Series 2011 - 2012
(To be read or distributed at a regular Post meeting and filed) 1. The 2012 Department Convention will be held at the Holiday Inn Select, Columbia, Missouri, June 7 June 10, 2012. Hospitality rooms information has been mailed to District Quartermasters. Individual room reservation form for the Holiday Inn Select is being sent out with these General Orders. A block of rooms have been reserved at the Laquinta Inn and Suites for those not wishing to book for (3) days. You may make reservations by calling 573-445-1899. Be sure to identify yourself as being with the VFW State Convention. Reservations must be done by phone to get into the VFW block.

2. All proposed amendments to the Department By-Laws which are to be considered by the 2012 Department Convention must be submitted to the Department Adjutant no later than April 15th so they may be distributed with the May General Orders. Resolutions will not be published, but must also reach the Department Adjutant no later than April 15th. 3. Post Commanders are reminded that nominations for Post Officers should have occurred in March and the annual election of Post Officers must take place during April. The Post Commanderelect shall select the installing officer as soon as officers have been elected. The installing officer must be one who holds or has held a rank at least as high as that of Post Commander. Post Officers shall be installed in their respective offices prior to the convening of the Department Convention. Newly installed District and Post Officers do not assume their duties until the Department Commander is installed on June 9, 2012. 4. National Headquarters has mailed a Report of Election of Post Officers to each Post Quartermaster on record. As soon as possible after the Post election, but within one (1) week, this form should be completed in its entirety and submitted electronically or mailed in accordance with instructions on the form. DO NOT wait until after the installation to complete and submit or mail this form. Failure to submit the report of the election results in the Post not receiving their 20122013 membership supplies as well as important correspondence for Post Officers. MAKE SURE YOU MAIL A COPY TO DEPARTMENT HEADQUARTERS. 5. Pursuant to Article II, Section 222 Delegates, District Convention & Meetings, Department and National conventions of the National By-Laws and Manual of Procedure: (a) Delegate strength shall be one for every thirty members or fraction thereof in good standing. Delegates and alternates shall be elected in accordance with the Manual of Procedure. (b) Delegates elected under this section shall not be considered instructed and may exercise full authority in the duty to be performed. (c) Each Post will pay, in accordance with the Department By-Laws, a delegate registration fee for each delegate to which the Post shall be entitled. Post Delegate fees will be six ($6) dollars per every 30 members in good standing on May 1. A notice will be mailed to the Post Quartermaster in early May. (d) Each Post will pay, in advance, a national registration fee of twenty-five dollars ($25) which

shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the national convention will pay a ten dollar ($10) delegate fee. All posts are required to register in advance and pay the initial twenty-five ($25) dollar fee for at least one delegate to the National Convention whether or not any member(s) from the Post attends the convention. The registration form was included with the mailing of the Post Election Report by National Headquarters in early March. Failure to pay National Delegate fees will result in your charter being placed on suspension by National.

6. All Districts will hold a District Convention not less than ten (10) or more than sixty (45) days prior to the Department Convention for the purpose of electing District Officers and the transaction of District business. Blank Reports of Election are being mailed to the current District Adjutant prior to the Convention by Department HQ. District Adjutants must complete and mail a copy of the election report to Department Headquarters as soon as possible after the election. A copy of the report must be sent to National Headquarters per instructions on the form. Post Commanders are reminded that the by-laws require the Post Commander or a representative attend District Conventions. 7. If your Post or Ladies Auxiliary would be interested in (co)sponsoring a Patriots Pen or Voice of Democracy scholarship, please forward $500.00 to Department Headquarters prior to September 30, 2012. Payments will be accepted in full amount or monthly installments. A total of $500.00 must be received by September 30, 2012, for the 2012 Scholarship Program. Scholarships will be paid out over a five year period to district winners. Scholarship sponsor's name(s) will be listed in the banquet program each year. 8. All Posts should start making plans for a 2012 Spring Buddy Poppy drive. An order blank is located in the Post Commander and Quartermasters Handbook that should have been received by each Post Commander & Quartermaster in August. Poppies must be ordered through Department Headquarters and paid in advance. Orders take a minimum of ten weeks, depending on workload of the factory. Complete the form in its entirety. 9. Selection for the All State Team of Post Commanders and Quartermasters and All State Posts will be held in Jefferson City in May. Post All State requirements are listed in the Post Commander and Quartermaster handbook you received in August. All requirements must be met by April 30 (no exceptions). Districts holding meetings in April must send their District Meeting reports to Department HQ immediately following the meeting to support this program. 10. The next issue of the Missourian is scheduled for early in May. Articles, notices & photos for the next Missourian must be to the Department Adjutant at Department HQ no later than 15 April 2012. Articles may be sent via email to adj@mo.vfwwebmail.com. 11. Ads for the Department Convention magazine are now being accepted. Deadline for receipt in Department Headquarters is May 7, 2012. Cost of ads and instructions for submittal are attached to these General Orders.
