NORMAN ANDERSON
CG/LA INFRASTRUCTURE
WASHINGTON, DC

As President & CEO, Norman F. Anderson focuses on infrastructure project creation, aimed at
increasing the level of infrastructure investment, and the performance of existing infrastructure
stocks in developed and developing countries alike.

In July 2008 he published “North American Future, 2025; Outlook for Infrastructure” in The Future
of North America 2025; Outlook & Recommendations, a CSIS publication financed by the
Canadian, Mexican and US Executive branches. That work posited a potential North American
infrastructure market rising from a current market size of less than $200 billion per year to a level
of nearly $450 billion, largely following the Spanish EIB/concessions model. He also leads the CG/LA team that
develops infrastructure projects globally; and provides high-level strategy assessment for the public (cities, states,
countries, MDB’s) and private (finance, E&C, equipment/technology) sectors.

Mr. Anderson has a Masters Degree in Public Administration from Harvard University, and an undergraduate degree
from the University of Virginia. He is a former Peace Corps volunteer, who lived in Paraguay from 1979-1984.

ALFREDO ELIAS AYUB

Since 1999, Alfredo Elías Ayub has served as Director General of the Federal Electricity
Commission. Prior to that he was Director General of Airports and Auxiliary Services (ASA) where
he was given the mandate of preparing it for privatization and substantially improving the service
provided. He worked for nine years at the Secretariat of Energy, Mines and Parastate Industry, as
Coordinator of the Secretary's Advisors, the Under-Secretariat of Mines and Basic Industry and
the Energy Under-Secretariat. His main projects included inviting the main participants in the
sector to establish a long-term investment program in both PEMEX and CFE and achieving
greater consensus as regards planning in the energy sector. At the state level, he has experience
as Executive Coordinator of Urban Development of the Secretariat of Public Works in the State of Mexico. He has
also promoted social development activities as Director of the National Fund for Social Activities. Together with his
public duties, he has also run a family real estate business, in which he has developed the following complexes:
Residencial Fundición, Residencial del Bosque, Edificio Corporativo Coca Cola, Parque Industrial Querétaro and
Parque Industrial Tecnológico de Guadalajara.

He studied Civil Engineering at the Anáhuac University, where he graduated with honorable mention. He obtained an
MA in Administration from the Harvard University Business School where he was awarded a distinction for his
academic performance.

PETER BARKER-HOMEK

ABU DHABI

Chief Executive Officer of TAQA the Abu Dhabi National Energy Company. His professional
background includes Senior Adviser in M&A at BP PLC, Director of Worldwide Downstream Gas
Distribution Development at BG International and Vice-President of Development for Eastern
Europe and Latin America at Pacific Enterprises. He has worked at the US State Department and
was an institutional sales consultant within the Capital Markets Group at Merrill Lynch.

Peter Barker Homek holds an MBA from the University of Southern California.

JACQUES BEAUDRY-LOSIQUE

Jacques Beaudry-Losique serves as the Program Manager of the $200 million U.S. Department
of Energy (DOE)’s Office of Biomass Program. The Office leads federal efforts to develop
technologies that will enable clean biofuels from abundant domestic resources to significantly
reduce U.S. dependence on oil. Mr. Beaudry-Losique initially joined the Department as Manager
of the Industrial Technologies Program (ITP) in June 2005, serving in that capacity until
reappointed to the Office of Biomass Program (OBP) in December 2006. He brings to the Office
extensive experience in executive management, business development and commercial
negotiations.

He was instrumental in accelerating the Office of Biomass deployment activities to support Presidential and
Congressional goals. Jacques’ office is also playing a leadership role in addressing core issues related to the
“ethanol blend wall”. Prior to joining DOE, he worked in numerous senior management roles in the private sector.
As the business development leader of General Electric Power Systems investment activities, he was responsible for
the placement of equity investments into strategic technology companies, and oversaw a portfolio of more than $75
million of GE investments. Prior to that, he devised growth strategies for Aspen Technologies, a leading engineering
and supply chain software company with strong ties to MIT. Mr. Beaudry-Losique also has many years of experience
as a management consultant with McKinsey and Company.

