for all roads and parking lots. Heat Island Effect-Roof-SS Cr7.2 Achievable - The credit will be achievable under option 1. It will require the use of a white or almond colored roof. Light Pollution Reduction-SS Cr8 Achievable - This project will meet the requirements for interior lighting by utilizing dual technology occupancy sensors in any rooms with openings in the envelope and by lighting exterior Ares only as required for safety and comfort with power densities not exceeding ANSI/ASHRAE.IESNA Standard 90.1-2007.
Water Efficiency
Water Use Reduction-WE Prerequisite 1 Achievable - This project has employed strategies that, in aggregate, use at least 20% less water than the water use baseline, calculated for the building after meeting the Energy Policy Act of 1992 fixture performance requirements, by using low-flow fixtures. Water Efficient Landscaping-WE Cr1 Achievable - This project can achieve 4 points for WE Cr1, option 1, since we are installing a landscape irrigation system utilizing stored rainwater as well as native and adapted plant species for landscaping included on the site. Innovative Wastewater Technologies-WE Cr2 Achievable - This project can achieve this credit by reducing potable water use for building sewage conveyance by 50% through the use of water-conserving fixtures and filtering grey water for use in the rainwater storage tanks. 2
Water Use Reduction-WE Cr3 Achievable - This project can achieve 4 points for WE Cr3 by reducing the water use by more than 40% by using low-flow fixtures throughout all facilities within this project. By reducing the water use by more than 45% this project will also achieve an extra point for innovation in design.
Environmental Tobacco Smoke (ETS) Control-IEQ Prerequisite 2 Achievable - This project will meet this requirement by not allowing smoking in any of the common areas of the building and prohibiting smoking within 25 feet of entries, outdoor air intakes and operable windows for all facilities. Outdoor Air Delivery Monitoring-IEQ Cr1 Achievable - The project will achieve IEQ Cr1 designing the HVAC system to utilize permanent airflow measurement stations and CO2 measuring stations for all densely occupied spaces (those with a design occupancy density of 25 people or more per 1000 square feet) that provide feedback on ventilation system performance at all outdoor air intakes to ensure that ventilation systems maintain design minimum ventilation requirements as defined by ASHRAE Standard 62.1-2007 (with errata but without addenda). Also, carbon dioxide concentrations should be monitored within all densely occupied spaces and an alarm will be entered into the buildings energy management and controls (EMCS) system should the concentrations get too high. Increased Ventilation-IEQ Cr2 Achievable - The project will meet this requirement by providing an independent make up air unit sized for the additional ventilation requirements. Construction Indoor Air Quality Management Plan-During Construction-IEQ Cr3.1 Achievable - The project will achieve IEQ Cr3.1 by requiring the contractor to develop and implement an Indoor Air Quality (IAQ) Management Plan for the construction and pre-occupancy phases of the building as follows: 1) During construction the contractor shall meet or exceed the recommended Control Measures of SMACNA IAQ Guidelines for Occupied Buildings under Construction, 2nd edition 2007, ANSI/ SMACNA 008-2008 (Chapter 3); 2) The contractor shall protect stored on-site and installed absorptive materials from moisture damage; and 3) The contractor shall use MERV 8 filtration media at each return air grille, as determined by ASHRAE 52.2-1999. Construction Indoor Air Quality Management Plan Before Occupancy-IEQ Cr3.2 Achievable - The project will achieve IEQ Cr3.2 by requiring the contractor to develop and implement an Indoor Air Quality (IAQ) Management Plan for the pre-occupancy phase by delivering a minimum of 3,500 cu.ft. of outdoor air per sq.ft. of floor area to the space, then once a space is occupied, it must be ventilated at a minimum rate of 0.30 cfm/sq.ft. of outside air or the design minimum outside air rate, whichever is greater, until a total of 14,000 cu.ft./sq.ft. of outside air has been delivered to the space. Low-Emitting Materials-Adhesives and Sealants-IEQ Cr4.1 Achievable - The project will achieve IEQ CR4.1 by requiring the contractor to utilize interior adhesives and sealants that comply with the following requirements. All adhesives and sealants used on the interior of the building (defined as inside of the weatherproofing system and applied on-site) shall comply with the requirements of the following reference standards: Adhesives, Sealants and Sealant Primers: South Coast Air Quality Management District (SCAQMD) Rule #1168; Aerosol Adhesives: Green Seal Standard for Commercial Adhesives GS-36 requirements in effect on October 19, 2000. Low-Emitting Materials-Paints and Coatings-IEQ Cr4.2 Achievable - The project will achieve IEQ CR4.2 by requiring the contractor to utilize interior paints and coatings that comply with the following requirements. Paints and coatings used on the interior of the building shall comply with the following criteria: 1) Architectural paints, coatings and primers applied to interior walls and ceilings shall not exceed the VOC content limits established in Green Seal Standard GS-11, Paints, First Edition, May 20, 1993; 2) Anti-corrosive and anti-rust paints applied to interior ferrous metal substrates shall not exceed the VOC content limit of 250 g/L established in Green Seal Standard GC-03, Anti-Corrosive Paints, Second Edition, January 7, 1997; and 3) Clear wood finishes, floor coatings, stains, and shellacs applied to interior elements shall not exceed the VOC content limits 5
