1. 5-A-SIDE FOOTBALL Mens 5-a-side football 1. Teams and players are expected to follow all rules and regulations. Failure to do so will result to the team being penalized. The standard rules of football apply throughout this tournament, with the following exceptions: There will only be 5 players in the court during the match play with 3 substitutes outside the court. Back pass is allowed but goalkeeper cannot catch the ball. If the teammates kick the ball to the wall and it goes inside the D area, the keeper is allowed to catch the ball. Players are not allowed to go inside D area and goalkeepers are not allowed to go outside D area. If not, foul will be given. Defending walls should be 3 yards from the spot where the free kick is awarded and can be on the D line (NOT INSIDE THE D LINE). A rolling substitution style applies. Referees must be informed before any substitution is made. The player to be replaced should exit first before the replacement can go in. All penalty kicks are to be taken with one step only 3. 4. 5. 6. High ball is allowed. All teams should provide at least 1 referee and 1 linesman to handle the matches for other groups. The referees decision is final. Foul and misconduct; body contact must be very minimal. All forms of body-contacts that are deemed as strong, dangerous, and/or aggressive by the referee shall be considered foul. Sliding and tackling is strictly prohibited 2 yellow cards accumulation would equal to a one-game suspension. The Cardiff European Games committee reserves the rights to alter any of the rules and regulations at any given time to ensure smooth running of the tournament.

Format 1. 2. 3. All the matches will be held at Power league Cardiff, Manor Way Cardiff, CF14 1RF. Group stage matches will be played according to standard group format: 3 points will be awarded for the winner 1 point for a draw 0 point for a loss The matches will be played in 5-1-5 system in which 5 minutes play in the 1st half followed by 1 minute rest and 5 minutes play in the second half. After all the matches have finished, the teams will be placed according to the standing and best teams will be selected to enter pre quarter-final categories (knock out stages). The matches in pre quarter-final, quarter-final and semi-final categories will be played in 7-1-7 system. If scores are tied by the end of normal time, a 5 penalty shoot-out proceeds. Final match will be played at 3rd Generation pitch at Talybont Sport Centre, Cardiff University. The Final will be played with 6 players in each team. The Final will be played according to a 15-1-15 system. If scores are tied by the end of normal time, a 5 minutes two half extra time will be played where the golden goal rule apply. Should the match still fail to yield a winner by the end of extra time, a 5 penalty shoot-out proceeds to determine the winner of The 4th Cardiff European Games 2012 Football Tournament.

2. BADMINTON Mens singles, womens singles, mens doubles and mixed doubles 1. 2. Basic rules of badminton apply. Players are reminded to provide their own shuttlecocks for warming up. Maximum of 2 shuttlecocks will only be provided in each match. More shuttlecocks will be provided in the finals. The decision of the umpire is final. Medal issued for each category: Gold, Silver and Bronze Each team is required to stay at each designated location for ease of notifications for upcoming matches by CEG badminton representatives. Every player must be punctual and register 10 minutes before each of his/her match. Late comers will be dealt with strictly. Team leader should be responsible of punctuality of own players. Each team is required to appoint volunteers from own team as an umpire or linesmen when needed in a match. Each player can only enter maximum of 2 categories. The Cardiff European Games committee reserves the rights to alter any of the rules and regulations at any given time to ensure smooth running of the tournament.

Format 1. 2. 3. 4. The tournament will be of knockout format. 21-point scoring system is used. All matches are best of 3. (subject to change if there are too many participants) Each team should send a seeded list of players in order to allow CEG badminton representatives to generate a fairer draw. Each contingent is allowed to register as many players/teams for each event. In any event of too many participants the organiser is allowed to restrict numbers of participants from each contingent.

3. BASKETBALL Mens basketball 1. Teams and players are expected to follow all rules and regulations. No physical or verbal abuse is allowed. Failure to do so will result in severe penalty, possibly disqualification. The referees decision must be respected. Decisions made by Head Official are final. Teams that fail to provide 5 players when game starts are automatically disqualified unless the Game Official is given prior notice with acceptable reason, which is at his discretion to deem acceptable. Each team must provide 1 referee. It is the team captains duty to ensure that the referee provided must be available for the match assigned. Standard rules of basketball apply. Cardiff European Games committee reserves the right to alter any of the rules and regulations at any given time to ensure the smooth running of the tournament.