Mr. Beaudry-Losique holds a Bachelor of Science degree in chemical engineering from the University of Montreal and
a Master of Science degree in Industrial Engineering and Engineering Management from Stanford University. As a
recipient of a Canadian Science Foundation Fellowship, he attended the MIT Sloan School of Management, where he
received a master's degree in management in 1992.

JAMES BOND
MULTILATERAL INVESTMENT GUARANTEE AGENCY (MIGA)

James Bond is the Chief Operating Officer of the Multilateral Investment Guarantee Agency
(MIGA), a member of the World Bank Group which provides political risk insurance. Prior to his
appointment in MIGA, James held numerous managerial positions at the World Bank. From
1986-2007 he served as Country Director for operations in sub-Saharan Africa (Benin, Cote d'
Ivoire, Mali, Mauritania, and Togo, as well as Madagascar, Comoros, Mauritius,
and Seychelles); Director of Environmental and Socially Sustainable Development for Africa; IFC
Director of Energy, Mining and Telecommunications and Division Chief Telecommunications.
Before Joining the World Bank Group, James spent 10 years in the international oil industry,
notably with the French oil company, TOTAL and the French institute of Petroleum. He also worked for Goldfields, a
South African mining company.

James holds a Bachelors degree in chemical engineering from the University of Witwatersrand (Johannesburg, South
Africa); a Masters degree in petroleum and energy economics from Ecole Francaisa des Ingeniers (ESPM); and a
doctorate in economics (with specialization in energy and strategic planning) from the University of Paris
Pantheon-Sorbonne.

ANTONO LOPEZ CORRAL


SPINEQ SOCIETY FOR THE PROMOTION OF INFRASTRUCTURE AND PUBLIC UTILITIES

He is a Consultant Representative of SPINEQ, through whose efforts the first concessional


projects of the Russian Federation are being developed. He is also Professor of Transport
Economics with at the Polytechnic University of Madrid. He was General Manager of Economic
Programming at the Spanish Ministry of Public Works (2000-2004) and Advisor to the President
of the Spanish Government on economic and budgetary issues. Professor Corral played a key
role in the restructuring of the rail system in Spain of 2004 as well as the development of the
Spanish Government’s Concession Law in 2003. He also works as a consultant for the World
Bank, the European Commission and many public and private institutions. Professor Corral has
published several books and has been published in numerous journals.

Professor Corral holds a Ph.D. in Civil Engineering, a Masters Degree in Law and in Economics as well as a Masters

Dr. Enrique Garcia is president and CEO of la Corporation Andina de Fomento (CAF), or the
Andean Development Corporation. The Caracas-based CAF has a reputation for being the
preferred lender in the Andean region, and for its marked presence in global capital markets. At
the company's helm since 1991, Dr. Garcia has been recognized for much of the success of the
30-year-old multilateral development bank. He served as minister of planning and coordination
and as head of the Economic and Social Cabinet in his native Bolivia between 1989 and 1991.
Dr. Garcia has also held senior positions at the Inter-American Development Bank.

Nick Heymann leads the Global Industrial Infrastructure Research Team. Prior to joining Sterne
Agee, Mr. Heymann was a Senior Vice President at Prudential Securities and Natwest Securities
Incorporated. Before that, he was a Managing Director at Drexel Burnhan Lambert, Incorporated.
He also worked for General Electric Company as a Financial Analyst and Corporate Auditor.

Mr. Heymann received his BS from the University of Maine at Orono and an MBA from Amos
Tuck, Dartmouth College.

Mr. Kappaz is the founder Chairman and CEO of the K&M Group of Companies a premier energy
group dedicated to bringing safe, clear and reliable electricity around the world. The K&M group

and K&M Global Construction Services LLC. Founded in 1986 the K&M Group is an

LUIS TÉLLEZ KUENZLER

Dr. Luis Téllez Kuenzler is the Secretary of Communications and Transport of Mexico. He received
his BA in Economics in 1981 at the Instituto Technologico Autonomo de México (ITAM). In 1986, he
received his PhD in Economics at MIT, where he was also Professor. He then went on to be Advisor
to the President at the Nat'l Institute of Geography and Statistics, Mexico. In 1986, Dr. Téllez was
Economic Adviser to the Undersecretary of Planning and Budget Control, and became a Member of
the Mexican Foreign Debt Negotiation Group in 1989. From 1989-90, he was General Director of
Financial Planning for the Secretariat of Finance, and then went on to his role as Deputy Secretary for
Agriculture from 1990 - 1994. In 1995, Dr. Téllez was Chief of Staff to the President of Mexico, and
then in 1997 was Secretary of Energy of Mexico.

