Smt Sonia Gandhi, Hon'ble Chairperson, NAC, INDIA APPEAL TO SMT SONIA GANDHI AGAINST DISCRIMINATORY LAND ACQUISITION

WITHOUT NOTICE TO SERVING AND RETIRED ARMED FORCES PERSONNEL/ PERSONNEL SERVING IN THE INDIAN CENTRAL GOVERNMENT AT THE BORDERS / AWAY FROM HARYANA.REQUEST INTERVENE FOR DE- NOTIFICATION.

Respected Madam, We, the three brothers from Haryana State, in the Services of the Armed Forces of the Union of India, have spent our lifetime serving the Nation. Our only residential pieces of Land have been literally grabbed (acquired at our back without any opportunity of hearing accorded to us/ without any Notice to us under Section 9 of the Land Acquisition Act 1894). This has adversely affected us, our plans to settle at our residential parcel of land in the evening of our lives and also our morale and the morale of all the servicemen and ex servicemen of Haryana who learn about our case and all those who hear about it. We ask a small favour from Your Good self in the interest of Justice. Will You Please help in the traditions of Great Nehru and Gandhis of India? . Facts In 1989, I had purchased the small parcel of Land inVillage Nangal Sodian, Hadbast 191, Tehsil Kalka, Distt Ambala, 126/66, 12-7, 10/247, 11/12, Pinjore, Kalka, Haryana [duly registered in revenue records of Haryana as residential Plot No. 3 belonging to then rank Squadron Leader Sushil Kumar (my self]:, Khewad Khatoni No. 11/12, Khasra no.126/66, tadidi 12/7, ka 10/247, village Nangal Sodian , Pinjore, Kalka, Haryana ( duly registered in revenue records of Haryana as residential Plot No. 4 belonging to then rank Captain Ashwani Kumar ,VSM- my youngest brother)&

Khewad Khatoni, no. 106/142, Khasra no.123 tadadi 10-19, ka 10/219 in Islampur, Pinjore, Kalka, Haryana . ( duly registered in revenue records of Haryana as residential Plot No. 5 belonging to then Assistant Commandant RPS Force- my younger brother) These three plots are adjacent. The purchase was made from our hard earned money with the purpose of settling, after retirement from the Armed Forces of the union of India so that we settle down, in our Land wherein we should be taken care of as Senior Citizens and as Ex- Servicemen and Scholars. Problem Our hopes stand shattered due to the wholly unjust, arbitrary and unreasonable, denying to us even an opportunity of hearing and the manner of depriving us of our in- boundary- wall place of residence, sparing plots to the left and to the right of ours' has been discriminatory. Proof of Discrimination. The photographs reveal that there has been a superstructure on our Piece of Land in the form of Six Feet high Boundary wall. It was there, before even the initial survey, as I have learnt now about the survey, which was carried out. It is also learnt that the Land Acquisition Officer had not recommended the acquisition of our boundary walled plot. But his Report was ignored and he was asked to sign on dotted line in a Report prepared by HUDA (Haryana Urban Development Authority). The attached photographs also reveal as to how discrimination has been caused to us. On the left of our boundary walled plot a house has been allowed to be constructed and to the right of our plots a building has been allowed to be developed. The directly in between these our Plot with boundary wall has been acquired as we were not there to lodge our objections, or approach and convince the authorities and we have not only been denied the opportunity of hearing but also never came to know of the State' notifications issued by H.E Governor of Haryana nor were ever served with Notices by the Collector or his deputies under Section 9 of the Land Acquisition Act 1894. The letter of Hon'ble Chief Minister of Haryana Shri Bhupinder Singh Hooda to the General Secretary Shri BK Hariprasad succinctly reveals that the issue 'for not acquiring my plot' has been under his consideration since 21 June 2011. The Scan of the letter dated 29 August 2011 of the Financial Commissioner

and Head of the Revenue Department of Haryana reveals that there has been a direction- request from the Financial Commissioner of Haryana to the Deputy Commissioners of Ambala and Panchkula to kindly agree to our request for sparing our plot from acquisition in the facts and circumstances of the case . Prayer Most respectfully I pray to Your Good self and to the Hon'bles Chief Minister of Haryana, Shri Bhupinder Singh Hooda Ji to please spare from acquisition our boundary walled residential parcel of Land as we were away from Haryana, serving the Nation ,were not notified and were not served with the Notices as mandated under the provisions of Land Acquisition Act 1894. Kindly spare from acquisition my plot as promised by the Hon'ble Chief Minister in his letter to the General Secretary of All India Congress Committee as I am a senior citizen, staying on rent, ill affording it , having no other property and have retired from the Services.
