AWARE OF the recent rise in applicants to the EDEN Initiative,

DEEPLY CONCERNED that rapid decisions on memberships for pending applicants could harm the delicate balance of the EDEN Initative, REAFFIRMING that the EDEN Initiative seeks to expand membership at a slower pace, PROCLAIMS the creation of the Partnership Program with a three stage system; DESIGNATES the rst level of the Partnership Program as the Introductory Partners Level; 1. NOTES that Introductory Partners have the following privileges: i. The ability to request assistance in times of crises; ii. The ability to discuss topics currently being discussed in session; iii. The ability to suggest new topics for the agenda; 2. AUTHORIZES the bestowment of the Introductory Partners Status with a simple majority vote RECOMMENDS the creation of a second level for the Partnership Program called the Observers Level; 1. AUTHORIZES Observer Partners to receive the following privileges: i. All privileges of Introductory Partners; ii. The ability to make parliamentary motions excluding those concerning topics and voting on resolutions; iii. The ability to partake in peacekeeping and intervention missions; 2. FURTHER NOTES that the endowment of the Observer Partner Status will be approved by a simple majority; DECLARES the nal level of the Partnership Program to be the Trusted Partner Status; 1. APPROVES Trusted Partners to receive the following privileges: i. All privileges of Observer Partners; ii. The ability to make all parliamentary motions, save for voting on resolutions; iii. The ability to request invitation to Private EDEN Initiative Sessions with a simple majority; iv. The ability to request full membership to the EDEN Initiative 2. REQUESTS a majority of 2/3ds of all members to bestow the Trusted Partner Status; ENACTS the rule that Trusted Partners that request full membership must gain a 2/3ds majority of all full members of the EDEN Initiative to agree; AUTHORIZES full members of the EDEN Initiative to revoke membership to the Partnership Program should Partnership Program members be in violation of EDEN Initiative Protocol on Relationships Between Members;

TRUSTS any members of the Partnership Program with the power to revoke their partnership with EDEN Initiative with proper notication; 1. DEFINING "proper notication" as within a time period of one to two days before resignation from the Partnership Program; RESOLVES to remain actively seized on the matter.