In 2001, Dr. Téllez was Executive Vice-President of Desc, and then Managing Director of The Carlyle Group in Mexico in
2004. While in the private sector, member of the Board of Sempra Energy, Bancomer, Grupo Mexico, Femsa and Desc.

Since December 2006, Dr. Téllez has been the Secretary of Communications and Transportation. Dr. Téllez is the author
of several works, including: New Legislation on Land, Forest and Water (1993); The Modernization of the Agricultural
Livestock and Forestry Sector (1994) ans some pieces with Rudiger Dornbusch.

HEZI KUGLER
DIRECTOR GENERAL, MINISTRY OF NATIONAL INFRASTRUCTURE
STATE OF ISRAEL

Hezi Kugler currently serves as Director General of Israel's Ministry of National Infrastructures, to
which he was appointed at the beginning of September 2006.

Mr. Kugler's background is in large-scale projects, project finance, corporate and commercial law,
and the securities and venture capital markets. Prior to appointment to his post as Director
General, he was a senior partner in the Herzliya-based law firm Eitan, Mehulal, Pappo, Kugler in
which he oversaw the firm's projects and securities practices, concentrating in particular on BOT
and PFI infrastructure projects as well as major offerings in the public and private equity markets.

In addition, Mr. Kugler has served over the years as a business consultant to leading international concerns active in
the Israeli market and in cooperation with Israeli companies in overseas ventures. He has particular experience in
the defense-industrial field.

Mr. Kugler has served as a member of boards of directors for Israel-based subsidiaries of international companies
and for local Israeli companies.

Mr. Kugler holds a BA and an MA from Bar-Ilan University in Political Studies, specializing in International Relations,
and an LLB from Tel-Aviv University. He acted as international consultant to the Washington, D.C. – based law and
consulting firm O'Connor & Hannan, following which he ran the US arm "Volunteers for Israel" of Israel's "Sar-el"
organization (associated with the IDF) as its Executive Director. His academic career included lecturing in Bar-Ilan's
Political Studies Department on political theory, government and politics, international relations, and Israel’s military
doctrine; and in the Economic Department of the Tel-Aviv College of Management on Securities Law.

Mr. Kugler served as Assistant to the General Counsel of Israel's Ministry of Defense, where he acted as Israel's
Legal Advisor to the DoD-MOD Committee on Implementation of the Memorandum of Understanding on Defense-
Industrial Relations. He has written on Israel's Security Doctrine, and on Proliferation Security.

JUDGE QUENTIN KOPP CALIFORNIA LIGHT RAIL PROJECT


CALIFORNIA HIGH SPEED RAIL AUTHORITY

Judge Quentin L. Kopp has been Chairman of the California High-Speed Rail Authority since his
election in 2006. This body is charged with the implementation of a high-speed train service from
Los Angeles to San Francisco at the speed of 200 miles per hour. Judge Kopp was appointed to
the San Mateo Superior Court on January 1, 1999. Judge Kopp has a long history of public
service. He was first elected to public office in 1971 as a member of the San Francisco Board of
Supervisors a body of which he would become the president. Additionally Judge Kopp served 12
years in the California State Senate where he distinguished himself through his even handed and
fair minded approach.

Judge Kopp received his Bachelors degree from Dartmouth College and his JD from Harvard Law School.

GARY LAGRANGE
PORT OF NEW ORLEANS
NEW ORLEANS

Gary LaGrange took leadership of the Board of Commissioners of the Port of New Orleans in
September 2001. Mr. LaGrange came to New Orleans after serving as Executive Director of the
Mississippi State Port Authority at Gulfport. Since LaGrange became the Port President and
CEO, the port has opened new state-of-the art facilities. These include the Napoleon Avenue
Container Terminal, which opened in January 2004. The $101 million facility is the most
technologically-advanced container terminal in the world. The port also opened its first ever
dockside cold storage facility, which has helped New Orleans gain an even larger share of the
export poultry market. Under Mr. LaGrange’s leadership, the New Orleans cruise industry has
experienced phenomenal growth. Carnival Cruise Lines, Norwegian Cruise Lines and Royal Caribbean agreed to
homeport vessels in New Orleans. The Erato Street Cruise Terminal and Parking Garage was completed in October
2006. The new $37 million cruise terminal adds a 1000 car parking garage and 90,000 square foot terminal. The Port
has also received preliminary funding for another cruise ship terminal at the Poland Avenue Wharves, and will soon
begin renovations to its Julia Street cruise terminal.