Format 1. All matches will be played for a total of 15 minutes in 7-1-7 system in which 7 minutes will be played in the 1st half, followed by 1 minute rest and 7 minutes in the 2nd half. Teams will be divided into groups of 3 or 4 teams per group depending on participation. Top 2 teams of each group will proceed to quarter finals. The winner will be awarded 3 points, teams ending up in a tie will be awarded 1 point each, and no points will be given to the losing team. No timeouts will be allowed during this stage. In the event where teams looking to proceed into quarter finals have incurred same points, a point difference system (game points scored and game points conceded) for each match played will be used to determine which teams proceeds. During quarter finals, timeout of 30 seconds will be allowed for each half. In the event of a tie, a best out of 5 free throws shoot-out will be performed to determine the winner. 4 winners from the quarter finals will proceed to the semi-finals. Regulations of semi-finals will be the same as quarter finals. Finals will be played for a total of 21 minutes, with 10-minute halves and 1 minute break in between. A 30-seconds timeout is given per half to each team. In the event of a tie, a best out of 5 free throws shoot-out will be performed to determine the winner.

4. BOARD GAMES 4.1 Chess 1. 2. 15 minutes time control on each side (max 30 minutes per game). A checkmate or the player who spent the less time is the winner.

3. A player will be announced as a loser if he/she does not come within 3 minutes after the beginning of each round. 4. During the game: Be careful, touch move is applicable. A player must announce to his/her opponent every time the opponents king being checked. No step-counter used in the match. If a player only have a king left on the board and the opponent still have enough strength to finish the match, the match will be continued until check-mate or the time is over. Cumulative Point System will be used to find the top three winners. A player will accumulate 1 point from each game won, 0.5 point for draw and 0 point for lost. Though the system, all participants will play the same number of matches. A player will accumulate his/her points from the beginning of the first round and a player with the highest accumulated points will be the winner. This is not a group game. A participant may be scheduled to play with anybody and his/her chance to be the top three winners are not influenced by the limited number of participants in a group. No replay match to get the top three winners. If the top winners end-up with the same points, the player that accumulates more points in the earlier rounds will be the winner. Thus early winnings may help you at the end. The decision of the organiser is final.

4.2 Scrabble (a) 1. 2. General Rules All standard rules of Scrabble by Mattel apply in this tournament. All the words used must be in English. The appointed dictionary for this tournament is SOWPODS (OSPD and OSW).

You are allowed to challenge the word constructed by your opponent. Should the word be found to be not valid, your opponent loses their turn. One challenge is allowed per round. Swapping of tiles can be carried out if the player finds it necessary. This will cost the player a turn and can only be done on his turn. All unwanted tiles must be placed face down before the player can draw a new set of tiles. The unwanted tiles must then be returned to the bag. Every player is entitled to pass their turn. Three consecutive passes from a single player ends the game. Should this be the case, the point value of all the unused tiles on the players racks will be deducted from their respective scores. The player with the highest score wins the game. Players are allowed to quit the game if they wish to do so. Every player is responsible for recording their own score for each game. However, this has to be agreed and countersigned by the other players for that game. All rules are subject to change by the organizer. The organizers decision is final.

Qualifying Round Participants will play against each other ( 4 people per board) to win a place in the actual tournament. Each player is given a maximum of 1 minute per turn. Not being able to do so will forfeit the player his turn. This round is carried out for a maximum duration of 30 minutes. The players with the lowest scores will be eliminated. Round Robin (1 vs. 1) The winner of the tournament will be one with the highest number of points as per their respective score sheets. Each player has a maximum of 15 MINUTES each per game. If a player decides to quit the game, the game will end on the spot. No points will be added to or deducted from the final score. If your opponent is absent, you will receive an automatic score of 400 and your opponents 350.

5. NETBALL Womens netball 1. 2. 3. 4. 5. 6. 7. Standard rules of netball apply. A team must have 9 players - 7 in a game, 2 substitutions. Preliminary games will be played for 11 minutes, with 5 minutes for each half and 1 minute interval. Quarterfinals will be played for 11 minutes, with 5 minutes for each half and 1 minute interval. Semi-finals will be player for 16 minutes, with 7 minutes on each half and 2 minutes interval. Final game will be played for 23 minutes, with 10 minutes for each half and 3 minutes interval. Preliminary rounds will be played in standard group format: 3 points for a win 1 point for a draw 0 point for the losing team 8. 9. 10. Quarterfinals and semi-final rounds will be played in knockout manner. There will be 2 minutes break between matches. The playing team must be at the court 5 minutes before the scheduled time. The umpire has the authority to forfeit the game, if the team is late by 1 minute. Each team must provide an umpire. In the event of teams being tied in points after all the group matches, the team with most goals in total will be placed higher.

6. TABLE TENNIS Mens singles and womens singles 1. Basic rules of table tennis apply, following the new ITTF regulation (11 points, 2 serves each turn and for best of 3) 10 minutes of play, highest score within 10 minutes wins. Preliminary games on knockout but may change to round robin depends on participation. Semi final and final will play for the best of 5 set. Players are obliged to umpire the games if asked by committee or be disqualified. Player must be at the table at the time of match within 5 minutes; late appearance will course disqualification as this could affect the smooth running at the tournament.