established in South Coast Air Quality Management District (SCAQMD) Rule 1113, Architectural Coatings, rules in effect on January 1, 2004. Low-Emitting Materials-Flooring Systems-IEQ Cr4.3 Achievable - The project will achieve IEQ CR4.3 by requiring the contractor to utilize flooring systems that comply with the following requirements. Any carpet installed in the building interior shall meet the testing and product requirements of the Carpet and Rug Institutes Green Label Plus program. All carpet adhesive shall meet the requirements of EQ Credit 4.1: VOC limit of 50 g/L. All hard surface flooring 2 must be certified as compliant with FloroScore standards including vinyl, linoleum, laminate flooring, wood flooring, ceramic flooring, rubber flooring and wall base. Low-Emitting Materials-Composite Wood and Agrifiber Products-IEQ Cr4.4 Achievable - The project will achieve IEQ CR4.4 by requiring the contractor to only utilize composite wood and agrifiber products that comply with the following requirements. Composite wood and agrifiber products used on the interior of the building shall not contain added urea-formaldehyde resins. Laminating adhesives used to fabricate any on-site or shop-applied composite wood and agrifiber assemblies shall not contain added urea-formaldehyde resins. Indoor Chemical and Pollutant Source Control-IEQ Cr5 Achievable - The project will achieve IEQ Cr5 by minimizing and controlling pollutant entry into buildings and later cross-contamination of regularly occupied areas by: 1) Employing permanent entryway systems at least ten feet long in the primary direction of travel to capture dirt and particulates from entering the building at all entryways that are directly connected to the outdoors; 2) Where hazardous gases or chemicals may be present or used, each space shall be exhausted sufficiently to create negative pressure with respect to adjacent spaces with the doors to the room closed; 3) Regularly occupied areas of the building shall be provided with air filtration media prior to occupancy that provides a MERV of 13 or better; and 4) Provide containment for appropriate disposal of hazardous liquid waste in places where water and chemical concentrate mixing occurs. Controllability of Systems-Lighting-IEQ Cr6.1 Achievable - The project will achieve IEQ Cr6.1 by providing individual lighting controls for 90% (minimum) of the building occupants to enable adjustments to suit individual task needs and preferences, and providing lighting system controllability for all shared multi-occupant spaces to enable lighting adjustment that meets group needs and preferences. Controllability of Systems-Thermal Comfort-IEQ Cr6.2 Achievable - The project will achieve IEQ Cr6.2 by providing individual comfort controls for 50% (minimum) of the building occupants to enable adjustments to suit individual task needs and preferences and providing comfort system controls for all shared multi-occupant spaces to enable adjustments to suit group needs and preferences. Thermal Comfort-Design-IEQ Cr7.1 Achievable - The project will achieve IEQ Cr7.1 since the heating, ventilating and air conditioning (HVAC) systems and the building envelope are designed to meet the requirements of ASHRAE Standard 55-2004, Thermal Environmental Conditions for Human Occupancy (with errata but without addenda). Thermal Comfort-Verification-IEQ Cr7.2 Not Achievable - Post-occupancy (6 to 18 months) evaluation and corrective action are required to achieve this credit. Therefore, it is anticipated that this credit will not be pursued.
Daylight and Views-Daylight-IEQ Cr8.1 Achievable - The project will have enough glazing to meet the requirements of this credit. The project would be required to have minimum daylight illumination of 75% or more of all regularly occupied spaces per LEED requirements. Exterior shading devices and blinds will be required for individual glare control. Daylight and Views-Views-IEQ 8.2 Potentially Achievable - The project may have enough direct line-of-sight to meet the requirements of this credit. Office furniture no taller than 42 would be required in the open office area of the administration area. FSB will investigate this credit further as a part of the next submission.
Innovation in Design
Innovation in Design-ID Cr1.1 Achievable - This project can achieve 4 points for WE Cr3 by reducing the water use by more than 40% by using low-flow fixtures throughout all facilities within this project. By reducing the water use by more than 45% this project will also achieve an extra point for innovation in design. Innovation in Design-ID Cr1.2 Achievable - This project can achieve 1 point for SS Cr6.1 by providing 50% of non-roof surfaces with a SRI of 29. By providing 100% of non-roof surfaces this project will also achieve an extra point for innovation in design. Innovation in Design-ID Cr1.3 Achievable - This project can achieve 2 points for MR Cr5 by providing 20% regional materials. By increasing the use of regional materials to 30% this project will also achieve an extra point for innovation in design. LEED Accredited Professional-ID Cr2 Achievable - LEED Accredited Professional participation will be provided through out the design phases.
Regional Priority
The project will receive 3 points for Regional Priorities by achieving the following credits: EA Cr2, SS Cr6.1 and SS Cr6.2 currently listed as anticipated points.