He recently served as Chairman of the American Association of Port Authorities, an alliance of 350 ports in the
Western Hemisphere. He also serves on the boards of the Gulf Ports Association of the Americas and is past
chairman and past president of the Gulf Intracoastal Canal Association. He is Vice President of the National
Waterways Council and serves on the Board of the Waterways Council, Inc. Mr. LaGrange is a devoted advocate of
community involvement and his participation in numerous business and civic organizations rival that of his
professional commitments. He was named the Maritime Person of the Year by the Propeller Club of New Orleans in
2003 and the Maritime Person of the Year by the Propeller Club of the Port of Gulfport in 2001. He was recently
named the Man of Steel by the American Institute for International Steel (AIIS), as well as receiving the Leadership
Award for Post Katrina by the International Maritime Association Hall of Fame at the United Nations in New York.

He received his B.A. in Geography/Economics from the University of Louisiana at Lafayette (formerly University of
Southwestern Louisiana). He completed a Master of Arts in Urban Planning, with honors, at USL in 1975.

DR. MICHEL LEONARD

Dr. Michel Léonard is Senior Vice President and Chief Economist for Alliant Insurance, the
brokerage and risk advisory firm owned by the Blackstone Group. In that capacity, he oversees
Emerging Markets’ consulting services, including project finance, risk modeling, and the group’s
Bloomberg Political & Economic Risk Ratings, which he developed and launched in 2008. His
expertise focuses on global macro strategy in the banking, energy, and trade sectors and
developing custom risk transfer solutions bridging insurance and capital markets. Dr. Léonard
came to Alliant after a decade of involvement in risk management, credit modeling and cross
border risk analysis. He was Chief Economist and Head of Political Risk Consulting at Jardine
Lloyd Thompson LLC and occupied similar positions at Aon. Prior to Aon, he was with Medley Global Advisors, a risk
analysis firm founded by George Soros’ former chief political strategist. Dr. Léonard started his career as an
academic at the University of Virginia. He is a frequent commentator in the financial and news media on political risk,
financial risk modeling and terrorism. His work has been featured in the Financial Times, the Wall Street Journal,
Business Week and Business Insurance amongst others.

A graduate of McGill University, he holds an M.T.S. in Islamic Studies from Harvard University and an M.A. and Ph.D.
in Political Economy from the University of Virginia.

EDDY M. MARTINEZ
CENTER FOR EXPORT AND INVESTMENT OF THE DOMINICAN REPUBLIC
DOMINICAN REPUBLIC

Mr. Eddy M. Martinez of the Center for Export and Investment of the Dominican Republic (CEI-
RD), and President of the Parque Cibernetico de Santo Domingo (PCSD), government
institutions that promotes national strategic export and foreign investment opportunities and
works hands on with local and foreign enterprise to facilitate business activity. Mr. Martinez
served as founding Executive Director of the Dominican Dominican Republic’s Office for the
Promotion of Foreign Investment (OPI). During his tenure at OPI, Mr. Martinez vigorously
promoted the policy changes and modernization efforts to help transition the Dominican Republic
from a predominantly agricultural and light manufacturing-based economy towards a higher value-
added service-oriented one.

Mr. Martinez academic background includes a Masters of Arts in Economic Development and International Relations
of the FLASCO and a Bachelor of Economics and has has extensive training in the area of FDI from institutions such
as IDI in Ireland, MIGA, TSG and the promotion agencies of Chile and Argentina.

