Views on 2010 Health Care Law March 21-25, 2012 Two years after being passed, more Americans disapprove (47%) than approve (36%) of the 2010 health care law. Just one in 4 would like to see the Supreme Court uphold all aspects of the law. 51% disapprove of the individual mandate that nearly all Americans have health insurance coverage, including two in three Republicans. 45% approve. However, Americans are strongly in favor of some specific parts of the law: they approve of requiring companies to cover pre-existing conditions (85%), allowing parents to cover their children until age 26 (68%), and closing the Medicare donut hole (77%). 54% think the health care law represents too much government involvement in health care. Three in four think it at least somewhat likely that jobs will be lost as a result. Two years after the laws passage, nearly half are still confused about how it will affect them.

As the U.S. Supreme Court begins to hear arguments about the 2010 health care law, 38% say the entire law should be abolished, while another 29% would like the high court to strike down only the requirement that nearly all Americans obtain health insurance if they do not have it, and a quarter would like the whole law to stay in place. The highest level of support was reached in May 2010 when 43% of Americans approved of the law; the lowest level occurred just after it was passed in March 2010, when only 32% supported it. Views on the law and what Americans would like to see the Supreme Court do about it break down along party lines. Most Republicans disapprove of the law and would like to see all of it overturned. Democrats support the law, and 39% want the Supreme Court to keep it in place, but almost as many want to see the health insurance mandate outlawed. Nearly half of independents disapprove of the health care law, and 36% would like the whole law overturned. And most of those who disapprove of the health care law overall approve of these specific changes too, although in smaller numbers.

About one in five Americans say themselves or someone in their immediate family has benefitted from each of three provisions of the health care law that have already been enacted. Among those with children age 18 to 26 who have health insurance, 31% say they have already benefitted from the provision that allows them to add their children to their own coverage. 70% of parents of children 18 to 26 approve of this change. 67% of seniors approve of the provision that offers assistance with the prescription drug donut hole, and 15% have already benefitted. But even among those who have benefitted from at least one of these three provisions (36%), there are mixed views of the health care law overall. 48% approve of it -- including just 21% who strongly approve -- and 35% disapprove. 17% dont have an opinion. Concerns But there are concerns too. 54% of Americans think the bills reforms will lead to too much government involvement in the health care system. 83% of Republicans think this is the case, as do 52% of independents. Views on this have changed little since March 2010. There are concerns about the impact on the economy as well. Three in four think it is likely that businesses will have to cut jobs as a result of the health care law. Only 19% think the law will mostly help them; most either think it will hurt them (31%) or not have much of an effect (43%). Americans concerns extend to the laws effect on their own medical care. As was the case in March 2010, just after the health care bill was signed into law, half of Americans expect the cost of their health care will eventually rise as a result. Just 15% expect their costs to decrease, and 27% expect the health care law will have no impact on their health care costs. 33% expect the quality of the care they receive will also get worse. Just 17% expect that will improve as a result of the 2010 law. Expectations are highly partisan. 76% of Republicans expect their costs to rise, and 59% expect the quality of their care to drop. Only 35% of Democrats expect a cost increase, and just 12% think the quality of their care will get worse. Among independents, 50% expect their costs to go up, and 34% expect the quality of their care will decline. How will Health Care Law Affect ? Two years after the health care bill was signed into law, nearly half of Americans (48%) still say the effect it will have on themselves and their family is confusing to them. 47% now say they have a good understanding of the law up just six points since it was passed.