7. TRADITIONAL GAMES 7.1 1. Batu Seremban 5 stones will be used for this game which will be provided by the organizer. Players are not allowed to use their own stones during the game. The way to determine the players turn is to be decided by the organizer. The players will play 7-step-game for each round in a fixed period of time. The one who finishes the game with the most number of round and step will be considered as the winner for that stage. The top 4 players will be selected to play in the final stage. Step 1: all stones are tossed on the base. One stone is to be picked and tossed in the air. While the stone is in the air, the player must pick another stone from the base without causing any motion of other stones and catch the one in the air before it touches the base. If failed, the player will lose his turn. The same process is repeated until all stones on the base are collected. Step 2: akin to step 1, except that 2 stones are consecutively to be picked from the base instead of one. Step 3: akin to step 1, except that one stone is to be picked followed by 3 stones. Step 4: akin to step 1, except that all four stones are to be picked in one go. Step 5: with all stones in one hand from step 4, one of them is tossed in the air and the rest are placed on the base. The single stone is re-tossed and the four stones on the base are re-collected. Step 6: 2 stones are to be picked from the base. One of them is tossed in the air. Meanwhile, one stone on the base is replaced with the other stone in the hand. The process is repeated until all 3 stones on the base are substituted. Step 7: proceeding from step 6, both stones from the hand are tossed in the air and one will be caught by one hand. The other stone together with one stone from the base are caught by another hand. This is repeated until there are 3 stones in one hand and 2 in the other. Again, the 2 stones are tossed in the air and each is caught by separate hands. Then, the 4 stones are to be placed into another hand after tossing the single stone in the air and making a palm-touch on the base. Before entering a new round, the player will play the KING stage. All stones are tossed on the base and one of them is to be picked by other players. The single stone being picked out is tossed in the air and the remaining are caught in one go. The player must say ONE game/TWO game etc while tossing the stone. If forgotten, the player loses his turn.

8. ULTIMATE FRISBEE Mixed ultimate frisbee Format 1. 2. 3. A team consist of 5 players with a minimum of 2 reserves. A team must consist of both men and women (minimum of 1 woman per team) The maximum score is 11 points, and one game lasts 22 minutes

Game Rules 1. Initiate Play -- Each point begins with both teams lining up on the front of their respective end zone line. The defence throws ("pulls") the disc to the offense. A regulation game has five players per team. Scoring -- Each time the offense completes a pass in the defences end zone, the offense scores a point. Play is initiated after each score. Movement of the Disc -- The disc may be advanced in any direction by completing a pass to a teammate. Players may not run with the disc. The person with the disc ("thrower") has ten seconds to throw the disc. The defender guarding the thrower ("marker") counts out the stall count. Change of possession (turn over) -- When a pass in not completed (e.g. out of bounds, drop, block, interception), the defence immediately takes possession of the disc and becomes the offense. Substitutions -- Players not in the game may replace players in the game after a score and during an injury timeout. Non-contact -- No physical contact is allowed between players. Picks and screens are also prohibited. A foul occurs when contact is made. Fouls -- When a player initiates contact on another player a foul occurs. When a foul disrupts possession, the play resumes as if the possession was retained. If the player committing the foul disagrees with the foul call, the play is redone. Self-Refereeing -- Players are responsible for their own foul and line calls. Players resolve their own disputes. If dispute persists, each team captain has to take charge. Spirit of the Game -- Ultimate Frisbee stresses sportsmanship and fair play. Competitive play is encouraged, but never at the expense of respect between players, adherence to the rules, and the basic joy of play.

9. VOLLEYBALL Mixed volleyball 1. 2. 3. 4. Standard rules of volleyball apply. One team may send 6 players and 2 reserves. At least 2 women players must be on the court at any time. Preliminary rounds: Single round robin system One set only Three points shall be awarded to the winner of the match and one point to the loser. Play time of 10 minutes; team with highest score at the end of 10 minutes or first to reach 25 points will emerge as winners.

Semi-finals and final: Teams with highest total point in the preliminary rounds in each group will proceed to the semis. In the case of teams tying in number of wins, the team with highest score and then highest point difference will be eligible. Best of 3 sets 1 minute break between each sets

All teams are required to provide an umpire and linesmen. A judgment call by the umpire cannot be questioned. All teams must assign ONE umpire, to refer for the team playing before your team. Umpire must be at court 5 minutes before the start game assigned; failure to do so will result in suspension of the team of the umpire. However, all umpires are under the monitor of the staffs and other heads involved. Any unfair act will be disqualified, and, will affect their team score. Walkover Rule: Preliminary rounds: will apply to any team that could not make it in time for their respective game. Semis and Final: As above. However an extra 5 minutes waiting time MIGHT be granted by the head official depending on the situation.