JOHN MIZROCH
UNITED STATES DEPARTMENT OF ENERGY
WASHINGTON, DC

John F. Mizroch is currently the Acting Assistant Secretary for the Department of Energy’s Office
of Energy Efficiency and Renewable Energy (EERE). He was originally appointed by President
George W. Bush to serve as Principal Deputy Assistant Secretary of Energy Efficiency and
Renewable Energy (EERE) in June of 2006. Mr. Mizroch is responsible managing the programs,
staff and policies of EERE and interfacing with constituent groups in the efficiency and renewable
energy sectors. With a $1.72 billion budget, EERE invests in a diverse portfolio of energy
technologies to provide efficient, clean and renewable energy leading toward a stronger
economy, a cleaner environment, and greater energy independence for America. Mr. Mizroch
joined the Department of Energy from his previous position as President and CEO of the World Environment Center
(WEC). At the WEC, he worked to advance sustainable development by encouraging environmental leadership,
helping improve health and safety practices worldwide, and fostering the efficient use of natural resources to protect
the global environment.

Prior to leading the WEC, Mr. Mizroch promoted environmental technology transfer and investment in the developing
world including Latin America, Asia, and Eastern Europe. Mr. Mizroch has also been a member of the Trade and
Environmental Policy Advisory Committee at the U.S. Trade Representative’s Office and also served on the Cleaner
Fossil Fuel Systems Advisory Committee of the World Energy Council.

Mr. Mizroch, an attorney, has served as a Foreign Service officer in South Africa, a senior official at the U.S.
Department of Commerce in the Reagan and Bush administrations, and as a senior advisor to the Joint Economic
Committee of the U.S. Congress. He received undergraduate and graduate degrees from the University of Virginia
and a law degree from The College of William and Mary in Williamsburg, Virginia.

Terry Newendorp, Chairman and CEO of Taylor-DeJongh, has over 30 years of experience in
international capital investments, global financial structuring, project financing, and asset
acquisition and divestitures. He has negotiated and successfully closed deals in over 70
countries, aggregating over US$70 billion, mostly in the energy, oil & gas, petrochemicals,
telecommunications and metals & mining sectors. In addition to extensive experience structuring
commercial bank loans globally, he has complete familiarity with government and multilateral
financing institutions, including the export credit agencies of most of the developed world. He has
extensive experience structuring transactions for capital markets and private placements of debt

Mr. Newendorp currently represents major oil & gas companies, chemicals companies, energy companies,
developers, international engineering & construction companies, and financial investors in projects around the world.
His experience in the oil and gas sector includes EG LNG advisory for Marathon Oil Corporation, Arizona Clean Fuels
Yuma refinery project for the Sponsors, Baku-Tbilisi- Ceyhan Pipeline for the entire Export Credit Agency lender
group, Angola LNG advisory to the Sponsor consortium, several polyethylene projects for Sponsors, and Ras Laffan
LNG Train 3 advisory for the Sponsors. Other major project financing successes include the financial advisory and
debt arrangement for the ALBA smelter expansion, for US$1.7 billion. Mr. Newendorp received his B.S. in Chemical
Engineering from Purdue University and his J.D. cum laude from The George Washington University School of Law.

MASAKI OMURA
JAPANESE BANK FOR INTERNATIONAL COOPERATION

Masaki Omura is the Managing Director of the Japan Bank for International Cooperation(JBIC).
Prior to joining JBIC Mr. Omura was Executive Director of the Asian Development Bank,
representing Japan. Mr. Omura has a long history of service to the country of Japan and the
international community as a whole. Mr. Omura began his career with the Ministry of Finance
Japan, mainly working in international finance areas including the position of Director of the
Development Institutions Division. Mr Omura has a degree of L.L.M., from Harvard Law School
and a Bachelors Degree in Public Law from Tokyo University graduating in 1975.

JBIC has made a new start as the international wing of the Japan Finance Corporation (JFC), Japan’s policy-based
financing institution. JBIC’s mission is to contribute to the sound development of the Japanese and international

EUGENE ROBINSON

Eugene Robinson is an Associate Editor and twice-weekly columnist for The Washington Post.
His column appears on Tuesdays and Fridays.

In a 25-year career at The Post, Robinson has been city hall reporter, city editor, foreign
correspondent in Buenos Aires and London, foreign editor, and assistant managing editor in
charge of the paper’s award-winning Style section. In 2005, he started writing a column for the
Op-Ed page. He is the author of "Coal to Cream: A Black Man’s Journey Beyond Color to an
Affirmation of Race" (1999) and "Last Dance in Havana" (2004).

Robinson is a member of the National Association of Black Journalists and has received numerous journalism
awards.

MATTHEW ROSE

Executive Officer on December 7, 2000. In June of 1999, he was made President and Chief
Operating Officer, responsible for all operations and marketing activities. He had been Senior
Vice President and Chief Operations Officer since August 1997, and he was responsible for
coordinating transportation, maintenance, quality, purchasing, labor relations and information
services activities. From May 1996 to August 1997, Rose served as Senior Vice President-
Merchandise Business Unit. He joined Burlington Northern Railroad (BN) in 1993, and was
named Vice President-Vehicles and Machinery in June 1994. In January 1995, he was named
Vice President-Southern Region Field Marketing for the Merchandise Business Group. He was appointed Vice
President-Chemicals following the merger of Burlington Northern Inc. and Santa Fe Pacific Corporation in September
1995.

Before joining BN, Rose was Vice President-Transportation for Triple Crown Services (a Norfolk Southern subsidiary)
where he had functional responsibility for all facets of the truck/rail operation. Prior to that, he held various positions
with Schneider National and International Utilities, a trucking conglomerate. He began his railroad career in 1981 as
a Corporate Management Trainee with Missouri Pacific Railroad and was appointed an Assistant Trainmaster.

Rose holds a Bachelor of Science degree from the University of Missouri, where he majored in marketing and
minored in logistics. He is a member of the Board of Directors of AMR Corporation; a member of the Board of
Directors of Centex Corporation; a member of the Board of Directors of the Association of American Railroads; a
member of the Board of Directors of American Coalition for Clean Coal Electricity; a member of the Texas Governor’s
Business Council; a member of Business Roundtable; a member of The Business Council; a member of the Board of
Trustees of Texas Christian University; and a member of the National Infrastructure Advisory Council.

Ekaterina Sharashidze was appointed as the Minister of Economic Development of Georgia on


January 31, 2008. Prior to her appointment she worked on the position of the Head of
Administration of the President and a Special Advisor to the President on Economic Development
and Foreign Direct Investments

With almost 10 years of work experience in the US, UK, France and Germany, ranging from
management consulting at Booz Allen Hamilton, to investment banking at Goldman Sachs, to
venture capital at StartUp Avenue, to poverty alleviation and private sector development at the
United Nations, Ekaterina brings a wide variety of skills and in-depth knowledge to her position.

Upon graduation from high school with a "Gold Medal" Ekaterina moved to the United States where she spent the
following 15 years. Ekaterina completed her undergraduate studies summa cum laude (1991-1995) at Saint Joseph's
University and the University of Pennsylvania. She has a Bachelor's Degree in Economics, English and Art History. In
addition, Ekaterina holds a Master's Degree in Public Policy (1997-1999) from the Kennedy School of Government,
Harvard University and Master's in Business Administration (1999-2001) from Sloan School of Management,
Massachusetts Institute of Technology.

Lynn Tilton is the CEO of Patriarch Partners, LLC, a firm she founded in 2000 to manage and
monetize the distressed portfolios of financial institutions. Patriarch has since evolved to focus on
direct investments in businesses, managing funds with over $6 billion of equity and secured loan
assets, with equity investments in more than 65 companies.

Patriarch focuses on acquiring undervalued companies where time, capital and a sound strategy
can rescue a business and restore value, often preserving U.S. jobs while simultaneously
providing demonstrated returns to investors. Patriarch offers a peerless approach that combines
innovative financial models, restructuring techniques and the operational expertise to rebuild businesses facing
complex situations.

Ms. Tilton began her career in mergers and acquisitions at Morgan Stanley & Co. in 1981. She subsequently gained
experience in private equity, distressed asset management, financial engineering, investment banking, loan research,
sales and trading, and operational management at firms including Goldman Sachs & Co., Merrill Lynch, Oppenheimer
& Co., MJ Whitman, Inc., and Amroc Investments, Inc.

She earned a B.A. in American Studies from Yale University and an MBA in Finance from Columbia University. Ms.
Tilton also holds a US patent related to the securitization of distressed commercial loans.
